He is adept at coordinating with multidisciplinary teams to organize and monitor costs, schedules and performance of programs from small to multi-million dollar values. Heaton has over 30 years of diverse experience as a planner, project manager, and program leader on a variety of projects nationwide, including complex public and private sector programs. He combines experience as a federal employee (New Orleans District Corps of Engineers and U.S. Naval Oceanographic Office), federal contractor (Environmental Protection Agency, National Marine Fisheries Service, Federal Emergency Management Agency) environmental consultant (refineries, chemical companies, energy companies and others) and natural disaster consultant (over 30 Louisiana parishes and cities, cities in Mississippi and Texas) to ensure a thorough understanding of the issues confronting coastal communities. In particular, Mr. Heaton has coordinated community and state responses to coastal issues associated with the recovery from disasters such as Allison, Gustav, George, Ike, Isadore, Lili, Katrina, Rita, and the Deepwater Horizon. That understanding, as well as the skills to coordinate with a diverse group of talented field and office staff, makes Mr. Heaton an excellent Program Manager for accomplishing the multidisciplinary objectives of the Water Institute of the Gulf. ( ) Program Manager, Baton Rouge, Louisiana New Orleans District Corps of Engineers ( ) Project Manager, New Orleans, Louisiana U.S. Naval Oceanographic Office ( ) Oceanographer, Bay St. Louis, Mississippi PLANNING EXPERIENCE Assisted the Louisiana Department of Natural Resources in preparing a Coast-Wide Debris Management Plan. This planning effort included assisting LDNR with a debris management workshop in Baton Rouge to facilitate policy-making among agencies and coastal parishes on how best to manage vegetative storm debris. Planning activities also included site visits and meetings throughout the coastal parishes. Participated in Regional Workshops sponsored by the Office of Emergency Preparedness to instruct emergency and floodplain managers throughout Louisiana on how to prepare hazard mitigation plans in compliance with the Disaster Management Act of These workshops were attended by representatives of 56 of the state s 64 parishes. Directed the preparation of DMA 2000 compliant plan for parishes throughout Louisiana. All plans included 5 public meetings, hazard identification, risk analysis, vulnerability assessment and specific mitigation strategies for each hazard. Parishes included: Tangipahoa, Franklin, Washington, Lincoln, Union, East Feliciana, West Carroll, Rapides, LaSalle, Grant, Caldwell, St John, Terrebone, Vermillion, Jefferson, St. Bernard, Acadia, Lafayette, St. James, LaFourche and Ascension. PREPAREDNESS EXPERIENCE Coordinated the acquisition or elevation of over 400 flood-damaged residences in coastal parishes with Hazard Mitigation funds under traditional grant programs following Presidential Declarations for Allison, Gustav, George, Ike, Isadore, Lili, Katrina, and Rita. This effort included homeowner meetings, coordination of contractors, inspectors, management of grant documentation and liaison with parish and state officials. Mr. Heaton presented highlights of these projects along with parish and FEMA officials at annual Association of State Floodplain Manager (ASFPM) conferences in 2003, 2004, 2009, 2010, 2011 and Coordinated and performed FEMA disaster preparedness programs for a variety of different communities throughout the Gulf Coast. Clients included Pascagoula, MS (1997); Houston, TX (1998); Mandeville, LA (1999); Arlington, TX (1999); Ouachita Parish, LA (2000) and Calcasieu Parish, LA (2001). Activities included facilitating Public Workshops, Scope of Work development, Partnering, Public Education and Mitigation Projects. Mr. Heaton routinely coordinated with appropriate state and FEMA officials at both Regions IV and VI as well as FEMA Headquarters. Mr. Heaton attended FEMA Summits in 1998, 1999 and 2000 and made presentations in 2000 on the progress achieved at client communities.
3 Directed and performed a Risk Assessment and Vulnerability Analysis for the City of Houston, TX. The City was concerned about technological hazards such as toxic releases and explosions as well as natural hazards such as floods, tornadoes and hurricanes. The result of this project was a report and CD-based GIS database of extensive information on all potential hazards, critical facilities, emergency response services and equipment, repetitive loss data, storm surge inundation areas, real-time water level gauge data as well as the ability to map all information. HOUSING EXPERIENCE Coordinated the damage assessment program of over 2000 structures over a broad stretch of Texas coastline from Beaumont to Brownsville after Hurricanes Ike and Dolly. The effort included coordination with state and county officials, homeowners, contractors and consultant teams. As a result over 90% of the eligible structures will be rebuilt to meet current structural and health codes, thus improving the housing stock as well as providing safe homes for local residents. TECHNICAL SERVICES Assisted in management planning for a response to the Deepwater Horizon Gulf of Mexico Oil Spill in This program included analysis of proposed staff credentials, training and monitoring of milestone schedules. At the apex of the disaster response, there were over 55 staff in the field serving as safety monitors, natural resource specialists and water quality samplers. Directed and performed a $1 Million, 1-year program for the Louisiana Department of Natural Resources to provide engineering support services for coastal restoration projects. Engineers were placed onsite to provide assistance and direction. In addition, Mr. Heaton worked extensively with the agency leadership to revamp programs and policies to make the agency more effective. Many of the efforts culminated in a Project Manager s Manual, prepared by Mr. Heaton and introduced through training to the Coastal Restoration Division. Coordinated and performed a shipyard expansion program in Mississippi. Dredged material was used to fill open water and build new land. Permitting documents for each of the three projects included an Environmental Assessment, Mitigation Plan, Wetlands Delineation, Benthic Survey and Section 404 application. One of the projects also involved an Air Permit Application, Water Permit Application, and Groundwater Investigation Report. Two of the projects involved extensive mitigation activities including creation of new marsh areas, enhancement of existing marsh areas and creation of new oyster reef areas. Coordination with the Mississippi Department of Marine Resources, the Louisiana Department of Environmental Quality, and the U.S. Army Corp of Engineers was also involved. Prepared Environmental Impact Statements and Feasibility Reports, Clean Water Act Section 404(b)(1) evaluations for New Orleans District dredging, channel training, and riverbank stabilization projects; directed field studies to investigate priority pollutants in sediment, water, intertidal plants, and benthic fauna; and participated in a project to create 11,000 acres of new marshland through intertidal disposal of dredged material. Mr. Heaton specialized in wetland areas such as the Atchafalaya Basin and the Mississippi Delta, and frequently coordinated project planning with Federal (e.g., Fish and Wildlife Service, National Marine Fisheries Service, Environmental Protection Agency), State and local officials.
4 MULTIDISCIPLINARY PROJECTS Served as Program Director for an extensive environmental permitting effort of a new grassroots chemical complex. The complex proposed to produce PVC, VCM and chlor-alkali and incinerate its own hazardous waste. The requirements included air (PSD and Title V), LPDES, RCRA Part B, and storm water permitting. The project also required Cultural Resources Parts II and III investigations; wetlands determinations (2,500 acres); and public hearing preparation and testimony. Mr. Heaton directed and coordinated all technical performance, budgets and schedules with a project team of over 20 environmental engineers and scientists. Coordinated the full spectrum of environmental and engineering services program, including air, water, and waste permitting, for three new chemical plants at a major Louisiana chemical complex over a 7-year period. Two of these new plants required permitting of new hazardous waste incinerators with complete RCRA Part B permitting and trial burns. Also included in the projects were Spill Prevention and Control; environmental training, including production of training videos; emergency spill reporting; SARA Title III 311, 312, 313 reporting; regulatory negotiations and liaison; tank certifications; and a variety of environmental studies and investigations necessary to maintain compliance with new and emerging regulations. Mr. Heaton frequently developed the scope of work, cost estimate, and schedule for projects; directed all technical performance; and served as the primary point of contact for the client. When necessary, weekly project review meetings were organized by Mr. Heaton to discuss ongoing status and progress of all active projects. During peak workloads this was as many as 60 projects. The annual expenditures under this contract ranged between $400,000 and $1,200,000. Assisted a Louisiana Port facility with locating new industries on its property. Activities include an analysis of potentially contaminated areas for closure under RBCA guidelines, an innovative air monitoring program to investigate particulates in the area, and several Phase I and II investigations. Managed numerous environmental projects for the largest of BP Americas refineries. Projects included air and water permitting; compliance manual development; training and auditing; SARA Title III 311, 312 and 313 reporting; spill monitoring and reporting, including 24-hour emergency sampling response for the Mississippi River and backwater area; wetlands delineations and the compilation of an inventory of sensitive environmental areas for OPA 90; and the development of a Natural Resources Damage Assessment (NRDA) baseline analysis. Mr. Heaton directed all technical aspects, managed project budgets and schedules and generally met on a monthly basis with the Alliance Environmental, Safety, and Health personnel to review all active projects. Annual budgets for this work varied between $200,000 and $600,000. Directed a $100,000 feasibility study of three wastewater impoundments needing closure at a refinery and lube plant. This study evaluated over ten engineering technologies and three regulatory strategies for the closures. Mr. Heaton developed a numerical scoring system within a two-tier analysis to rank the alternatives. This approach proved very effective in determining the best combination of technologies and strategies for both cost and performance. Mr. Heaton also secured a Treatability Variance from the EPA allowing disposal of a landban waste from another surface impoundment to go to a nearby solid waste landfill rather than to hazardous waste incinerators. This project involved several trips to Washington, D.C. to meet with EPA leaders and extensive coordination with the client s legal representatives. Approximately one year after beginning the project, the Treatability Variance was granted in the Federal Register. Managed a $2.8 Million program to provide Superfund and RCRA support to the U.S. EPA. Mr. Heaton coordinated staff-level performance for over 60 projects serving EPA in Regions III, V, VI, VII, VIII, IX, and X, as well as EPA Headquarters. These projects involved risk assessments;
5 site evaluations; preparation of technical guidance documents under SARA, CERCLA, and RCRA; oversight of responsible party clean-up activities; and evaluation of RCRA sites at Federal facilities. Conducted a 3-year program to re-establish the habitability of the Love Canal Superfund Waste Site. This project included convening a panel of multi-disciplinary experts, numerous reports, and monthly public meetings. PUBLICATIONS AND PRESENTATIONS J.S. Heaton, H.
