1 Request for Proposal For Environmental Consultant for YHM Air Cargo Facility Purpose The John C. Munro Hamilton International Airport (the Airport) is seeking an experienced environmental management company (the Consultant) to support the safe construction of an Air Cargo Facility by ensuring compliance with all applicable laws and other relevant requirements, and maximizing the protection of health, safety and the environment. Project Description The Air Cargo Facility project includes the construction of a new cargo terminal building with adjacent loading docks and parking lot. The first phase of the project (scheduled to begin at the end of June 2014) will include demolition of one structure known as Hangar #2 followed by construction of the cargo building and loading docks. The second phase (currently scheduled for June 2015) will include demolition of a second structure known as Hangar #3 following by construction of car parking. Note Hangars #2 and #3 are original structures from the 1940 s and once were part of the Royal Canadian Air Force base that operated until Hangar #3 was partially destroyed by a fire on February 15, The boundary of the project is shown in red (for the first phase) and in blue (for the second phase) in the
2 diagram below. The excavation depth for foundation and site servicing is estimated to be approximately 3 m. Scope of Work The work to be completed by the Consultant consists of three stages: Stage 1: Identify known and unknown sources of ground contamination, and plan for potential project impacts from such sources. To identify areas of potential concern, the consultant will generally follow the Canadian Standards Association document Z Phase I - Environmental Site Assessments or the ASTM Standard E , Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment (ESA). Protocols should be customized to meet the construction project schedule and regulatory requirements. Because the construction is anticipated to begin at the end of June 2014, time is of the essence. The following tasks are expected as part of Stage 1: o Task 1: Kick Off Meeting The Consultant will attend a kick off meeting via conference call to review the following: Available site information Construction project, methods and schedule Hamilton International Airport RFP for Environmental Consultant for YHM Air Cargo Facility Page 1
3 Site, security, safety and access requirements Identify and prearrange site access o Task 2: Review of Documentation and Site History Information provided by the airport will be reviewed as well as other relevant information gained through inquiries of sources in accordance with Phase I ESA guidance. Potential issues of concern will be identified and used to inform the site reconnaissance described below. Please read the Appendix 1 Previous Environmental Work section at the end of this RFP for an introduction to the information available. o Task 3: Site Reconnaissance A site reconnaissance of the construction site and adjacent land shall be conducted. The purpose of the site reconnaissance is to verify information learned through document review and to collect evidence of potential environmental concerns within the construction area and the accessible adjacent land. A site plan should be prepared that identifies the areas of potential environmental concern in relation to project excavation and phasing plans. o Task 4: Construction Contract Input The Consultant will review relevant sections of the construction management contract and relevant trades contracts to a) identify and recommend additions or modifications that would require, for example, the contractor be prepared to provide and manage resources for tank removals, soil or groundwater remediation, and/or the discovery and remediation of unexpected contamination, and b) to ensure safe working conditions. o Task 5: Recommend Further Action Taking into account the construction schedule, the Consultant will provide recommendations in sufficient detail, with order-of-magnitude costing, to facilitate timely decisions regarding remediation. The Consultant will present the recommendations to the project team in a Memo format and via a conference call on or before July 16, 2014 and will identify all permits and authorizations that may be required to undertake the remediation, and the expected time lines required. As part of the recommendations, the Consultant shall also identify and recommend disposal/treatment options for contaminated or suspect contaminated materials. 4 Consultant will prepare work plans and any other required documentation (e.g., permit applications), as required, to implement the selected recommendations. Stage 2: Investigate and remediate sources of contamination, if required, in advance of construction Stage 3: Monitor construction/remediation activities and respond to the discovery of unexpected contamination. Note the scope of Stages 2 and 3 will be developed following completion of Stage 1. Potential Stage 2 and 3 tasks include, but are not limited to soil and groundwater investigation. Proposal Submission Process Deadline The Airport is inviting your organization to submit a proposal before Wednesday July 2nd, 2014 at 3:00 pm (EDT). Content and Format Your proposal shall be comprised of two separate documents. The first one will be the Technical Proposal and will: 1. Detail all proposed project personnel, including a project manager who will be assigned to this project, showing relevant experience, office location, education, qualifications and their responsibilities and roles for each task. Please provide a brief (1/2 page max.) resume for all proposed personnel. 2. Provide an introduction that includes a background statement, a summary of the objectives of the proposed work, and your overall approach to achieve the project objectives. (1 page max.) 3. Identify any cost savings or innovative approaches to address the schedule and to minimize impacts on the construction project. (1 page max.) 4. Describe the proposed methodology to meet the project objectives and fulfil the scope of work, the degree of success expected, and any major difficulties that are anticipated. It is suggested that the Consultant provide sufficient details to demonstrate an understanding of the problems and their competence to solve them. The consultant should describe anticipated methodology and difficulties for Stages 2 and 3. (4 pages max.) 5 5. Propose a detailed schedule for task completion dates. 6. Identify typical sub-contractors you expect to use for Stage 2/3 (e.g., laboratory, drilling contractor). The second document will be the Cost Proposal and will contain a detailed cost breakdown of the steps described in the Technical Proposal, including hourly rates of the proposed personnel. Please use the Excel spreadsheet provided to submit your Cost Proposal. In submitting the Proposal, Proponents agree that the decision of the Evaluation Committee is final and binding, and will not be subject to review by any court and any Proponent breaching this provision will indemnify the Airport for all its costs as a result of same, save and except where the Airport has acted in manifest bad faith. The RFP shall not obligate or commit the Airport to award a contract. 6 Note Proponents may be contacted for clarifications. Proposals will need to exceed the above threshold in every category in order to be eligible for the second phase of the evaluation process, which will consist in opening the Cost Proposals. The Proposal with the lowest contract price will be recommended for the award of the Contract. If there is a tie between two or more Proposals, the Proposal with the highest ranking Technical Proposal will be recommended. After review by the Evaluation Committee, the Airport will commence negotiations with the Preferred Proponent. The successful Proponent will be required to provide evidence it is legally authorized to carry on business in the Province of Ontario. Note the Airport shall not be required to cause prices to be read out publicly upon the opening of Proposals or at any other time and official notification will only be given to the successful Proponent. At its discretion, the Airport may (but shall not be obliged to) reject any Proposal that does not comply with this RFP. The Airport shall not be obliged to disclose the evaluation results of any individual member of the Evaluation Committee. Any evaluation carried out by the Evaluation Committee shall be considered to be fair and accurate for all purposes. Award information will be posted on the following website: Appendix 1 Previous Environmental Work 1996 Environmental Baseline Study In preparation of transferring ownership of the airport from Transport Canada to the City of Hamilton, an environmental baseline study was completed. A series of reports were authored by XCG Consultants Ltd., including: Hamilton Airport Phase I Environmental Baseline Study, Final Audit Report, Project No , April 12, 1996; Final Report, Field Screening Report, Environmental baseline Study, Hamilton Airport, Mount Hope, Ontario, Project No , June 7, 1996; Hamilton International Airport RFP for Environmental Consultant for YHM Air Cargo Facility Page 5
7 Final Report, Detailed Investigation Report, Environmental Baseline Study, Mount Hope, Ontario, Project No , October 22, 1996; and Final Report, Environmental baseline Study Summary Report, Environmental Baseline Study, Hamilton Airport, Mount Hope, Ontario, Project No , October 25, The following is a summary of key findings, primarily documented in the Detailed Investigation Report and summarized on Figures 8 and 9 of that report. Fuel storage tanks (underground storage tanks UST, and aboveground storage tanks AST) were identified in the following locations: UST Northwest corner of Hangar #2 UST Northeast corner of Hangar #2 Two ASTs Northeast of Hangar #2 UST Northeast corner of Hangar #3 In addition, the following issues were noted: Two USTs suspected of containing sanitary waste were located north of Hangar #3. Hangar #2 s building trenches were found to contain an estimated 3 tonnes of sediments contaminated with cadmium, lead and zinc. Soil staining in a truck parking area north of Hangar #3 was investigated, but contamination was not found in excess of the established criteria of the time. A former paint room in the northwest corner of Hangar #3 (pre-1993 fire) was investigated and an estimated cubic metres soil was defined as contaminated with petroleum hydrocarbons. An area indicating a paint spill (Area 23) south of Hangar #3 is shown on Figure 9 in the XCG report. However, the associated discussion in the report could not be found. 8 1997 Remedial Activities In 1997, Golder Associates Ltd. was retained by TradePort to undertake specific remediation activities that were identified as being the responsibility of Transport Canada. The results of this work are documented the report Status of Remedial Activities dated December The following is a summary of key remedial activities that pertain to Hangar #2 and #3. Five hundred and fifty tonnes of soils were removed at the location of the former UST located in the northwest corner of Hangar #3. During excavation, a UST filled with concrete and free hydrocarbon product was discovered, but was left in place as it was described beyond scope of the work. In addition to the UST, an elevated square structure described as possibly being a foundation for a fuel dispensing island or aircraft engine test mount was discovered but left in place. A 50 mm diameter steel pipe was discovered, suggesting additional USTs in the area. Golder recommended additional investigation/remediation. One hundred and ten tonnes of soil was removed from the former paint room (northwest corner of Hangar #3 before the fire). Golder verified that the remaining soils met Guideline for use at Contaminated Sites in Ontario, February 1997 and no further work was recommended.
