The New York State Historic Preservation Office An introduction to programs and projects
The New York State Office of Parks, Recreation and Historic Preservation provides safe and enjoyable recreational and educational opportunities for all New Yorkers and visitors, and is the steward of valuable natural, historic, and cultural resources. It is also the only state agency charged with advancing historic preservation efforts across New York. Niagara Falls, New York s first state park
State Historic Preservation Office NYS Division for Historic Preservation Oversees all state and federal preservation programs Part of the NYS Office of Parks, Recreation and Historic Preservation
Every community has historic and cultural resources that contribute to its distinctive character. By managing change to preserve what is special, we can enhance the quality of life in neighborhoods and promote sustainable economies. Market Arcade, Buffalo, NY
Rhinebeck, NY The State Historic Preservation Office offers programs that help individuals and communities achieve the social, economic, and environmental benefits associated with historic preservation.
Palmyra, NY Historic resource surveys help communities identify historic and cultural resources so that they can be incorporated into local planning and revitalization efforts. Through the survey program, bureau staff provide assistance with documenting and evaluating historic and cultural resources.
Historic Resources Survey Assisting and guiding local communities to inventory and catalogue their historic resources Necessary for community planning Provides basis for local and/or Registers designation Direct local, state and national programs Raise awareness of local history and resources

Albany, NY The New York State and National Registers of Historic Places are the official lists of properties significant in state and national history. Registers listing supports local preservation efforts and provides access to incentives, such as tax credits and grants. Bureau staff help the public prepare registers nominations and evaluate registers eligibility during environmental review.
The Onondaga Highlands-Swaneola Historic District in Syracuse was documented through a historic resources survey and listed on the State and National Registers of Historic Places for its distinguished residential architecture and association with the city s early 20th century development and growth.

National and State Registers Includes buildings, sites, structures, landscapes, boats, etc. Generally must be over 50 years old Must meet criteria for historical associations, architecture, or events

Archaeology, the study of the past through the material remains that people have left behind, is an important component of historic preservation environmental review. The bureau provides guidance to public agencies and local officials on how to identify and investigate cultural resources. Maritje Kill site, Hyde Park, NY
State and federal agencies that fund, license, or approve projects must consult with the bureau to determine if historic or cultural resources will be affected by the proposed activity. Historic preservation environmental review ensures that properties that are listed or eligible for listing on the registers are considered and adverse impacts are avoided or mitigated during the project planning process. Clinton Square, Syracuse, NY
Section 106/Section Triggered by involvement of agency through funding, permits, licenses Resource is listed on National/State Register, or determined eligible for listing by SHPO/Agency Agency Must take into account the effects/impacts of their actions on historic resources, and work to avoid, minimize or mitigate any Adverse Effects

Market Arcade, Buffalo, NY The SHPO provides technical assistance in several areas, including the federal preservation tax credit program, which offers owners of historic commercial, industrial, or residential rental properties a federal income tax credit equal to 20% of the rehabilitation costs.
The state preservation tax credit programs offer owners of properties that qualify for the federal tax credit a state income tax credit equal to 20% of the approved rehabilitation costs. Owner-occupied residential properties that are listed on the registers are also eligible for a state tax credit equal to 20% of the rehabilitation.
State Tax Credit Incoming producing properties: 20% credit (using federal process) Residential Credit: 20% of rehab cost for primary residence, listed on National Register, in distressed census tract, $5,000 or 5% has to be on exterior.
