5 Definitions ABLE (Adult Basic and Literacy Education): Federally funded programs designed for adults who have not attained functional competency in basic skills at the eighth-grade level. Also, the general designation for programs of instruction for adults at the basic skills/literacy (ABLE) level; English as a Second Language for adult immigrants and refugees (ESL); and General Educational Development (GED), or preparation for the GED tests. ABLELink: Andragogy: Basic Skills: Ohio ABLE Information Management System The art and science of teaching adults. The basic skills are those involving the ability to read, write, communicate, compute, think critically, and solve problems necessary to function in society today. Collaborative Learning: Facilitators and learners are active participants in the learning; there is a sense of community; knowledge is created instead of being transferred; there is no hierarchy between facilitators and students, and the knowledge is the community. Contextual Learning: (Also known as brain -based learning, project -based learning) Teaching which emphasizes using real-world materials for instruction. Teaching which uses real-world problem or projects for instruction. Consortium: Geographically grouped, ABLE programs which provide staff development and professional opportunities. EFF: ESOL: Equipped for the Future is an initiative from the National Institute for Literacy that is designed to provide a framework for adult basic education. English for Speakers of Other Languages. Programs to teach those whose native language is not English. Cooperative Learning: Learners work together, share insights and knowledge, and help one another as they learn. Facilitator: Facilitators expedite the learning process by working with learners to learn using their best learning style, and enabling learners to learn on their own or collaboratively. Family Literacy: A holistic approach to short- and long-term eradication of literacy deficiencies by seeking to address the educational needs of the whole family, as defined by its members. Family Literacy/International Literacy: Programs focus on both the parent and the child. Teach the parent, reach the child. This program attempts to address the needs of the educationally disadvantaged parent and child. GED: GED Testing Service: The division of the American Council on Education that develops and distributes the Tests of General Educational Development. LAU Center : LAU vs. the Board of San Francisco Board of Education was the first test case for equal rights under the Civil Rights Act for Language Minority Students. (ESOL). The purpose and mandate of 126

6 the LAU Center is to insure that non-english speaking children receive equal access to education under the Civil Rights Act. Life Skills: Life skills are life management skills necessary to enhance the learner s awareness of himself or herself in relation to others, to the community, and to the society at large. They include both personal and interpersonal skills. LPDC-Local Professional Development Committee: May have a district-level or building-level scope of operations, and may be established with regard to particular grade or age levels for which an educator license is designated. Shall consist of at least three classroom teachers employed by the district, and one other employee of the district appointed by the superintendent. Pedagogy: The art and science of teaching children. Self-Directed Learning: The learner takes the initiative for the learning. The learner determines what must be learned, how it will be learned, what resources will be used, and how the results will be evaluated. SR-1 Grant: Program instructional grant Whole Language: An educational approach which emphasizes the experiences and language skills the learners already possess. Interest is maintained because of the focus which is on issues of concern or interest to the learners. This approach utilizes the small group setting as the most helpful. Reading, writing, speaking, and other skills are used in conjunction to develop a set of skills the learner can use to attack any life situation. Workplace Education: Education services offered in collaboration with business, industry, government, and/or labor. Workplace Literacy: Programs focus on the basic skills necessary to perform current or future jobs. 223 Funds: Section 223 of the Workforce Investment Act of 1998 establishes that not less than 12 percent of funds be used for special experimental demonstration projects and teacher training. These funds are used to provide professional development activities for our Adult Basic and Literacy Education programs through the local consortia and the statewide Resource Center Network. Special training and demonstration projects granted to programs provide products and training that are shared statewide. 127
