1 GENERAL These rules apply to the play within all Cal Ripken divisions. See Division specific rules below. For any rules not specifically addressed on Division specific rules sheets, refer to the Babe Ruth Baseball Official Rulebook. 1. THE BATTER: All batters will wear a batting helmet when on the field of play, whether as an on deck hitter, a batter, or a base runner. EXCEPTION Tball players are not be required to wearing batting helmets. 2. THE CATCHER: The catcher must wear a facemask, helmet, mitt, chest protector, shin guards, and a protective supporter with cup. The catcher must also wear a catcher s mitt and not a field glove or mitt of any other kind. EXCEPTION The catcher in Tball may use a field glove but will be required to wear to catcher s helmet with facemask. The Umpire will place the catcher in an area behind home plate that he deems safe before the batter swings. 3. GAME TIME: Be at the field at least 20 minutes prior to game time. Teams that are scheduled for play on the Cal Ripken fields (NW, NE, SW, SE fields) have reserved hitting warmup times in the batting cages. The visiting team may use the respective (NW, NE, SW, SE) batting cage beginning at 1 hr before game time for 20 minutes. The home team may use the respective batting cage beginning at 40 minutes before game time for 20 minutes. Both teams should be at the field 20 minutes prior to game time. 4. LINEUPS: One (1) copy of the lineup shall be given to the scorekeeper, umpire, and opposing coach ten (10) minutes before game time. First initial, last name, and number are required. 5. DUGOUTS: Teams are responsible for cleaning all garbage from dugouts after each game. 6. TOBACCO: Tobacco use is prohibited at the ballpark. 7. PROFANITY: Profanity is prohibited at the ballpark. Use of profanity by coaches, parents, or players will be grounds for removal from the park, and at the discretion of the Board of Commissioners removal from participation in the league.

2 BABE RUTH LEAGUE LATEST RULE CHANGES FOR 2015 The International Board of Directors has approved the following rule changes beginning with the 2015 season. These changes will be reflected in the 2015 Babe Ruth League, Inc. Rules and Regulations. Cal Ripken Division Fake Bunt Slash Bunt A batter is out for illegal action when the player fakes a bunt and then takes a full swing, thus eliminating a player from fake bunting (slap hitting) the ball. Penalty: Batter is out, the ball is dead, no runners may advance. Babe Ruth Baseball and Cal Ripken Baseball (All Divisions) Contact Rule If a runner attempting to reach home plate or another base intentionally and maliciously runs into a defensive player in the area of home plate or a base, he will be called out and ejected from the game. Babe Ruth Baseball and Cal Ripken Baseball (All Divisions) Anyone warming up a pitcher at any location shall wear a mask. A throat protector is considered part of the catcher s mask. Babe Ruth League, Inc. All Divisions If any bat in Cal Ripken Baseball, Babe Ruth Baseball or Babe Ruth Softball cannot be clearly identified for its make and model to determine the barrel composition, then the bat should be removed from the game.

3 T BALL These rules apply to the play within the T ball Division for players ages 5 & 6 yrs old (as of April 30 th ). No score or standings will be maintained within this division. 1. GROUND RULES: The pitching rubber will be a distance of 46 feet from home plate. There will be no pitchers circle. There will be sixty (60) feet between bases. An arc should be drawn fifteen (15) feet from the back of home plate, from foul line to foul line in fair territory. This area will be foul territory for the purpose of batted balls. 2. TIME LIMIT: One hour or three (3) innings whichever comes first. 3. COACHES: A manager and three coaches will be in this age group. On offense a first base and third base coach will be allowed at their prospective coaches box on the field, and one coach will be allowed to coach batters at home plate. On defense, three coaches will be allowed in the field of play to coach defensive players. 4. BATTING ORDER: All teams will bat round robin. 5. DEFENSE: All players on the defensive team will play in the field. Defense will consist of six (6) regular infielders, and all additional players shall be playing outfield. a. Position of Fielders: With the exception of the pitcher and catcher, infielders may not play any farther forward than 3 feet inside the baselines. All outfielders must remain in the grass until the ball is put in play. b. Defensive Rotation: Defensive players shall be rotated among positions each inning, rotating infielders with outfielders and visa versa. Each player should play an infield position at least one complete inning in a game. 6. DEAD BALL: The Umpire will call Time when a ball hit to the outfield returns inside the baselines. 7. BUNTING: Will not be allowed. 8. INFIELD FLY: Will not be in effect. 9. BATTER IS OUT: Strikes will not be called. The batter may attempt as many swings as required to put the ball in play. 10. SLINGING A BAT: A batter will be given one warning. After one warning, a player will who slings the bat will be called out. The umpire will be the sole judge of whether the bat was slung. 11. THE RUNNER: A runner may not advance on overthrows. Runners can continue advancing when a ball is hit into the outfield until the Umpire calls Time. Runners who are not halfway must return to the last base touched unless doing so would force a runner off of first base. c. LAST BATTER: The last batter & runners will continue to advance when the ball is put in play by the last batter until the ball is placed on the tee by the defensive team. 12. BASE AWARDS: No bases will be awarded on overthrown balls.

4 ROOKIE These rules apply to the play within the Rookie Division for players ages 7 & 8 yrs old (as of April 30 th ). The Rookie Division will follow the latest version of Rules published by the Southwest Region for this division with the deviations listed below. The latest version of the Southwest Regional rules is attached behind this rules sheet. 1. GROUND RULES: The pitching rubber will be a distance of 46 feet from home plate. There will be no pitchers circle. There will be sixty (60) feet between bases. Deviations from Southwest Regional Tournament Rules: 1. TIME LIMIT: One hour or (6) innings, whichever comes first. In regular season play, extra innings WILL NOT be played in the event of a tie. In the event of a tie in City Tournament play, the games will continue until there is a winner. 2. STEALING: Will be not permitted. CLARIFICATION A passed ball is a live ball and baserunners may attempt to advance to the next base, except for home plate. Unless the defensive team attempts to make a play on the baserunner, the baserunner may only attempt to advance one base. 3. PASSED BALL: A passed ball will be defined as follows: when the catcher fails to hold or control a legally pitched ball that, with ordinary effort, should have been maintained under his or her control. CONTROL The catcher shall be deemed to have controlled the ball if the ball remains within a 3 feet radius of the catcher s position. The Umpire will be the sole judge of whether a catcher has maintained control of the ball. 4. DEFENSIVE ROTATION: Coaches should make every reasonable attempt to provide at least one inning of infield play for each player. This rule will not apply during the City Tournament.

5 SOUTHWEST REGIONAL CAL RIPKEN 7-8 YR. OLD TOURNAMENT RULES & REGULATIONS Revised May 2, 2012 Revised - February 10, TIME LIMIT: One hour and twenty minutes or (6) innings whichever comes first. In the event of a tie, the games will continue until there is a winner. In the championship game there will be no time limits. 2. BATTING ORDER: All team members will bat round robin. If a batter becomes disabled during the game and cannot bat, it s NOT an out. If a child is sick before the game, leave him off of your line up and inform the opposing coach, umpire and the press box. This player cannot enter that game. If a base runner becomes ill or injured while on base, the base runner will be removed from the game. A substitute base runner will be put on the base just vacated by the injured/sick base runner. The substitute base runner to be placed in the ball game as the new base runner will be the last batter who is in the dugout. Must have (9) players to start and play a game. If you drop to (8) players for any reason the game will be called a forfeit. 3. DEFENSE: Will consist of (9) regular fielding positions and (1) additional rover in the outfield. A second pitcher may not be used on the infield. The pitcher will be placed to the side of the machine, within (4) feet of and behind the forward most point of the machine. The pitcher may not be beyond the forward most point of the machine before the ball is put in play. Penalty: If the ball is not hit the umpire shall declare no pitch. If the ball is hit the offensive coach may choose between the play and no pitch. 4. RUNS PER INNING: A maximum of six (6) runs per inning per team. 5. CONTACT RULE: Babe Ruth rule: 6.05 (m) shall apply 6. DEAD BALL: Time will be called by the umpire when no runner is advancing. The ball becomes dead when a batted ball hits the pitching machine or the individual feeding the machine. The batter will be awarded first base. No runners may advance unless forced. Any thrown ball which hits the machine remains alive and in play. The ball becomes live when it leaves the pitching machine. 7. PITCHING MACHINE: The Louisville Slugger Blue Flame Ultimate Pitching Machine speed will be set on 9 and 4 (the 4 may have to be adjusted if the field has a mound). The rear of the machine will be placed 46 feet from home plate. The umpires may allow adjustment of the machine at the beginning of any inning to maintain consistency. The machine may be adjusted during an inning with the consent of both coaches or if deemed necessary by the Umpire. 8. THE BATTER: All batters will wear a batting helmet when on the field of play, whether as an on deck hitter, a batter, or a base runner. 9. THE CATCHER: Must wear a facemask, helmet, mitt, chest protector, shin guards, and a protective supporter with cup. The catcher must also wear a catcher s mitt and not a fielding glove or mitt of any other kind.

6 10. COURTESY RUNNER: Will not be allowed. 11. INFIELD FLY: Will not be in effect. 12. FREE SUBSTITUTION: Will be in effect. 13. BUNTING: Will be allowed. There will be a no slash bunt rule. This is defined as a fake bunt that is followed by an attempted swing. The penalty for violating this rule will be, the ball ruled dead, the batter will be out and no runners will advance. 14. STEALING: Will be not permitted. 15. PASSED BALL: A passed ball will be defined as follows: when the catcher fails to hold or control a legally pitched ball that, with ordinary effort, should have been maintained under his or her control. CONTROL The catcher shall be deemed to have controlled the ball if the ball is maintained by the catcher and has not fallen to the ground. 16. SPECIAL BASE RUNNING RULE: Cal Ripken Baseball Special Base Running Rules (a, b, c) shall apply (page 12). At no time can a runner advance to home plate if he or she is on third base when the pitch is made, unless the catcher throws to a base to make a play or the ball is hit by the batter. Stealing will not be allowed on a no-pitch. 17. BATTER IS OUT: After three strikes. If, in the umpires judgment, the machine delivers a ball out of the strike zone a no pitch will be called unless the batter swings in which case it will be called a strike. Each batter will be allowed a maximum of 3 pitches. A foul ball on the 3 rd and subsequent pitches will be allowed another pitch regardless of the number pitches thrown. 18. SLINGING A BAT: If a batter slings his bat, a warning will be given to the team at bat. After one warning, any player on the warned team who slings his bat will be called out immediately and no runners will advance. The umpire will be the sole judge of whether the bat was slung or dropped. This is NOT an appeal play. 19. COACHES: On offense a first base and third base coach will be allowed on the field. On defense, coaches must remain in their dug out. One coach may stand directly in front of the dugout for the purpose of defensive instruction. 20. BASE AWARDS: All overthrown balls are live unless the ball leaves the field of play, in which case, a (1) base limit will be given to the runners. Any (fair) batted ball that bounces over, rolls through or under a fence will be a ground rule double. 27. INTERFERENCE: As defined in the Babe Ruth Rule Book will be enforced. This includes batters and catchers deliberately attempting to distract. 21. RUN RULE: If a team is ahead by thirteen (13) runs after four (4) complete innings (3 ½ for the home team) the game will be called. If a team is ahead by seven (7) runs after five (5) complete innings (4 ½ for the home team) the game will be called. 22. GAME TIME: Be at field at least 30 minutes prior to game time. 23. Umpires: (2)-The field umpire will feed the pitching machine, call strikes, no pitch, and call plays on the bases. The home plate umpire shall be Umpire-in-chief for the game and will call fair or foul, plays at home plate, leaving early and assist in calling plays on the bases. Any thrown ball striking an umpire, in fair territory, is in play.

7 24. LINEUPS: (1) copy to score box, umpire and to opposing coach (10) minutes before game time. First initial, last name and number are required. 25. TOBACCO: Use is prohibited. 26. OTHER: Refer to the Cal Ripken Tournament Rules and the Officials Base Ball Rules for situations not covered here. CAL RIPKEN 7 & 8 YR. OLD TOURNAMENT RULES AND REGULATIONS 1. The tournament team manager must place in the custody of the tournament officials the following documents prior to the start of competition: a. Birth documents or records as specified by rule 0.04, paragraph 1 each of the tournament team players. b. Certificate of coverage of group accident insurance policy. (3 claim forms) c. Certificate of coverage of League Liability insurance policy. d. Tournament team roster certified and signed by the league president. e. Consent of Treatment Forms. 2 Copies per player f. Coaching Certification I.D. Card or Certificate. Tournament Managers and Coaches must complete coaching education and certification prior to the start of their first level of tournament competition. (These documents must be in a 1 inch ring binder, in protective plastic cover sheets) 2. All managers and coaches must be in FULL uniform, NO SHORTS 3. A ball stamped Official Cal Ripken or Babe Ruth League Baseball shall be used in all tournament play. 4. Each tournament team roster must include a minimum of (12) players with a maximum of (15) players. 5. All managers, coaches and players are required to wear the Official Cal Ripken Baseball shoulder emblem on the left sleeve of their uniform. 6. In bracket play the higher seeded team gets their choice to be home or visitor. 7 All 7&8 year old teams will be required to participate in the Cal Ripken Tournament trail starting at the lowest level (District and State) before they can enter a SW Regional Cal Ripken Invitational Tournament. 8 MINOR These rules apply to the play within the Minor Division for players ages 9 & 10 yrs old (as of April 30 th ). 1. GROUND RULES: The pitching rubber will be a distance of 46 feet from home plate. There will be no pitchers circle. There will be sixty (60) feet between bases. 2. TIME LIMIT: One hour and thirty minutes, or six (6) innings whichever comes first. In regular season play, in the event of a tie, the games will continue one more inning. If tied after that inning it will be considered a tie game. In the event of a tie in City Tournament play, the games will continue until there is a winner. 3. BATTING ORDER: All team members will bat round robin. If a batter becomes disabled during the game and cannot bat, it s NOT an out. If a child is sick before the game, leave him off of your line up and inform the opposing coach, umpire and the press box. This player cannot enter that game. If a base runner becomes ill or injured while on base, the base runner will be removed from the game. A substitute base runner will be put on the base just vacated by the injured/sick base runner. The substitute base runner to be placed in the ball game as the new base runner will be the last batter who is in the dugout. Must have (9) players to start and lay a game. Pitch Count: A player may pitch the lesser of 60 pitches per game or 6 innings per calendar week. EXCPETION If a pitcher reaches the limit imposed while facing a batter, the pitcher may continue to pitch until one of the following conditions occurs: the batter reaches base, the batter is out, or the third out is made to complete the half inning. In the event of a conflict with any Cal Ripken pitching rules, the more stringent rule shall apply. b. Tournament Pitching: A pitcher may not pitch more than 6 innings in two consecutive games during City Tournament. In the event, that a team is scheduled to play three games in one week during regular season play, tournament pitching rules will apply. c. 9 & 10 yr old Pitcher: A 9 yr old player must pitch a minimum of one inning per game. In addition, a 10 yr old must pitch a minimum of one inning per game. If a game is going to be shortened due to time limit, it is the manager s responsibility to make the proper pitching substitution to adhere to this rule. Failure to follow this rule may result in forfeiture of the game in question. 6. FREE SUBSITITION: Will be in effect for all positions except for pitcher. 7. RUN RULE: If a team is ahead by fifteen (15) runs after four (3) complete innings the game will be called. If a team is ahead by ten (10) runs after four (4) complete innings (3 1/2 for the home team) the game will be called.

9 MAJOR 70 These rules apply to the play within the Major 70 Division for players ages 11 & 12 yrs old (as of April 30 th ). 1. GROUND RULES: The pitching rubber will be a distance of fifty (50) feet from home plate. There will be no pitchers circle. There will be sixty (70) feet between bases. 2. TIME LIMIT: One hour and thirty minutes, or six (6) innings whichever comes first. In regular season play, in the event of a tie, the games will continue one more inning. If tied after that inning it will be considered a tie game. In the event of a tie in City Tournament play, the games will continue until there is a winner. 3. BATTING ORDER: All team members will bat round robin. If a batter becomes disabled during the game and cannot bat, it s NOT an out.
