3 IACAA President/CEO Letter The Illinois Association of Community Action Agencies is proud to present the 2011 Low Income Home Energy Assistance Program Report. This report, which is produced in partnership with the Illinois Department of Commerce and Economic Opportunity, Office of Energy Assistance, provides an overview of the Low Income Home Energy Assistance Program (LIHEAP), an explanation of the tremendous need for this program, and the impact that LIHEAP has had on local communities. For over 30 years, local Community Action Agencies have assisted families with low incomes in paying their utility bills through LIHEAP. The program aims to assist families in need to meet the high home energy burden that thousands of people face each year. LIHEAP plays an integral part in ensuring the health and safety of seniors, people with disabilities, and families with young children. During the 2011 program year, Community Action Agencies distributed over $220 million dollars in federal and state assistance to more than 500,000 people in Illinois. Unfortunately, even with these efforts, only about 40% of eligible families in Illinois being served. With budget cuts at the federal level looming, thousands of families are at risk of having their home energy needs go unmet. Regardless of the funding level, Community Action Agencies in Illinois and throughout the nation stand prepared to meet the needs of low income families year after year. 4 Program Overview The Mission of the Low Income Home Energy Assistance Program The mission of the Low Income Home Energy Assistance Program (LIHEAP) is to assist low income households, particularly those with the lowest incomes that pay a high proportion of household income for home energy, primarily in meeting their immediate home energy needs. When did LIHEAP begin and why is it important? Energy assistance as a federal program began in 1980 over concern by Congress of the rising costs of home energy. It continued in 1981 as the Low Income Home Energy Assistance program. Unfortunately, families with low incomes often live in housing that is substandard and often energy inefficient. As a result, these individuals pay a disproportionate amount of their income on home heating costs. LIHEAP helps families reduce their home energy burden, thereby creating a warmer and healthier environment. LIHEAP in Illinois LIHEAP in Illinois is operated by the Department of Commerce and Economic Opportunity (DCEO) who partners with the U.S. Department of Health and Human Services (HHS) to deliver the program. Thirty-five local agencies deliver energy assistance to eligible customers throughout the state in all 102 counties. Most of these agencies, in turn, partner with community groups, businesses, and governmental entities to reach out and make sure residents are aware of the funds. Grants are made on 4 Member Agencies behalf of qualified customers as direct payments to the utilities. In Illinois, the LIHEAP program year begins in September and ends at the end of May. The months of September and October are priority periods. Seniors and disabled individuals are eligible to apply in September and households with children under the age of 5 are eligible to apply in October. November 1 begins open enrollment. During years in which funding is available, a Summer Cooling program is held in July. This funding is reserved for seniors, families with small children, or families with severe medical problems. The Low Income Home Energy Assistance Program in Illinois serves customers at or below 150% of poverty. In 2011, for a family of four, 150% of poverty equaled an annual income of $33,525. The LIHEAP program also provides two additional components to assist customers in emergency situations: Emergency Assistance- Emergency assistance may be available to reconnect a customer whose household has been disconnected from an energy source that is used for heating a home. In order to receive this assistance a customer must make a Good faith effort to pay a portion of the amount needed to reconnect (typically $75). Emergency Furnace- Households without an operating furnace or heating system may be eligible to receive assistance in a tune-up, repair, or replacement of their furnace in order to restore heat to the home. LIHEAP Funding DCEO receives funding from the U.S. Department of Health and Human Services and the state energy fund. Recently, LIHEAP HHS funding has declined from $5.1 billion in 2010, to $4.7 billion in 2011, to $3.4 billion in During those years, Illinois allocation has declined from $259.7 million (2010), to $248.9 million (2011), $185.7 million (2012). The state energy fund was started in 1997 and provides funding for both energy assistance and the Weatherization program.
5 Percentage of Income Payment Plan September 2011 marked the beginning of the Percentage of Income Payment Plan (PIPP) in Illinois. The PIPP functions as an alternative to the traditional program, but does not replace it. The PIPP provides enrollees with the opportunity to pay a regular, monthly utility payment based on a pre-determined percentage of their income. The legislation for the Illinois PIPP provides for a 6% of income payment. Customers will have the opportunity to choose between the traditional program, which is a onetime benefit, or the PIPP. If they choose the PIPP, customers will receive benefits on a monthly basis as long as they make regular on-time payments. However, if they are removed from the program for non-payment they will not receive additional payments. PIPP customers also have the opportunity to reduce any arrearages that have accumulated on their account. For every on-time payment, a customer s arrearage will be reduced by 1/12. Twelve on-time payments would then eliminate their arrearage. The goal of the PIPP is to move utility payments toward greater affordability while encouraging customer s to be regular bill payers. The implementation of the PIPP in Illinois is an innovative way to better serve and meet the needs of the state s low income population. During the 2011 program year, agencies throughout Illinois began implementing smaller pilot PIPP projects in anticipation of the September 2011 start date. Data for these pilots is not included in this report, however, thousands of households benefited from the program. How To Read This Report This report is designed to provide information regarding the number of dollars distributed throughout Illinois to assist households in paying their home energy bills. The report provides personalized data for each local administering agency and the counties that they each serve. Under each agency you will find the number of dollars distributed and the number of households that received a benefit, organized by county and funding source. LIHEAP dollars are provided by the U.S. Department of Health and Human Services and the State Supplemental LIHEAP fund. Each county receives an allocation from each funding source. Following the data for each agency, the report provides a breakdown of the number of households served and the number of dollars distributed for each Congressional District. Karen has a disability and is unemployed. She lives with her 13-year-old daughter who suffers from lung disease. Through the Low Income Home Energy Assistance Program (LIHEAP), Karen was able to have her propane tank refueled. I m almost speechless, said Karen. I am more than pleased with the outcome I can t express what this means to us. Member Agencies 7
8 S U C C E S S S T O R Y Community Action Partnership of Central Illinois An elderly couple from Greenview came in to apply for LIHEAP services at Community Action Partnership of Central Illinois, as they had in year s past. The couple came in with an unusually large bill and they were encouraged to sign up for the Percentage of Income Payment Plan (PIPP). The couple enrolled in the program and their new energy bill was $44.00 dollars a month, a payment that they can afford, especially living on less than $ dollars a month. The agency worker who assisted the couple saw them at the grocery store after they were enrolled on the PIPP program. They wanted her to know that they now can afford their prescriptions and are actually able to put some real food on the table thanks to being offered a program that is based on their income. The agency LIHEAP worker said that it was wonderful seeing how this program changed this elderly couples lives. Community Action Partnership of Lake County P.O. The husband had just been diagnosed with cancer and had to take a leave of absence from work to have treatments. Although the community had fundraisers to help with their bills, they still had problems keeping on top of them. The wife worked a full time job but was also off a lot, without pay, to take care of her husband and get him to treatments. The LIHEAP money meant so much to the wife as she sat in the office in tears. They applied for LIHEAP on December 28th, her husband passed away on January 5, The wife called back to see if she needed to give the money back because he was no longer in the house. It was explained to her that he was in the house at the time of application so everything was fine. Now, she is widowed with two young children. She said she was trying to pay funeral expenses and our LIHEAP money was sure appreciated. ERBA plans on helping her through this new transition in her life as well. Member Agencies 11

The reception staff rapidly facilitated an interview with the Liheap and Weatherization intake staff with a Spanish translator. Mr. Macias was 38 years of age and recently laid off from a manufacturing job. He was the sole support of his elderly father, age 69, who had immigrated to the US late enough in life, that Social Security benefits were not an option for income. Additionally, Mr. Macias supports his 4 year old son. They were not aware of LIHEAP or Weatherization, but had been referred to the program from a heating contractor. Staff determined that he was eligible for LIHEAP and LIHEAP Emergency Furnace programs, and a Weatherization Assessor called them the next day to schedule a home inspection. A determination was made that this household could benefit from full weatherization, so a file was created and approved as well. On January 12, Mr. Macias called the office to express his delight with his new furnace and appreciation to all the people who were involved in making it happen. The final weatherization is yet to be completed, but Mr. Macias is very happy that his father and son are both warm while they wait for the remainder of the work to be done. Member Agencies 15
16 S U C C E S S S T O R Y Sangamon County Department of Community Resources Dolly Jimerson came to the Sangamon County Department of Community Resources for help having her heat restored. Ms. Jimerson is an 88 year old single woman who lives by herself. She lived for over two years with no heat, using space heaters and her stove for heat. She said she was getting by ok. However, her furnace was in pieces in the basement because she could not afford to have it fixed. Her electric bill was extremely large because of the space heaters and because her gas was turned off, she had no hot water. LIHEAP provided her help with Reconnection Assistance and she was able to have her service restored. She also received a new furnace. Family members have said that the assistance was a God send. 18 S U C C E S S S T O R Y Will County Center for Community Concerns A client came in recently for LIHEAP assistance. He had been trying to get disability and had had no income for quite a while. His sister and mother moved him up to our region to be able to help him more since he didn t have any way to make ends meet. Apparently, the client had a bad debt with Ameren and it was placed with a collection agency. In order for us to help, his legal fees had to be paid and Ameren had to be notified. My staff person assisted him with this entire process. After the fees and good faith effort were paid, WIRC-CAA was able to pay the rest of his bill so he could get service turned on at his new address. His mother insisted on hugging my staff person and thanking her for all she did. The staff person then provided referrals to other agencies and services that would be beneficial to him, such as public aid to apply for food stamps, medical, and AABD. Every year she finds herself behind in her electric bill, and despite having a medical hold on her account, she receives a disconnection notice. Nettie worries about having her electric service disconnected, and our agency works with her each year to ensure that she receives LIHEAP benefits to help her with her utility bills. This year, we were able to enroll Nettie in the LIHEAP PIPP and she has been paying her portion on time.
