4 PREAMBLE 1. The Competition consists of Local qualifying leagues, Regional Qualifiers, National Qualifiers, Mini Leagues, and National Finals stages. 2. The Football Association of England (hereinafter referred to as the Local Organising Association ) are the host of the FA Futsal Cup Any rights that are not ceded by these regulations to any participating club shall belong to The Football Association. 1. TITLE THE FA FUTSAL CUP 2015 Article 1 1. The winning male and female teams will be presented with a trophy medals will be presented to the winners and runners up of the male and female competitions. 4. A golden boot will be awarded to the male and female competitions top goalscorer. THE FA FUTSAL CUP

5 2 ENTRIES FOR THE COMPETITION Article 2 1 Teams must qualify for the competition through the FA National Futsal Cup qualification pathway. 2. All competing teams must be affiliated to their local County Football Association and must supply a County FA affiliation number upon request. 3. The Competition consists of: Local qualifying leagues both men and women s Regional Qualifiers played in one-off competitions in groups for men only National Qualifiers played in one-off competitions in groups for men and women Mini Leagues played in groups for men only with fixtures being played home and away National Finals both played in groups for men and women over a weekend In the National Finals a separate male and female competition each consisting of 12 and 8 teams respectively. At the National Finals stage there will be a draw made by the FA whereby participating teams shall be drawn into groups of 4. Teams in each group shall play each other once The teams with the highest number of points in each group shall be declared the qualifiers for the knock out stages. 4. During the local qualifying leagues all teams will be required to pay an entry fee, once through this stage entry into the other stages of the Competition is free of charge. However teams will incur travel and other costs associated during the latter stages of the Competition. Article 3 (Qualifying Leagues / Regional s / National Qualifiers / Mini Leagues & Finals) 1. Teams qualifying for the Regional Qualifiers and subsequent stages of the competition shall confirm their participation to the LOC by the deadline set by the LOC. 2. Teams who qualify to take part in the Competition shall confirm their participation by sending the official entry form and pro forma a (long list), duly completed, to the LOC by the deadline set by the LOC. 3. Teams can only participate in one Regional Qualifier following they have taken part in an appropriate local qualifying league. 4. FA National Futsal League senior teams can only enter the competition at the National Qualifier stages. FA National Futsal League senior teams cannot qualify through the local qualifying league stage of the competition, their status as a National Futsal League club takes precedence and they will proceed into the competition according to their position within the FA National Futsal League. 5. FA National Futsal League Development teams are permitted to enter the competition in line with these rules. Development teams must enter the competition at the local qualifying league stage. 6. On entering the competition, the participating teams shall automatically undertake: (a) To observe these regulations and to ensure that the members of its delegation and its players also observe these regulations and the principles of fair play; THE FA FUTSAL CUP

6 (b) To accept the decisions passed by the bodies and officials of the LOC under the terms of these regulations; (c) To accept that the LOC (and agreed partners of the LOC) can use recordings and broadcast of the images, names and records of players and officials and those of participating associations that may appear in connection with the competition. (d) To accept all the arrangements made by The FA 3. ORGANISATION OF THE REGIONAL QUALIFIERS, NATIONAL QUALIFIERS, MINI LEAGUES AND NATIONAL FINALS Article 4 1. The Football Association is responsible for organising, hosting and staging the Regional Qualifiers, National Qualifiers, Mini Leagues (hosting will be the responsibility of each home team) and National Finals of the Competition. It will set up a Local Organising Committee (hereinafter referred to as the LOC ) as an internal division. 2. All teams for the Regional, National Qualifiers and National finals must register with the Competition Director or appointed competition organiser at the time specified by the LOC, at the venue on the day of competition. 3. Teams are to make their own way to and from the venue and they must ensure that: (a) The team manager attends the team managers meeting (b) All members of the playing squad must arrive at the venue a minimum of 45 minutes prior to the start of their first game of the day. Teams failing to meet this criteria shall be fined. (c) It is the responsibility of the team and the team s management to ensure that the team is at pitch side 10 minutes prior to their scheduled game s start time 4. Any team that is not at the Competition rendezvous point (RP) 10 minutes prior to their scheduled game s start time or does not adhere to the match countdown protocols may forfeit that game and the opponents awarded the points. 5. The LOC and its technical committee will not be held responsible for any travel issues. THE FA FUTSAL CUP

7 Article 5 (Venues, dates and kick-off times) 1. The venues, dates and kick-off times of the matches shall be proposed and approved by the LOC. 2. Kick-off times and pitch allocation of all matches shall be agreed by the LOC. 3. All Competition pitches will comply with the Laws of the Game for Futsal, the pitches shall be of dimensions: Length: max 40 metres min 32 metres; Width: max 20 metres min 17 metres. 4. All matches will be played on a plastic or wooden surface. 5. The Futsal balls used shall be in accordance with the provisions of the Laws of the Game for Futsal and shall be approved by FIFA. 6. All matches shall kick off on the allocated pitch at the scheduled time, other than in exceptional circumstances at the discretion of the Event Technical Committee. 4. WITHDRAWAL, PENALTY FOR FAILING TO PLAY AND REPLACEMENT Article 6 1. The participating teams shall undertake to play all of their matches until eliminated and or all of their scheduled matches are concluded. 2. If a team refuses to play, it may be disqualified. 3. Depending on circumstances and the decision of the Event Technical Committee, any team that withdraws or if through the fault of any participating team a match cannot take place or be played in its entirety, the Event Technical Committee shall declare that the match be forfeited (awarding victory and the resultant three points to the opposing team as well as the score of 3-0, or greater, depending on the score in the match at the time of abandonment) and may also exclude the team concerned from the competition. The FA may take any other action deemed necessary. 4. The Event Technical Committee may take whatever action is deemed necessary in the case of force majeure. THE FA FUTSAL CUP

8 5. EVENT TECHNICAL COMMITTEE Article 7 1. The Event Technical Committee appointed by the LOC is responsible for organising the Competition in accordance with The FA statutes. 2. The Event Technical Committee may, if necessary, appoint a bureau and/or a sub-committee to deal with emergencies. Any decision taken by the bureau or sub-committee shall come into effect immediately, but shall be subject to confirmation by the plenary committee at its next meeting. 3. The Event Technical Committee shall draw up the regulations for the Competition. 4. The responsibilities of the Event Technical Committee include: a) Supervising general preparations, deciding on the match system, the draw and forming groups b) Fixing the dates and venues and choosing pitch allocations c) Determining kick-off times d) Choosing the official football and the stipulated technical material; e) Stipulating team colours f) Match official s appointments g) Settling cases of force majeure h) Disciplinary actions, in accordance with the regulations i) Judging protests and taking appropriate steps to verify their admissibility j) Dealing with every other aspect of the Championship that is not the responsibility of any other body under the terms of these regulations. 5. The decisions taken by the Event Technical Committee are final and binding. 6. DISCIPLINARY MATTERS Article 8 1. The participating teams undertake to comply with The FA Disciplinary Code in force and the relevant circular(s) issued. In addition, the teams agree notably to: a) Respect the spirit of fair play and non-violence; b) Behave accordingly; c) Refrain from doping as defined by the FIFA Doping Control Regulations. Article 9 (Protests) 1. Unless otherwise stipulated in this article, protests shall be submitted in writing to the Competition Director or appointed competition organiser within 30 minutes of the end of the match and be THE FA FUTSAL CUP

9 followed up immediately by sending a written report, including a copy of the original protest, to the Technical Committee Chair. 2. Protests during the Mini-League stage of the competition must be submitted in writing to the Competition Director within 24 hours of the end of the match. 3. Protests regarding the eligibility of players for any match in the National Final competition shall be submitted in writing to the Competition Director no later than 30 minutes after the completion of the match in question. 4. Protests regarding the eligibility of players for any match in the Regional Qualifiers, National Qualifiers and Mini Leagues stages of the competition shall be submitted in writing to the Competition Director within 24 hours of the end of the match or qualifying tournament. 3. Protests regarding the state of the pitch and its surroundings, markings, goals or footballs shall be made in writing to the Competition Director or appointed competition organiser before the commencement of the competition by the manager of the team lodging the protest. 4. No protests may be made against the referee s decisions regarding facts connected with play, such decisions being final. 5. If a frivolous or irresponsible protest or appeal is lodged, the Event Technical Committee may impose a fine or take any other action deemed appropriate. 6. Protests shall be sent to the Competition Director or Technical Committee Chairman by the specified deadline, otherwise they will be disregarded. 7. Teams may not take disputes to a civil court. If decisions are subject to appeal, the teams shall undertake to submit any such disputes to the jurisdiction of The FA, and, should the need arise, to the Court of Arbitration for Sport (CAS) in Switzerland. 8. Once the Competition has finished, any protests regarding the sporting procedure during the competition shall be disregarded. THE FA FUTSAL CUP

10 Article 10 (Appeals) 1. There shall be two forms of appeal namely: a. An appeal on the day by a team against a decision of the Competition Director. b. An appeal made against a decision of the Local Organising Committee. 2. The two appeal processes are mutually exclusive and therefore a team can only appeal under one of the above options. 3. For the avoidance of doubt an appeal cannot be made against a referee's decision on the field of play. Appeal A 4. With regard to an on the day appeal against a decision made by the Competition Director or appointed competition organiser: a. A participating team can appeal against a decision of the Competition Director by completing FORM A within 15 minutes of the decision being made and notified to the team. The team may obtain FORM A from the tournament control and must immediately notify the Competition Director or competition organiser of their intention to appeal against the decision as soon as the notification is received. b. The Tournament Commissionaire (Competition Director and two referees, or other identified personnel) will hear the appeal and their decision will be final and binding. For the avoidance of doubt there can be no further appeal made against this decision. 5. Appeal A is not applicable during the Mini League stages of the competition. Appeal B (applicable only to Mini-League Stages) 6. A participating team can appeal against a decision of the Local Organising Committee by lodging an appeal to The Football Association no more than 7 days after the original decision made by the LOC. The appeal must be written in English and be accompanied by a non-returnable fee of sterling. The appeals panel will be made up of representatives of the Football Association. 7. The appeal must set out the grounds under which the team believes the decision to be unfair based on the following: a. That the decision making body has come to a decision on the facts of the case which no reasonable body could have reached. b. That the decision making body imposed a punishment, without reasons, not conforming with the Schedule Guide to recommended punishment; c. That the decision making body imposed an award, order or any other sanction which is excessive. THE FA FUTSAL CUP

12 Article 10 a (Discipline Sanctions) 1. As a rule, a player who is sent from the field of play is suspended for the next match in the competition. The Technical Committee is entitled to augment this sanction in accordance with the standard match suspension tariff outlined below: Receiving a second yellow card in the same match 1 Match suspension Denying a goal or an obvious goal scoring opportunity 1 Match suspension Use of offensive, insulting or abusive gestures 2 Match suspension Attempting to kick or strike another player 3 Match suspension 2. Any action deemed to be serious foul play (as highlighted below) will incur a tariff equivalent to permanent exclusion from the that stage of the competition and will also be considered by The FA for further disciplinary charges and sanctions in line with FA Rules and Regulations in force at the time of the competition: Kicking or striking another player Use of offensive or insulting or abusive language or gestures directed at match officials Spitting Head butting Assault Refusing to leave the field of play when ordered Causing a match to be abandoned Any offences where the offender has also acted in a discriminatory manner for reasons of ethnic origin, colour, race, religion, sex, sexual orientation, disability. 3. Throughout each individual stage of the competition (e.g. Regional Qualifiers, National Qualifiers, Mini Leagues and National Finals) a player who receives three (3) cautions (yellow cards) shall automatically be suspended for the next match within that particular stage of the competition. Once team s progress into each new phase of the competition the yellow card count will be reset to zero and will start again for each player; yellow cards will not be carried forward into the next stage of the competition. For the purpose of clarity, red cards and their accompanying disciplinary sanction will carry forward into following stages of the competition. 4. If the player receives further cautions after his suspension this will be considered by the Technical Committee and could result in a further suspension. 5. All suspensions incurred in the competition will be served across the FA Futsal Cup and FA National Futsal League. THE FA FUTSAL CUP

13 7. MATCHES PLAYED IN ACCORDANCE WITH THE FIFA LAWS OF THE GAME Article All matches shall be played in accordance with the FIFA Futsal Laws of the Game laid down and published by FIFA with the following exclusions: a. The clock shall run continuously throughout the entire game and shall not be stopped when the ball is out of play. The only exception being in the Mini League stage of the competition when the clock will be stopped when the ball is out of play 2. In the case of any discrepancy in the interpretation of the FIFA Futsal Laws of the Game, the English version is authoritative. 8. DURATION OF MATCHES, EXTRA TIME, DETERMINING THE WINNER BY PENALTY KICKS Article In the Regional and National Qualifiers each match will consist of two equal periods of 15 minutes with a 5 minute interval. The clock shall not be stopped when the ball is out of play. In the Mini Leagues each match will consist of two equal periods of 20 minutes with a 5 minute interval. The clock shall be stopped when the ball is out of play. In the National Finals each match will consist of two equal periods of 20 minutes with a 5 minute interval. The clock shall not be stopped when the ball is out of play. 2. If, in accordance with the provisions of these regulations, extra time is required to decide a match that is level at the end of normal playing time, it shall always consist of two equal periods of five minutes played on a stopping clock. This shall only relate to the Final of the FA Futsal Cup, all other knock out stages will go straight to penalty kicks. If the match is still level after extra-time the match shall be decided by kicks taken from the penalty mark as per FIFA rules (3 penalty kicks). Should the scores still be level after the initial five penalties per team have been taken the penalties shall continue under the sudden death principle. THE FA FUTSAL CUP

14 9. RESPONSIBILITIES OF THE ORGANISING ASSOCIATION AND THE PARTICIPATING TEAMS Article All participants in the competition, regardless of their function, are required to conclude adequate insurance cover. Article 14 (Participating teams) 1. Each participating team shall be responsible for: a) The conduct of the members of its delegation (officials and players), and of any person carrying out duties on its behalf throughout the Competition b) Providing the long list of players and staff to the LOC by the date stipulated c) Fulfilling the accreditation requirements for players and staff as outlined by the LOC d) Attending the General Meeting for team managers at the appropriate stage of the qualification pathway. e) Ensuring all members of the playing squad arrive on site at least 45 minutes prior to their first scheduled game of the day f) The medical and hospital requirements for their own players g) Concluding compulsory health, accident and travel insurance cover for all the members of its delegation h) Ensuring teams are pitch side 10 minutes prior to the start of their matches i) Organising and hosting home matches, including the booking of venues, in line with the requirements of the LOC during the Mini League stage of the competition. 10. ELIGIBILITY OF PLAYERS Article Due to the complexity and different qualifying tiers for the men s FA Futsal Cup the following rules shall apply: 1a Teams qualifying directly from the FA National Futsal Leagues (Senior / First Teams) FA National Futsal League clubs will only be able to field squads which have been registered with the FA National Futsal Leagues for season 2014/15. No further transfers will be permitted after the 31 st January Players cannot play for more than one team in the FA Futsal Cup except in line with the rules governing National Futsal League Development teams. Players registered with a National Futsal League club cannot play for a local qualifying team unless they de-register from the National Futsal League club. The only exception to this rule is if the player plays for the National Futsal League Development team of the club that he is registered to. Any player currently serving a suspension issued by The FA or a County FA will not be eligible to play in the event / respective game (s). THE FA FUTSAL CUP

15 1b. Teams through a local qualifying competition (non FA National Futsal League teams) Teams from local qualifying leagues shall submit a long list of no more than thirty (30) players prior to the start of their respective local qualifying competition. This cannot be added to at any other stage of the competition except by special permission by the LOC. Only players on the long list may play in the local qualifying competition and subsequent stages of the competition should the team qualify. Players cannot have played for any other club in the FA Futsal Cup (if a player is named on a team list of 14 players, they will be considered to have played for the club and are thus ineligible from playing for any other team). Players who are registered with a National Futsal League club cannot play for a local qualifying team unless they have been appropriately de-registered from that National Futsal League club. Any player currently serving a suspension issued by The FA or a County FA will not be eligible to play in the event / respective game (s). Players cannot play for more than one team in the FA Futsal Cup except in line with the rules governing FA National Futsal League Development teams. 1c. FA National Futsal League Development Teams FA National Futsal League clubs may enter a development team into the competition. This team must differentiate itself from the senior team of the club by using an appropriate team name variation (e.g. adding Development or Youth to the end of the club name). An FA National Futsal League club may only enter one development team into the competition. A development team must enter the competition at the Local Qualifying Leagues stage. The FA National Futsal League club must inform The FA (Competition Director) that they are entering a development team into the competition. The club must identify a Long-List of up to 30 players at the start of the Local Qualifying Leagues phase to play within the development squad. No other players other than from this Long-List can play for the development team during the entirety of the competition. This Long-List must be submitted to both the local qualifying league coordinator and The FA (Competition Director) During the course of the competition the club can add additional players to this Long List as long as the player is not registered to any other club within the FA National Futsal League, has not already played within the competition, and that the long-list does not exceed 30 players. The Long-List can only include players aged 23 years old or younger. All players in the development team must be aged between 16 and 23 years old. At the completion of the Regional Qualifiers, clubs have the opportunity to exchange 3 players from the development team Long-List with registered players in the club s first team as long as the players meet the age criteria. From the National Qualifying stages onwards in the competition no further players can be THE FA FUTSAL CUP

16 exchanged between the development team and the First Team except in exceptional circumstances as determined by The FA. All players on the development team Long-List are eligible to play for the First Team in the FA National Futsal League, as long as they have been appropriately registered with the League. 1d. Women s teams through a local qualifying competition Teams from local qualifying leagues shall submit a long list of no more than thirty (30) players prior to the start of their respective National Qualifiers. This cannot be added to at any other stage of the competition except by special permission by the LOC. Only players on the long list may play in the qualifying competition and subsequent stages of the competition should the team qualify. Players cannot have played for any other club in the National Qualifiers of the FA Futsal Cup (if a player is named on a team list at the National Qualifiers, they will be considered to have played and are thus ineligible). Any player currently serving a suspension issued by The FA or a County FA will not be eligible to play in the event / respective game (s). Players cannot play for more than one team in the FA Futsal Cup. 1e. English Eligible Player (applicable to all elements of the competition) During the National Qualifiers, Mini Leagues and National Finals phase of the FA Futsal Cup, each club must list and include a minimum of 4 players eligible to play for England in their match-day squad. These players must be present and in attendance from the start of the game that they have been listed for. A club may list up to 12 players within their squad for each match. A club is permitted to include 8 non-english Eligible Players in this squad of 12 players. The club can only list additional players if they are eligible to play for England. For example: 1 English Eligible Player = 9 players in the match day squad 2 English Eligible Players = 10 players in the match day squad 3 English Eligible Players = 11 players in the match day squad 4 English Eligible Players = 12 players in the match day squad English eligibility evidence will be collected ahead of the National Qualifiers, Mini Leagues, and National Finals stages at the same time as the submission of the team s long list. There will be no acceptance of evidence on the day of the event; any team with players who have not been checked prior to the event will not be eligible to play. The following official documents are permissible as acceptable proof to the LOC that a player is eligible to play for England: A current and valid UK Passport An English Birth Certificate An Official UK Naturalisation Certificate THE FA FUTSAL CUP

17 Any team that is found guilty of fielding an ineligible player shall forfeit the match and may be excluded from the competition. Victory and the resultant three points will be awarded to the opposing team. Article 16 (Players lists) 1. Each participating team shall nominate 30 players for the men s and women s competition on a list at the local qualifying stage of their respective competition to the Competition Director in accordance with the relevant circular. 2. This list must be reduced to a squad of 14 players for each phase of the competition (these 14 players must be indicated on the official team list), which shall be submitted upon registration at each round of the competition. During the Mini League phase of the competition teams can select their match day squad of 12 players for each game from the long-list of 30 players. 3. The numbers on the back of the shirts shall correspond with the numbers indicated on the official team list; this list of 14 players shall show the full surname(s), first name(s), date of birth and shirt number. The number 1 shall be allocated to one of the goalkeepers. Only these 14 players (except in cases recognised by the Event Technical Committee) will be permitted to take part in that particular stage of the competition. 4. The maximum number of substitutes permitted is seven. The number of substitutions that may be made during a match is unlimited. A player who has been replaced may return to the pitch as a substitute for another player. 5. Only twelve players can play in each fixture and these twelve players must be identified on the starting list before each game by the team manager. 6. Only players in possession of valid accreditation may play in the competition. The accreditation shall always be available for inspection by the LOC (e.g. registration officers, referees and Competition Director). 7. Each participating team will receive a maximum of 19 accreditations (14 for the listed players and 5 for their officials). 8. Not more than fourteen people (five officials and nine players) shall be allowed to sit on the substitutes bench. A suspended player will not be allowed to sit on the substitutes bench. According to the Futsal Laws of the Game, the maximum number of substitutes permitted is seven; therefore, the two ineligible players shall wear equipment which distinguishes them from the other officials and players. 9. All players will need proof of ID at the event. Each player will be asked to show either an original copy of a passport, photo card driving licence or proof of age card. Once this registration has been completed players may be asked for proof of identification through spot checks at the event. Failure to produce this documentation may result in THE FA FUTSAL CUP

18 the player being removed from the competition and further disciplinary action taken against the team by the LOC. 10. A listed player may only be replaced in the event of serious injury up until 24 hours before the start of each stage of the competition with the approval of the LOC. 11. REGULATIONS GOVERNING EQUIPMENT & KIT AT FIFA AND / OR FA COMPETITIONS Article The participating teams shall undertake to comply with the FA Equipment Regulations in force. Players and officials are not allowed to display political, religious, commercial or personal messages in any language or form on their playing or team kit, equipment (including kit bags, beverage containers, medical bags, etc.) or body for the duration of their time in the stadia or any other areas where accreditation is required to enable access. 2. Each team should wear the official team colours, as stipulated in its official application form to participate. No player including the goalkeeper shall be permitted to wear black or very dark shirts (solid colours). 3. As well as its official team uniform each team should prepare a reserve uniform of a different colour. The colour of this reserve uniform should also be stipulated on the application form to participate, and should be of a contrasting colour to that of the official uniform. The reserve uniform should be taken to each match. 4. Whenever, in the opinion of the Organising Committee, the colours of the uniforms of the two opposing teams or match officials are considered likely to cause confusion the away team (named second on the draw) will wear their reserve uniform, or alternatively changes will be made in accordance with the decision made by the Event Technical Committee. 5. The uniforms of the two goalkeepers should be of colours which contrast clearly with the uniforms of the two teams and the match officials. 6. Throughout the Competition each player must wear a number which has been allocated to that player on the official team list. The numbering must be in a contrasting colour to the shirt. 7. Teams participating in the Competition must submit to the LOC the uniforms their teams are scheduled to wear during the Competition, on a day stipulated by the Organising Committee, and its approval obtained. 19 8. Team Managers and those officials sitting on the team bench should be dressed in appropriate attire. 12. REFEREES & MATCH OFFICIALS Article The referees officiating at the matches in the competition shall be appointed by the relevant coordinator / competition director at each stage of the competition.. 2. The decisions of the coordinator / LOC Referees Coordinator with regards to referee appointments are final and not subject to appeal. 3. Prior to the match both teams shall declare the 12 active players on the match form and return to the match officials not less than 10 minutes prior to kick off. On this form both teams shall indicate the players that are eligible to play for England in line with the Player Eligibility rules. 4. After each match, the referee shall fill in and sign an official match sheet. The referee shall ensure both team managers sign the match report prior to handing it over to the Competition Director immediately after the match who will then issue a copy to both competing teams. 5. On the report form, the referee shall note all incidents before, during, and after the match in as much detail as possible, such as: a) Misconduct of players, leading to caution or expulsion b) Unsporting behaviour of officials, supporters and of any person acting on behalf of an organisation at a match c) Any other incidents THE FA FUTSAL CUP
