Background/context for the consultation Marie Stopes International is a not-for-profit sexual and reproductive health (SRH) organisation that uses modern business methods to achieve the social goal of preventing unintended pregnancies and unplanned births in more than 40 countries worldwide. MSI delivers state-of-the-art programmes in: family planning; safe abortion (including post abortion care); maternal & child health; and HIV/STIs, including male circumcision. Funded by Atlantic Philanthropies (AP), MSIVN has been working with provincial Departments of Health to establish a Government Social Franchise (GSF) model, tinh chi em at Commune Health Stations (CHS) in Khanh Hoa and Da Nang (phase 1); Thai Nguyen, Thua Thien Hue, and Vinh Long (phase 2) from The purpose of the franchising and branding activities is to improve the Access, Quality, Equity, and Cost-Effectiveness of the reproductive health and family planning services provided by CHSs. The Donor has generously approved phase 3 of this GSF model through a project: Advancing the Government Social Franchising Model of Reproductive Healthcare Services in Vietnam to Scale Up Nationally. Following the success of the tinh chi em model in phases 1 and 2, MSIVN have corroborated with the Ministry of Health (MOH), and the Departments of Health (DOH) of Ca Mau, Dak Lak and Yen Bai provinces to develop a solid foundation for nationwide scale up and ensure the model s sustainability. The overall goal of this project is to improve maternal health through the national scaleup of a GoSF model delivering high quality SRH services in Vietnam. The expected outcomes of the project are to: Franchised Community Health Stations to deliver quality SRH services in three provinces (Ca Mau, DakLak and Yen Bai) joining the five previous project provinces (Thai Nguyen, Thua Thien Hue, Vinh Long, Khanh Hoa and Da Nang) to serve as model centers of excellence for supporting the model replication nation-wide; and A well-prepared foundation to scale up the GoSF model nationally This consultancy is to support the start-up of the Advancing the Government Social Franchising Model of Reproductive Healthcare Services in Vietnam to Scale Up Nationally project to be implemented from July 2013 to December 2016 covering Ca Mau, Dak Lak and Yen Bai provinces of Viet Nam. II. Description of the consultation 1. Objective of the consultation The consultant will conduct quality and informative baseline research of this project, including: (i) market survey, (ii) situational analysis, (iii) baseline health facility assessment study, (iv) training needs assessment, (v) baseline knowledge attitudes and practices survey, (vi) review and study National RH care service guideline and training documents, and (vii) National RH care service mentoring and evaluation system. The consultancy will also facilitate the development of selection criteria for identification of health facilities to participate in the project and others information as below:

3 Current staffing levels of the services, and identify additional staff positions if needed Gaps in infrastructure Level of readiness in providing essential FP/SRH services including supplies and equipment Workload of staff and their capacity to absorb addition work Financial and non-financial incentives currently existing for staff if any. What is the current level of skills and knowledge in regards to SRH service delivery Current client access quality and equity SRH/FP services Current National reproductive health care service guideline and training curriculums. Current National mentoring and evaluation reproductive health care service systerm 2. Responsibilities and expected outputs of the consultation The consultant will execute the following activities with support from Project team and Research and Metrics team of MSIVN as well as other experts as necessary in the Ca Mau, Dak Lak and Yen Bai Provinces: Conduct of market survey and situational analysis on reproductive health and family planning services at commune level: This will include reviewing of relevant existing documents, collecting/synthesizing secondary data, conducting key informants interviews, reviewing of relevant/available demographic data, and conducting a mapping exercise to determine reproductive health and family planning service gaps for both service providers and clients. Based on the results of baseline, the consultant has to recommend project stratergy and implementing plan. Baseline health facility assessment study and training needs assessment: This will include conducting assessments of selected government sector health facilities at commune level to determine their capacity, quality, and interest in participating in the project. This will also involve a critical review of current training gaps and needs. The facility assessment will also include an assessment of needed equipments and recommended refurbishments. Selection criteria will be developed for identification of health facilities to participate in the project. Conduct baseline knowledge attitudes and practices study: To provide support in the design and implementation of a baseline knowledge attitudes and practices on reproductive health for both male and female clients and service providers at commune level. The result of this will be used for measuring progress made at midterm and end of project evaluation. Identify the need of revising National Reproductive Healthcare service guidelines: The consultant will collect Reproductive Health training document of Medical University or Secondary Medical schools such as Hanoi Medical University, Ho Chi Minh Medical University, Hanoi Secondary Medical, etc.and MSIVN relevant training documents to provide recommendations on revision of National Standards

4 and Guidelines for Reproductive Healthcare services including accreditation procedures, quality monitoring tools and training modules for CHSs. Identify gaps in the National RH care service mentoring and evaluation system: The consultant will review National Reproductive Health care service mentoring and evaluation system and MSIVN tinh chi em mentoring and evaluation system to find out gaps of national system that need to revise and provide guidelines to accredit qualified CHSs, a monitoring checklist for quality medical and non-medical services. Analysis of findings and project planning: Together with the project team, the consultant will analyze the findings of the research. From this information, the consultant will develop a detailed work plan for implementation phase with the project team. This will include the development of a simple monitoring and evaluation (M&E) framework for the project. Report writing: Prepare a final draft report by synthesizing the findings of all components of the consultancy into a succinct formative research report that will serve as guidelines for project implementation. 3. Deliverables Study report (in English and Vietnamese languages) and instruments Recommended selection criteria for the participating health facilities Recommended revisions for National Reproductive Healthcare service guidelines Recommended revisions for National Reproductive Health care service mentoring checklist and evaluation system. 4. Time and location Tentative time: The consultancy is expected to begin within the first two weeks of February, 2014 and to be completed by the end of the 2 nd week of March, Work location: Hanoi, Yen Bai, Dak Lak, and Ca Mau 5. Suggested Schedule 5 days preparation (Review project documents: proposal, logframe, and workplan. Develop consultancy schedule and draft instruments for data collection) 25 days working in the provinces 10 days for completion of consultancy report. Total number of consultancy days paid: 40 days 6. Payment Consultation payment: the consultancy rate will be agreed by MSIVN and the consultant, based on proposed workplan and methodology.

5 Accommodation charges refunded by MSIVN for consultancy work in the project sites (number of nights and the unit cost per night are to be defined, depending on the consultancy length). Per diem paid by MSIVN for consultancy work in the project sites, according to the per diem policy of MSIVN. Air fare, taxi fare are paid for consultancy work by MSIVN as verified by MSIVN s incharge personnel 7. Resources The following human resources would be provided to the consultant during his/her work: Project Manager will work directly with the consultant to coordinate necessary activities under the consultancy framework. Research and Metrics team (RMT) at MSIVN and MSIUK offices will provide technical input as necessary for work in Vietnam. Relevant materials: Need assessment and Final Evaluation reports of AP2 project, tinh chi em case studies; Action Plans for RH/FP work of Yen Bai, Dak Lak, Ca Mau provinces 8. Qualification and experiences Minimum Master Degree in Public Health or Medicine (Post-graduate degree highly desirable) Demonstrated knowledge and understanding of Sexual Reproductive health as well as healthcare systems in Vietnam. Previous experience in community assessment and consulting. Demonstrated skills and experience in design and implementation of research projects. Excellent command of the English language. 3-5 years of experience of working in relevant field. The Project Manager will communicate with other relevant technical personnels within MSI/MSIVN as required to provide technical input during and for completion of the consultancy.
