1 CHAPTER 10 REGULATORY SIGNS 10.1 GENERAL (REV 12/23/02) Regulatory signs inform motorists of traffic regulations and are erected wherever required to fulfill this purpose. Excessive use of these signs should be avoided, however, since a proliferation of any type sign will decrease motorist respect for traffic control devices. Installations of most regulatory signs require ordinances supplied by the appropriate governing authority STOP ( REV 2/23/02) Stop (R1-1) signs are to be used on roadways where traffic is required to stop. At an intersection where more than two approaches must stop, the 4-WAY (R1-3) or 3-WAY (R1-5) supplemental plaques shall be mounted below the Stop signs. Stop signs should be located as near as possible to the point where vehicles should stop. The ideal spacing for a Stop sign is approximately 14 feet from the edge of pavement. This allows for a 10-foot shoulder and the sign post to be located approximately 4 feet outside of the shoulder point. At locations where we have wide throat intersections, the district should consider providing for an island, physical or painted, in order to reposition the Stop sign back at the radius point into the area where the motorist must stop. In addition, this, in many cases, will provide for a free right turn and the installation of a Yield sign for this movement. Public and significant private road approaches to the state system will have a Stop or Yield sign installed. Upon request of a resident of a minor private road approach having three or more mailing addresses, a Stop or Yield sign may be installed. Stop or Yield signs may be installed at any private road or commercial entrance based on engineering judgment or traffic studies. Normally the 36-inch Stop sign is used at all locations. Based on engineering judgment, the 48-inch Stop sign may be used. Changes in the size of existing Stop signs to comply with the above, do not need to be made except when the sign requires maintenance due to age, vandalism, accidents, etc. The District Engineer may approve four-way or three-way stop installations if a traffic study indicates the installation meets MUTCD guidelines for multi-way stops. The State Traffic Engineer should be advised of the change. Stop signs can be louvered to limit the sign s visibility to the approaching traffic required to stop. This situation normally occurs at skewed intersections. Use of louvers should be based on engineering judgment. Signs shall not be installed on the backside of a Stop sign. 2 CROSS TRAFFIC DOES NOT STOP (REV 12/23/02) The Cross Traffic Does Not Stop sign can be considered for installation at intersections where normal traffic flow would violate a driver s expectancy and there is a high accident history. This sign is to be mounted below the Stop sign. The arrow on the Cross Traffic Does Not Stop plaque can point in either directions or one direction. If the arrow only points in one direction, the MUTCD states that it must point in the direction of the approaching traffic on the uncontrolled intersections roadway. (ITE TCD Handbook: Page 88) W4-4P X 30 E-F-S-N YIELD (12/23/02) The Yield (R1-2) sign, like the Stop sign assigns right-of-way to traffic on certain approaches to an intersection. Vehicles controlled by a Yield sign need stop only when necessary to avoid interference when other traffic is given the right-of-way. Yield signs should be used where an island, either painted or physical, creates free movements. Yield signs may also be used without an island. Normally, the 48-inch Yield sign is used. Based on engineering judgment, the 60-inch Yield sign may be used. Yield signs shall not be used on Freeways and Expressways where there is sufficient length of an acceleration lane to allow the motorist to properly merge with the traffic. This length measured from the outside ramp curve point at the beginning of the acceleration lane to the end of the taper should be 600 feet or more. When used in this case, the 60- inch Yield shall be used. Yield signs are to be used at a Cloverleaf interchange where the in-loop traffic merges with the acceleration and deceleration traffic movement. In these cases, a 60-inch sign will be utilized. See TA-13 through TA-17, TA-19, and TA-21 for further details. R ALL R ALL SPEED LIMIT ( REV 9/1/04) Speed Limit (R2-1) signs should be used to indicate legally enforceable speed limits. Speed limits should be based on an engineering study. See Traffic Studies Manual. Care should be taken to ensure Speed Limit signs are not located at curves or other points where the legal speed limit is greater than the safe speed. The following are recommended locations for posting a Speed Limit sign: 10.2

3 At a point of a speed limit change (increase or decrease). Downstream from all acceleration ramps on the interstate system, posted after the route confirmation marker, if space allows. Downstream from major intersections such as state system junctions, signalized intersections and in rural areas after crossroads that have a paved surface. Where it is necessary to remind road users of the speed limit that is applicable. In each direction of travel for motorist leaving the interstate system onto a state route. The sign should be located, if practical, approximately 500 feet beyond the route confirmation assembly. If the crossroad is not located on the state system, the proper jurisdiction should be notified. When the speed limit is reduced on the interstate, an additional sign shall be posted in the median. R2-1-**-30 Varies 30 X 42 F-S-M R2-1-**-36 Varies 36 X 48 E R2-1-**-48 Varies 48 X 60 I-FR **Denotes Speed Limit COMBINATION SPEED LIMIT/MINIMUM SPEED (REV 12/23/02) The Combination Speed Limit/Minimum Speed (R2-4A) sign shall be posted in urban areas and at each county line on interstate routes only. R2-4A X 96 I REDUCED SPEED AHEAD (REV 12/23/02) Reduced Speed Ahead (R2-5) signs shall be installed in advance of a speed reduction of 15 mph or greater from the posted speed limit. This sign may also be used on interstates in advance of a 10 mph reduction in speed to provide additional guidance. See TA-1 for further details. R2-5A X 42 F-S-M R2-5A X 48 E R2-5A X 60 I-FR SPEED LIMIT EXCEPT WHERE POSTED (REV 12/23/02) The Speed Limit XX Except Where Posted (R2-6) sign shall be authorized only at those locations where it has been requested and required by an enabling ordinance. 4 NO RIGHT TURN (REV 12/23/02) Where No Right Turn (R3-1) signs are needed, at least one should be placed either over the roadway or at a right-hand corner of the intersection. If signals are present, the sign may be installed adjacent to the signal face viewed by motorists in the right lane. R X 24 ALL R X 48 ALL NO LEFT TURN (REV 12/23/02) The No Left Turn (R3-2) sign is intended for use where the appropriate turning movements are prohibited. Two signs should be used; one sign should be placed over the roadway or at a lefthand corner of the intersection. The other sign would be provided at the near right-hand corner facing traffic approaching the intersection. If signals are present, the sign on the left may be installed adjacent to a signal facing the motorists in the left lane. R X 24 ALL R X 48 ALL NO TURNS ( REV 12/23/02) The No Turns (R3-3) sign is used where turning movements are prohibited. Two signs should be used; one at a location specified for a No Left Turn sign and one at a location specified for a No Right Turn sign. If signals are present, the signs may be placed adjacent to a signal facing all motorists on that approach. R X 36 F-S-M NO U TURN (REV 12/23/02) The No U Turn (R3-4) sign is to be used at or between intersections to indicate locations where u- turns are prohibited. It shall be used sparingly and only where a specific problem has been documented and not as standard practice for median breaks. The No U Turn sign will be installed in conjunction with the Authorized and Emergency Vehicle Only sign. The No U Turn sign is to be installed above the Authorized Emergency Vehicle Only sign. 5 LANE USE CONTROL SIGNS (REV 12/23/02) The Left Only, (R3-5L) Right Only (R3-5R) and Straight Only (R3-5A) signs shall be used where movements are required or where unconventional movements are permitted from specific lanes, unless entrapment of through traffic is highly unlikely at a signalized intersection where a separate turn signal and adequate pavement marking exist. These signs are not to be used in lieu of turn prohibition signs, such as No Right Turn. The appropriate sign should be mounted over the lane to which it applies. The overhead position for the lane use control sign is directly above and normally at the beginning of the lane to which it applies or 250 feet from the stop bar, whichever is less, and not on the far side of the intersection. R3-5A X 36 F-S-M R3-5L X 36 F-S-M R3-5R X 36 F-S-M COMBINATION LANE USE CONTROL SIGNS ( REV 12/23/02) Straight and Left (R3-6L) and Straight and Right (R3-6R) signs shall be used in similar fashion to the Lane Use Control Signs. R3-6L X 36 F-S-M R3-6R X 36 F-S-M RIGHT (LEFT) LANE MUST TURN RIGHT (LEFT) ( REV 12/23/02) Right Lane Must Turn Right (R3-7R) and Left Lane Must Turn Left (R3-7L) sign shall be used in similar fashion to the Lane Use Control Signs except they shall be shoulder-mounted. R3-7L X 30 F-S-M R3-7L X 36 F-S-M R3-7R X 30 F-S-M R3-7R X 36 F-S-M TWO-WAY LEFT TURN ONLY (REV 12/23/02) Two-Way Left Turn Only (R3-9A) signs shall be used where a lane in the center of the roadway is reserved for exclusive use of left turning vehicles in either direction and is not used for passing and overtaking. The Two-Way Left Turn Only signs are for overhead installation only. One sign should be installed for each direction of travel. 10.5

6 R3-9A X 36 F-S-M R3-9A X 48 F-S-M CENTER LANE ONLY (REV 12/23/02) The Center Lane Only (R3-9B) signs are for post mounted installations and may be used as an alternate or a supplement to the overhead mounted Two Way Left Turn Only sign. The Center Lane Only sign should be placed at the beginning of the center turn lane and at approximately one half-mile intervals. Additional signs may be used based on engineering judgment. R3-9B X 36 F-S-M R3-9B X 54 F-S-M DO NOT PASS ( REV 12/23/02) Two general applications of the Do Not Pass (R4-1) sign are for one-lane bridges and work zones. Any other use of this sign requires authorization of the State Traffic Engineer and will be considered for use only for emergency or temporary conditions. The request should include the proposed location and reasons for the sign s use. Pass With Care signs shall be used in conjunction with the Do Not Pass sign. Do Not Pass signs may be used on two or three-lane roads. They should be placed at the beginning of the no passing zone and at intervals within the zone through which sight distance is restricted or other conditions make passing hazardous. R X 42 F-S-M R X 48 F-S-M PASS WITH CARE (REV 12/23/02) The Pass With Care (R4-2) sign shall be used at the end of a no passing zone where a Do Not Pass sign has been erected. It shall be the same size and shall be erected in the same manner as the Do Not Pass sign. R X 42 F-S-M R X 48 F-S-M 10.6

7 SLOWER TRAFFIC KEEP RIGHT ( REV 12/23/02) The Slower Traffic Keep Right (R4-3) sign is used on divided highways in urban areas where traffic volumes exceed 22,000 AADT. The district may also post at selected locations where there is a tendency on the part of some road users to drive in the left lane of divided highways or where deemed appropriate. The sign is also required for climbing lanes. See TA-2 and TA-3 for further details. R X 42 F-S R X 60 I-FR-E KEEP RIGHT (SYMBOLIC) (REV 12/23/02) Keep Right (R4-7) signs are generally used at the nose of medians and divisional islands where traffic is required to keep to the right. R X 30 F-S-M R X 60 F-S-M KEEP RIGHT ( REV 12/23/02) The Keep Right (R4-7B) sign shall be erected as near the nose of the median as possible where an undivided highway transitions into a divided highway. See TA-4. This sign should be erected within 50 feet of the gore point if possible. Where pavement transitions from two lanes, two-way roadway to a divided highway, see TA-5, the edge of the sign should be a minimum of 6 feet from the curb or shoulder point. The angle of the arrow can be adjusted to fit field conditions. R4-7B X 96 FR-E KEEP LEFT (SYMBOLIC) ( REV 12/23/02) Keep Left (R4-8) signs are generally used at the nose of medians and divisional islands where traffic is required to keep to the left. 8 KEEP RIGHT ( REV 12/23/02) The Keep Right (R4-17R) sign may be installed near the right shoulder of a roadway where the standard Keep Right (R4-7A) sign would be misleading by the arrow on the sign. See TA-5 and TA-6 for further details. R4-17R X 36 F-S R4-17R X 48 FR-E DO NOT ENTER (REV 12/23/02) The Do Not Enter (R5-1) sign shall be used to prohibit traffic from entering a one-way roadway in the wrong direction. See TA-5, TA-6, TA-13 through TA-17, TA-19, and TA-21 for further details. R X 36 FR-E R X 48 I WRONG WAY ( REV 12/23/02) The Wrong Way (R5-1A) sign is sometimes used in conjunction with the Do Not Enter sign. Typical installation and assembly is shown on TA-5, TA-6, TA-13 through TA-17, TA-19, and TA-21 for further details. R5-1A-36 R5-1A X 24 E-F-S-M X 30 I-FR-E ONE WAY (REV 12/23/02) One Way Right (R6-1R) and One Way Left (R6-1L) shall be used to indicate roadways upon which vehicular traffic is allowed to travel in one direction only. Typical locations for these signs will include ramp terminals, crossovers, and some unusual intersections. The 36-inch size is for use at, at-grade intersections on expressways. The 48-inch size is for use on freeways or expressways. See TA-13 through TA-17, TA-19, and TA-21 for further details. One Way signs shall be placed on the near right-hand and far left-hand corners of the street. 2R (L)) is used in lieu of the One Way (R6-1) signs on mast arms for signals. The One Way (R6- The One Way Right (R6-2R) and One Way Left (R6-2L) may be used in lieu of the One Way (R6-1) signs where lateral space is limited. Where the intersection is signalized, the signs shall be placed on the mast arm near the appropriate signal faces or at the locations specified for non-signalized intersections. 10.8

9 R6-1L X 12 F-S-M R6-1L X 18 I-FR-E R6-1R X 12 F-S-M R6-1R X 18 I-FR-E R6-2R X 24 R6-2R X 30 R6-2L X 24 R6-2L X DIVIDED HIGHWAY CROSSING ( REV 12/23/02) The Divided Highway Crossing (R6-3 or R6-3A) signs shall be used to advise drivers they are approaching a divided highway. The R6-3 shall be used when a full crossover is present and the R6-3A shall be used at a T intersection. The Divided Highway Crossing sign shall be mounted below the Stop sign on the side street approach. See TA-13 through TA-17 for further details. R X 18 R6-3A X RESERVED PARKING FOR DISABLED (REV 12/23/02) Reserved Parking for Disabled (R7-8) signing is to be installed in rest area parking lots 10 to 16 feet from the edge of the handicap ramp. The R7-8D sign is provided with a double arrow. The R7-8L has a left arrow and the R7-8R a right arrow. The R7-8 does not have an arrow. FMS SIZE R X 18 R7-8D X 18 R7-8L X 18 R7-8R X

10 NO PARKING (REV 12/23/02) The District Engineer is authorized to act on requests for parking restrictions within incorporated areas upon receipt of a city ordinance requesting the same. The District Engineer may authorize parking restrictions outside incorporated areas after completion of a study by the district staff and review by county and local law enforcement. Enforcement agencies involved should be advised of the change. Various types of parking signs are listed below. Variations in sign legend may be requested. If signs different from those listed below are required, the following information may be included in the legend on the R7-101 series: Restrictions Prohibitions Applicable time Applicable day of the week Parking signs will be reflectorized with either red or green legend on a white background. When a parking sign is permissive, green legend will be used and when the sign is restrictive, the red legend will be used. The (R7-202) sign is the combination of any other two parking signs. This type of sign is not intended for use on a freeway. R7-1 R7-202 R COMMUTER PARKING LOT RESTRICTIONS ( REV 12/23/02) Commuter Parking (R7-104) restriction signs shall be placed in each commuter parking lot. A sign is to be installed at or near each entrance to the commuter parking lot. This parking restriction established by the Commission on December 7, 1979, has become necessary because of commuter lots being used for commercial trailer and truck parking for extended periods of time. R7-104 Within interchange areas and on ramps the standard NO PARKING ANYTIME (R7-1) sign may be used

12 EMERGENCY STOPPING ONLY ( REV 12/23/02) The Emergency Stopping Only (R8-7) sign may be used on the interstate and other freeway highway systems based on Section RSMo. Signs should be held to a minimum and not erected unless there is a specific problem. R X 36 I-FR-E DO NOT DRIVE ON SHOULDER ( REV 12/23/02) Do Not Drive on Shoulder (R11-5) signs are to be considered for special conditions if there is a need determined by district traffic engineering staff. So that driver expectancy does not require general use of this sign on shoulders, select locations are required. This sign should be considered as a temporary tool to aid in the enforcement of the condition. After it appears the problem has been corrected, these signs should be removed. R X 36 ALL STOP FOR SCHOOL BUS ( REV 12/23/02) The Stop for School Bus (R11-10) sign shall be used uniformly but sparingly on all routes except those consisting of four or more lanes of traffic. This sign can be used on federal, state numbered and state lettered routes, but should not be used on freeways. In addition, there should be one sign erected inside state boundaries on each highway except the four or more lane facilities. A minimum of four Stop For School Bus signs should be strategically placed within each county. This sign shall remain in place 12 months of the year. R X 24 F-S-M WEIGHT LIMIT SIGNS (REV 9/1/04) In commercial zones, bridges with the capacity of more than 65 tons will not be posted, as normally loads in excess of 65 tons will not occur. 14 AUTHORIZED AND EMERGENCY VEHICLES ONLY (REV 12/23/02) This sign, along with the symbolic, No U Turn sign, is to be provided at emergency crossovers to prohibit non-emergency use. The symbolic, No U Turn sign is to be installed above the Authorized and Emergency Vehicle Only (R18-1) sign. Signing for both directions of traffic is to be provided on one post with the signs being installed 90 degrees to the roadway. The signs are to be mounted back to back. The post should be located approximately in the middle of the median. If median width is greater than 60 feet, consideration should be given to install separate signs. R X 30 I-FR-E USE SEAT BELTS STATE LAW ( REV 12/23/02) USE SEAT BELTS STATE LAW (R20-1) signs will be provided on all state numbered routes at the state line and near the rest areas on the interstate system R X 42 F-S-M BUCKLE SAFETY BELT (REV 12/23/02) The Missouri Coalition for Safety Belt Use has provided signs reminding people to buckle their safety belts, for installation where vehicles leave a parking lot. For interest of safety and to emphasize the importance of wearing a safety belt as a means of reducing the seriousness of an injury in an accident, we will erect these signs at each exit from all of our facilities. FMS SIZE R X SIGNAL SIGNS EMERGENCY SIGNAL (REV 12/23/02) Emergency Signal (R10-13) signs shall be used to identify traffic signals installed at a fire station or emergency medical service facility. 15 PEDESTRIAN SIGNAL ( REV 12/23/02) A Pedestrian Signal (R10-3) sign shall be used whenever pedestrian indications are used. The R10-3B or R10-3C is used with pretimed pedestrian signals. For actuated pedestrian signals, the R10-3B-L or R10-3C-L and the R10-3B-R or R10-3C-R shall be used above each pedestrian push button. R X 30 F-S-M STOP HERE ON RED ( REV 12/23/02) The Stop Here on Red (R10-6) sign may be used to identify the point where a vehicle is to stop. R X 36 F-S-M LEFT (RIGHT) TURN SIGNAL (REV 12/23/02) When a left turn movement with an exclusive turn lane is protected and controlled by a three section head consisting of R - YL L, a Left Turn Signal (R10-10L) sign shall be used. When a right turn movement with an exclusive turn lane is protected and controlled by a three section head consisting of R - YRt Rt, a Right Turn Signal (R10-10R) sign should be used. The Right Turn Signal sign does not restrict right turns on red by state law, however, if local ordinances or enforcement practices cause this restriction, this sign may be omitted. Left Turn Signal and Right Turn Signal signs are not used at ramp terminals, the stems of tee intersections, or any other situation where there is no opposing through or left turning traffic. This sign is not required by the MUTCD, however it is used for statewide consistency. If studies at an intersection or in an area indicate that the sign is confusing drivers, the Left Turn Yield on Green Ball sign may be omitted.
