6 The role of cooperation, including the involvement of private sectors : Strengthen the existing REDD+ architectures Facilitate/fill in the gaps in the readiness preparation (from the existing progress to the next stage of implementation) Capacity building/improvement/enhancement Promote best practices related to REDD+ Facilitate/bridge to access the non-carbon benefits 6
7 REDD+ in Paris Agreement : Article 5 1. Parties should take action to conserve and enhance, as appropriate, sinks and reservoirs of greenhouse gases as referred to in Article 4, paragraph 1(d), of the Convention, including forests. 2. Parties are encouraged to take action to implement and support, including through results-based payments, the existing framework as set out in related guidance and decisions already agreed under the Convention for: policy approaches and positive incentives for activities relating to reducing emissions from deforestation and forest degradation, and the role of conservation, sustainable management of forests and enhancement of forest carbon stocks in developing countries; and alternative policy approaches, such as joint mitigation and adaptation approaches for the integral and sustainable management of forests, while reaffirming the importance of incentivizing, as appropriate, non-carbon benefits associated with such approaches. 8 Issues to be addressed toward full implementation of REDD+ in Indonesia Technical Aspect : FREL : from national to sub-national MRV System for REDD+ (including Registry System) : from national to sub-national SIS-REDD+ : maintenance of the system s operationalization Financing Aspect : Coordination and coherence between support and needs (i.e. In preparation of REDD+ architecture instruments) Financing mechanism and instrument : must be right and inline with national policy and the Party s committment of emission reduction Issues on financing : institutional arrangement, financing resources development and management (inc. Finance allocation), financing mechanism, measurement at sub national level, governance transparency, etc. 8
9 REDD+ Indonesia : reflection, lesson-learned and perspective of Indonesia how do we see the benefit from REDD+ Is REDD+ identical with carbon trading? Is REDD+ = CDM? ( Party under Convention vs project-based and market through off set mechanism under KP) REDD+ as original concept is national approach, however, Parties could implement it in sub-national level (case of Indonesia : province, district, site level) need to be consistent : methodology national sub national REDD+ is to be implementated using step-wise approach, in accordance with capability, readiness and national policy & circumstance (of the Party) Voluntary carbon market need to understand the existing rules, including emission reduction committment of the Party Existing financing opportunities : mostly for readiness preparation and transition program focused on capacity improvement, preparation/establishment of REDD+ instrument, and creating enabling environment for the success of REDD+ on full-implementation phase Overall will contribute to improvement of forestry and other land-based sector governance, contribute to national mitigation target 9 (Nur Masripatin, 2013)
10 the future of REDD+ : Indonesia s views Dr. Nur Masripatin, DG of Climate Change, MoEF Indonesia, in 88/ REDD+ will continue to be very important for Indonesia. We have been working on REDD+ since 2007 when we hosted the Bali COP, and we have spent so much energy and resources preparing for REDD+: from the technical aspects such as the establishment of reference levels, to developing the REDD+ architecture, and mobilizing international support. What s needed is recognition from the international community that REDD+ will continue to play an important role in the post-2020 regime, as well as the need for speeding up the implementation of REDD+ over the next five years to Indonesia is optimistic in that we have international guidance, we have 17 COP decisions that lay out how the scheme can be implemented in each country. We have everything we need now to make REDD+ work. strengthened through Article 5 PA REDD+ is the appropriate mechanism to address the problem of deforestation and forest degradation while still allowing development to continue but development with appropriate design. 10
