1 Quick View: Laws of the Game-- FIFA and ASA Law I. The Field of Play 1. Guidelines of 6, 8, 10, 12, 18 6 yards - goal area 8 yard goal 10 yards - opposition must be 10 yards on a restart kick 12 yards - penalty kick 18 yards - penalty area depth (small fields are proportionally smaller areas) (5': flags 5": line width) 2. The Ball 1. Home team supplies the ball 2. May not be changed without referee's approval 3. Sizes differ. Know ahead of time what size applies to your group. Get concurrence from coaches if necessary. 4. Must not be dangerous - no flaps missing, no nozzle protruding Law III. Number of Players 1. Maximum eleven, one of whom must be the goal keeper Minimum number is 7 for 11 v 11 play. For 8v8, minimum is 5 For 6v6, minimum of 4 to start. For 4v4 min. 3 to start 2. Unlimited substitutions when permitted on throw in possession 3. Unlimited substitutions when other team subs on their throw-in 4. Unlimited substitutions any goal kick or kick off (and in ASA on cornerkicks) 5. 1 for 1 on any injury substitution 6. ASA Runaway Score Rule -- For U-8 and older, when a team achieves a lead of 4 goals, the losing team may add a player and may do so for up to two additional players. 2 Law IV. Players' Equipment 1. Shirts, Shorts, Socks, Sneakers or Shoes, Shin guards-with socks over them if they are solid type. MUST WEAR SHINGUARDS. So called soft shinguards are acceptable. 2. Home team must change shirt if necessary due to duplicate team colors. 3. No screw-in studs, no metal studs with sharp edges. 5. Please, no stud earrings, no danglies, no watches, bracelets, or hard headbands. 6. Be liberal about colors of shirts/shorts/socks. Each team should have a basic color, especially shirts, and is should be club colors (not a prof. team jersey). Law V. Referees 1. Authority to enforce Laws from time of entry at the field. 2. May refrain from enforcing a rule when an advantage is given to the offending team. (Advantage Rule) 3. Keep record of the game including score 4. Keep time. 5. May stop game, caution players or eject players or coaches. 6. Instruct younger players and watchers. Allow "Re-dos" where possible. 7. Control entry of player on to field. 8. Administrative rules (rosters, eligibility) are not referee's responsibility. Law VI. Assistant Referees 1. Indicate when ball is out of play and which side is entitled to ball. 2. Assist referee to control game. 3. ASA - Referee should call off-side 4. ASA - Ask assistant referee to call color of team that gets possession, however, your call is final. Law VII. Duration of the Game 1. ASA - for 4v4, 4 x10 minute quarters, 3 minute "quarter breaks", for 6v6, 2 x 25 minute halves; both have 5-minute half time. 2. Game is official after half is played. 3. Clock is kept running - only add time for severe injury IF possible in schedule. 4. Must end on the appointed time because of other games. Law VIII. Start of Play 1. Home and Away teams, including parents and friends, just take opposite sides of the field, or if not possible then between midfield and penalty area. 3 side. NO ONE is allowed behind goal. In full field play, coaching and spectators only between 18 yard lines. 2. On field cancellations for weather or other dangerous situation is the referee's responsibility. Once approval for games is given by the County, wet grounds are not a reason to call off a game. Law IX. Ball in And Out of Play 1. Ball is out of play when: ENTIRE ball has crossed the entire goal or touch (side) line 2. Game is stopped by referee. 3. Ball is out IN THE AIR when it crosses a vertical plane above the sideline or end line. 4. for ASA -- BRIEF the volunteer Assistant Referee on rules Law X. Method of Scoring 1. ENTIRE ball must cross the entire goal line. 2. No goal when intentionally propelled by hand or arm of attacking player 3. Goal may not be scored directly from an indirect kick or throw-in (Goal can be scored from a kick off, EXCEPT in ASA U8) Law XI. Offside A player is in an off-side position when there are fewer than 2 defensive persons between the offensive player and the goal, unless the ball is ahead of the player on attack. (One of the two persons may be the goalie.) Off-side position does not necessarily mean off-side. A player with less than 2 opponents between himself and goal is in an off-side position unless he is: - in own half of the field of play - nearer to his own goal than the ball A player is declared off-side for being off-side at the moment the ball is touched or played by teammate AND the player is involved with active play or gaining an advantage from the play. A player should not be declared off-side just because he/she is in off-side position. They must gain an advantage by being in an off-side position or be actively engaged in play. 4 Law XII. Fouls and Misconduct (See also last section, below) 1. A direct free kick is awarded when a player intentionally: -kicks/attempts to kick an opponent -trips an opponent -jumps at an opponent -charges an opponent -strikes or attempts to strike an opponent -pushes an opponent -when tackling an opponent makes contact with the opponent before contact is made with the ball, OR -holds an opponent or -spits at an opponent OR any other person -handles the ball deliberately 2. Kick is taken where offense occurred unless a) the foul is committed by a defensive player in the penalty area in which case the free kick shall be a penalty kick, or b) foul is committed by offensive player in goal area, kick is taken anywhere in goal area by choice of defending team. 3. An indirect free kick is awarded when a player commits any of the following offenses: -dangerous play (e.g. attempting to kick the ball while held by the goal keeper) -charging fairly (shoulder to shoulder) but not trying to play the ball -impeding the progress of an opponent (obstructing, but not touching, a player without trying to play the ball) -preventing keeper from releasing the ball -when playing as a goal keeper, the player (A) touches the ball again with his hands once he has released it into play (B) touches the ball with his hands after it has been deliberately kicked or thrown to him by a team-mate (C) he delays the game (D) takes more than 6 seconds to release (for ASA consider age) 4. The indirect free kick is taken at the point of infringement except if foul by attacker in goal area (taken as direct kick above, anywhere in goal area) or by defender in goal area. In latter case, ball is placed on the point parallel to the goal line on the penalty are line. 5. 5 -a player commits any foul in a reckless manner -a player persistently infringes on the Laws of the Game -a player shows dissent from any decision by word or action -a player is guilty of unsporting behavior or delay 6. A player shall be sent off the field and shown a red card if he: -is guilty of violent conduct -is guilty of serious foul play -uses foul or abusive language -is guilty of a second cautionable offence after having received a caution FIFA Comments: Jumping up and down and waving arms and not making contact may be penalized for unsporting behavior and opposing team given an indirect free kick. If goalie delays game, an indirect free kick may be awarded to the opposing team. Spitting at or similar behavior is violent conduct. Player receives a red card. Intentional hand ball in the penalty area which denies an obvious opportunity to score is penalized by a red card and penalty kick. A trick pass (juggle to head the ball) to goalkeeper - indirect kick from where the keeper touches the ball. The person has tried to circumvent a rule. Law XIII. Free Kick 1. Direct: A goal may be scored. 2. Indirect: A goal may not be scored. All: Opposition 10 yards away Penalty kick: 10 yards away and outside the penalty area until kicked In play after it has kicked and gone forward No Indirect Free Kick in GOAL area. OK in penalty area. ASA: For U-8 all kick indirect, all distances 6 yards away For 6v6, 8 yards distance. For 8 v 8 modify distance to 8 yards. No PK in 4v4 play. PK 6v6, should be 10 yards. Instruction: Indirect: Ref raises arm above head until kick taken and ball is touched by a second player. Direct: Ref raises arm only parallel to the field in the direction of the kick inform ASA goalkeepers that kick is direct and use the whistle to restart FIFA & ASA Rule Summary Page 5 of 7

6 N. Law XIV. Penalty Kick 1. Ball is in play after going forward 2. Goalie must be on line when ball is kicked. 3. All players except kicker must be 8 (for 6v6) yards away. 4. Kicker may not kick it a second time until kicked by another person. 5. Infringement by attacking team, if goal is scored, retake. If no goal, indirect kick to opposition from place where attacker entered 6. Infringement by defending team, if no goal, retake. Law XV. Throw in 1. Ball must be ENTIRELY off the field of play (all the ball over all the line) 2. Must use both hands 3. May throw in any direction 4. Play must FACE THE FIELD of play 5. Part of each foot must be behind or on the line when thrown. 6. Must deliver from behind and release over the head. 7. No goal directly on a throw-in. 8. If thrown incorrectly, award throw to other team (redo with instruction in U8, redo once in U9, seldom if ever in U10). 9. If touched by thrower before being touched by another player, indirect kick to opposition (except if touched by hand). 10. If ball is thrown in, crosses the plane above the line and goes out again without being touched, award throw to other team 11. If ball is thrown in, does NOT cross the plane, retake Law XVI. Goal Kick 1. Ball kicked/directed out by offensive team must cross the entire goal line in the air or on the ground (excluding the part between the goal posts, in which case it would be a goal) 2. Kick by defenders must go out of area to be in play; or retake 3. Kicker may not kick a second time until touched by another 4. Players on opposition must remain outside the penalty area until the ball is kicked outside the area Law XVII. Corner Kick 1. Ball kicked/directed out by defensive team must cross the entire goal line in the air or on the ground (excluding the part between the goal posts, in which case it would be a goal) 2. Ball placed inside corner circle. FLAGS/CONES MAY NOT BE MOVED. 3. A corner kick is a direct kick FIFA & ASA Rule Summary Page 6 of 7

7 Instruction regarding FOULS EXAMPLES: ASK direct or indirect 1. Serious foul play and violent conduct are strictly forbidden. A. It is a serious foul when it is intentional and player uses intentional violence or when challenging for the ball. B. It is violent conduct when a player uses aggression toward an opponent even when they are not challenging for the ball. 2. Tackling from behind or where there is no attempt to play the ball is violent. If a player making a tackle, instead of making contact with the ball, trips opponent, then award direct free kick. 3. Jumping about in front of a goalkeeper is an offense -- Obstructing a goalkeeper is indirect 5. "Covering" the ball for tactical reasons is not impeding. Opponent may charge fairly. 6. Impeding a player can be an offense. Direct kick when contact is made Indirect kick when no contact 7. Jumping at an opponent shall be penalized by a direct free kick. 8. Holding an opponent, direct free kick 9. Free kick. The referee has discretionary power to disregard the 10 yard requirement. 10. Offside. NO OFFSIDE IF PERSON IS NOT INVOLVED IN THE ACTIVE PLAY or has not gained and advantage or has prevented a defensive player from playing the ball. 11. Goalies allowed no more than 5 or 6 seconds. Be liberal. 12. Substitute only with referee's permission 13. Persistent infringement of the Laws shall be cautioned with yellow card. 14. Opponents may not harass player throwing in a ball on a throw in. 2 yds at least. 15. Injuries: team officials permitted to enter the field of play with permission of the referee.
