1 Z7 CTY OF GLENDALE NTERDEPARTMENTAL COMMUNCATON DATE: November 18, 2009 TO: FROM: SUBJECT: Members of the Civil Service Commission Matt Doyle, Director of Human Resources By: Marina Cline, Human Resources Analyst Class Specifications for Approval - Business Transformation and Marketing Administrator, Business Transformation Manager and Assistant Business Transformation Manager BACKGROUND Attached for your approval are the class specifications for the newly created classifications of Business Transformation and Marketing Administrator, Business Transformation Manager and Assistant Business Transformation Manager. n response to legislation impacting utilities in the areas of reliability, renewable energy, energy efficiency, customer communications, and demand management, the City has started to develop and implement the foundation for a smart grid. The smart grid will be comprised of a number of integrated systems. An Advanced Metering nfrastructure! Meter Data Management System will provide the backbone needed to facilitate the installation and integration of new distribution automation, asset management, outage management, operations management, and other smart grid systems. t will also provide the necessary platform to support in-home communications with home appliances, air conditioning systems, pool pumps, and in-home displays and web access so customers will have the real time information needed to better manage their electric and water usage. Once installed, the system will require development and implementation of programs for customers to make use of the system, additions to the system to match and inter-member with new and developing technology, and continued maintenance of the system. Smart Grid development and implementation requires knowledgeable technical personnel. GWP proposes that management of GWP's transformation to the smart grid fall under a new business unit headed by the Business Transformation and Marketing Administrator. The Business Transformation Manager and Assistant Business Transformation Manager will support the numerous projects associated with implementation and maintenance of the smart grid. GMA and GCEA have been notified regarding these proposed class specifications and have not expressed any concerns. RECOMMENDATON That the proposed class specifications for Business Transformation and Marketing Administrator, Business Transformation Manager and Assistant Business Transformation Manager be approved as submitted.
2 BUSNESS TRANSFORMATON AND MARKETNG ADMNSTRATOR DEFNTON Under general administrative direction, this management classification plans, coordinates, and directs the smart grid and marketing development and operations activities for the Glendale Water and Power Department, including new technology deployment, utility program development, marketing and communications, and key account services. ESSENTAL FUNCTONS Leads the utility wide change management effort with respect to smart grid and related innovation. Responsible for the development and implementation of strategic and technology work plans. Directs activities of personnel in support of multiple complex projects and programs across the various GWP departments to ensure successful implementation. Directs personnel and activities in the development of distributed resources, dynamic rates, including time of use, critical peak, and real time pricing, demand response, smart appliance, consumer device, advanced storage, peak-shaving, new web based services, and other smart grid program options for empowering consumers. Directs personnel and activities in support of public benefit programs, including development, implementation, and ongoing evaluation of energy efficiency, low-income, renewable energy, green building, green power, RD&D, and water conservation programs for all customer classes. Directs key account personnel in the development, implementation, and ongoing evaluation of direct customer and liaison services for major utility customers. Responsible for the maximization of key account customer satisfaction through increased information flow and development of new customized programs and services. Directs marketing and communications personnel in the development, implementation, and ongoing evaluation of department wide professional marketing and communication services designed to communicate effectively with the residential, commercial, industrial, and City employee audiences in support of all business units. Selects and hires employees within the Business Transformation & Marketing Section. Develops and establishes work methods and standards. Conducts or directs staff training and development. Assumes responsibility for ensuring the duties of this position are performed in a safe, efficient manner. Performs other related duties as assigned or as the situation requires. 3 MNMUM REQUREMENTS Knowledge, Skills & Abilities Knowledge of: Smart grid, Advanced Metering nfrastructure, Meter Data Management systems, Supervisory Control and Data Acquisition systems, and distribution system automation design and construction. Principles of management and supervision, including goals and objectives, project development, work planning and organization, budget preparation and control. Contract administration and project management and evaluation. Federal, state and local legislation relating to engineering, smart grid and the environment. Modern marketing, customer relations, and customer research methods. Demand response, demand side management, renewable energy, green building, carbon reduction, and green power programs. Automated metering infrastructure and smart grid technologies, programs, and services. Ability to: Successfully manage, direct, and integrate multiple programs and projects with significant complexity simultaneously. Analyze problems, identify multiple solutions, project consequences, and implement recommendations in support of goals. Provide administrative and professional leadership and direction. Recommend, implement, evaluate, and modify goals, objectives, and practices. Communicate clearly and concisely, both orally and in writing. Develop and maintain positive working relationships with City departments, businesses, and the local community. Prepare and present clear and concise administrative and financial reports. Use appropriate computer hardware and software. Other Characteristics Willingness to: Work the necessary hours and times to accomplish goals, objectives and required tasks. Assume responsibility for maintaining a safe working environment. Plan, initiate, recommend and carry out actions as required. Experience Eight years of progressively responsible professional experience in public benefit programs, marketing and communications, key account services, demand response, demand side management, smart grid development, customer relations, business retention programs, customer service, energy or water conservation, and/or related products and services for an electric, water, or other utility or similar experience in the energy services industry, including three years in a responsible supervisory capacity. EducationlTraining Bachelor's Degree in marketing, business, or a related field. Master's Degree in marketing, business or engineering is highly desirable. 5 BUSNESS TRANSFORMATON MANAGER DEFNTON Under general direction, this mid-management position supervises, coordinates and participates in the activities of Business Transformation & Marketing Section, including development of new distributed resources, demand response, smart appliance, consumer device, advanced storage, peak-shaving, web based, and other smart grid program options for consumers. Manages projects related to smart grid, demand reduction, and demand side program implementation. ESSENTAL FUNCTONS Supervises change management efforts with respect to smart grid and related innovation projects. Researches, develops, implements and manages smart grid and demand-side programs for water and power customers. Assesses and implements industry and emerging smart grid technologies and trends. Serves as project manager for smart grid capital improvement projects. Responsible for selecting and contracting with professional consultants, including preparation of RFQ's and RFP's, contract negotiation and administration. Schedules design and construction work, administers contracts, arranges inspections, coordinates project development team, and serves as liaison between project staff, City departments, outside public agencies, consultants, contractors and the community. Prepares and administers project budgets and schedules. Researches and makes recommendations on the utility's rate designs and requirements and describes rate elements to both technical and non-technical personnel. Reviews and recommends new rate structures or revisions to existing rate designs. Monitors state and federal regulatory actions with regard to DSM programming and develops responses and policies that best represent GWP's interests. Participates in the development and administration of the Capital mprovement Program and Operating division budgets. Monitors the performance of all GWP demand reduction and demand side management programs, prepares and submits a variety of documents and reports including State mandated, agenda, and project reports. Reviews and evaluates employees' job performance, and effectively recommends personnel action. Plans, lays out, and delegates work to subordinate employees.
