1 Job Descriptions President, Avista Utilities Provides vision and strategic direction for Avista Utilities. VP Energy Delivery Provides vision and strategic direction for. Director of and Electric Operations West Provides vision, leadership, coaching and support to the groups accountable for the operation and economic utilization of the company s electrical operating system. Ensures safe, reliable and economic delivery and operations of electrical service to the company s customers. Director System Planning To supervise System Planning; to provide System Planning input for prioritization of the Capital and O&M Budgets; to provide technical guidance and assistance to System Operations and Contracts; and to represent the Company on interutility transmission committees. System Planning Engineer (Richard Maguire) To carry out engineering assignments related to System Planning. To perform engineering work in the System Planning area that requires originality and judgment in the technical analysis and independent evaluation, selection and modification of standard techniques, procedures and criteria. The System Planning Engineer will perform assigned duties and responsibilities while receiving a limited work direction from Senior Engineers in the group. In response to FERC Docket No. RM ; Order No. 717-D, this one individual is also responsible for performing system impact studies in response to transmission service requests (FERC Docket No. RM ; Order No. 717-D, P 11).

2 Power System Consultant Develops alternative plans and timetables for transmission and distribution facility additions or improvements necessary for system capacity and reliability. Forecasts and analyzes transmission and distribution system electric loads. Performs and analyzes electric transmission system load flow and stability studies. Analyzes projects both technically and economically and recommends preferred alternatives for system additions. Supports facility permitting processes and any other processes required to determine the best transmission route-plan alternative. System Planning Engineer To carry out engineering assignments related to System Planning. To perform engineering work in the System Planning area which requires originality and judgment in the technical analysis and independent evaluation, selection and modification of standard techniques, procedures and criteria. Engineer Associate / Assistant / Entry / Student To support engineering assignments related to System Planning, but may also include engineering assignments that involve protective relaying, transmission, distribution, substation, generation, standards, technical support, and computer support.

3 Senior Manager FERC Policy and Services Manager of FERC related Policy and Avista Contracts with supervision responsibilities for OASIS and transmission contract activities and personnel. In addition, he will continue to be involved in RTO and Grid West activities. Contracts Analyst In order to carry out the company s strategic initiatives, this position formulates, negotiates, drafts and implements wheeling, use-of-facility, transmission services, and other transmission system transactions and agreements which minimize cost and maximize value to the company s customers. This position provides input to negotiating policy, business options and arrangements, legislation, governmental regulation, and industry positions that my impact future negotiations, conferences, meetings and regulatory proceedings. Load and Resource Technician To analyze and compute operating and resource data, forecast borderline load requirements and provide technical assistance to System Operations Engineers and Contracts Engineers. Services Specialist OASIS Responsible for maximizing the effectiveness and return of our transmission system by managing requests for transmission access on the Open Access Same-time Information System, OASIS. Perform pre-schedule and real-time scheduling duties that involve the AVA transmission system and net interchange with other utilities.

4 Chief System Operator Supervises the operational engineering of the transmission systems; coordinates these operations with other utilities, other company departments and responsible government agencies. Supervises the operation of the electric transmission system. Provides supervision and direction for coordination facilities, developing policy needed for the transmission of electric energy. Supervises the collection, analysis and reporting of System Operations performance and status data. System Operator To manage the Area Control Error (ACE) of Avista Corp. To be responsible for monitoring transmission and generation resources for system reliability. Coordinate with OASIS transmission access and reliability. To act as central authority for real time operation of the electrical system from production to distribution. Where switching and clearance procedures are concerned, this position in mandated by state safety laws. System Operations Outage Coordinator Responsible for providing the necessary interface between System Operations, field personnel, neighboring utilities, internal departments, and construction offices. Ensures continuity and consistency and coordination of required work activities pertaining to outage coordination on the interconnected electric transmission system, generation and substations. Has the authority and responsibility to operate the Avista transmission system to comply with all appropriate NERC & Peak Reliability Standards. The Outage Coordinator creates accurate switching orders, resolves construction scheduling conflicts, organizes and leads outage coordination meetings and develops and maintains switching standards for System Operations. Senior Operations Engineer Provides technical support to System Operators and Operational Management on items such as transmission system status and performance, system monitoring and control, operational policies and procedures, operator training, system studies and equipment performance.

6 Communications Technician To install, test, maintain and verify connections of all types of communication equipment and high-speed data transmission equipment, including automatic load control, telemetering, supervisory control and data acquisition (SCADA). Analyst Meter Automation gas and electric metering data management systems including portions of the company s SCADA system and its users. Chief Distribution Dispatcher Manages the Distribution Dispatcher functions of Avista s electric and natural gas distribution system focusing on the Spokane and West Regions. Employees reporting to this manager provide dispatch services for the entire electric and natural gas distribution system during night and weekend hours. Distribution Dispatchers Operates and maintains Distribution Dispatching for the electric and natural gas distribution systems on a rotating 24-hour/7-day a week basis. Evaluates ongoing electric and natural gas emergencies and trouble shoots, determines resolution and dispatches appropriate field personnel.
