2 RUSA Bill F16 2 Author: Viktor Krapivin, On Behalf of the Internal Affairs Committee Sponsors: Internal Affairs Bill to Update the RUSA Standing Rules Whereas, the just and efficient operation of the Assembly relies upon rules that are fair and up to date, Whereas, the current Standing Rules of RUSA have many internal inconsistencies, Whereas, an update is required to bring the Standing Rules in line with current practice, Whereas, it is important to balance the need of the majority to govern versus the need of the minority to be heard. Be it hereby enacted, that the Assembly amends its Standing Rules to read as in the attached document, Be it further enacted, these changes shall take effect at the next meeting of the Assembly and any changes in regard to the rules of University Senate attendance shall not be retroactive.

3 RUSA Resolution F16 2 Author: Avi Desai, Evan Covello, Anish Patel Sponsor: Legislative Affairs Resolution to Support New Jersey Senate Bill 2249 and Assembly Bill 2134 Whereas, the current student representative to the Board of Governors does not have a vote and is only allowed to sit in on meetings that are open to the public; and Whereas, the Board of Governors is the highest governing body at the University; and Whereas, shared governance is a core value of the University and is essential to its function; and Whereas, in order for Rutgers University to achieve shared governance, students should have a voice and a vote on the Board of Governors; and Whereas, twelve of the other thirteen Big Ten schools have student representation on their equivalent board to the Rutgers Board of Governors; and Whereas, nine of those twelve schools allow for at least one full voting student representative on that board; and Whereas, New Jersey Senate Bill 2249 and Assembly Bill 2134, if passed, would amend the Rutgers Board of Governors structure to add one student voting member; and Whereas, members of the Rutgers University Student Assembly have already been successfully meeting with state legislators to gain support and co sponsors for this bill; therefore Be it hereby resolved, that the Rutgers University Student Assembly supports Senate Bill 2249 and Assembly Bill 2134 to add one student voting representative to the Board of Governors and will work with state legislators as appropriate to affect the composition of the Board in this way. 1 S2249: 2 A2134:

4 RUSA Resolution F16 3 Authors: Chase Goodwin, Avi Desai Sponsors: Legislative Affairs Resolution to Participate in the Vote B1G Campaign Whereas, The Association of Big Ten Students (ABTS) has launched Vote B1G, an initiative to register 30,000 students to vote for the November Elections; and Whereas, The Rutgers University Student Assembly has an opportunity to support this historic effort to get students in the Big Ten Conference civically engaged and play an active role in U.S. democratic endeavors; and Whereas, This campaign serves as an addition to Civic Nation s ALL IN Campus Democracy Challenge that includes more than 130 campuses across the nation, with a focus on registering students across the Big Ten conference; and Whereas, Competing against other Big Ten Schools voter percentages will strengthen Rutgers University s presence within the conference; and Whereas, The voter information will be generated by the National Study of Learning, Voting, and Engagement (NSLVE); and Whereas, The campuses that perform well will receive an award and be honored at a formal ceremony in Washington DC the Fall of 2017; and Whereas, ABTS believes a strong performance by the Vote B1G challenge will convey the message to elected officials that student interests deserve serious consideration; and Be it hereby resolved that, The Rutgers University Student Assembly will participate in the Vote B1G Campaign to promote civic engagement, and get 30,000 Big Ten students registered to vote. Be it hereby further resolved that, The Rutgers University Student Assembly will add the Vote B1G logo to its current voting campaign and use social media in collaboration with ABTS.

5 RUSA Resolution F16 4 Author: Avi Desai, Evan Covello Sponsor: Executive Committee Resolution for RUSA to Co sponsor the Constitution Day Speaker Whereas, student civic engagement has been a major focus of RUSA for during this election year and years past; and Whereas, Tracey Meares will be coming to Rutgers to speak on Wednesday, September 28 at Trayes Hall at 7:00 pm about Constitution Day; and Whereas, the speaker coming to speak about Constitution Day will provide students with another way to get more informed and civically engaged; therefore Be it hereby resolved, that the Rutgers University Student Assembly co sponsors the Constitution Day speaker and will work to promote the event to get a large turnout.
