1 PROCEDURES FOR PROPOSING NEW GRADUATE DEGREE PROGRAMS The UNC system and Board of Governs policies, procedures and guidelines f establishing new degree programs may be found at: The internal procedures f UNCW are as follows: Request f Authization to Plan a New Master s Doctal Program A department program that is contemplating the development of a new graduate degree program should discuss the proposal with the appropriate academic dean(s), the Dean of the Graduate School, and the Associate Vice Chancell f Academic Programs (individually in concert) pri to preparing any fmal documents. If there is consensus that the program should be developed, the Request f Authization to Plan a New Degree Program f the degree program may be prepared and submitted. This is at: The document should be simultaneously submitted to the offices of the appropriate academic dean(s) and to the Dean of the Graduate School. With the concurrence of the academic dean(s), the Dean of the Graduate School will transmit the Request to Plan to the Program & Curriculum of the Graduate Council. The Program & Curriculum will present the Request to Plan to the Graduate Council with its f action. If the Council decides that the Request to Plan should go fward, the Dean of the Graduate School will fward the Request to Plan to the Associate Vice Chancell f Academic Programs to be transmitted to UNC General Administration (UNC-GA). The UNC-GA procedures f requests to plan master s and doctal programs differ. Master s proposals are evaluated solely by UNC-GA. Doctal proposals are evaluated by the UNC Graduate Council. The processes and time-lines f review and approval are in the appendices at the end of this document. UNC-GA (and the Educational Planning, Policies and Programs [EPPP] of the Board of Governs [], if required) perfm the final review. If approved, the Request f Authization to Establish a New Degree Program may be prepared. Request f Authization to Establish a New Master s Doctal Program The document f the second stage of establishing a new graduate program is the Request f Authization to Establish a New Degree Program ( Request to Establish ); it is the same f master s and doctal programs, and is at:

2 The document should be simultaneously submitted to the offices of the appropriate academic dean(s) and to the Dean of the Graduate School. The Request to Establish must contain the full description of the degree program and curriculum. As a rule and in accdance with the 1994 Policy Statement from the Council of Graduate Schools entitled, Master s Education: A Guide f Faculty and Administrats, master s degree programs require a program of at least 30 semester credit hours. Doctal programs generally require a minimum of 60 semester credit hours. Proposals f either master s doctal programs must be accompanied by a document delineating the student learning outcomes, means f their assessment, and a narrative statement that clearly differentiates the graduate program from undergraduate programs in the same discipline. With the concurrence of the academic dean(s), the Dean of the Graduate School will transmit the Request to Establish to the Program & Curriculum of the Graduate Council. The Program & Curriculum will present the Request to Establish to the Graduate Council with its f action. If the Council decides that the Request to Establish should go fward, the Dean of the Graduate School will fward the Request to Establish to the Associate Vice Chancell f Academic Programs f consideration by the Provost and Vice Chancell f Academic Affairs. With the approval of the Provost and Vice Chancell f Academic Affairs, and under the signature of the Chancell, the Request to Establish will be fward to UNC-GA. Master s degree proposals are made available to the UNC Graduate Council f f review and by their campuses. After review of the, UNC-GA decides whether not to recommend the program to the EPPP of the f consideration and thence to the full Board f approval. Requests to establish doctal programs are sent to selected external reviewers by UNC-GA. If there are substantive issues raised by the reviewers, the sent to an ad hoc subcommittee of the UNC Graduate Council f review. Considering the input of the external reviewers (and subcommittee, if appropriate), UNC-GA decides whether not to recommend the program to the EPPP of the f consideration and thence to the full Board f approval.

Graduate Deans submit their campus to GA f infmation and consideration GA reviews received to EPPP Campus notified of any remaining issues; within Upon GA EPPP meeting Upon EPPP approval meeting acts on EPPP

5 Process f Planning and Establishment of New Doctal Degree Program: Request f Authization to Plan a New Degree Program Request f Authization to Establish a New Degree Program six GA responds that infmation; within Completed is fwarded to the UNC Graduate Council f review and discussion/vote at the next quarterly Graduate Council meeting If Council vote is positive and key decisionmaking criteria are met, GA will authize permission to plan new doctal program If Council vote is positive and key decisionmaking criteria are not clearly met, GA will fward f consideration and vote If Council vote is negative, campus may revise and re-submit ; Campus re-submits within GA/EPPP approves and invites Campus submits within months six infmation; within Completed is fwarded by GA to selected external reviewers ten External reviews sent to campus / campus notified whether reviews will be sent to Graduate Council Subcommittee If utilized, Graduate Council Subcommittee will respond to GA Upon GA EPPP meeting Upon EPPP approval meeting acts on EPPP
