1 January 16, 2006 Mr. Bryan Bain Kansas Department of Health and Environment Voluntary Cleanup Unit SW Jackson Topeka, Kansas FINAL Re: VCI Soil Boring and Monitor Well Sampling Results Plains All American (formerly Link Energy) Hubert Pipeline Site Logan County, Kansas Plains EMS # Terracon Project No lrerracon Consulting Engineers & Scientists Terracon Consultants, Inc South Eisenhower Wichita, Kansas Phone Fax RE JEIVED J 'N A ~ I U r-.. ilmj -...,..,/ BUREAU OF ENVIRONMENTAL REMEO ATION Dear Mr. Bain : In accordance with the Kansas Department of Health and Environment (KDHE) approved Voluntary Cleanup Investigation (VCI) Work Plan dated May 6, 2004, and Work Plan Addendum N0. 2 dated August 1, 2005, Terracon, on behalf of Plains All American (Plains), installed monitor wells and performed a soil boring at the Hubert Pipeline site, located southwest of Oakley, Kansas (see Figure 1 ). This letter report summarizes the soil boring and monitor well installation/sampling results and presents recommendations. GENERAL INFORMATION Figure 2 shows the approximate locations of newly installed soil boring BH-11 and monitor wells TMW-1 and MW-1, as well as the locations of the previous nine soil borings (BH-2 through BH-1 0) performed at the site. A rotary drill rig was used to perform the recent boring and install the monitor wells. The purpose of the soil boring and monitor wells was to assess deeper portions of the subsurface than previously assessed. As outlined in the VCI Work Plan/Addendum, discrete soil samples were obtained from borings BH- 11 and TMW-1 at approximately 10-foot intervals, beginning at depths of 20-feet and 50-feet, respectively (depths where contamination was previously identified), using a cleaned split spoon sampler. The soil samples obtained were field screened for the presence of headspace volatile organic compounds (VOCs) using a photoionization detector (PID). Soil boring BH-11 was terminated after four consecutive soil PID readings were non-detect below the depth of the previously identified contamination, and the boring for TMW-1 was extended to groundwater and a groundwater sample obtained (PID readings also non-detect, see boring logs). A soil sample obtained at boring total depth from BH-11 (60 to 62-feet) and two soil samples obtained from TMW- 1 (60 to 62-feet and 130 to 132-feet) were analyzed for total petroleum hydrocarbons diesel range organics (TPH ORO) and gasoline range organics (GRO). In addition, one surface soil sample obtained from the backfilled ditch area was analyzed for TPH GRO and TPH ORO. Delivering Success for Clients and Employees Since 1965 More Than 70 Offices Nationwide
2 Plains All American, Hubert Pipeline Site Terracon Project No January 16, 2006 Page2 lrerracon The soil boring for monitor well MW-1 was advanced to below groundwater without soil sampling, and remained uncased overnight to allow the groundwater level to stabilize. After depth to groundwater was measured, the monitor well was constructed in general accordance with the Work Plan/ Addendums. RESULTS The soil and groundwater laboratory analytical results are included in the attached Pace Analytical report, and soil results are summarized in Table 1 (along with previous results). SOIL Petroleum staining and odors were not observed in the soil samples obtained, and PID readings were not detected in the soil samples field screened. As indicated in Table 1, TPH GRO and ORO were not observed in the soil samples analyzed from BH-11 (60 to 62-feet depth) and TMW-1 (60 to 62-feet and 130 to 132-feet depth). TPH GRO was not detected in the Ditch sample, however, TPH ORO was detected in the Ditch sample at a concentration of 2,540 milligrams per Kilogram (mg/kg), which exceeds the Risk-Based Standards for Kansas, Residential Scenario (RSKs), Soil Pathway (2,000 mg/kg), but does not exceed the RSK Soil to Groundwater Pathway (3,000 mg/kg), or the Non-Residential RSKs. WATER Monitor wells TMW-1 and MW-1 were developed and sampled in general accordance with the Work Plan/Addendums. TPH GRO and TPH ORO were not detected above laboratory detection limits in the water samples analyzed from MW-1 and TMW-1. FINDINGS AND RECOMMENDATIONS Based upon information developed from the VCI, TPH GRO and ORO impact appears to be limited to soils at depths of less than approximately 50-feet near release area (near B-1, BH-2, and TMW- 1 ). The horizontal and vertical extent of TPH GRO and ORO soil contamination is delineated to the north, south, east, and west of the release area. TPH GRO and ORO have not been detected in groundwater samples collected and analyzed.
3 Plains All American, Hubert Pipeline Site Terracon Project No January 16, 2006 Page 3 llerracon Based upon the VCI results, Terracon recommends that no further assessment activity be performed, the monitor wells be plugged, the final VCI Report be prepared, and the site designated "No Further Action." If you have any questions please give Jeff Dann, Plains All American (713) or Jim Bruggeman, Terracon (316) a call. Sincerely, lrerracon ~~~~ a ~ruggeman, P.G.
