3 Introduction North Austin Tae Kwon Do conducts an annual Friendship Tournament, in compliance with the rules of the Kom Do Kwan, and the practices of the United States Korean Martial Arts Federation. The following rules govern the conduct of the tournament. This document is official for the purposes of dispute resolution. Description and Purpose of the Friendship Tournament The purpose of a Friendship Tournament is to create relationships between martial arts schools, to encourage participation in competitions by those who may be averse to conventional tournaments, and to provide an activity to our students which is both fun and rewarding and which encourages them in their martial arts journey. A Friendship Tournament differs from a conventional tournament is several ways. The primary objective of a conventional tournament is to encourage individual achievement by selecting the most successful tournament performer from all of the participants. Competitions are held, most often by skill division, and the best performer is selected in a process of elimination. That individual is then honored by trophies or medals and general recognition of their skill. Such competitions are highly valuable in encouraging effort, and appeal to the competitive spirit which is central to all sports and many other activities. Friendship tournaments retain a level of competition, but do not strive for a grand champion. Groups of four are designated from within the same skill division and a double elimination is held. This provides a group champion, first place, second place, and third place, indicated by a trophy, gold medal, silver medal, and bronze medal, respectively. Each individual is rewarded for participation in the competition, and ranked against his or her fellow competitors. Finally, awards are given to the participant schools, based on how many events they attended, and the final average ranking of their students. Friendship Tournaments are structured so as to encourage maximum participation by the students of attending schools, and to provide a positive experience, particularly for those students who may be averse to conventional tournaments. It is important to make clear that this structure is not meant as a replacement to conventional tournaments. Additionally, this system is not meant to embrace the ethic which praises poor performance in the name of self esteem. Conventional tournaments are an important and vital part of martial arts experience. The friendship tournament is a different tool for a different job. Friendship tournaments promote conventional tournaments by making competition approachable to some martial artists who would otherwise not participate. Tournaments are excellent tools for helping motivate a student to hone their skills. Regrettably, some individuals chose not to participate in conventional tournaments for reasons including performance anxiety, or because they are intimidated by the prospect of competition, and concerned that they may be embarrassed. Often these individuals have better skills than
4 they perceive, and would enjoy the competition if they could overcome their initial hesitancy. Friendship Tournaments represent a good bridging step to help students experience tournaments in a positive way. A similar issue arises with regard to the parents of younger competitors. It is an unfortunate fact that many current theories of instruction are highly anti-competitive. Cooperation is a tremendously important fundamental value, but the skills of each person in a cooperative group are most often honed by the competitive impulse. Parents who are afraid that a child may fail and do not understand that those who truly strive to better themselves may fail to achieve a result, but are successful in their striving to improve, may resist competitive tournaments. The friendship tournament concept is an excellent tool to ease their concerns with regard to their children s self esteem. Participants Participation is open to all ages and all skill levels. Because the primary purpose of the Friendship Tournament is to encourage participation and good relations, even the most advanced practitioners are encouraged to perform. Even if a particular skill rank is under-represented, the display of ability, particularly in solitary competitions such as forms will be appreciated by the audience. General Description The flow of the Friendship Tournament is very consistent throughout each event. In all cases, competitors are divided into groups by rank and age as in a conventional tournament. They are then sorted into groups of no more than four, and pitted in a double elimination bracket. Judges at a Friendship Tournament are sometime augmented by audience members to increase the number of rings that can be used, particularly in the area of forms and selfdefense. Sparring is of course controlled by experienced ring judges. Head judges for a ring in any event will always be experienced black belt judges. Judges are selected in the follows precedent: 1. Instructors & Black Belts 2. Senior belts (Brown & Red Belts) 3. Adult audience members. Each competitor is thus given the opportunity to perform twice. At the end, champion, first place, second place and third place are awarded. The actual trophies and medals are physically awarded in another part of the tournament area, allowing parents and friends an opportunity for photographs. From registration to final ceremony, the event is designed to flow smoothly and evenly, and it is important that all participants go where they are told, when they are told to go there.
5 Overall Tournament Rules The following rules are generally consistent to all events. The individual event rules follow and where they differ from these, the individual event rules take precedent. Registration Registration takes place prior to the competition. Registration and event fees are due at this time for applicants who have not pre-registered. Each competitor will receive a card entitling them to compete at each event for which they are registered. It is important to keep these cards until they are called by the ring judge. They function as vouchers for the various trophies and awards. Each registrant is required to sign a waver at the registration desk. No one may participate without a signed waiver. All competitors must be at their assigned holding area when each competition is called. Once eliminations begin in a particular form or sparring competition, that division is closed to all late entries. A competitor shall be disqualified when he/she has failed to appear at the ring within one (1) minute after the third call of his/her name. Students from the same school should not be required to fight each other until the final match if at all possible. It shall be the responsibility of the competitors or instructor to inform the head judge referee in advance that they are from the same school. A competitor must compete at the highest level of rank held in any martial arts system if that rank is different than that currently held. Division All participants are divided by groups based on rank, size and age. Groups will consist of 4 or less competitors. Disputes Any instructor of a competitor may protest any infraction of the rules. He may not protest or question the call or failure to call a point or decision of the judges. An official s decision may be protested only if it is against a rule. No protest may be made of any opinion which is explicitly indicated as subjective in the rules. All protests must be presented to the Head Official at the time of the infraction of the rules. No protest will be considered after the conclusion of a match in which the participants have left the ring. All protests must be submitted in a sportsmanlike manner. A Black Belt competitor involved in a protest may present his/her own protest in a sportsmanlike manner.
6 A competitor or instructor may request the replacement of an official before a match begins. The producer or the arbitrator may or may not replace the official, as he or she chooses. In the event of a protest over an incorrect score, the written score recorded by the scorekeeper in sparring shall stand unless a single different score can be confirmed by a majority of judges in that ring. In the event of a stalemate or lack of relevant information during a protest situation, the Head Official should request the assistance of the arbitrator. A minimum of 2 Senior Officials shall be designated as arbitrators before competition begins. The first eligible arbitrator to report to the ring shall be the primary arbitrator. That arbitrator s decision shall be final and binding and may not be appealed to another arbitrator or tournament official. Before announcing a decision, the primary Arbitrator shall clear the ring and confer in private with the officials in that ring, and may also confer with the secondary arbitrator and/or tournament officials in cases involving anything other than routine enforcement or clarification Codes of Conduct All competitors and spectators must observe a code of conduct appropriate to the spirit of the friendship tournament. Verbal encouragement of a competitor is quite appropriate, but must not include pejorative remarks directed at his or her opponent. Competitors themselves should be respectful of the judges, and those of higher rank, as this is a fundamental tenant of martial arts. Standard mat discipline should be observed by all competitors at all times when in the ring or the holding areas. In the case of serious infractions the individual shall be immediately ejected from competition for: 1. Unsportsmanlike conduct by the competitor, his parent, or instructor. 2. Disrespect displayed towards officials. 3. Malicious head, face, or body contact. 4. Any individual who threatens an official shall be expelled from the premises for the duration of the tournament. A physical attack on an official shall incur a permanent ban from all North Austin Tae Kwon Do/Kom Do Kwan events.
7 Safety Martial arts is by definition a combat discipline, and therefore inherently dangerous in the absence of a strong safety policy. Participant safety is the principal concern of the Kom Do Kwan and the hosting school. When performing self-defense techniques and when sparing, the safety of your partner or opponent is your personal responsibility. No self defense technique may ever be performed in competition which has not been thoroughly practiced by both you and your partner prior to the competition No illegal contact during sparring will be tolerated Weapons may be carried only in the ring at the time of competition. All weapons must meet the approval of the head official, who will check them for safety. No plastic or SHARPENED BLADED weapons will be allowed All spectators must be kept a minimum of fifteen (15) feet from the weapons competition ring A competitor whose performance jeopardizes the safety of other tournament participants or threatens to damage the tournament site will be disqualified. Any command to stop or cease or the Korean go-man or the Japanese Yamae must be obeyed IMMEDIATELY. Tournament officials may disqualify any competitor for any violation of safety regulations. Forms Competition Rules (Empty Hand & Weapons) After division into groups of four, all participants will be taken to a holding area and brought forward to each ring in their groups. Individual competitors will be called forward by the ring judge who will take their card. They should present themselves formally and begin their form when directed to do so. Presentation Formal presentation of a form at a Kom Do Kwan tournament should be as follows: 1. Competitor approaches the ring from opposite the judges, stops and bows 2. Competitor enters the ring and respectfully approaches the judges and comes to ready stance 3. Competitor states, in a firm voice their name, school, style, and requests permission to perform their form which they identify by name 4. In weapons competition, competitor s present their weapon for inspection. 5. Upon receiving permission, they bow, and perform the form holding the final step until being told to come to ready stance 6. The competitor then bows and backs out of the ring, bowing again as they leave it This presentation is meant to be representative. If a student s school already has a protocol for ring presentation, they are free to use it. Student will not be judged on
8 their ring presentation are merely expected to present themselves in a confident and respectful manner. Judging Procedure Each ring will have three judges, a head or ring judge and two additional judges. If three judges are not available, one judge maybe used as a last resort, however all efforts will be expended to have three judges. After two competitors have performed, they are each called into the ring and the judges are asked to indicate by hand motion which is the winner. All judges are required to make decision. Judges will base their decision weighing the following factors for each competitor: 1. Technique 2. Spirit 3. Power 4. Confidence 5. Knowledge of the form (the ability to complete the form without awkward pauses or restarts) The winners of each of the first two heats, compete for the position of Champion, and First Place, the others, for Second and Third Place. Ranking are recorded on the competitors cards which are then returned to them. The competitor should then go immediately to the awards area to receive their award. Continuous Sparring Rules In Continuous Sparring the competitors are only stopped for safety, warnings and fouls. Additionally competitors below the age of 13 are not allowed to target the head with any techniques. Competitors ages 13 and older may only target the head with kicks. Punches are not allowed to the head. All competitors must wear appropriate safety equipment such as: head gear, chest protector, hand pads, feet pads, mouth piece and groin protection. The head official will not tally points but will focus on controlling the match, watching for the competitor s safety and calling fouls. The corner judges will score 1 point for a technique that successfully lands on a legal target. At the end of the match the judges point totals are added together to derive a cumulative result. The competitor with the most points wins. The head official shall stop time for multiple calls, conferences, injuries, or equipment adjustments. Matches shall be two 30 second rounds with a 15 second break in between rounds for children and two 45 second rounds with a 20 second break in between rounds for adults.
9 Matches shall officially end when the timekeeper informs the head official that time has expired. Time shall not be stopped for anything other than injuries. 1. The competitor with the most points when time has run out will be declared the winner. 2. Matches ending in a tie will be decided by Sudden Victory overtime. The first competitor to score a confirmed point shall be declared the winner. A competitor who scores a confirmed technique shall receive one point. Points will be awarded for a visible technique delivered to an unprotected target area with enough speed, power, focus, balance, and good form to have inflicted serious damage to the receiver had it not been pulled short of hard contact and full penetration. 1. Competitors 13 years and older may use light contact to the side, back, and top of the head with kicks to score. 2. Light to medium body contact will be required to score body. 3. In all divisions below Brown Belt for those over 13 years of age, foot techniques to the face must be stopped within one (1) to three (3) inches of all actual contact. 3. Light contact may be made to the face in all Adult and Brown and Black Belt divisions but is not required. Attacks that come with in one (1) to three (3) inches of the face without an offered defense will score points. Light contact means that the contact does not create excessive redness, swelling or bleeding. Authorized scoring techniques shall include but are not limited to: Punch Back fist Knife-hand Ridge-hand Hammer fist Front kick Back kick Side kick Wheel or round kick Heel, hook, spin, turn, or jump kicks. Authorized target areas shall include: Ribs Kidneys Abdomen Chest Face* Head*
10 The head and face areas may only be targeted by competitors 13 years of age and older with kicking techniques. When a competitor has committed a foul the first instance shall result in a warning. The second instance shall result in a final warning. The third instance will results in loss of a point. The fourth instance shall result in a loss of a point and the opponent will be awarded an additional point. The fifth instance shall result in disqualification. Fouls shall include: Unauthorized strikes, head butts, finger-jabs, ripping or gouging techniques to the face Strikes with the elbow or knee. Attempted attacks to the joints or spinal area. Blind or uncontrolled techniques. Continuing to fight after Break has been called. Kicking or sweeping techniques to the legs Drop kicks and attacks from the ground Stepping out of bounds during a match in progress. A competitor is out of bounds when a foot either touches or crosses the boundary line while fighting, retreating or being knocked back by a legal technique that does not score. (Pushing an opponent out is a foul.) A competitor may not score or be scored upon while out of bounds; however, other confirmed fouls or face contact penalties committed while out of bounds shall be assessed. A competitor who commits a foul before, during, or after scoring a point shall receive a foul rather than a point. Light face contact only will be allowed in Adult and Brown and Black Belt divisions. If a competitor in any other group makes a confirmed face contact whatsoever, the competitor s opponent shall receive a point. (The face shall include the catcher s mask area and the throat). Contact to the headgear covering that area shall also be considered face contact. A competitor who commits three (3) confirmed face contact violations in the same match should be disqualified. (Face contact penalties shall not be included as fouls.) If face contact causes any swelling, discoloration, or bleeding, in any division, the offender shall be disqualified. At least one official must confirm the strike that caused the injury. If illegal face contact by both competitors is confirmed in the exchange, each competitor shall receive one (1) point assessed as face contact penalty. If said contact is the third committed by either or both competitor(s), then that competitor(s) shall be disqualified.
11 A face contact penalty shall nullify any point scored in the same exchange by the competitor who makes the face contact (but shall not nullify a foul by that competitor.) A competitor who is struck with an illegal face contact immediately during or after the execution of a legitimate scoring technique shall receive both the contact point and the point(s) for the scoring technique, if both are confirmed. A knockout or other injury requiring the opponent to bow out to seek immediate medical attention shall result in the offender being disqualified. If medical personnel and/or the tournament producer feel that further competition would aggravate the injury, the injured competitor will not be allowed to compete for the rest of the day. Point Sparring Rules (modified AOK) In point sparring contestants are stopped on each point and the judges declare score. The head may be targeted by kick and punches as in accordance with the rules below. The head official and each side judge have one vote. A majority of votes is required to confirm any decision (two of three officials or three of five) with exception of disqualifications for injuries as stated below. All competitors must wear appropriate safety equipment such as: head gear, hand pads, feet pads, mouth piece and groin protection. The head official shall stop the action in a match to call for points or fouls either upon: (1) the head judge seeing a point or foul. (2) A signal from any of the side judges that they have seen a point or a foul. All officials shall score simultaneously upon a signal from the head official. The head official shall stop time for multiple calls, conferences, injuries, or equipment adjustments. Matches shall be 90 seconds in length for children and two (2) minutes for adults. Matches shall officially end when the timekeeper informs the head official that time has expired. Time shall not be stopped for anything other than injuries. 1. The competitor with the most points when time has run out will be declared the winner. 2. A competitor who gains a five-point advantage over his/her opponent (5-0, 6-1, 7-2, etc.) before time has expired shall be declared the winner. 3. Matches ending in a tie will be decided by Sudden Victory overtime. The first competitor to score a confirmed point shall be declared the winner. A competitor who scores a confirmed technique shall receive one point. (A competitor who scores more than one technique in an exchange shall receive only one point.
