3 Workforce Investment Act WIA Consists of Several Titles: Title I Workforce Investment Systems Title II Adult Education and Literacy Title III Workforce Investment-Related Activities Title IV Rehabilitation Act Amendments of 1998 Title V General Provisions

4 Focus of WIA Establishes Workforce Development Boards (WDB) to oversee delivery system Establishes partnership between Local Elected Officials and the Workforce Development Boards (WDBs) Mandates a One-Stop Job Center service delivery approach Directs services to general public, not just disadvantaged or special needs populations ENCLOSURE 5

5 Focus of WIA Serves 3 population groups adults, dislocated workers and youth In- School Youth - 14 to 18 Years of Age Out-of school Youth Years of Age Adopts 3 levels of services core, intensive and training Unified planning among WIA partners Common use of the Job Center system ENCLOSURE 5 Governor s approval required for WDB to provide WIA services

Information on workforce programs/ services, job opportunities, skills assessment, computer resources career planning, eligibility determination, & resume writing & other workshops available. Customized training, OJT and other services to employers through Employer Relations Teams. Referrals to other programs available as appropriate. Resource room information also available online at Rock County Job Center Facility Service Network Client (May be job seeker or employer) Clients may contact any organization in the partner network directly to obtain service or may come to the Resource Room for general services & referral to partner agencies as appropriate. ENCLOSURE 5 Community Action, Inc. Provides on-site child care services. Job Corps Education & training for youth 16 years of age & older. Blackhawk Technical College Basic academic, GED/ HSED and English as a Second Language instruction. Occupational skill training provided off site. Job Service Labor Exchange Services & programs connecting job seekers & employers. Reemployment services and assistance. WorkKeys & Key Train. Southwest Wisconsin Workforce Development Board Planning and oversight of workforce programs and services for job seekers. Direct services to employers. Division of Vocational Rehabilitation Programs and services for persons with disabilities. Rock County Human Services Department Programs and services for low income individuals and families requiring assistance with basic human service needs. Community Solutions of Wisconsin Provides employment related services by referral. Veterans' Employment & Training Services Employment programs & services for military veterans. Part of employer relations team. Clients directed to WIA program operator for assistance & training Manpower, Inc. WIA program operator and case manager for workforce programs and services for adults, dislocated workers and out-of-school youth. Resource Room makes referrals to partner organizations in the Job Center Economic Support Division (ES) Administers economic support and Wisconsin Works programs for Rock County. Long-Term Support (LTS) Division Administers programs that assist elderly and disabled to maintain independent community based lifestyles. Note: This diagram represents agencies located in the Rock County Job Center. All agencies partner with a variety of other communitybased organizations who make referrals to the job center and who represent the entire scope of the service network. Energy Services Provides information & help related to energy assistance programs. Automated Health Systems Provides information & help regarding medical assistance programs.
