3 California Drought Extreme/exceptional drought conditions. Statewide snowpack is just 2% of average, as of May 1. Surface water and groundwater reservoir levels remain low. 47% of average runoff

5 Water Use Regulations State Water Resources Control Board March 17, 2015: The State Water Resources Control Board approved expanded emergency regulations targeting a reduction in water use throughout the state. Regulations approved by the California Public Utilities Commission (CPUC) and took effect for Golden State Water customers on May 11.
6 Water Use Regulations Renewed Emergency Regulations Watering outdoor landscapes in a way that causes water to runoff onto adjacent property, non-irrigated areas, private and public walkways, roadways, parking lots, or structures. Washing a vehicle, with a hose without a shut-off nozzle or other device that will immediately stop the flow of water when not in use. Using drinking water to wash driveways and sidewalks. Using drinking water in a fountain or other decorative water feature, except where the water is recirculated.
7 Water Use Regulations Added Emergency Regulations Customers are not allowed to irrigate turf or ornamental landscapes during and 48 hours following measurable precipitation. Operators of hotels and motels must provide guests with the option of choosing not to have towels and linens laundered daily and prominently display notice of this option. Restaurants and other food service establishments can only serve water to customers on request. Customers will be informed by their water utility when the utility is aware of leaks that are within the customer s control.
8 Water Use Regulations State Water Resources Control Board Violation of any of these prohibited or restricted water-use activities may be subject to a fine of up to five hundred dollars ($500) for each day in which the violation occurs. A public agency representative may issue a citation in accordance with locally adopted municipal codes, adopted ordinances, or in cooperation with Golden State Water.
9 Water Use Regulations Governor s Executive Order April 1, 2015: California Governor Jerry Brown issued an Executive Order that included a directive to implement mandatory water reductions across California to cut water usage by 25% compared to May 5, 2015: The State Water Resources Control Board adopted an emergency regulation requiring an immediate 25% reduction in statewide urban water use.
10 Water Use Regulations Mandatory Water Reduction Based on average residential water use last summer. Tier system, calling for 4% to 36% mandatory reductions compared to same month in Takes effect on June 1. Outdoor watering adjustments critical to achieve this reduction. 11 Schedule 14.1 Staged Mandatory Water Conservation & Rationing May 12, 2015: To achieve the water reduction targets set by the State Water Resources Control Board, Golden State Water filed it s Staged Mandatory Water Conservation & Rationing plan (also called Schedule 14.1). Requires approval from the CPUC.

13 Schedule 14.1 Staged Mandatory Water Conservation & Rationing SCHEDULE 14.1 Contains drought emergency surcharges and penalties. Failure to comply with restrictions may result in: Written warning. Flow restrictor, and fees for installation/removal. Termination of water service.
14 Schedule 14.1 Staged Mandatory Water Conservation & Rationing Stage 1 Outdoor irrigation limited to two days per week. Addresses ending in odd number: Tuesday, Saturday Addresses ending in even number: Wednesday, Sunday All outdoor irrigation must occur between 7 pm and 8 am. * If conditions warrant, Golden State Water may change the number of outdoor irrigation days and/or the specific days.

16 Schedule 14.1 Staged Mandatory Water Conservation & Rationing How Customer Allocations Are Determined 16% reduction from same month in Customers in residences not built in 2013 will be based on local average for that period. Customers will not be asked to reduce below 8 Ccf (5,984 gallons) in a month. Current and future allocations will be printed on billing statements. Customers can appeal allocation through Golden State Water.
