1 Introduction Tuition fees for 2017 The University of the Witwatersrand, is widely acknowledged as being among the very best universities in South Africa and Africa, and is also an internationally recognised university. Tuition fees provide a significant contribution to the running expenses, maintenance and sustainability of the University, and contribute towards the high standards of education offered by the University. Course means a component of teaching and learning activity, which may run for an entire academic year or a portion thereof, that is recognised in any of the faculty rules as a component of a qualification. Milestone is a point of assessment set for a research program and enables an academic assessment about a student s progress to be made. Programme is a course or set of courses or postgraduate research which may lead to a qualification. Qualification includes any degree, diploma, certificate, licentiate, or any other educational attainment that is offered by the University as stipulated in its list of qualifications. Term is an academic year

Amounts to be paid Tuition fees are payable for each course for which a student is registered. Charges ancillary to tuition fees, such as charges for course notes or for excursion costs, may be included in the account for fees. In the latter case the ancillary charge, while given as a separate entry under the tuition fee, should be included in the calculation of the total amount payable (no VAT is payable). 2. Dates for payment All students (with the exception of international students) must pay the first payment of R9 340 before registration (any deposit paid in advance to secure the offer of a place will be credited to this first payment fee). 1. For students that cannot afford the first payment, students can apply for a fee waiver. The fee waiver is part of the total charge. 2. Donor and sponsored student fees are due and payable on 30 June If the donor fails to pay, then the student becomes liable for the outstanding amount. The balance of the fee is due by 31 March Upfront payments for Wits Plus students will be R Any student whose total fees will be less than the upfront payment will be required to pay the total tuition fees.

4 2 Part 1A: General Information 2017 Note: Interest at the rate of prime +1% will be levied monthly on all outstanding balances as at the last day of each month commencing on 31 March Every student should receive a statement of fees dated 28 February. If this statement has not been received by 24 March 2017, the student should consult the Fees Office immediately and should then make the necessary payment by 31 March 2017 in order to avoid interest on their outstanding fees. University accommodation: An initial payment of 20% is payable in advance by all students residing in University accommodation. The only exceptions to this requirement are students who can provide evidence of having been awarded a full financial aid package or a bursary or scholarship (which includes residence fees) by a recognised outside organisation. Students who are on a financial aid package or external bursary or scholarship that does not cover the full costs of tuition and residence are required to provide an advance payment of 20% of the uncovered portion of the residence fees. (See Section 4 below.) The remaining 80% is payable by 31 March 2017, and interest will be charged on outstanding residence fees after that date. 3. Methods of payment Payment should be made in full before the due date(s). Payment can conveniently be made by means of the bank transfer form (M65). This form is attached to the fee account, which shows the amount due. Payment can be paid directly into any branch of the Standard Bank of South Africa Ltd using the following details for Wits: Account Number : Branch Code : IBT No. : 131 B Branch : Braamfontein SWIFT Code : SBZAZAJJ (International students only) Please include your student person number on the M65 form. The bank then arranges for the student s fee account to be credited electronically. (Students should allow three working days for payments to be credited to their accounts.) Please ensure that your student number appears on the form. Credit card payments can be made through the self service portal using Master/Visa cards only. For this option visit Payment can also be made by debit or credit card. The University accepts Visa and MasterCard. To use this form of payment you may either (i) telephone ( /2/3/4) through your particulars to the Fees Office if payment is under R9 340; (ii) fax ( ) through your particulars using the form provided at the back of this booklet; or (iii) call at the Cashier s Office with your card.

5 Part 1A: General Information If students wish, payment may be made at the Cashier s Office, Ground Floor, Senate House (hours are 08:00 to 15:30 during term time). Only bank guaranteed cheques will be accepted as one of the alternative methods of payment. For any Fees queries please FeesOffice.Finance@wits.ac.za 4. Payment of fees by instalments A student (with the exception of international students) who is not able to pay the full amount by the due date/s may make payments in instalments, provided that the first payment of R9 340 has been made. (See Section 2 above.) Any student wishing to use this option must come in person to the Fees Office in order to make suitable arrangements, including completion of an acknowledgment of debt form. If paying by instalment, the first payment must be made no later than 28 February. Payment by instalments should be completed by the end of November. Interest at the rate of prime +1% will be levied monthly on all outstanding balances as at the last day of each month, commencing on 31 March If a student defaults on the payment plan, the payment plan will be cancelled and the total amount will be payable. All students will receive a statement dated 28 February. With effect from the end of March, on the last working day of each month interest will be calculated on the average daily outstanding balance until the debt is paid in full. Please note that the University cannot extend this facility to the following groups: a) Where the total fee is less than R9 340 in such cases the whole amount must be paid by the last working day in March; b) Occasional students, i.e. those attending courses for non-qualification purposes, and c) International students, i.e. those who are not South African citizens or who do not have permanent residence status: (please consult section 5). 5. International Students An international student is defined as a student who is neither a South African national nor a permanent resident of South Africa at the time of registration. International students are required to pay 75% of the annual tuition fee on or before registration, as well as 75% of the on-campus accommodation fee. This payment includes the annual tuition fees and other related costs. The balance of the fees is payable by 31 March for undergraduate students, and for postgraduate students two months after registration. Students from the Southern African Development Community (SADC) member countries pay local tuition fees and an annual International Registration Fee (see Table 1). SADC member countries are Angola, Botswana, Democratic Republic of Congo, Lesotho, Madagascar, Malawi, Mauritius, Mozambique, Namibia, Seychelles, Swaziland, Tanzania, Zambia and Zimbabwe. International undergraduate students from outside of SADC pay double the local tuition fees (see Table 1).

6 4 Part 1A: General Information 2017 Fees for Refugees, Asylum Seekers, Diplomats and their dependants stationed in South Africa, occasional international students, and international Wits employees and their dependants are listed in Table 1. Please refer to Section 3 on the different methods of payment available to students. Always keep copies of receipts or confirmations of payment and bring these copies with you for registration purposes. Additional information on who pays International fees is listed below. International Students who are married (including same sex marriages) to SA citizens or permanent residents pay international fees until they have obtained SA citizenship or permanent residency. International Students who are in life partnerships with SA citizens or permanent residents pay international fees until they have obtained SA citizenship or permanent residency. International Students who pay SA taxes (e.g. contract workers or temporary residents) the criterion of paying tax in South Africa does not change a person s immigration status and as such it is not sufficient for a reduction in international fees. International Students who pay SADC taxes paying tax in a SADC country does not change a person s immigration status and as such does not qualify for exemption from international fees. SA & SADC Temporary Residents If there is an expiry visa date and if individuals are required to renew residence status periodically, then such individuals are not permanent residents of the country and do not qualify to pay local fees. SA Permanent Resident Applicants under Review (including those married to SA residents/citizens) there is no guarantee that permanent residence status will be granted. Until such status is granted, international fees apply. International Students who are children of South African citizens or Permanent Residents pay international fees until they themselves have obtained SA citizenship or permanent residency. Note: The immigration status at the time of registration determines the annual fees. If you are granted permanent residence status during the course of your year of study, your citizenship details must be updated at the International Students Office. However, your fees paid at the beginning of the year will not be refunded or amended. The new fees will only apply in the next academic year.

Should this status end, the student will revert to his/her nationality status and all regular international registration fees will apply accordingly. 3 Staff bursaries are for permanent employees of the University and managed via Human Resources Fee Structure for International Affiliates All visiting international students and academics who are not registering for degree courses but wish to be affiliated to Wits whilst pursuing their own research towards studies at their own university will pay fees, in advance, as follows: R2 398 per month or R per annum. This is administered via the respective School / Faculty. 6. Failure to pay fees The University is not a profit-making institution and views the non-payment of fees in a serious light. If fees are not paid, the University may take the following steps: a) A student may be required to leave the residence if his/her university accommodation fees are not paid.

8 6 Part 1A: General Information 2017 b) A student will not receive his/her results nor be allowed to re-register in any faculty until all fees, and other monies due to the University, have been paid. A final-year student will not be permitted to graduate. c) A student s access to the University or libraries may be denied if s/he does not settle his/her fees or makes suitable arrangements with the Fees Office to settle fees. d) Any fees not paid will lead to the matter being handed over to attorneys for collection. Any student who anticipates difficulty in complying with the requirements in regard to the payment of tuition or accommodation fees should contact: Mr Ismail Soobader of the Fees Office ( ) This office will provide further information. Any query in respect of incorrect charges to the account should be addressed to the respective faculty. 7. Students receiving bursaries and scholarships 7.1 Internal University financial aid/bursaries A student who is awarded university financial aid or a bursary is sent a form of acceptance to be signed by him or her and returned to the Financial Aid & Scholarships Office. When the acceptance form has been received by the Financial Aid & Scholarships Office, the amount of the financial aid or the bursary is credited to the student s fee account. The student is responsible for the payment of any balance due to the University and interest will be charged on outstanding balances as described under section 4 above. 7.2 Scholarships The amount of a scholarship awarded is credited to the student s fee account. The student is responsible for the payment of any balance due to the University. The arrangements are the same as those described under 7.1 above. 7.3 External bursaries and scholarships (made by an organisation other than the University) An award (bursary or scholarship) from an external donor will be entered as a credit to the fee account of a student on receipt of the payment from the donor. Payments to students for living allowances and books will not be made until payments are received from donors. A student who receives an award from an organisation other than the University should submit his/her fee account to the donor as soon as possible, as interest will be charged on all outstanding balances. The Financial Aid & Scholarships Office will also send student fee accounts to donors but only if requested to do so. Where a loan is granted to a student by an external organisation, for example a bank, the student is responsible for paying his or her own fees by the due dates.

9 Part 1A: General Information In certain cases students in residence are required to provide a deposit of 20% of the residence fees or must submit the donor s letter of confirmation to the Financial Aid and Scholarship Office. 7.4 Refunds on fees Any refunds on fees overpaid will be made to the person who made the payment or unless instructed in writing to refund the student directly. Credit card refunds will be refunded back to the card holder. NB: Please provide your banking details and all supporting documents as requested to the Fees Office to effect a direct transfer to your account. 8. Cancellation of registration Cancellation of a student s registration for an individual course or for a year of study must be in writing. A student who discontinues attendance at a course or at the University without completing a cancellation form will remain liable for the payment of fees due for the entire course or year of study. Cancellation forms are available from faculty offices. 1) Tuition fees For a student registered in the Health Sciences Faculty, please consult the faculty office for cancellation of registration and rebates applicable. 1.1 Undergraduate, Honours and Postgraduate Diplomas full-year course registrations The position in regard to the payment of tuition fees on cancellation of registration for an individual course or for a year of study is as follows: a) If cancellation of registration takes place within the first two weeks of the first semester (deadline of 19 February 2017), no tuition fee is payable. b) If cancellation takes place between 20 February and 31 March 2017, the student is liable for payment of 25% of the tuition fee. c) If cancellation of registration takes place from 1 April to 6 August 2017, the student is liable for 50% of the tuition fee. d) If cancellation of registration takes place after 7 August 2017, the student is liable for 100% of the tuition fee. A student who registers in the first semester for a course(s) that commences in the second semester may be permitted to substitute such a course(s) with an equivalent course(s) provided that they do so within the first two weeks of the second semester. 1.2 Undergraduate and Honours semester course registrations The position in regard to the payment of tuition fees on cancellation of registration for a semester course is as follows:

10 8 Part 1A: General Information Registration for Semester One Courses The position in regard to the payment of tuition fees on cancellation of registration for a first semester course is as follows: a) If cancellation of registration takes place within the first two weeks of the first semester (deadline of 19 February 2017), no tuition fee is payable. b) If cancellation takes place between 20 February and 31 March 2017, the student is liable for payment of 50% of the tuition fee. c) If cancellation of registration takes place after 31 March 2017, the student is liable for 100% of the tuition fee. A student may be permitted to substitute equivalent courses only in the first two weeks of the first semester Registration for Semester Two Courses The position in regard to the payment of tuition fees on cancellation of registration for a second semester course is as follows: a) If cancellation of registration takes place within the first two weeks of the second semester (deadline of 06 August 2017), no tuition fee is payable. b) If cancellation takes place between 07 August and 20 August 2017, the student is liable for payment of 50% of the tuition fee. c) If cancellation of registration takes place after 21 August 2017, the student is liable for 100% of the tuition fee. A student may be permitted to substitute equivalent courses only in the first two weeks of the second semester. 1.3 Postgraduate (Masters by Dissertation and PhD) registrations Registration for this category of candidates takes place from 02 January to 30 September a) For cancellation of registration please consult your Faculty Office before approaching the Fees Office with regards to possible rebate/s. 1.4 Postgraduate (Masters by coursework and Research Report) registrations For a candidate registering in January, cancellation of registration will be applicable as per 1.1 above. For a candidate registering in July, cancellation will be applicable as per above. Only in exceptional cases is a substitution of equivalent course(s) permissible in the first two weeks of the semester. 2) Fees ancillary to tuition A student who cancels his or her registration remains liable for payment in full of any ancillary charges. 3) Withdrawal from University accommodation Please consult Part 7: Residence Fees.

11 9. Miscellaneous fees and charges 9.1 Late registration Part 1A: General Information A student is required to register with the University during specified periods of each academic year. In exceptional cases, the Dean of the faculty may permit a late registration fee as follows: Registration after the second Friday of the first teaching block for the relevant degree (undergraduates)... R1 450 Postgraduate (Masters by Dissertation and PhD) candidates may only register from January to September (see Faculty for details). Postgraduate (Masters by coursework and Research Report) candidates may only register in January and July (see Faculty for details). 9.2 Equipment surcharge Students are liable for the cost of replacing apparatus or equipment lost, broken or damaged by negligence or wilful misuse and a surcharge may be imposed by the head of the department concerned for breakages caused through negligence or irresponsible action by students. A student who fails to return a University microscope/microscopic slides on time may be required to pay... R Charges for academic records (see Transcript Fees at the end of this booklet) 9.5 Examination fees The tuition fees include the fees for the ordinary University examinations but no refund can be made to a student who does not write the examinations. The fees for reexamination are as follows: a) A student who has failed an examination and who is permitted to present him/herself for re-examination at a supplementary examination (where the rules for an award allow this) is required to pay a re-examination fee of... 12 10 Part 1A: General Information 2017 c) A student who registers for a course for examination purposes only will be charged one third of the tuition fee for that course. A student who registers for a course for non-examination purposes will be charged two thirds of the tuition fee. 9.6 Copyright Fee All students are required to pay a copyright fee of... R120 There are no refunds for this fee irrespective of the type of registration. 9.7 Student club/society membership fees and parking charges, which are subject to VAT, may be debited to the fee account 9.8 Cost of mailing Theses/Dissertations Masters and PhD students may be required to pay a portion of postage for theses/dissertations over a certain weight. 9.9 Electronic Theses and Dissertations (ETD) A student who qualifies for a postgraduate degree by dissertation or thesis is required to submit two final, corrected copies of the dissertation or thesis in a printed format as well as a final, corrected copy in electronic format. Additionally, the student must complete and submit an ETD form to the Faculty Office, after making a payment of R180 to the University. Please consult the Faculty Office for any possible change to this rule Penalties for Exceeding the Maximum Period of Study Masters and Doctoral Degrees Part-time and full-time masters and doctoral students who exceed the maximum period of study at the University will be charged a penalty. The maximum period of study is two years longer than the minimum period of study for the qualification. The minimum period of study is usually set out in the Rules and Syllabuses books of the University. Calculations pertaining to minimum and maximum periods of study will not include periods when a student s registration was held in abeyance. An additional 20% of the total tuition fee will be levied for each year in which a student has obtained approval from the faculty Higher Degrees Committee to exceed the maximum period of study. In exceptional cases the Dean may exempt a student from paying the penalty fee. 10. Additional information a) The scale of fees is as determined by Council from time-to-time and is subject to revision without notice. Should any fee be found to be incorrect, a student s fee account will be amended to show the correct fee. b) The year of registration does not affect the annual fee for research degrees (Masters and PhDs). The fee escalates annually. There is a difference between full-time and part-time fees for research degrees.

13 Part 1A: General Information c) Not all the courses shown are necessarily offered in an academic session. d) If an applicant is required to pay a deposit when he or she accepts a place offered, that deposit is credited to the fee account when the applicant registers. Please note the following when consulting Parts 2 6 of the Schedule of Fees: i) An Arts course is a course taught by a school or discipline whose home faculty is the Faculty of Humanities (e.g. English). Similarly, a Science course is one taught by a school or discipline whose home faculty is the Faculty of Science (e.g. Physics), and so on. Some courses in the Faculty of Humanities and the Faculty of Science have a fee which is intermediate between that for an Arts course and a Science course, for example, Geography whose laboratory/practical requirements are less costly than those of the average Science course. ii) Special arrangements have been made for candidates for research degrees (Masters and PhD) who register in the second term: details are given in each faculty s postgraduate information booklet. 11. Research extension rebate (N+1) At least six weeks prior to the expiry of the year of registration, a research student regardless of whether s/he is completing a research report, a dissertation or a thesis is allowed to apply to the Faculty Graduate Studies Committee for a one-month extension. Such application is permitted only once during a qualification and must be supported by a written motivation from the Supervisor and the Head of School. If the student s application is successful, s/he is not liable for payment of a fee for this one-month extension. If the research student is unable to complete the research product in the specified time, s/he will be registered for the entire academic year (N+1) and will be liable for payment of all associated fees, unless s/he completes the research product by the end of June in that academic year (N+1), at which time a 50% fee rebate will be granted to the student. Such a rebate will also apply to the tuition fee for international students. Please note that where applicable, the figures shown include VAT.

14 12 Part 7: Residence Fees PART 7 RESIDENCE FEES A.1 Catering Residences Accommodation & Meal Fees Annual fees for catering residences - ie student residences in which meals are provided by the University - cover the standard undergraduate teaching terms, the examination periods and the April & September study breaks only. The following fees are applicable to catering residences only, ie Barnato Hall, David Webster Hall, Ernest Oppenheimer Hall, Girton Hall, Jubilee Hall, Knockando Halls, Medhurst Hall, Men s Halls (College & Dalrymple), Reith Hall and Sunnyside Hall. Accommodation in a double room is subject to an annual discount of R2 730 per student. ii. Meal fees for the year differ according to the check-in dates and the likely check-out dates of each individual. A minimum of 10 meals must be taken each week. The price for each meal is R39,90. iii. A once-off levy of R60,00 for a set of cutlery is included in the above fees. iv. New first-year undergraduate students in catered residences receive free accommodation and two meals daily during the first five days of the orientation period ie until 2 February. A.2 Meal Plans The number (code) for each meal option above indicates the number of meals with which a student will be provided each week e.g. Option 10A includes 10 meals per week. Full details of the Meals 2000 meal booking system (which enables students to book additional meals, or to unbook a particular meal, or to move meal bookings) are available on registration. Please note: Students in catering residences are not permitted to cook meals in their bedrooms. Unfortunately the University is not able to cater for individuals with strict dietary needs, whether for religious or for medical reasons. Such students are therefore normally allocated to self-catering residences. A student whose academic term dates do not correspond with the normal first-year undergraduate term dates should consult the Catering Liaison Officer responsible for his/her dining hall regarding the related additional meals and the cost thereof.

B. Periods Covered by Accommodation Fees R R B.1 Catered Accommodation The fees in Section A.1 cover the Milner Park (i.e. Main Campus, undergraduate) academic year, which is a period of about 39 weeks, commencing on Thursday, 2 February A student whose academic year is longer than the Milner Park academic year will be charged additional fees for the additional accommodation. This is especially applicable to Health Sciences students in clinical years of study and to postgraduates (including most Honours students) who must consult the Accommodation Officers of their residences early in the year regarding their personal term dates and associated additional fees. Failure to do so will not absolve a student from the requirement that he/she pays additional fees for the extra accommodation.

16 14 Part 7: Residence Fees Students in catering residences are required to vacate their residences during the mid-year vacation. Students are not, however, required to vacate their rooms during the April and September study breaks. A student in a catering residence may remain in his/her residence only until the day after he/she has completed his/her examinations. This applies to mid-year and end-of-year examination periods. Note: Any student who continues to reside in a catering residence without written permission after writing his/her last examination in June/July or in November may face disciplinary and/or financial consequences, and may be excluded from the Residence Programme thereafter. B.2 Self-Catering Accommodation The annual fees for International House and West Campus Village cover the full calendar year (i.e. 12 months), and the fees for The Wits Junction cover the period 1 February to 30 November (10 months). The annual fees for all other self-catering accommodation cover only the period from Wednesday 1 February until the day following the student s last end-of-year examination. Students whose academic curriculum will require their presence on campus beyond these periods must consult the Accommodation Officers of their residences early in the year regarding their personal residence term dates and associated additional fees. Failure to do so will not absolve a student from the requirement that he/she pays additional fees for the extra accommodation. Additional accommodation for electives undertaken by Health Sciences students in their clinical years of study is not covered by the annual fee. Note: Any student who remains in a self-catering residence (except The Junction and International House) without permission after writing his/her last examination in November may face disciplinary and financial consequences, and may be excluded from the Residence Programme thereafter. B.3 Vacation Accommodation (for academic purposes only) Residence students requiring accommodation outside of normal University terms must pay their vacation accommodation fees in full in advance, or provide valid written guarantees of payment from recognised sponsors. Rates are available from the Central Accommodation Office. C. General Information C.1 Application fees Applicants for 2017 accommodation will be charged non-refundable application fees of R101 for double rooms and R601 for single rooms. (The success of applications cannot be guaranteed.) C.2 Deposit to secure a residence place - new applicants only A non-refundable deposit of R950 is payable upon acceptance of a residence offer for C.3 Payment of residence fees University accommodation fees are payable as follows: a) A 20% compulsory initial payment is due before admission to a residence. (See A.1 & A.3) b) The remaining 80% is due by 31 March Special arrangements may be made directly with the Fees Office to pay off this portion in instalments. The only exceptions to the 20% initial payment requirement in C.3(a) above are (i) students whose residence fees will be met in full by bursaries, scholarships, NSFAS financial aid packages or by recognised sponsors, and who submit acceptable written evidence of confirmed support to the Residence Accommodation Officer and to the Fees Office; (ii) a student who has entered into a special fee payment agreement with the Fees Office; (iii) international students, all of whom are required to pay 75% of their annual residence fees before admission to a residence, and the balance by 31 March. C.4 Failure to pay fees If a student fails to pay 100% of his/her residence fees by 31 March (or, in the case of a student who has entered into an instalment agreement, by the agreed date for payment of the final instalment), his/her examination results may be withheld, and the student will not be admitted to any University residence during the following academic year. If a student who has entered into an instalment payment agreement with the Fees Office has fallen behind in his/her payments by the end of the first term (i.e. by 23 June 2017), he/she will have forfeited his/her rights to further accommodation during that year.

17 Part 7: Residence Fees 15 C.5 Withdrawal from University accommodation If a student wishes to withdraw from University accommodation during the academic year, a minimum of one month s written notice is required. If cancellation occurs after 31 July, the student shall be liable for the entire residence fee for the year, and shall not be entitled to any discount, rebate or refund. When cancelling accommodation in a catered residence, the student must also notify the Catering Liaison Officer of the related dining hall in writing that the remaining booked meals for the year must be cancelled. Failure to do this will render the student liable for the cost of all meals originally booked but not taken. C.6 Levies The following annual levies are not included in the annual accommodation fees, and are charged separately, where applicable: an Appliance Levy to cover electricity consumed by appliances belonging to a student microwave oven R195 refrigerator -single door, under/more than 220 litres R1290 / R double door, more than 220 litres R1885 a R450 Network Levy - applicable only to Barnato Hall, David Webster Hall & New Sunnyside a R960 compulsory Orientation Levy for new first-year undergraduates in selfcatering residences to cover meals, transport and other expenses associated with the annual Orientation Programme. C.7 Refundable key deposit A student may be required to lodge a cash deposit for a key to his or her room/flat. This is refundable upon return of the key at the end of the period of accommodation. Because high-security locks are used in most residences, replacement keys cost between R105 and R360 per key, depending upon the type of lock. C.8 University students attending conferences or sports tournaments Accommodation fees for students residing in Wits residences for conferences or inter-varsity sports events during vacations shall be determined by Higher Education South Africa (HESA). C.9 Residence fees for persons other than registered students The fees for accommodation and meals associated with conferences or other events during University vacations will be between R205 and R480 per day, depending upon the category of accommodation, the number of meals, and other requested services. C.10 Rebates/Refunds Rebates on residence fees are not permitted for any period during which a student is absent from the University whether because of illness, academic excursions, electives or other causes. C.11 Interest & VAT Interest will be charged on all overdue accounts. VAT is payable where required by law.
