12 Three areas of cultural rights protected under federal law: The right to burial protections The right to repatriate stolen human remains, burial offerings, and cultural items The right to freely worship at off-reservation sacred places ultural rights We begin with a story about Cultural Rights as our ancestors are from here and because we are taught to hold certain beliefs, things, and places as sacred.
The State of Indian Countr y Arizona 2013 mountains where their deities live and where they pray, places where their ancestors once lived, harvested medicinal plants, and buried their dead. Dr. James Riding In 45 The report begins with our ancestral ties to this land that goes back to time immemorial.
22 As tribal people, we trace our history in millennia. Today, we are citizens of our respective tribes, the state of Arizona, and the United States. emographics
The State of Indian Countr y Arizona How we are accounted for impacts the agreed upon federal obligations to American Indian people.
32 We tell the complicated story of Health and Human Services to explain how tribal people receive these critical services, which were originally promised by the federal government in exchange for the taking of valuable land, water, and other natural resources. ealth and human services
36 Policymakers at all levels and the public and private sector don t fully understand how we receive our health care and social services.
46 This report describes how introducing Native languages is helping to make education more relevant for our young people to thrive in two distinct worlds, the native and non-native world. ducation and native languages
48 As American Indians, we live in two worlds. The contemporary world and our traditional world. How do we retain our traditional languages and culture and prepare our children for the future?
54 This report on natural resources describes the role tribes play both in stewardship of the land, air and water, and in active energy production and conservation. ustainability Land that still remains with tribes contains vast stores of minerals, timber, natural vegetation, and wildlife. Others are prime for renewable energy opportunities and many tribes control significant water rights.
68 Tribal nations control approximately 28% of the land in Arizona and are stewards of significant natural resources throughout the state.
74 Long before contact with European explorers, tribal people in the southwest developed thriving economies farming, hunting, fishing, trading, and raiding. In modern times, specifically since the development of Indian gaming, tribes in Arizona have expanded their economies by leveraging gaming as the economic engine. conomic development
46 Arizona Indian Gaming was a critical turning point in economic opportunity for Tribal Nations. Tribes have used these revenues to invest in the community s physical infrastructure, provide social services for their members, and create a diversified and sustainable tribal economy.
the benefits of indian gaming 32 If the tribes were a combined single employer, they would be ranked the fourth largest employer in the state of Arizona. Direct, Indirect, induced impact of recurring casino purchased and hiring reached nearly $1 billion of gross state product in Arizona state and local governments collected $63 million in sales and excise tax in In the past 10 years, Indian gaming has contributed nearly $1 billion to the Arizona Benefits Fund.
economic revitalization: doing 46 business in indian country Tribal governments and enterprises Commercial and small business development Addressing decades of neglect Enabling tribes to build schools, health care facilities, adequate housing, and much more Enterprise development, entrepreneurship, and commercial leasing opportunities
building out infrastructure 8 Political Exercising self governance Legal Exercising jurisdictional authority Regulatory Oversight and accountability Hard Infrastructure water, power, housing, telecommunications, government services Soft Infrastructure a trained workforce; educational and employment opportunities and small business development
general business & 12 regulatory requirements Register with the Economic Development Office Environmental & Cultural Protection Requirements Procurement/Vendor Registration Process Tribal Employment Rights Office (TERO) Business License and Sale Tax Requirements Gaming has its own Regulatory and Licensing Requirements Note that each Tribal Nation has its own set of processes and regulations
setting expectations when 32 looking for business Do your research and understand that each tribe is unique from both a business and cultural perspective Various markets within a Tribal Nation - the tribal government; programs & departments - tribal enterprises; gaming, telecommunication, etc. - public sector; school districts, and health care - private sector; local businesses & entrepreneurs
cultural considerations 46 Recognize that each tribal nation and community is unique and has its own distinct way of doing business Take the time to better understand the requirements of a specific tribe Be respectful of local cultural customs and value systems
The 22 tribal governments within the boundaries of the state of Arizona are not just a single list of tribal governments. They have ancestral ties and interact with one another in dynamic ways based on land, language, culture, and long-standing relationships.
