2 Project Overview The Eastern Ontario Regional Network is helping to spur economic growth by building improved rural broadband access across the region. The project, created by the Eastern Ontario Wardens Caucus, will improve access to the internet with higher speeds and bandwidth to at least 95 per cent of homes and businesses in Eastern Ontario. The network covers an area of more than 50,000 square kilometres and will reach nearly one million people in 11 counties and two single-tier municipalities. The $170-million project is being built through the support of federal, provincial, municipal and private sector funding. Including private sector in-kind contributions, the total value of the project has risen to more than $260 million. The network is based on a 5,500-kilometre fibre optic backbone with about 160 new or improved internet access points that internet service providers (ISPs) can use to improve local high-speed access. The project s local access networks are 90 per cent completed and will be finished by the end of In all, 546 sites for wireless broadcast towers or DSL equipment were built or upgraded throughout the region to build the network. The project was expanded in 2013 to build new fibre optic connections at more than 50 business parks and clusters across the region. In 2013, the project garnered international recognition for improving broadband access when it was short-listed for an award by the Broadband World Forum. Improved rates and packages for satellite services have been negotiated for rural Eastern Ontario residents and businesses, to ensure preferred pricing for the region. The above map outlines when new local access networks in each zone will be finished and by which internet service provider (ISP). Most local access networks are nearly complete, with delays in some areas due to government approvals, construction issues or other logistics. Even if a zone isn t fully built, most expanded services are already available. The entire project is to be completed by the end of 2014, with opportunities for future growth. Using an open, competitive bidding process, contracts were awarded to ISPs who demonstrated that they would invest in reaching the greatest number of households. However, all ISPs will have equal access to the fibre optic backbone in order to expand their services. In some areas, more than one ISP was awarded a contract in order to reach as many households as possible. Please note that not all listed ISPs will be available throughout an entire zone. As well, in many zones, services from other ISPs are also available. 4 Progress Highlights Ontario s largest rural broadband network The Eastern Ontario Regional Network (EORN) has nearly reached its goal of enabling high-speed internet access across the region, improving quality of life and supporting economic growth. The project is gaining international profile for its success. In 2013, it was one of five organizations short-listed for an award from the Broadband World Forum that recognizes efforts to improve broadband penetration. The regional network has three main components: a fibre optic backbone, a series of local access networks and satellite coverage. This structure has provided residents and businesses across the region with improved access to internet speeds of 10 Mbps or more through DSL, wireless or satellite services. As well, a range of internet packages and technologies are available offering speeds of 3 Mbps to 9 Mbps, in order to meet the varying needs of residents. In 2013, the project expanded to include improved broadband coverage to more than 50 business parks and clusters, further improving economic development opportunities across the region. As well, EORN is actively investigating how to best to use remaining funds to fill in gaps and further expand the reach of broadband in the region. 1) Backbone The regional network is based on a high-capacity scalable fibre optic backbone of 5,500 kilometres. This critical piece of the network was completed on schedule and launched in late The $70-million construction involved laying 520 kilometres of new cable to connect 5,000 kilometres of existing fibre. The backbone also has 160 new or improved internet access points that ISPs can use to deliver broadband to residents. 2) Local Access In order to connect the fibre optic backbone to homes and businesses, EORN created 15 zones within Eastern Ontario. In all, 22 contracts were awarded to ISPs through an open and competitive bidding process to build local networks within these zones. Key criteria included: the geographic reach and number of households covered by the network; the speeds and bandwidth that will be achieved; competitive consumer pricing; the financial investment by EORN; and, the investment to be made by the company. Ranging from local telecoms to national providers, the ISPs are expanding broadband access using a combination of wired and wireless technologies. These local access networks are 90 per cent finished and will be completed by spring ) Satellite To ensure comprehensive broadband coverage, EORN has negotiated improved services and better rates for satellite internet services with Communications Inc. Satellite technology offers high-speed internet access for areas that cannot be reached through wired or wireless connections. s 4G satellite network, launched in 2012, represents a major leap forward in advanced technologies, with significantly more capacity and an improved subscriber experience. Residents and businesses can choose from a range of satellite services to meet their individual needs, with speeds of up to 10 Mbps. 4 Eastern Ontario Regional Network Project Update January 2014

5 Expanding broadband to business hubs In 2013, EORN sought to increase broadband access at business parks and clusters, to further improve economic opportunity in the region. Several service providers were selected through a competitive process to build new high-speed fibre internet connections to more than 50 business parks and clusters. The locations were identified by municipalities. The project adds to the number of business parks and clusters that already have broadband service in the region. The project is valued at about $11.1 million, and is being funded through existing EORN project funding and investments by the three private sector partners. The new fibre broadband connections will be completed by the end of Building and maintaining the network With the addition of the business park initiative, EORN construction will be completed by the end of Contracts with private sector partners also set out long-term technical and customer service requirements until EORN s Board of Directors and staff are responsible for ensuring these obligations are met and for monitoring vendor performance both during construction and once the network is operational. EORN also tracks the performance feedback it receives from residents and businesses and advocates on behalf of customers. EORN is committed to an open access policy. This means that any CRTC-registered ISP will have the option to buy wholesale bandwidth at the same rates on the backbone, co-locate on EORN-funded sites, or resell access services. The goal is to create a level playing field that will encourage an open and competitive market place for internet services in the community. First Nations The EORN project will help meet the important goal of improving First Nations access to affordable broadband. EORN has been working collaboratively with these communities to ensure that they share in the benefits of the network. Highlights include: The Alderville First Nation has direct fibre connectivity at its community centre, health services, student services and administrative offices. These access points connect to portions of new fibre optic cable that was laid by Bell Aliant and Bell through Alderville First Nation s traditional lands and treaty area. The Curve Lake First Nation has a new internet access point and local fibre network, which is providing broadband connections to key community buildings, such as the school, community centre, business centre and administration offices. The Algonquins of Pikwàkanagàn First Nation has received new DSL services through the project, an expansion that also resulted in improved phone lines to the community. The Mohawks of the Akwesasne are currently pursuing opportunities to create a local network that connects to a new fibre optic internet access point, which was built by EORN. Our communities developed a shared vision. Working with the support of the federal, provincial and municipal governments, and in partnership with the private sector, we are making that vision a reality. Mallorytown In all, DSL and wireless services will provide access to internet speeds of 10 Mbps to 12,370 of the County s households, and to most of rural s 3,680 households. The remaining 5,500 households can access satellite internet services at improved speeds and pricing negotiated by EORN. Business clusters in Sydenham and will get fibrebased high-speed internet through Bell Aliant. Three business parks: Alcan, Catararqui Estates and St. Lawrence, will get this service through a contract with Utilities. South Mountain Rockland Plantagenet Five Hastings County business parks will get new fibre optic high-speed internet access from Bell Aliant by the end of 2014, including: the Burnside Street area in Madoc the Crescent/Y Road area in Hasting Highlands the Industry Lane Business Park in Marmora the Tweed Industrial Park in Tweed the West Front Street Business Park in As well, Cogeco will deliver fibre broadband to two business hubs in Quinte West: the Frankford Industrial Park and Trenton s North Murray Industrial Park. In the City of Belleville, Cogeco will build fibre connections to the Jamieson Bone Road and Bell Boulevard business areas. Sixteen new or improved internet access points were built off the fibre optic backbone in the County. Enhanced business coverage will allow tourism operators to provide improved broadband services to guests. A total of seven business parks or clusters in Renfrew County will see enhanced fibre optic internet connections from either Bell Aliant or Cogeco. To deliver local connections from these access points, several ISPs were involved: Storm has completed expansion of its wireless services in the northern part of the United Counties. Bell Aliant is also working to expand DSL service in the area and should complete the work by the end of March The southern half of the United Counties will see an expanded wireless network from by March In all, 39,935 households will have access to internet speeds of 10 Mbps or higher and the remaining 2,110 households can access similar speeds through improved satellite packages negotiated by EORN. Bell Aliant is connecting high-speed fibre to the Elizabethtown-Kitley Business Park, the Business Park and the Gallipeau Business Park in Rideau Lakes. It is also putting in fibre connections at three business park locations. Cogeco will build fibre connections to the Gananoque core business area. We are very excited and thankful for the efforts by the County of Renfrew and Eastern Ontario Regional Network to finally bring broadband service to Whitewater Region. These were the first new services built through EORN, launched in December and Bell Aliant built new services across the majority of the United Counties. The expanded wireless from and DSL from Bell Aliant launched in summer Bell Aliant and have nearly completed construction along the Counties southern border with Stormont, Dundas and Glengarry. Delays were due to local approval processes. Both ISPs should be finished by end of April In all, 25,750 households will have access to services at 10 Mbps or more through wireless or DSL. The remaining 580 households can access similar speeds through improved satellite packages. Two business parks, Industrial Park and the Rockland Business Park, will be connected to improved high-speed fibre from Bell Aliant. The Vars Business Park in Russell will receive service from Storm Internet. The higher speed internet has truly allowed us to flourish in the community. Bell Alliant expects to complete construction of improved DSL services in this area by end of April In all, 24,920 households will have access to wireless or DSL internet services at 10 Mbps or higher, and the remaining 1,890 households can access these speeds through improved satellite packages. Bell Aliant will build fibre connections to the following business parks: Cove Business Park Industrial Boulevard area Morrisburg Industrial Park Ingleside Industrial Park Long Sault East Industrial Park in South Stormont Business Park, Saunders Drive Business Park and Walrich Business Park, all in Expanding high-capacity, highspeed internet fibre to these business parks will help our communities to attract and retain local businesses It is a real boon for economic development.
