MONDAY ON 23rd OF MARCH (Brief Record Of Proceedings) The Council met in the Council Hall, Jammu at 11:00 Hrs (Hon ble Chairman Mr. Amrit Malhotra in the Chair) 11: 00 Hrs QUESTION HOUR Starred C. Q. Nos. 310, 19, 82, 102, 222 & 282 were orally answered. C.Q.No. 310 tabled by Sh. Yasir Reshi, Hon ble MLC, regarding drug trafficking was replied by Hon ble Minister for Health. Sh. Yasir Reshi, Hon ble Member raised supplementary that as to the conviction rate in NDPS cases is very low despite of the fact that many FIRs have been lodged in this regard. The Hon ble Member also sought information whether any coordination group of Medical fraternity and Police is working to arrest this menace. Sh. G.N. Monga, Hon ble Member raised supplementary regarding the concrete steps to be taken by the new Government to curb the drug menace. Dr. Shehnaz Ganai, Hon ble Member raised supplementary regarding the steps to be taken to control selling of allopathic medicines without prescription to drug addicts. Sh. Qaiser Jamshed Lone, Hon ble Member raised supplementary weather Government has conducted some awareness programs for the control of drug addiction. Sh. Sofi Yousuf, Hon ble Member raised supplementary as to whether or not license of any chemist has been suspended who was found selling such allopathic drugs to addicted persons. Sh. Sajjad Kitchloo, Hon ble Member raised supplementary and sought information regarding the establishment of Rehabilitation Center for the drug addicts. Shri Haji Anayat Ali, Hon ble Member suggested that a Rehabilitation center for the drug addicts be established in Ladakh region also.
2 Sh. Surinder Choudhary and Sh. Vibod Gupta, Hon ble Members suggested that the J&K Police has to play an active role for checking the menace of drug addiction and trafficking in the State. In response to the supplementary raised by Members, Jb. Mufti Mohammad Sayeed Hon ble Chief Minister stated that a multipronged strategy is the need of hours to deal with the drug menace and the Government will take it as a challenge. The Hon ble Chief Minister also asserted that the drug trafficking and addiction and other related offences has become a menace in the State and Government is committed to take stringent measures to check the problem in a holistic manner including establishment of Rehabilitation centers for drug addicts. C.Q. No.19 tabled by Sh. Yashpal Sharma was replied by the Hon ble Minister for Haj and Auqaf Sh. Addul Rehman Veeri. Sh. G.N. Monga, Hon ble Member suggested for the establishment of bunkers in border areas of Kashmir Division. Sh. Ajay Sadhotra, Hon ble Member sought information regarding the number of ceasefire violations taken place on L.O.C and IB. Sh. Jehangir Mir, Hon ble Member stated that a scheme was introduced by Government of India to construct trenches for the safeguard of people living in border during the period of ceasefire violations. Sh. Yashpal Sharma, Hon ble Member raised a supplementary and stated that the affected families are not adequately compensated and no measures are being taken to provide relief to affected people besides stressed for the extension of benefit of SRO-43 to the number of affected family. Dr. Shehnaz Ganai, Hon ble Member sought information as to whether there is any proposal with the Government to provide plots to such affected families. In response to the supplementaries raised by Hon ble Members, Sh. Mufti Mohammad Sayeed, Hon ble Chief Minister stated that during the year , no ceasefire violations took place and asserted that peace will also be ensured in border areas. The Hon ble Chief Minister also assured that affected families shall be compensated adequately and will also get befifit under SRO-43. Also informed that issue of construction of safe shelters in the form of community type bunkers has been taken up with Union Home Ministry. The State Government is committed to ensure peace at the borders and safety and prosperity of farmers whose land falls across the fence. C.Q. No.82 tabled by Sh. Vibod Gupta MLC was replied by Hon ble Minister for Technical Education. Sh. Vibod Gupta, Hon ble Member raised supplementary seeking information as to when the University will obtain the approval from AICTE regarding the recognition of degrees awarded by Polytechnic College in BGSBU. In response Hon ble Minister assured to resolve the ambiguities and grievances projected after holding discussions with the Vice-Chairman of BGBSU. C.Q. No.346 was deferred. C.Q. No.102 tabled by Sh. Sofi Yousuf Hon ble Member was replied by Hon ble Minister for Forest.
3 Sh.Sofi Yousuf, Hon ble Member raised a supplementary that there are no checks and balances to ensure that timber extracted from Forests is not misused. In response the Hon ble Minister asked the Hon ble member to bring the complaint, if any, in this regard, to his notice and assured to take action under rules against the offenders. Sh.Firdous Ahmad Tak, Hon ble Member raised a supplementary that as to whether any procedure will be adopted to ensure that timber extracted from Chenab region will be utilized for domestic purpose only. Dr.Bashir Ahmad Veeri, Hon ble Member stated that those persons having valid documents/sanction are not provided timber and are bypassed. Sh.Jehangir Hussain Mir, Hon ble Member raised a similar concern as was raised by Sh. Firdous Ahmad Tak, Hon ble Member. Sh.G.N Monga, Hon ble Member raised supplementary and sought information regarding the procedure adopted by the Government to allot timber to the people of the State. In response to the supplementaries raised by Hon ble Members, the Hon ble Minister stated that the system/procedure will be examined and improved further. The Hon ble Minister also requested the Hon ble member who had raised the concern of pending demands, to provide the list of pending demands and ensure an appropriate action. The Hon ble Minister further stated that there is a set procedure, however Government will start online mechanism to make the procedure simple. C.Q. No.202 tabled by Sh. Showkat Hussain Ganie Hon ble Member Hon ble Minister for PHE. was replied by 12:02 Hrs Sh. Showkat Hussain Ganie Hon ble Member stated the information furnished is incomplete. The Hon ble Minister assured necessary action, if the reply is found to be wrong in any accept. C.Q. No.202 tabled by Dr. Shehnaz Ganai Hon ble Member was replied by Hon ble Minister for Education Dr. Shehnaz Ganai Hon ble Member raised a supplementary and sought when the vacancies will be filled and also stated whether there is any proposal with the the Government to fill these vacancies on fast track basis. The Hon ble Minister informed the House that rationalization of the teaching staff in all Govt. Schools of the State shall be carried on very soon. Discussion on Motion of thanks on Hon ble Governor s Address. Hon ble Members who participated in the discussion included Shri Naresh Kumar Gupta,(Hon ble MLC), Shri Jygal Kishore (Hon ble MLC), Shri. Ajay Sadhotra (Hon ble MLC), and lastly Shri. Mufti Mohammad Sayeed, Hon ble Chief Minister. Sh. Naresh Kumar Gupta Hon ble Member stated that Government should focus on good governance, however, it should be visible on ground level. Also stressed that State Accountability Commission and State Vigilance should be empowered and made more effective. There is lack of

Jugal Kishore, Hon ble Member stated that the agenda points upon which elections were contested by PDP & BJP are missing in Governor s Address. There is mention of AIIMS for Kashmir and IIT, IIM for Jammu but there is already a Research Institute (SKIMS) in place in Kashmir and Jammu lacks any such institution. The Hon ble Member stressed that AIIMS should be sanctioned for Jammu as well. Further stated that there is no mention of Mata Vaishno Devi Shrine and Shri Amarnath Ji Shrine and more focus is on Kashmir only. Sh. Ajay Sadhotra, Hon ble Memberb stated that Common Minimum Program has been reproduced as Governor s Address. Governor s Address reflects the desperation of the coalition partners to form Government as manifesto of PDP and BJP seems to have been surrendered. The Hon;ble Member also raised the issue of withdrawal of circular regarding the hoisting of State flag. (Mr. Jehangir Hussain Mir Vice Chairman in the Chair) 12:20 Hrs (Hon ble Chairman Mr. Amrit Malhotra in the Chair) Jb. Mufti Mohammad Sayeed, Hon ble Chief Minister started his speech saying that the democracy is battle of ideas and House is right forum for expressing and sharing ideas. Hon ble Chief Minister further said that there was large participation of people in recently held elections in the State which resulted in a fractured mandate. However, the fractured verdict was taken as an opportunity to connect all regions of the State. Further, emphasized that State of J&K symbolizes of communal harmony. Jb. Mufti Mohammad Sayeed, Hon ble Chief Minister applauded the Election Commission of India, besides State Administration for conducting smooth and fair election in the State. The Hon ble Chief Minister also praised the decision of Sh. Sheikh Mohammad Abdullah for single line administration and also informed the House about the security scenario of the State. Hon ble Chief Minister assured that the land compensation shall be given to the owners of the land which is in occupation of the security forces besides one time settlement of POK and 1947 Pak Refuges and informed the House that a committee shall be constituted under the Chairmanship of Hon ble Deputy Chief Minister on the subject. Hon ble Chief Minister further informed the House that a committee shall be constituted under the Chairmanship of Hon ble Finance Minister to suggest ways and means for rehabilitation of the flood affected victims besides making a comprehensive guideline for the payment of relief compensation. Hon ble Chief Minister further informed the House that the J&K is having only water resources and regarding the power projects earlier transferred to NHPC, the issue will be taken up with the Central Government for return of power projects. During his speech Hon ble Chief Minister apprised the House about the future policies and programs of Government which includes transparent Recruitment Policy, streamlining of Accountability Commission and Vigilance Commission, delegation of powers to Panchayats, strengthening of Power Projects, boasting tourism/ horticulture industry, Restoration of Mughal Road as an alternative of National Highway for all weather besides assured that tunnel shall be constructed on the Mughal Road for making it fair weather road.
5 In addition to the above, the Hon ble Chief Minister announced that efforts will be made to divert tourism towards unknown destination within the State for giving boost to the tourism sector, Jammu will be made as independent tourist destination.
