3 1.0 Definition: Continuing Professional Development (CPD) is the term used to describe the learning activities that professionals engage in to develop and enhance their abilities. It covers the development of their knowledge, skills, attitudes and behaviours across all areas of their professional practice (GMC- UK.org). 1.1 Aim of CPD SOP: The aim of the CPD SOP is to outline the process for initiating, developing, implementing and evaluating the CPD programme. 2.0 Objective of a CPD Programme 2.1 The objective of a CPD programme is to ensure that learning becomes conscious and proactive, rather than passive and reactive. 2.2 It aims to help doctors maintain a professional quality of care given to patients and public as they meet the changing needs and the new challenges in health care delivery. 2.3 It aims to ensure that both academic and practical qualifications do not become out-dated or obsolete; allowing doctors to continually up skill or re-skill themselves, regardless of occupation, age or educational level. 2.4 CPD aims to benefit doctors as an individual in helping them to achieve their career aspirations and to become better professionals. 2.5 The ultimate objective of a well-planned continuing professional development is to safeguard the public, the employer, the professional and the professional s career. 3.0 MCCPD Points 3.1 All doctors registered with the Medical Council of Mauritius (MCM) will have to accumulate a minimum of 12 CPD points over a year period, starting from January of each year till December of the same year in order to be on the annual list. 3.2 Doctors are responsible for identifying and planning their individual CPD needs. 3.3 Local professional activities leading to CPD points will be advertised on the MCM website and it will also be available from the CPD providers/institutions. 3.4 A list of the local CPD providers/ institutions/associations will be available on the MCM website. These CPD providers will work in close collaboration with MCM to enable the professionals meet their CPD requirements. CPD SOP /MCM/ Aug 2016 v1.1 Page 3

4 4.0 Planning CPD Activities 4.1 Doctors must plan the precise content of their CPD as per the following: i. their personal fields of practice, ii. the anticipated changes and developments, iii. the needs of patients, colleagues and the wider community, and iv. specific issues identified as a result of remediation. 4.2 Doctors must also aim to enhance their skills in areas such as team building, management, professionalism, interpersonal communication, attitudes and behaviour. 4.3 Current Methodologies CPD combines different methodologies to learning, such as training workshops, conferences and events, e-learning programs, best practice techniques and ideas sharing, all focused for an individual to improve and to have effective professional development. 4.4 CPD learning Types Structured/Active Learning CPD structured / active learning involves interactive and participation-based study. It is typically proactive and can include attending a training course, conference, workshop, seminar, lecture, e-learning course or CPD certified event. CPD active learning also applies to when professionals take career orientated exams and assessments (the study and revision would be considered self-directed learning, see Self-Directed Learning) Reflective Learning Reflective learning involves no participant-based interaction, so this form of CPD is much more passive and one directional. Examples of this include reading relevant news articles, podcasts & case studies and industry updates. Some informal meetings can be applicable to CPD reflective learning, but the learning objectives of these meetings must be made clear in an individual s overall CPD plan Self-Directed Learning Self-directed learning involves all unaccompanied CPD activities. It covers the reading of documents, articles and publications; either in print or online. Reading relevant publications, books by leading experts, industry journals and trade magazines are all types of self-directed CPD. CPD SOP /MCM/ Aug 2016 v1.1 Page 4

5 5.0 How CPD is recorded by doctors? 5.1 Doctors must keep a track of their annual Continuing Professional Development activities on a CPD record sheet (See appendix A) and must ensure that it is correct, up to date and meets the requirements of MCM. 5.2 Approved CPD Providers are able to provide guidance to individuals as to how many points are achievable from the completion of any certified CPD activity, such as a conference, training course or seminar. This will help any individual delegate record the correct or most appropriate level of CPD point to the council. 5.3 Once a CPD certified activity has been delivered, the attendee can update their CPD record sheet (See appendix A) and attach the associated certificate such as CPD Certificate of Attendance, CPD Self-Assessment forms or personal CPD Record Cards. 5.4 It is not necessary for the CPD Provider to keep an ongoing learning record for each of their delegates. However, it is advisable to provide at least a certificate of participation to individuals once an activity has been completed within 2 weeks of attendance. 5.5 Self accreditation through reflective learning and self directed learning is encouraged. However, it will require evidence by producing a brief reflective note. This facility is not available on MCM website yet. 5.6 Doctors can submit a copy their CPD form to MCM every 6 months by post or by using electronic facility. 6.0 CPD Record Keeping at MCM 6.1 At an initial stage, all CPD record sheets of each doctor will be placed in each doctor s file and the year points will be documented. At a later stage, all data will be transferred to MCM CPD CENTRAL. Each doctor will be provided with a log in facility and the doctor will be able to monitor accumulated CPD points. 6.2 An automated reminder will be sent to each doctor at the end of July and December of each year using the format below: Dear Doctor, Kindly send your 6 monthly CPD form to MCM via or by post before the end of the month of July and before the end of December. 6 6.3 MCM will endeavour to keep updated information of addresses of all registered practitioners. 6.4 All registered practitioners must update any changes in their mailing addresses with MCM. 6.5 It is the responsibility of the doctors to inform the MCM of any changes in their mailing address. 7.0 What is approved CPD Training? 7.1 Approved CPD training means the learning activity has reached the required CPD standards and benchmarks. The learning value will be scrutinized at MCM to ensure integrity and quality. Below is a set of criteria that may be used to approve or reject CPD courses. Criteria of CPD programme Y/N/NA Previous Evaluation Record > 79% satisfactory Goals and learning objectives have been mentioned The content is accurate, relevant, up to date supported by evidence It fulfils educational needs of professionals by focusing on at least one of the following aspects: Patient Care, Medical knowledge, Practice based learning, Interpersonal and communication skills or Professionalism It will improve practice e.g meetings on clinical audit The target Audience specificity has been defined The education material is suitable for the target audience The venue is suitable The speakers have a good feedback record Commercial sponsorship or interest of speaker/institution has been declared The CPD programme is non promotional The CPD programme is not a means of self publicity CPD SOP /MCM/ Aug 2016 v1.1 Page 6

7 7.2 All Institutions participating in the MCM CPD program will be registered at the Medical Council of Mauritius after completion of the CPD application form (see Appendix B). 7.3 Recognition as an approved CPD provider will be facilitated by the subcommittee on CPD at the MCM. 7.3 Institutions and professional bodies will also be invited to submit their educational program to MCM on a 6 monthly basis for approval prior to being allowed to allocate CDP points by using an automated reminder as follows: Dear CPR provider, Kindly send your 6 monthly CPD form to MCM via or by post before the end of the month of July and before the end of December. Please ignore if you have already done so. This is an automated reminder. Please do not reply to this address. 7.4 CPD providers are also requested to focus CPD on specific core competencies such as: 1. Patient Care 2. Medical knowledge 3. Practice based learning 4. Interpersonal and communication skills 5. Professionalism 7.5 The MCM will keep a list of all approved institutions and the list will be reviewed on a 3 yearly basis. 7.6 The MCM may send observers to assess the quality and conduct of the CPD. 7.7 An evaluation record will be submitted by the observers. 7.8 Medical observers will be entitled to receive CPD points. 7.9 All doctors attending CPD are requested to use the evaluation forms available on MCM website to rate the CPD attended and mail it the MCM within 2 weeks of attendance. 9 8.2 International Institutions Doctors attending CPD programme offered by international institutions will earn points provided the course is relevant to the medical professionals. 8.3 E-learning Credit points acquired through E learning medical modules will also be accepted provided the modules meet the learning requirement. 9.0 Can CPD points be carried forward after December? Credit points cannot be carried forward for the following as it is understood that training is a continuous programme. A minimum of 12 points will be required per year What happens to doctors who are unable to accumulate the minimum required CPD points? 10.1 Doctors who fail to attain a minimum yearly credit point of 12 by December will not have their name included in the annual list of the following year Any letter of appeal will be reviewed by the CPD subcommittee and the final decision will be taken at the level of the board meeting MCM will send an electronic reminder every 6 months to all doctors to remind them to submit the CPD form Doctors are encouraged to send any positive and negative comments directly to MCM via mcm.cpd@gmail.com to help MCM improve the process of implementing the CPD programme It is ultimately the doctor s responsibility to ensure that the CPD activities they undertake are of demonstrable value and that it contributes to improving patient care Submission of false evidence for CPD activities may result in disciplinary action Duties of CDP subcommittee 11.1 The MCM has a dedicated CPD subcommittee in place to ensure the smooth running of the CPD programme The CPD subcommittee prepares the Standard Operating Procedure of the CPD programme for approval by the board of MCM 11.3 The CPD Subcommittee will review all applications forms of speakers and CPD providers and will be responsible to grant approval The CDP subcommittee reports to the board of the MCM and all major decisions will be CPD SOP /MCM/ Aug 2016 v1.1 Page 9

10 communicated to the board members of MCM The CPD Subcommittee will liaise with all CPD providers to ensure that the CPD guidelines (see Appendix B) are met The CPD subcommittee will do random checks of doctors file to ensure that the doctors are regularly sending their CPD record Sheet and that the information sent is accurate The CPD subcommittee will review feedback from doctors, institutions and associations with the aim to improve the CPD programme 11.7 Members of the CPD subcommittee who will be attending as observers to CPDs will fill in a CPD evaluation form The CPD subcommittee will meet monthly or as deemed necessary by the chairperson The CPD subcommittee will keep a record of the evaluation of the CPD delivered Job description for CPD secretary 12.1 Ensure that MCM has the updated addresses of all registered doctors Ensure that all doctors and CPD providers receive their automated reminder in July and December 12.3 Ensure that an updated list of CPD providers are on MCM website. A weekly update will be required Ensure that all CPD courses are on the MCM website within 24 hours Summarise the feedback from doctors sent on mcm.cpd@gmail.com for CPD subcommittee Do random checks of 100 files of doctors to check for compliance and accuracy of CPD points and report to CPD subcommittee on a 3 monthly basis 12.7 Check evaluation sheets and upload the results in the speakers files How can doctors earn points when giving a lecture? 13.1 Doctors giving a CPD lecture lasting for up to 1 hour to an audience of a minimum of 15 participants can earn 2 CPD points Doctors must apply formally by completing an Application Form For Speakers Participating In Continuing Professional Development (Cpd) Programme In Order To Earn Cpd Points As A Speaker 13.3 Doctors are advised to send their biodata and an abstract of their lecture. 11 14. 0 What is meant by disclosing conflict of interest? Health care professionals have primary as well secondary interests. The primary interests are mainly the well being and health of the patient and education of future health professionals. The secondary interests may be financial gain, family obligations or promotion(thompson 1993). A conflict of interest occurs when the secondary interests unduly influence the professional judgements concerning a primary interest. All CPD providers and speakers are required to disclose any conflict of interest for each and every CPD programme organized. 15. SOP CPD additional information September Doctors who are not practising and CPD points Doctors who are not practising are not expected to earn CPD points. They may retain their title Dr. However, they will not have their names on the MCM annual practising list. A special list with the names of the doctors will be kept for reference under Non practising doctors. 2. Doctors working on a part time basis Doctors working on a part time basis are expected to provide evidence of full participation in the CPD activities. 3. Doctors who are on maternity leave Doctors who are on maternity leave will be expected on resuming duty to accumulate CPD points on a prorata basis. 4. Activities that will not be accredited for CPD points Any CPD activities undertaken before August 2016 Any activity that involved promotion of products and basic product training Business committee meetings Community and public awareness sessions Public directed activities 5. Activities that will be accredited for CPD points All educational activities that are organized by postgraduate training bodies and medical associations. These include scientific meetings, conferences, workshops, international conferences organized by equivalent bodies on other countries. 12 6. Advertising of CPD points on programme CPD points can advertised on programme by approved CPD providers only. 7. CPD points for part time lecturers Any medical practitioner who is a part time lecturer on a regular basis at a Medical College, University of Mauritius, Mauritius Institute of Health will be earning earn a maximum of 2 points/year irrespective of the number of hours of lecturing provided there is a written evidence from their institution. 8. CPD points and pharmaceuticals Events organized solely by pharmaceutical companies will not be accredidated. To qualify for accreditation, pharmaceuticals must organize CPD with CPD providers or CPD speakers. A special application form must be filled in. Pharmaceuticals are requested to confine all promotional activity to the exhibition area. Speakers Slides should not have the company logo. All CPD programme must be sent to MCM for vetting prior to giving CPD points. 9. Doctors in administrative posts MCM requests all doctors to earn their points even those in administrative posts. Administrative posts are not well defined and there is no rationale as to why they should be exempt of 4 points. As from 2017, doctors involved in administrative posts will have to earn 12 points. 10. I/we understand that the CPD for the medical profession will become mandatory as from August 01, 2016 and that only those medical practitioners who accumulate a minimum of 12 credit points in a year will have their names included in the annual List of the Medical Council and that the number of credit points for the period August 01 to December 31, 2016 will be only 5 points. I/We have to further inform you that I/we am/are agreeable to adopt the guidelines for CPD providers issued by the Medical Council of Mauritius. I/we am/are therefore submitting my/our application to the Medical Council of Mauritius to be considered as a CPD provider for the period August 01, 2016 to July 31, I/we take note that the Medical Council (CPD) Regulation 2016 can be obtained from the website of the MCM in due course. 15 CPD GUIDELINES FOR CPD PROVIDERS Institutions and professional bodies wishing to take part in the CPD programme are requested to be aware of the following requirements as stipulated by Medical Council of Mauritius:- 1. An application form for CPD providers has to be filled in. 2. Approval for CPD providers will be valid for 3 years. 3. The CPD subcommittee will review validation every 6 months as part of quality assurance to ensure adherence to CPD guidelines 4. Any commercial sponsorship or interest of the presenter or facilitator for different courses must be declared to the MCM. 5. A CPD programme has to be sent to MCM at least 2 months in advance or as soon as it is ready and on a 6 monthly basis. 6. An automated reminder will be sent from MCM to the institutions every 6 months for information regarding their forthcoming programme. 7. All programme should contain the details of the lecture, name of speaker, duration of the lecture/workshop, the venue and any restriction in the number of delegates allowed. 8. The programme will be advertised on the Medical Council website within 24 hours unless stated otherwise by the organizers. 9. The certificate of attendance has to be sent to the Medical Council within 2 weeks via on mcm.cpd@gmail.com. A format if required is available on the MCM website. 10. CPD providers will be allowed to charge a reasonable fee for providing a CPD course. However, they will have to submit the evaluation record completed by participants of previous events and a satisfactory rating will be required in order to be allowed to proceed. 11. CPD providers and CPD speakers must encourage participants to complete the evaluation form within 24 hours after the course. The form is available on the MCM website. Evaluation forms can be sent via directly to mcm.cpd@gmail.com within 2 weeks of attendance 12. CPD courses should demonstrate clear goals and learning objectives. 13.
