1 UTHSC 2011 Futsal (Indoor Soccer) Rules General Intramural Futsal Rules Participants may only play on one men s/women s team and one co-rec team. A team may have at most 2 Non-UT Fitness Center Members per team The Pitch The pitch is marked by the thick dark blue basketball court lines all the way around. Inside the three point arc on each end is considered the goal box The Ball Size #4 (smaller than a regular soccer ball) Ejection Policy: Any player who is ejected must leave the gym area and cannot return to play until after they have met with the IM Coordinator. When a player is ejected, the player s team is then put on probation for the remainder of the season. If a team that is on probation has another ejection during their season, they are suspended from further play until their Captain can meet with the IM Coordinator. Number of Players and Substitutions Players on the field: 5 Minimum Number of Players to Start Match: 4 Substitution Limit: None Substitution Method: "Flying substitution" (all players but the goalkeeper enter and leave as they please) Goalkeeper substitutions can only be made when the ball is out of play AND with a referee's consent o Changing Goalkeepers without notifying the Referee will result in a penalty kick for the other team Roster Limit: Unlimited (Upto 10 shirts will be awarded to champions) Participants may only play on one men s/women s team and one co-rec team. A team may have at most 2 Non-UT Fitness Center Members per team Goalkeepers Must wear a different color shirt than their own and opposing team May use any part of their body inside the goal box when the ball is not passed to them by their own team Outside of the goal box, the goalkeeper is considered a regular player and forfeits all rights and privileges given to a goalkeeper until he/she returns to the goal box. Players' Equipment

2 Required Equipment: Athletic shorts/pants, and footwear with non-marking rubber soles Optional Equipment: protective shin-guards (HIGHLY RECOMMENDED) Duration of the Game Duration: Two equal periods of 15 minutes with the clock being stopped by the ref only. Time can be prolonged only to take a penalty kick. Reasons a Ref/Supervisor can stop the clock: o If a team kicks the ball out of bounds as a blatant method to stall o Injuries o Officials Time Out (discuss scorekeeping, to get a clarification on a rule, etc) Time-outs: 1 per team per half; none in extra time Half-time: Maximum of 3 minutes No over-time in regular season One 5 minute over-time periods in playoffs. o If still tied, a 5 shot shoot-out will commence. The Start of Play Coin toss to determine who starts with the balls Coin toss winner is inside the circle at mid-pitch. Opposing team waits outside center circle Ball deemed in play one is has been touched. The kicker cannot touch the ball again before someone else touches it. Kick-offs are taken o At the start of the first half. o After goals are scored o At the start of the second half. Ball out of Play When it the ball has completely crossed the goal line or touchline Been stopped by a referee for a foul or other misconduct When the ball hits the ceiling Lines: Touchlines and goal lines are considered inside the playing area. Method of Scoring A goal is counted when the whole of the ball has passed over the goal line, between the goal posts and under the crossbar. Fouls and Misconduct Free Kicks procedures: o Defensive Wall: At least 10 feet away until the ball is in play o Ball in Play: After it has traveled the distance of its own circumference o Time Limit: Kick must be taken within 10 seconds o Restriction: Kicker cannot touch the ball again until it has been touched by another player Direct free kick on the free kick the ball may be kicked forward to a teammate, or an attempt on goal can be made.

3 Indirect free kick on the free kick the ball may be kicked forward to a teammate, if a goal is scored directly from the kick, it will be disallowed and result in a the opposing team s goalie to have possession. Direct free kick penalties: (All penalties here can result in ejection depending on the degree of infraction) kicking or attempting to kick an opponent tripping an opponent jumping at an opponent charging an opponent in a violent or dangerous manner charging an opponent from behind striking, attempting to strike, or spitting at an opponent (IMMEDIATE EJECTION) holding an opponent pushing an opponent charging an opponent with shoulder (i.e., shoulder charge) Attempting a slide-tackle (IMMEDIATE EJECTION) dangerous play (e.g. attempting to kick ball held by goalkeeper)(immediate EJECTION) hand balls (except goalkeeper inside goal box) Indirect free kick penalties: obstruction charging the goalkeeper in the penalty area (i.e., goalkeeper charge) goalkeeper throws ball directly over the halfway-line (without it first touching his own side of the pitch or any player) goalkeeper picks up or touches with his hands a back pass goalkeeper picks up or touches with his hands a kick-in from a teammate goalkeeper controls the ball with any part of his body for more than 4 seconds within the goal box Penalty Kicks To be taken from the top of the three point arc The kicker is to aim at goal, with the intention of scoring. All players must be outside of the goal box. The kicker shall not play the ball a second time until it has been touched by another player. Penalty kicks shall be awarded when: o A substituting player enters the pitch from an incorrect position or before the player he is substituting has entirely left the pitch. o A player is removed from the game by a referee or supervisor o Any foul or illegal play within the goal box Accumulated Fouls Once a team has accumulated 5 fouls during a half (those accumulated in the second half continue to accumulate into extra time), from the 6th foul on: that team shall not be allowed a defensive wall all free kicks shall be direct

4 Fouls that are committed on the offensive end of pitch will automatically move the ball to a halfcourt direct kick Kick-in To be taken in place of the throw-in. The ball is placed on the touch line before kicking. The kicker's foot not kicking the ball must be outside or at least on the touchline The kick-in must be taken within 4 seconds The kicker cannot play the ball a second time until it has been played by another player Players on opposing team must be at least 10 feet away from point of kick-in. A goal cannot be scored directly from a kick-in. Goal Clearance To be taken in place of goal kick. From inside the penalty area, the goalkeeper throws the ball into play. The ball must be passed to a player outside of the penalty area. The ball cannot pass half court until another player has touched it or it bounces. Corner Kick Ball placed on the corner Must be taken within 10 seconds The kicker cannot play the ball a second time until it has been played by another player Players on opposing team must be at least 10 ft away from point of the corner kick. A goal can be scored directly from a corner kick. Playoffs For a team to be eligible for the playoffs they must: Have a.500 record Have NO Forfeits Have a Sportsmanship Rating of 3 or higher Blue Card Should a player commit a blatant foul or commit repeat offenses in an unruly manner then the player shall be issued a Blue Card. A player who is issued a blue card will sit down on their bench for either 1 minute or until the other team scores, whichever occurs first. The blue carded player s team will play a person down during the penalty. If the same player receives two blue cards they are immediately ejected. o The offending player s team must still play a person down for either 1 minute or until the other team scores, whichever occurs first.

5 Protests No protests on a judgment call by the official(s) are allowed. In the event a team feels that an official has misinterpreted a rule, they must protest at the time of the incident. The official should stop the game and contact the supervisor. The supervisor will then hear the protest and make a ruling. If the team feels the supervisor ruling is incorrect, they may lodge a written protest by 12:00 p.m. the next working day at the IM office. If the team wishes to file a protest, be sure to indicate on the back of the score sheet: 1) game time remaining, 2) the score, 3)game situation (1st or 2nd half, free throw shooter, team poss. and arrow, etc.), 4) the rule that is being protested. Playoffs To be eligible for playoffs a team must have: A.500 record No forfeits Sportsmanship of 2.5 or higher SPORTSMANSHIP RATING The Intramural Sports Program is committed to providing a safe, fair and enjoyable environment during IM contests. Unsportsmanlike behavior occasionally causes games to become unenjoyable, unfair and, in some cases, unsafe. In an effort to maintain the proper playing environment for IM games, the Sportsmanship Rating System has been established and will be in effect for regular season and playoff games in basketball. Awards will be given to the team with the highest rating. GENERAL RATING SYSTEM CRITERIA: "A" "B" "C" "D" "E" 4.0 EXCELLENT RATING: Players cooperate fully with the officials and supervisor. An open and calm rapport exists between the captain and the officials. The captain has full control of her/his teammates and fans. 3.0 GOOD RATING: Some players dissent verbally with the officials decisions but, in general, the captain and players cooperated well with the officials and supervisor. The captain had good control of team. 2.0 AVERAGE RATING: Players more verbal in disagreeing with officials calls. The captain may have failed to control her/his team. 1.0 POOR RATING: Dissent is open among team members. Players arguing with officials and themselves. The captain fails to assist the officials in game control. 0.0 UNACCEPTABLE RATING: The team displays little or no sportsmanship. A team causing a game to be terminated due to unsporting behavior will receive

6 an "E" rating. Managers of teams receiving an "E" rating must meet with the IM Coordinator. The outcome of the meeting will determine further league participation. 2. METHOD OF RATING: The officials will rate each team in each contest on a sportsmanship basis. The supervisor can also assist in the rating. The rating will be noted on the score sheet. Officials are not to discuss ratings with the teams. Teams are not to question the officials about the ratings. Teams can check their ratings at the IM Office. (SAC 312) 3. PLAYOFFS For a team to be eligible for the playoffs, they must have an average sportsmanship rating of 2.5 or higher. Teams failing to meet this mark must have their Captain meet with the IM Coordinator to determine their playoff eligibility.
