1 73 MASTER ANTENNA TELEVISION (MATV) SYSTEM 1 GENERAL 1.1 GENERAL (N) The first part of this specification contains details of all services that may be required for ELECTRONIC SERVICES. Refer also to Attachment 1"SITE SPECIFIC WORKSHEET" for specific details of the requirements for this project. The site specific worksheet varies the requirements described in this document to reflect actual project requirements. 1.2 REFERENCED DOCUMENTS Electronic Services shall comply with the following referenced documents: - Preliminaries Electronic Services; - Installation Standards - Electronic Services; - Testing Commissioning and Acceptance - Electronic Services; and - Electronic Services specifications; - Electronic Services drawings. Refer also to Architectural drawings and other services drawings for proper coordination and final location of all services. 2 -SCOPE OF WORK 2.1 OUTLINE DESCRIPTION (T) Services (T) Provide an MATV system that receives and distributes nominated off air television and radio services as well as in house video channels. The head-end shall process digital channels but distribute those channels in both analogue and digital format and provide full Band II FM radio. Channels (T) The channels shall comprise: - Off -air digital TV channels; - Other local TV channels where they are not also delivered as digital; - Off -air FM radio channels as specified; and - In-house video channels as specified. Off air digital TV channels shall be distributed through the MATV system as both digital and analogue signals thereby allowing users with analogue and receivers, and those users with digital-ready receivers (or set top boxes) to receive the TV channels. 2.2 EXTENT OF WORK (I) Head-end equipment (I) The MATV system shall be distributed to all locations shown on the drawings. The head-end equipment shall be mounted as specified. The head-end equipment for each operator, for in-house video, shall be located as specified. March 2006 Page 73/1 Project No

2 Outlets (I) Outlets shall be provided to all locations shown on the drawings. Equipment requirements (I) The extent of work for the MATV System includes the following principle items: - Antennas, brackets, down leads, galvanic isolators, signal processors and head-end feeder cables; - Head-end wall mounting brackets/cabinets, directional couplers, signal generators, signal processors, modulators, converters, combiners, RF network distribution amplifiers, audio & video distribution amplifiers, fan trays and power supplies; - Distribution cabling and connectors; - Television distribution panels, directional couplers, distribution, line extender, apartment and drop amplifiers; - Facility cabling to MATV outlets; - MATV outlet plates; and - A fly lead, length 2 meters, for each MATV outlet. 2.3 IN-HOUSE VIDEO (T) Control (T) In-house video channels shall be controlled as specified. In-house VCRs (I) Provide Digital Versatile Disc (DVD) players as specified, connected to the MATV system using analogue modulators, to allow in-house analogue video distribution as specified. Install the DVDs at the location(s) 3 OPERATIONAL REQUIREMENTS 3.1 OFF-AIR TV DESCRIPTION (I) Channels (I) The VHF channels shall be received by an antennae and the UHF channels shall be received by separate antennae. The antennae output signals shall be reticulated by separate cables to a high selectivity filter. Digital and analogue compatible antennae from the Matchmaster Digimatch series shall be provided. The combined output shall be connected to the head-end down lead cable. Spare coaxial down lead cables shall be provided for future expansion. Each down lead cable shall have an individual galvanic isolator. The offair channels shall be processed by WISI Topline OV-45A terrestrial channel converters. Provide reception of all local digital TV channels and all local analogue TV channels where no digital channel is available. 3.2 OFF-AIR RADIO DESCRIPTION (T) (T) The off-air radio signals shall be fixed by individual tuners and then modulated to the nominated channel using WISI Topline OV-35A frequency agile modulators. A video (sync) generator shall be provided for each radio channel that allows a coloured background with moving text radio station identification to be combined with the radio signal and displayed on the TV receiver. The radio tuner outputs shall be balanced to maintain signal quality and performance. The specified radio bands shall be processed and distributed using a WISI Topline OV-22 FM range amplifier. All radio signal levels are to be maintained at 10 db below the lowest television carrier at the outlet plate. Provide the specified number off-air radio channels. 3.3 PERFORMANCE (T) Quality (T) The received signal at any point within the MATV system shall be such that the impairment to any single parameter shall be no worse than Grade 4 on the 5 point scale for television reception impairment as detailed in CCIR Recommendation Kyoto 1978 Vol. X1. 3 - 5: Imperceptible impairments; - 4: Perceptible (not annoying) impairments; - 3: Slightly annoying impairments; - 2: Annoying impairments; and - 1: Very annoying impairments Subjective evaluation shall be carried out by assessing the TV signal on a test colour TV receiver. The picture shall be observed from a distance equal to 6 times the picture height in subdued lighting conditions.. All signals shall be distributed in PAL format on standard frequency allocations. Frequency Spectrum All broadband components shall operate with a forward path frequency range of 50MHz to 860 MHz. 4 TECHNICAL REQUIREMENTS 4.1 PERFORMANCE (T) Impedance The nominal impedance of all cables, connectors, passive and active components shall be 75 Ohms. Maximum Level (T) The maximum level of any signal at any point within the MATV System shall not exceed 120 dbu V (1 volt) RMS. A de-rating factor shall be applied to all distribution amplifiers. The derate factor shall be calculated as 7.5 log (n-1) where n = the number of channels. Amplifiers shall be further de-rated for cascaded operation. Signal characteristics (T) Signal characteristics shall be as follows: - The picture signal level at all service outlets shall be between 60 dbuv and 77 dbuv; - The relationship between vision and sound carriers shall be maintained; - The level of any two channels at one service outlet shall not differ by more than 6 db; - The level of any two channels between any two outlets on the same distribution node shall not differ by more than 10 db; - The levels of any signal other than the specified services shall be below 48 dbc at any point in the system. - The level of any one channel across any two service outlets shall not differ by more than 12 db. - Carrier/noise ratio shall be equal to or better than 47 dbc at any point in the system. - Carrier/noise ratio shall be equal to or better than 52dBc at the output of the head-end launch amplifiers. - Composite distortion performance shall be equal to or better than 52 db. - Carrier to 50 Hz hum ratio shall be equal to or better than 46 db. Antenna Levels (T) The output of the high selectivity filter shall be adjusted so that the optimum level of 70 dbuv is presented at the input to the terrestrial processors. 4 Isolation (T) The isolation between any two service outlets shall be equal to or better than 36 db. Cross Modulation (T) The modulation of any signal by the other signals shall be less than or equal to -46 db at any service outlet. Cascaded amplifiers shall be correctly de-rated to maintain this cross modulation level. Power Failure (T) All active components automatically reset to their pre-programmed sequence of events upon the return of power after any power disruption. 4.2 COMPONENTS (I) Cables MATV coaxial cable with a Structural Return Loss [SRL] of >20 db and a Velocity of Propagation [Vp] of.85oc shall be utilised. All RG-6 lateral cabling shall be RG-6 Quad-shield and all trunk cables RG-11 Quad-shield. TVDP cabinets (I) The active TVDP cabinets shall be metallic and constructed to minimize EMI interference to the equipment. Service Outlets (I) Type and construction shall be single gang outlet plate with Matchmaster F type to PAL IEC incorporated socket. Isolating type outlet plates shall not be used due to degradation to the system performance as a result of interference ingress and response modification. Terminating Resistors (I) With the exception of service outlets a 75 ohm F connector terminating resistor shall be connected to all unused RF ports. Earth Screen Segregation (I) Galvanic isolators for lightning protection on the antenna down lead cables to prevent any rising potential differences in earth voltages shall be provided. 4.3 EQUIPOTENTIAL BONDING (I) (I) All antenna masts, equipment racks and TVDPs shall be earthed to the nearest Low Voltage Distribution Board. 4.4 SYSTEM EQUALISATION (N) All cable equalisation and tilt adjustment shall be achieved by pre-correction in the head-end launch amplifier and in the active node distribution amplifiers. Passive cable equalisation shall be utilised where required. March 2006 Page 73/4 Project No

5 4.5 LOCAL BROADCAST RECEPTION COMPONENTS (D)(I) Antennae (D) Television and radio receiving antennae shall be sited to achieve the most suitable ghost and noise free performance. This position shall be selected from the results of a site survey Supports Antennae and their associated supports shall be designed to withstand sustained wind velocity of 150 km/h without incurring any damage or change in orientation. Mast Head Amplifier Masthead amplifier shall be used where required signal levels cannot otherwise be obtained. Off-air signals shall be pre-processed with a high selectivity filter before connection to the head-end down lead cable. Antenna Down lead Cables (I) Antenna down lead cables shall be correctly terminated and suitably protected from the environment. The antenna down leads shall be RG-11 Quad-shield cable with high return loss 1 GHz F-type Hex crimp connectors. 4.6 HEAD-END COMPONENTS (I) (I) The head-end shall accept the off air television and radio signals while producing the in house television signals. Within the head-end the off air radio and in house television shall be converted to radio frequency (RF) signals and combined with the processed off air television signals. The RF signals shall then be broadband amplified before being inserted onto the MATV distribution network. The completed head-end shall be supplied with a single fan tray per cabinet, installed to maintain thermal cooling requirements. All equipment is to be and mounted in 19 mounting frames. AM/FM Stereo/Mono Tuner (I) Sherwood TX 1050C digital tuners shall be provided. WISI Topline OV-36A modulators shall be used. Terrestrial Converters (I) WISI Topline OV-45A terrestrial channel processors shall be used. Separate converters shall be provided for each channel that requires conversion. Off air received television channels shall be converted to alternative frequencies with the original frequencies left vacant to minimise interference. The converters shall be the same style as the modulators and mounted within the 19 mounting frames located at the MATV head-end. Head-end Broadband Amplifiers (I) Launch and distribution amplifiers shall be used with a 6 db slope output level capability of 109 dbuv, 36 db gain and CSO, CTB & CMR performance of -60 db with 42 CENELEC analogue channel loading. All amplifiers shall be of the power doubling variety and have a noise figure of < 6 db. Video Amplifier (I) Practel PT349 video amplifiers shall be provided. Stereo Audio Amplifier (I) Practel PT 510 audio amplifiers shall be provided. 4.7 TELEVISION DISTRIBUTION PANELS (TVDP) COMPONENTS (I) (I) The active TVDP s shall be constructed in metal cabinets with all components mounted on a steel sub-plate. The cabinets are to be common keyed. The 240v mains outlet shall be mounted adjacent to the cabinet. This 240v mains outlet shall come from the same dedicated power supply circuit and protective earth as the headend. Passive distribution panels shall be contained within an electrical poly-box. The components shall be mounted on an insulated mounting pan and the box shall be secured with tamper proof sealing. The distribution network shall be a balanced star configuration with a separate RG6 drop cable to each outlet. WISI DM series splitters and taps shall be used throughout. 6 4.8 EARTHING (I) (I) All MATV panels, both active and passive, shall be earthed to the same low voltage technical earth as the head-end equipment racks. Installation and connection of these earth cables shall be provided as part of the scope of work of this specification. Antennae (I) Bonding of all antennas to the roof lightning protection system shall be completed as part of the scope of work of this specification in consultation with the Electrical Contractor. Isolation of the antennae protective earth bonding from the MATV system technical earth shall be achieved by the use of galvanic separators. 4.9 LABELING & SCHEDULES (I) (I) All trunk, spur and drop cables shall be uniquely labelled and recorded in the schedules. Television Distribution Panels (I) Black 50mm high lettering on the door of each TVDP shall be provided to designate the panel name. 5 EXERCISE YARD TELEVISION INSTALLATION 5.1 GENERAL REQUIREMENTS Provide a television receiver in each Watchhouse exercise yard. 5.2 EQUIPMENT TV receiver Provide a Panasonic 51cm Stereo Flatscreen TV (Model No. TX-21FG50A) or approved equivalent. Equivalents shall be commercially available colour units able to receive all frequencies in the VHF and UHF television bands. Select units for their ruggedness and ability to operate continuously in the housing. Provide TV receivers with infrared receivers and a common handheld remote control. TV antenna Utilise the MATV antenna system. Audio system External speaker: Provide an external speaker in each exercise yard. Speakers shall be Jacques SVR-100 Vandal Resistant speakers or approved equivalents. Where the television receiver does not have an external speaker connection, or the audio output from the television receiver is less than 5 watts, provide a separate audio amplifier and speaker system. Flush-mount the external speaker in the ceiling in an approved location and the audio amplifier, if required, is to be mounted in the housing with the television receiver. Speaker enclosure: The construction of the speaker 'enclosure' shall be appropriate for the hostile environment in which it is intended to be installed. Interface: Provide level and impedance matching between the preamplifiers and main amplifiers. 5.3 OPERATION Where an audio amplifier is required the audio level is to be preset using amplifier volume controls. Infrared repeaters Provide infrared repeaters to extend the infrared receiver operating range. Install the repeater IR emitter in the TV enclosure immediately opposite the TV IR receiver, and install the repeater IR receiver in the corridor in the Intercom Local Control Panel. Install the repeater IR receiver such that the operation of the TV in one exercise yard does not affect the operation of the TV receivers in any other exercise yard. Provide a common hand held remote control which can be used for control of all TV receivers. March 2006 Page 73/6 Project No
