3 Convention Thailand's Position Thailand Signed the UNFCCC in June 1992 at UNCED and Ratified the UNFCCC in December 1994; and Kyoto Protocol Thailand signed the Kyoto Protocol in February 1999 and Ratified in August 2002.

4 Thailand s Climate Change Policy Cabinet Resolution on 10 September 2002 The Government is aware of the climate change problems; The Government will support the projects which will contribute to the GHGs emission reduction; and Each CDM project must be submitted to the Cabinet for final approval.

5 Institutional Framework Cabinet Resolution on 1 July 2003 The National Committee on Climate Change chaired by Minister of Natural Resources and Environment (MONRE); The National CDM Steering Committee chaired by Permanent Secretary of MONRE; and Appointed MONRE to be DNA CDM.

10 Thailand CDM s Policy The Cabinet will give final approval for the operation of CDM project case by case; Contribute to National Sustainable Development Plan; Technology transfer and capacity building Gives priority of benefits to local community; and The Thai Government set framework on Thai CERs exchange.

Promoting reduction of natural resource utilization such as underground water and finite energy sources Full life cycle plan of the project including plan after CERs contract ended Indicator Improve environmental quality - GHG emission reduction - Air pollution SO 2 NO x PM 10 - Water pollution - Solid Waste - Land contamination Include plan to sustain biodiversity Include underground water conservation plan Reduce utilization from finite energy source Promote sustainable use of other natural resource (Reduce, Recycle and Reuse) Include plan to mitigate environmental impact Include long term management and maintenance plan after the end of CERs purchase agreement

14 Tentative CDM Approval Procedure The Cabinet (Weekly Meeting) National Environmental Board (Monthly Meeting) National Committee on UNFCCC Chaired by Deputy Prime Minister acting for PM Minister of MONRE Energy and Industry Expert Committee 15 days Forestry, Agriculture and Natural Resources Expert Committee Issue letter of Approval by the DNA 3 days 10 days CDM Steering Committee 5 days Secretariat of DNA Project Developer submit PDD* *PDD is to be submitted with comment from the concerned Ministry Permanent Secretary of MONRE Issue Acknowledgement letter upon submission of PDD and complete list of documents
