8 U.S. CUSTOMS AND BORDER PROTECTION Automated Commercial Environment (ACE) Single Window ACE Goal: To modernize trade processing and serve as a Single Window through which trade-related data required by the U.S. government to import or export cargo is submitted and processed. Key ACE Benefits Quicker data availability for government enables enhanced identification of dangerous or prohibited shipments Near real-time, automated decision making expedites the flow of legitimate trade and improves the security and safety of cargo processing Automated processing makes it easier for industry to comply with government regulations Reduced manual paper processing reduces costs and saves time for government and industry partners By 2016, ACE will become the Single Window for trade processing

10 U.S. CUSTOMS AND BORDER PROTECTION One U.S. Government at the Border (1USG) The One U.S. Government at the Border (1USG) is an effort by PGAs, in conjunction with trade groups, such as the Commercial Customs Operations Advisory Committee (CCOAC), to streamline data collection processes to lower the cost of importing and exporting to and from the United States. The ultimate goal is to improve U.S. economic competitiveness while enhancing PGA enforcement efforts. Executive Order "Streamlining the Export/Import Process for America's Businesses," signed on February 19, 2014, directs U.S. federal agencies with a role in trade to complete the development of an electronic "Single Window" by December 2016 Border Interagency Executive Council (BIEC): Consists of leaders from trade PGAs to expand intra-government teamwork through modernization Objective Implement CBP s ACE Single Window; develop policies and processes needed to facilitate trade and advance compliance with applicable laws with the following priorities: o Risk management, Process coordination, External engagement
11 Simplified Processes Initiative U.S. CUSTOMS AND BORDER PROTECTION Develop a transformation strategy and manage implementation of policy, processes, and technology recommendations to optimize the import process through collaboration with the Trade and CBP. Overview: CBP launched the Simplified Processes Initiative to develop innovative solutions to critical issues emerging at the intersection of trade facilitation, enforcement, and national security. Phase I Summary and Review (2014): Examined the import summary and revenue collections processes and identified opportunities for improvements. Phase II Post-Release (2015): Defined recommendations for the desired future-state of post-release processes. Phase III Stakeholder Engagement (2016)*: Socialize and prioritize recommendations on optimizing import processes, and develop a multi-year Simplified Processes Roadmap. Lifecycle Vetting Manufacture Goods & Prepare for Shipment Unified ACE Cargo Release Admissibility Targeting Admissibility Decision Goods Arrive and are Held, Distributed, Exported Monthly Summary & Statement Post-Release Settlement Pre-Approval/ Certification Release Payment Post-Release/ Settlement
12 Key ACE Benefits for PGAs U.S. CUSTOMS AND BORDER PROTECTION Federal agencies have earlier, automated visibility to shipment data o Expedites their import or export assessments at the border and speeds the flow of legitimate trade o Improves security, health and safety of cargo Facilitates interaction PGAs o Integrated chat/messaging feature allows CBP to interface with PGA personnel Eliminates need to submit PGA forms through paper o PGA Message Set allows for digital submission of PGA data in lieu of paper forms. o Document Imaging System allows electronic submission of imaged copies of PGA and CBP forms electronically as opposed to paper.

15 Pre-Inspection Pilots U.S. CUSTOMS AND BORDER PROTECTION The Cargo Pre-Inspection Program, an initiative under the 21 st Century Border and U.S.-Mexico High-Level Economic Dialogue, provides for certain cargo to be pre-inspected in the exporting country prior to crossing the border into the importing country in an effort to improve the flow of trade. In 2011, Mexico s Tax Administration Service (SAT) and U.S. Customs and Border Protection (CBP) mutually agreed upon three locations to conduct Cargo Pre-Inspection Program pilots: olaredo International Air port, Laredo, Texas omesa de Otay, Baja California, Mexico osan Jerónimo, Chihuahua, Mexico
16 Pre-Inspection Pilots U.S. CUSTOMS AND BORDER PROTECTION In September 2013, SAT deployed six (6) Mexico Customs officers, covering two shifts, to the Laredo International Airport to conduct screening activities in a beta test mode. At Laredo, they reviewed air cargo shipments for the auto, electronics, and aerospace industries destined to Mexico. In the Mesa de Otay pilot, CBP pre-inspects U.S.-bound agriculture shipments that are U.S. Department of Agriculture s (USDA) National Agriculture Release Program (NARP) commodities. The processing of NARP commodities will facilitate the identification and screening of cargo prior to entering the U.S. and permit the efficient clearance of the increasing volume of trade between the U.S. and Mexico.
