6 Title I Grants to Local Educational Agencies Title I Basic, Concentration, Targeted and Education Finance Incentive Grants Number: Agency: Department of Education Office: Office Of Elementary And Secondary Education Use of funds varies, depending on whether a school is operating a schoolwide program under Section 1114 of Title I of the ESEA or a targeted assistance program under Section 1115 of the ESEA. A school with at least a 40 percent poverty rate may choose to operate a schoolwide program under Section 1114 that allows Title I funds to be combined with other Federal, State, and local funds to upgrade the school's overall instructional program. Schoolwide program schools must receive the amount of non Federal resources they would have received in the absence of Title I funds. All other participating schools must operate targeted assistance programs, which provide extra instruction to those children failing, or most at risk of failing, to meet challenging State academic achievement standards. Targeted assistance programs must ensure that Title I services supplement, not supplant the regular education programs normally provided with non Federal funds by local educational agencies. This program is subject to non supplanting requirements and must use a restricted indirect cost rate. 6

7 Special Education_Grants to States Number: Agency: Department of Education Office: Office Of Special Education And Rehabilitative Services Funds are used by State and local educational agencies, in accordance with the IDEA, to help provide the special education and related services needed to make a free appropriate public education available to all eligible children and, in some cases, early intervening services. Special Education_Preschool Grants Number: Agency: Department of Education Office: Office Of Special Education And Rehabilitative Services Funds are used by State education agencies: (1) to provide a free appropriate public education (FAPE) to preschool children with disabilities ages 3 through 5, and at the State's discretion, to 2 year old children with disabilities who will reach age 3 during the next school year; (2) to administer section 619; and (3) for support services, direct services, activities to meet the State's performance goals, to supplement other funds used for a Statewide coordinated service system designed to improve results for children and families, to provide early intervention services in accordance with Part C to children ages 3 through 5 who would otherwise be eligible under the Preschool Grants program, and to continue service coordination or case management for families who receive services under Part C. 7

8 Career and Technical Education -- Basic Grants to States Number: Agency: Department of Education Office: Office Of Vocational And Adult Education Local recipients must operate a career and technical education program that: Strengthens the academic, career, and technical skills of students participating in vocational and technical education programs, achieved by integrating core academic subjects into career and technical education programs through a coherent sequence of courses; provides students with strong experience in and understanding of all aspects of an industry; develops, improves, or expands the use of technology in career and technical education; provides professional development programs to teachers, counselors, and administrators; develops and implements evaluations of the career and technical education programs carried out with funds under the Perkins Act, including an assessment of how the needs of special populations are being met; initiates, improves, expands, and modernizes quality career and technical education programs; provides services and activities that are of sufficient size, scope, and quality to be effective; and links seconday career and technical education, including Tech Prep programs, with postsecondary career and technical education programs. 8

9 National School Lunch Program School Lunch Program Number: Agency: Department of Agriculture Office: Food and Nutrition Service Federally appropriated National School Lunch Program funds are available to each State agency to reimburse participating public and nonprofit private schools, of high school grades or under, including residential child care institutions, for lunches meeting the nutritional requirements prescribed by the Secretary of Agriculture, served to eligible children. Schools meeting eligibility criteria may be reimbursed for snacks served to children enrolled in eligible after school hour care programs. Participating schools are reimbursed at rates that are adjusted on an annual basis to reflect changes in the Food Away From Home series of the Consumer Price Index for All Urban Consumers. For the period July 1, 2009, through June 30, 2010, the rates of reimbursement are cents general cash assistance for paid lunches, cents reduced price lunches and cents for each free lunch. The maximum reduced price charge for lunch is 40 cents. Schools that served 60 percent or more free or reduced price lunches in the second preceding school year received an additional 2 cents general cash assistance for all lunches served. The reimbursement for snacks in after school care programs is cents for each free snacks, cents for each reduced price snack and 6.00 cents for each paid snack. In addition to cash reimbursement, the national average value of donated commodities for each lunch is cents, for the period July 1, 2009, through June 30, 2010, and is adjusted annually to reflect changes in the Price Index for Food Used in Schools and Institutions. All participating schools must agree to serve free and reduced price meals to eligible children. 9

12 State operating revenues for education are derived mainly from the Education Trust Fund (ETF) and the Public School Fund (PSF). Capital funds are provided in part by borrowing through the Public School and College Authority (PSCA). ETF revenue sources are shown below. PSF revenues come from a 3 mill state property tax. PSCA borrowing is supported by pledges of state sales and use tax revenues. 12

To distribute state funds in a way that equalizes educational opportunity for all students, no matter where they live. Adequacy.
