4 Strengthening Space Foundations Three action areas: Support to research activities related to space science and exploration New concepts in space transportation and key technologies including critical components Research to reduce the vulnerability of space assets. For strengthening of foundations of Space science and technology, the support is to be maximised through synergies with initiatives of ESA or other European, national or regional entities. 5 Policy Context The space sector is a strategic asset contributing to the independence, security, and prosperity of Europe and its role in the world The European Space Policy, the European Parliamentarian Resolution, and the Resolutions from the Space Council from 2007, 2008 and the 6 th Space Council held on 29 th May 2009, underline Europe s need for a non-dependent access to critical space technologies as a prerequisite for achieving Europe s strategic objectives "Non-dependence" refers to the possibility for Europe to have free, unrestricted access to any required space technology. 6 Main Objectives Reduce the dependence on critical technologies and capabilities from outside Europe for future space applications (as identified in the 2009 list of technologies for urgent actions from the Joint Task Force on Critical Technologies for European non-dependence) Enhance the technical capabilities and overall competitiveness of European space industry satellite vendors on the world wide market Open new competition opportunities for European manufacturers by reducing the dependency on export restricted components that are of strategic importance to future European space efforts Enable the European industry to get non-restricted access to high performance components that will allow increasing its competitiveness and expertise in the space domain. Improve the overall European space technology landscape and complement the activities of European and national space programmes. Context Folie 6

8 Critical Technologies for European Non-Dependence include all those (25) technologies which are surveyed and monitored by the Joint EC-ESA-EDA task force on Critical Technologies encompassing platform, payload, and launcher technologies A number of priority technologies have been identified for Framework Programme 7 support. 9 Situation for the items on the List of Urgent Actions is monitored by ESA and relevant actions in GSTP, ARTES, TRP are being identified Meeting with EC and EDA on 28th May, on which the following points were discussed: - Indication from EC to include in Call 4 all activities from the List of Urgent Actions, which have not been addressed previously by an FP7 project - Lessons Learned and start of next round in EDA will be in a better position to address Urgent Action List in the next round in 2011 (16 Million EDA MANGA project on GaN has been kicked off 28th of April). 11 Critical Technologies for European Non-Dependence are not restricted only to specific electric or electronic components Projects are expected to demonstrate their complementarity and possible synergies with national agency and ESA funded activities, as well as relevant Harmonised European Space Technology Roadmaps Agreement on ESA s role excludes the possibility for ESA to act as a coordinator or participate in a proposal in answer to FP7 Space calls for the Strengthening Space Foundations part Nevertheless, it has been agreed that ESA will advise industry, SMEs, research institutes, and academia on complementarities of the EC calls for proposals with ESA roadmaps (thus playing a key role in maximising complementarities of ESA and EC activities) Emphasis for these activities should not be on the advanced nature of their scientific innovation, but on the expected medium term impact for Europe to operate independently in space, e. g. by developing in a timely manner reliable and affordable space technologies that in some cases may already exist outside Europe or in European terrestrial applications The participation of SMEs is particularly encouraged for this topic of the call. This aspect will be taken into account in the evaluation. Activities Folie 11

13 First guidance of the technologies which can be addressed Correct alignment with European strategic challenges and technology readiness level (TRL) is required (risk mitigation for programmes) Careful coordination with ESA s technology programmes is required; technologies not covered by the table will be regarded as out of scope of the call Funding schemes and projects size: Small size Collaborative Projects are expected, with upper eligibility limit of 2 M European Union requested contribution. 15 - Conclusions The European space technology non-dependence issue is one of the strategic elements appearing repeatedly at European level A thorough analysis has been conducted involving all European players to identify existing or potential technology dependence in Europe and defining concrete actions to rectify the situation EC, ESA, EDA and industry have worked together to arrive at an agreed list of European non-dependence urgent actions The list is now been used as input for programmes of the three institutions and national programmes addressing space critical technologies for European strategic non-dependence; it is recognised that coordination at implementation level is needed The process will be run again in 2nd half 2011 and evolution will be monitored in Conclusions Folie 15
