6 Europe 2020: a European strategy for smart, sustainable and inclusive growth Three mutually reinforcing priorities: 1. Smart growth: developing an economy based on knowledge and innovation. 2. Sustainable growth: promoting a more resource efficient, greener and more competitive economy. 3. Inclusive growth: fostering a high-employment economy delivering social and territorial cohesion. The EU needs to define where it wants to be by To this end, the Commission proposes the following EU headline targets: 75 % of the population aged should be employed. 3% of the EU's GDP should be invested in R&D. The climate/energy targets should be reached. The share of early school leavers should be under 10% and at least 40% of the younger generation should have a tertiary degree. 20 million less people should be at risk of poverty. 7 Europe 2020: a European strategy for smart, sustainable and inclusive growth Sieben Leitinitiativen: The Commission is putting forward seven flagship initiatives to catalyze progress under each priority theme: 1. "Innovation Union" to improve framework conditions and access to finance for research and innovation. 2. "Youth on the move" to enhance the performance of education systems and to facilitate the entry of young people to the labour market. 3. "A digital agenda or Europe" to speed up the roll-out of high-speed internet and reap the benefits of a digital single market for households and firms. 4. "Resource efficient Europe" to help decouple economic growth from the use of resources, support the shift towards a low carbon economy, increase the use of renewable energy sources, modernise our transport sector and promote energy efficiency. 5. "An industrial policy for the globalization era" 6. "An agenda for new skills and jobs" to modernise labour markets and empower people by developing their of skills throughout the lifecycle with a view to increase labour participation and better match labour supply and demand, including through labour mobility. 7. "European platform against poverty" to ensure social and territorial cohesion such that the benefits of growth and jobs are widely shared and people experiencing poverty and social exclusion are enabled to live in dignity and take an active part in society. 19 EaSI Employment and Social Innovation The EU Programme for Employment and Social Innovation will underpin implementation of the Europe 2020 Strategy in the field of employment, social affairs and inclusion, supplementing the ESF by focusing on innovative projects with a Europe-wide dimension. EaSI s priority activities in will help the Member States to modernise their labour markets and social security systems and increase their rates of employment, in particular among young people. Other important tasks will involve supporting job creation, promoting a highly skilled workforce, encouraging adaptation to change and the anticipation of restructuring, enhancing geographical mobility and promoting social innovation. 20 EaSI Employment and Social Innovation EaSI brings together three EU programmes managed separately between 2007 and 2013: PROGRESS (Programme for Employment and Social Solidarity), which supported the development and coordination of EU policy for employment, social inclusion, social protection, working conditions, anti-discrimination and gender equality; EURES (European Employment Services), a cooperation network between the European Commission and the Public Employment Services of the Member States that encourages mobility amongst workers; PROGRESS Microfinance, which aims to increase the availability of microcredit to individuals for setting up or developing a small business. 23 EaSI Employment and Social Innovation PROGRESS: Modernising employment and social policies PROGRESS is the EU s main instrument to promote policy reforms in employment and social policies. The programme aims to contribute to rolling out Europe 2020, including its headline targets, Integrated Guidelines and flagship initiatives. It will continue to support EU policies in three areas: promoting a high level of quality and sustainable employment; guaranteeing adequate and decent social protection and combating social exclusion and poverty; and improving working conditions. 24 EaSI Employment and Social Innovation PROGRESS: Modernising employment and social policies Specific objectives PROGRESS will continue to develop and disseminate EU comparable analytical knowledge; support information-sharing, mutual learning and dialogue; financially assist the Member States and the other participating countries in developing their policies and in implementing EU law. The new programme will also provide financial support to non-governmental organisations, notably to promote social inclusion and poverty reduction. Brüssel, Tel.:
25 EaSI Employment and Social Innovation PROGRESS: Modernising employment and social policies Social policy experimentation Increase support to test social and labour market policy innovations and experimentation, looking at methodology and finance; The support to social policy experimentation will aim to scale up social innovations that offer innovative responses to social needs at Member States level. Support the gathering of evidence on the feasibility of labour and social innovations that offer innovative policy responses to social needs, prior to being repeated on a larger scale, if the results prove convincing. Successful ideas may be pursued with financial support from the ESF and other sources. Example: 2012 / 17 pilots of this experimentation in 11 EU Member States. 25

27 EaSI Employment and Social Innovation PROGRESS: Modernising employment and social policies Funding from PROGRESS is open to: EU Member States; EEA countries, in accordance with the EEA Agreement, and EFTA Member States; EU candidate countries and potential candidate countries. The types of organisation that can apply for funding are: national, regional and local authorities; employment services; specialist bodies provided for under EU law; the social partners; non-governmental organisations; higher education institutions and research institutes; experts in evaluation and in impact assessment; national statistical offices; the media. 28 EaSI Employment and Social Innovation PROGRESS: Modernising employment and social policies SOCIAL EXPERIMENTATION Call for proposals for social policy experimentations supporting social investments methodological aspects of the different phases of social policy innovations, policy reforms or policy adaptations; evaluation and dissemination; increased need to ensure quality of public spending while responding to citizens' needs and expectations; the impact, adequacy and effectiveness of social reforms should be tested before their generalisation. 29 EaSI Employment and Social Innovation PROGRESS: Modernising employment and social policies Preparatory action Supporting the demand and supply side of the market for social enterprise finance The Preparatory Action is addressed to social enterprises in their early stages, and to social enterprises started or developed by young people that have the potential for realising innovative solutions with a clear social and environmental impact, scaling their innovative approach, or for transferring their approach for replication in particular to young entrepreneurs. Thus, the preparatory action will pave the way for a swift uptake of EU social finance instruments after 2014 (notably the EaSI instrument and financial instruments under the European Structural and Investment Funds) by the creation of a pipeline of demand of impact investment actors for partnerships with the EaSI instrument to share risk, improve capitalization, and build capacity, in particular from Member States with less developed impact investment markets; experimenting with different models to develop the supply and demand side of the social finance market, which will provide a sound basis for fine-tuning the capacity building component of the EaSI instrument to promote social entrepreneurship; learning from good practice in developing and enhancing social finance across the Union, through organized sharing and disseminating of expertise and experience, and through presenting practical examples that demonstrate how (public-private) partnerships can effectively boost the supply of social finance through investing in or complementing suitable financial products, as well as the demand through assisting social enterprises in getting investment ready. 29 Brüssel, Tel.:

EU s Member States; EEA countries, in accordance with the EEA Agreement, and EFTA Member States; EU candidate countries and potential candidate countries; Organisations that can apply for funding are public and private bodies established at national, regional or local level and providing microfinance for persons and micro-enterprises and/or financing for social enterprises in the above-mentioned countries. Funding opportunities Microfinance will enable microcredit providers in the EU Member States and other participating countries in the programme to increase access to, and the availability of, microfinance to vulnerable persons who wish to start or develop their own microenterprise. It will not directly provide microloans to individuals. Social Enterprise will help social enterprises access finance via public and private bodies which provide loans and other financial instruments to social enterprises. 33 Rights, Equality & Citizenship Programmes This programme shall contribute to the further development of an area where equality and the rights of persons, as enshrined in the Treaty, the Charter and international human rights conventions, are promoted and protected. Its nine specific objectives are to: 1. Promote non discrimination 2. Combat racism, xenophobia, homophobia and other forms of intolerance 3. Promote rights of persons with disabilities 4. Promote equality between women and men and gender mainstreaming 5. Prevent violence against children, young people, women and other groups at risk (Daphne) 6. Promote the rights of the child 7. 35 Rights, Equality & Citizenship Programmes Promote non discrimination to promote the effective implementation of the principle of nondiscrimination on the grounds of sex, racial or ethnic origin, religion or belief, disability, age or sexual orientation.. Promote rights of persons with disabilities The objective of the EU model disability card (proposed working title "InclEUsive card") is to facilitate cross-border travelling in the EU of persons with disabilities. Such a scheme of mutual recognition of the disability status would be based on a single European card for persons with disabilities. 38 Third Health Programme The programme has 4 overarching objectives. It seeks to: Promote health, prevent diseases and foster supportive environments for healthy lifestyles taking into account the 'health in all policies' principle, Protect Union citizens from serious cross-border health threats, Contribute to innovative, efficient and sustainable health systems, Facilitate access to better and safer healthcare for Union citizens.
