3 1 INTRODUCTION AND SCOPE 1.1 Background Calling Line Identification Presentation (CLIP) and other related services are becoming widely available in a number of European countries. CLIP is an important mechanism for residential telephone users, to whom it provides greater call control and security, and to businesses as it provides an automatic means of identification and improved productivity. In addition the use of CLI information within networks is an important tool for network operators to support call processing, billing, emergency call handling, customer care, operator assistance services and advanced services. These Guidelines are aimed at supporting the negotiation of interconnection agreements between network operators, by providing assurances to both sides that best practice is being observed or by offering a framework around which CLI issues can be negotiated 1. These Guidelines have the objective of increasing consumer confidence in the use of calling line identification services by introducing a set of requirements supporting better availability of the service, increasing the value of the received information and helping to avoid abuse. The Guidelines are targeted at supporting: an environment to facilitate the development of competitive networks and services, compliance with European regulatory framework for telecommunications and particularly Data Protection Directives, a consistent user interface and associated set of facilities, a framework for the definition of CLI based services, an approach to protect and maintain the integrity of CLI information and the transfer of CLI information across and between networks, the ongoing development and provision of CLIP and related services. 1.2 Scope The following constitutes Guidelines for network operators (including service providers) and organisations transmitting and receiving CLI information, as well as for terminal and network equipment manufacturers. It is recalled that provision of CLI to end-users - and accordingly of services under the 2002/58 Data Protection Directive is not mandatory but depends on technical feasibility and economic viability. Furthermore, requirements in accordance with the Data Protection Directive Article 8 for facilities such as Connected Line Information are only applicable if this non-mandatory service is offered. 1 These Guidelines may not cover all aspects of CLI in particular issues related to mobile networks may require a more extensive coverage in future versions. 4 The implementation of these Guidelines should ensure the ability of public networks to use CLI information for network and/or account management purposes and customer care or, in co-operation with the relevant authorities, handling of emergency calls and the tracing of malicious calls and similar services and activities. All calls carrying CLI information originating and/or terminating on public networks in the European Union are covered by these Guidelines. Calls within private networks are not within the scope of these Guidelines. These Guidelines cover the forwarding of CLI information (e.g. the caller's number and an indication as to whether the caller wishes it to be withheld) within a public network and its carriage across points of interconnection between public networks. These Guidelines also cover issues connected with the transfer of CLI information to the called user. Such data may be presented in a number of forms including information displayed on the telephone or other equipment, an announcement service or by other means. The use of CLI information in connection with value added services is also within the scope of the Guidelines. 1.3 Modification Procedure Modifications to these Guidelines will be made from time to time to reflect changes in EU legislation advances in technology and its application issues of privacy practical experience in the application of the Guidelines 1.4 Adherence to the Guidelines Any network operator, equipment manufacture or organisations transmitting or using CLI information, following these Guidelines is entitled to publish the following statement: This organisation 2 follows ETP Guidelines for Calling Line Identification. Where the requirements of these Guidelines conflict with national or international laws, regulations etc., such laws and regulation shall apply. Adherence to these Guidelines is not affected by compliance with national or international laws, regulations etc. Some requirements in this document have been indicated as not mandatory by the use of "should" rather than "sh all", to reflect that the Guidelines represent best practice and is not a standard. However, the specification defined in this document represent the consensus position of the ETP for compliance to the Guidelines. 2 Or service or product as appropriate. Issue 4 Page 3

5 1.5 Relationship with European Union and national laws These Guidelines seek to facilitate practical implementation of the European Union Directives on regulatory framework for electronic communications networks and on Data Protection as they may be applied in this area. Notwithstanding this effort, Member States may differ slightly in their interpretation of these Directives, which implies that the Guidelines must be checked against existing national law. Hence, any company or organisation adopting the Guidelines must separately ensure that it complies with all national and international laws and regulations in this area. 1.6 Future work The extension of the guidelines to cover connected line identification and name identification services and associated restriction services, Internet voice services, mobile networks and non-subscription services such as pre-paid calling cards and pre-paid mobile, are features which may need further consideration. 6 2 DEFINITION OF TERMS AND CONCEPTS 2.1 Glossary Blocking Blocking type Caller Call return service CLI CLI blocking override CLI Presentation (CLIP) CLI Restriction (CLIR) CLI transmission Corporate network number Default blocking Direct-dial-in number The term blocking used in these Guidelines is the same as the ETSI term Calling Line Identification Restriction (CLIR) The form of blocking provided to the caller, currently three types are included: Per-call, Line and Permanent. The term caller used in these Guidelines is the same as the ETSI term calling user. A network service; the subscriber may dial a service number and listen to an announcement giving the number of the last caller or callers. By dialling another code a return call can be made. Calling Line Identification A service provided by a network operator, where CLI is presented to the called user irrespective of caller blocking. Restricted to legally authorised organisations, such as emergency services. The transfer of CLI information from the network to the called user. For example by forwarding the caller s number for display or by an announcement service as in the Call Return Service. The prevention of CLI Presentation by the calling user. The CLIR service provides the calling user various ways of preventing presentation of their CLI to the called user. The term CLI Restriction may also be used in various cases where CLI Presentation is prevented by the network, independently of the user's wishes. The generation and forwarding of CLI information. Generally undertaken by the local exchange of the calling party, a CLI may also be provided by the caller. A geographically independent number allowing a call back to the corporate network Default blocking refers to the blocking type (per call blocking, line blocking or permanent blocking) allocated to existing telephone subscribers who have not expressed a preference, when the CLI service is first introduced. Allows a call to be made directly to an extension telephone in a private network. Directory number A subscriber s number as it would be listed in the public telephone directory. In the case of an organisation a call to this number is likely to reach an operator. The term includes the general directory number. Issue 4 Page 5

7 Exchange line number International Freephone number Line blocking The number of the outgoing line over which the call was made; also called the network number. Where the subscriber has just one line the exchange line number will generally be the directory number. Special freephone numbers that may be used internationally. (An example of an international freephone number is ) CLI information is not presented to the called user unless a code is dialled prior to the number. (See section on relationship with Permanent blocking). In ETSI terminology this is known as CLI Restriction, temporary mode with temporary mode default presentation restricted. In ETSI terminology this is known as CLI Restriction, temporary mode with temporary mode default presentation allowed. CLI is never presented to the called user. (See section on relationship with Line blocking). In ETSI terminology this is known as CLI Restriction, permanent mode. A type of shared revenue service, where the tariff is in excess of the standard tariff. A PBX or network of PBXs, or Centrex service which has a connection to the public network. A payphone generally available for use by members of the public. In these guidelines a service provider receiving blocked CLI information is regarded as a network operator. 3 Some of the tariff for calling this service is borne by the called user. A subscriber who is not recorded in the public telephone directory. Issue 4 Page 6

8 2.2 CLI Context CLI has for many years been used within networks and forwarded between interconnected networks in order to support call processing, billing, assistance operator, customer care and emergency services etc. These Guidelines however deal both with: the forwarding from the originating network to the terminating network, of calling line identification information as defined by ITU signalling protocols, the presentation of the caller's number by the destination network to the called user. 2.3 References European Union Legislation 1. Directive 2002/58/EC of the European Parliament and of the Council of 12 July 2002 concerning the processing of personal data and the protection of privacy in the electronic communications sector (Directive on privacy and electronic communications) 2. Directive 2002/21/EC of the European Parliament and of the Council of 7 March 2002 on a common regulatory framework for electronic communications networks and services (Framework Directive) 3. Directive 2002/22/EC of the European Parliament and of the Council of 7 March 2002 on universal service and users' rights relating to electronic communications networks and services (Universal Service Directive) Standards A selection of ETSI standards related to CLI may be found in Annex VI. 9 3.1 Privacy issues Blocking and blocking types 3 THE CALLER Where it is possible that a caller s CLI information may be presented to a called user, the caller shall be provided with the capability to block the presentation. Per Call Blocking shall be provided. In addition Line Blocking or Permanent Blocking shall also be provided. Callers should note that CLI blocking applies only to presentation to the called user, CLI information is normally transmitted through the network independently of blocking. Where a caller blocks their CLI, it may be transmitted through the network to be used by a network operator for limited purposes (see section 4.7) Where the caller has deliberately blocked the presentation of their CLI an appropriate indication shall be given to the called user. A request to a network operator for a change in blocking type shall be implemented within a stated time. The network operator shall also inform the subscriber of codes that can be used to block or unblock CLI during the intervening period, if applicable Blocking and unblocking codes Feature To block CLI per call Mobile 4 based on PSTN access ISDN access GSM 5 ETSI SMG standard implemented #31# No implemented European standard. The dialling of a redundant blocking or unblocking code shall not impede call progress. For example the use of an unblocking code on a telephone line without permanent line blocking shall not impede a call. 4 Other PLMNs eg. 10 Network operators shall ensure that CLI blocking and unblocking procedures and codes are simple, clear and are communicated to users Default blocking and new subscribers Default blocking refers to the blocking type (per call blocking, line blocking or permanent blocking) allocated to existing telephone subscribers who have not expressed a preference, when the CLI service is first introduced. The default blocking type for subscribers listed in the telephone directory shall be per call blocking. Note: Special groups, such as support agencies, charities, shelters and similar organisations who are listed in the telephone directory should be aware that the default blocking type allocated to them is likely to be per call blocking. If they wish to use another type of blocking they should contact their network operator. The default blocking type for unlisted subscribers is a matter of national policy. 3.2 CLI notification and check Note that to support compliance with the EU Data Protection Directive (2002/58/EC C) Article 8(6), network operators should individually inform users of the introduction of the service for transmission of CLI information. For example a subscriber may be notified of the introduction of the service by an insert in their telephone bill. Network operators are encouraged to offer a service where callers can check whether their CLI is being presented or not, as well as the number being presented (where it is not blocked). For example the caller could dial a service number and listen to a message. They could also dial a blocking code or unblocking code prior to the service number and satisfy themselves that blocking works. 3.3 Providing a CLI A subscriber may generate a CLI for their network operator to present to the called user. A list of CLI numbers types is given in Annex I. See also section 4.8 Caller Provided CLI. 3.4 Mobile telephones Roaming When a mobile caller roams to a network supporting CLI transmission, the blocking type they use in their home network should also be used in the visited network, if the relevant blocking type exists in the visited network. 11 When a mobile caller s home network does not support CLI transmission, the caller should be given the blocking type "line blocking", if available, when visiting a network that does support CLI transmission. A roaming caller should be able to use the same blocking codes as a mobile subscriber of the visited network Private networks CLI provided by private networks A table giving a list of CLI numbers 9 that may be used by private networks is given in Annex I. The CLI presented with a national call from a multinational private network may be in international format. Network operators are encouraged to support the use of the various types of direct-dial-in numbers by private networks Blocking of CLI by private network Where a private network does not use standard blocking and unblocking codes or operates in a manner not typical of the public network, the owner of the private network is responsible to ensure users are informed of the appropriate codes and procedures. An organisation using a private network shall inform its users of the blocking policy for calls into the public network. For example whether blocking from an extension is possible, and what CLI number is normally presented. Users of private networks shall be provided with CLI blocking capability for calls into the public network, when the CLI presented to the called user identifies the individual. For example if the direct-dial-in number is presented, per-call blocking from each extension shall be available, however if the directory number is presented, blocking from each extension is not required. Where the user blocks CLI presentation the private network may instead allow transmission of the directory number or another number, not identifying the individual. Hotels should provide per call blocking facilities for room telephones where the CLI presented identifies the calling room. 8 In future a roaming subscriber may be able to use their home network CLI blocking codes. 9 Use of fictitious CLI for dual connected PBXs should be avoided because the wrong CLI will be passed to the emergency services. 12 3.6 Payphones Network operators and other providers of public payphones are encouraged to display a clear notice at their payphones informing the user whether or not CLI is presented when a call is made and the blocking code. Where a public payphone line transmits CLI, per call blocking shall be provided. Private payphones lines shall support the same blocking types as ordinary telephone lines. Issue 4 Page 11

13 4 THE NETWORK 4.1 Networks providing CLI Where technically and economically feasible the originating public telephone switch shall transmit CLI information into the network and provide blocking capabilities to connected telephone subscribers. 4.2 Number Changes Where significant changes are made to a national numbering plan, publicity relating to it shall highlight the impact on the CLI number presented prior to and following the switch over to the new numbering plan. 4.3 Number portability There shall be no change to the CLI presented on calls from a subscriber who has switched to a new location, service or network operator, where their original number is retained. Equally, the CLI received by such a subscribed shall be unchanged. It is the responsibility of the network operator to which a subscriber switches, to ensure that the subscriber s blocking type preference is determined and implemented. 4.4 Operator calls The assistance operator service (a network operator service providing manually set up calls for subscribers) normally has access to CLI information whether or not it is blocked by the calling party. Such information shall be treated confidentially by the operator service. 4.5 Forwarded calls Where a call is forwarded, the CLI presented to the called user shall be that of the original calling line. Other numbers such as that of the forwarding line may be presented in addition to, but not instead of, the original calling line number. Where CLI relating to a forwarded call is transmitted across a point of interconnection the original caller s number shall also always be conveyed to interconnected networks to enable services such as malicious caller identification and emergency services to function correctly. 14 4.6 Carrier Selection Users wishing to block or unblock CLI and select a carrier for a call shall use the following dialling order: CLI blocking or unblocking code + Carrier select code + Telephone Number Selection codes assigned to carriers shall not be included in CLI presented to the called user. Note the interaction of carrier selection and call forwarding is addressed in Annex V. Users shall also have this possibility if a pre -selected carrier has been chosen using the following dialling CLI blocking or unblocking code + telephone number In the case of CPS and CS it is the originating network operator who receives the dialling from the user and transfer the call to the carrier network operator with CLI presentation indicator set to the value requested by the user. 4.7 Use of CLI by network operators Network operators have full access to CLI information irrespective of CLI blocking requested by callers, this information is essential for call processing, assistance operators, emergency services, customer care, billing and managing the network. However network operators should only make use of such blocked CLI information where the information is essential to provide a telecommunications service. Network operator employees should only have access to such information where this is essential for such a purpose. Network operators should not use this information for other commercial activities such as marketing or the advertising of services. Network operators shall keep blocked CLI information confidential. 4.8 Caller provided CLI 10 Where a network operator accepts caller-provided numbers unscreened into the public network for presentation to the called user, there should exist a written agreement between the network operator and the subscriber 11. A standard agreement, authorised by the relevant national authority, should include the following elements: 10 Both ECTRA and ETSI SPAN 2 are currently studying issues related to caller provided CLI. 15 Nature and range of the numbers to be used and rationale. Proof of number allocation 12. Mechanisms to ensure the security of the subscriber s telephone equipment, to avoid tampering or abuse by a third party or user. Mechanism to allow for termination of the agreement in the case of substantial complaint or failure to comply with the agreement. A condition permitting auditing by the network operator of the CLI numbers used may be included in the agreement. A network operator may waive these requirements if abuse is unlikely, but should retain the right to apply them to existing subscribers at a later time if considered necessary. Annex I provides a list of CLI numbers. Network operators shall ensure that where a caller provided CLI is used, that the operation of emergency services, and billing by interconnected network operators is not affected Premium rate and shared revenue numbers The ETP wishes to draw attention to the potential for fraudulent use of premium and shared revenue numbers. It is recommended that the use of these numbers as a CLI should be treated as advertising by the relevant national authority and the normal rules for value added service advertising in each member state should apply. This generally requires a potential caller to be made aware of the charges prior to making any call to such a service Non Geographic numbers Network operators shall ensure that where a fixed network non-geographic number (for example freephone or corporate network number) is used for CLI, that the operation of emergency services, and billing by interconnected network operators is not affected Proof of number allocation may be required for example where a user s PBX is connected to different network operators for the incoming and outgoing telephone service. 13 One method of implementing this requirement is to transmit an additional CLI rather than a substituted CLI. 14 One method of implementing this requirement is to transmit a geographic number to the interconnected network operator as well as the non-geographic number. 16 4.11 Interconnection Interconnection of networks in the European Union With the exception of those few cases where networks are not yet able to technically support CLI requirements there should in general be no reason for originating operators or service providers in EU member states, which have already implemented the appropriated articles of the EU Privacy directive into law, to prevent transmission of valid CLI messages conforming to these guidelines at the POI, to other operators or service providers in EU member states that have also implemented the appropriated articles of the EU directive into national legislation. If organisations fail to reach agreements for passing CLI at boundary points of interconnection then either organisation may request their NRA to review the matter. Network operators shall implement the caller s blocking instructions. It is the responsibility of an originating network to ensure that a call presented for hand over to another network has the correct CLI information. Network operators shall ensure that the caller s CLI information does not alter15 from the point of entry to the point of exit of the network, except in accordance with the instructions of the caller. Where a network is not capable of ensuring that the CLI information remains consistent then the CLI information shall not be presented to the called user. If a caller blocks CLI presentation, the CLI information shall not be passed beyond the terminating telephone exchange. To support compliance with the European Union Data Protection and Open Network Provision Directives, network operators are encouraged to incorporate the ETP CLI Guidelines into their interconnection agreements Interconnection with networks outside the European Union Network operators are encouraged, in the interest of international trade, to exchange CLI information with networks outside of the European Union. In all cases network operators shall ensure that such transfers are authorised by the relevant national authority. Network operators shall implement the caller s blocking instructions. 15 The format of the number may be changed into a dialable form. For example the number may be changed to international format. 17 It is the responsibility of an originating network to ensure that a call presented for hand over to another network has the correct CLI information. Network operators shall ensure that the caller s CLI information does not alter 16 from the point of entry to the point of exit of the network, except in accordance with the instructions of the caller. Where a network is not capable of ensuring that the CLI information remains consistent then the CLI information shall not be presented to the called user. Where a caller blocks their CLI presentation for a call to a location outside the European Union, CLI information shall be deleted before leaving European Union territory, unless the handling of CLI is in accordance with an agreement complying with the requirements of EU Directives 17, covering transfers to third countries. To support compliance with the European Union Data Protection and Open Network Provision Directives, network operators are encouraged to incorporate the ETP CLI Guidelines into their interconnection agreements. Network operators shall ensure that CLI information may not be passed to a network without an explicit agreement concerning CLI. For example as a result of transiting or rerouting Interconnection charges Charges for the carriage of CLI information across a point of interconnection shall be included in the normal call conveyance charge. 16 The format of the number may be changed into a dialable form. 18 5 THE CALLED USER This section only applies to called users having the CLI presentation or a CLI based service capability. 5.1 Presentation of information The called user shall have the capability of preventing the presentation of CLI information. Where the caller blocks CLI presentation, the called user should receive an appropriate indication (see Annex II) 18 To ensure that terminal equipment provides sufficient information to allow the called user to identify when the caller has blocked their CLI presentation, terminal equipment manufacturers should ensure that new terminals, capable of displaying CLI information, support the display format given in Annex II. The Call Return services, or any other method of presentation, should also support this format. 5.2 Confidential lines Where a network operator provides a confidential line service for use by organisations wishing to encourage anonymous calls, such as support agencies, tax authorities, and Helplines, the service shall have the following characteristics: CLI shall not be presented to a confidential line. The confidential line service is incoming only. An outgoing call made from a confidential line shall have normal features, including CLI transmission and blocking. Where a confidential line is marked as such in the telephone directory, the confidential status may not change until a new edition of the directory has been published. 5.3 Use of CLI by organisations Although currently unusual, an organisation may interconnect their private network with the public network using public network signalling systems, which may transfer blocked CLI information. Such transfers shall be inhibited if technically possible. Where the transfer of blocked CLI cannot be inhibited, such CLI information shall not be used by the organisation for any purpose; it shall not be displayed, stored, printed or passed on to any party. 18 Current implementations of ETSI standards may not always be able to support this requirements. 19 5.4 Overriding CLI blocking To support the principle of non-discrimination, network operators shall ensure that the implementation of CLI blocking override does not take account of the national origin of a call within the European Union. 5.5 Call return service For the purposes of these Guidelines the call return service is considered to be a CLI service 19. A user of the call return service should be able to delete numbers held by the network Anonymous call rejection service21 Where a network operator provides an anonymous call rejection service, this service is not comprised by a requirement for provision free-of-charge. The service should only reject a call where the caller has blocked their CLI. Calls where CLI may not be presented for reasons other than blocking by the calling user, should not be rejected. When an anonymous incoming call is rejected by the network, the caller should receive an announcement indicating that their call has been rejected because they have not released their CLI. The announcement 22 should inform the caller that if they wish to complete the call, they should dial again this time unblocking their CLI, or call from another line. When suitable standards become available the announcement should be pro vided by the originating telephone network and also inform the caller of the unblocking code Malicious call tracing The operation of this Guideline does not affect the ability of networks (both public and private) to use CLI information in co-operation with the relevant authorities for handling emergency calls, the tracing of malicious calls and similar activities. 19 The inclusion of the call return service in these guidelines should not be considered as a requirement to provide the service. 20 Network operators are encouraged to allow the user of the call return service to inhibit the service by entering a code. 21 Implementation of the anonymous call rejection service has only begun recently, hence this section should be considered preliminary and subject to modification based on implementation experience. tbd[]. 20 5.8 Availability of CLI features Network operators should, as a minimum, provide the information below to CLI users. New terminal equipment displaying CLI should provide appropriate messages, see Annex II: Calling party number or Reason for absence of calling party number: Number Unavailable or Number Withheld. 21 6 GENERAL ISSUES 6.1 Awareness and public education Prior to the introduction of the CLI based services an education and awareness campaign shall be undertaken by the local network operator proposing to transmit CLI information Consumer rights Without prejudice to judicial sanctions and legal remedies foreseen in the Data Protection Directive (97/66/EC) Article 14(2), customers whose privacy has been breached by network failures in CLI blocking shall have their privacy restored, at no charge, by their network operator, for example by the allocation of a new phone number. 6.3 User charges The use of line blocking and per call blocking facilities is free of charge. The blocking of the presentation of the CLI by the called user is free of charge for reasonable use. 24 Several issues related to CLI should be made clear, for example the handling of assistance operator calls (see section 4.4) and the possible need for a subscriber to block CLI presentation when calling the operator if they do not wish it to be forwarded to the called user. Only numbers complying with ITU-T Recommendation E.164 shall be transmitted internationally. 25 A national number will normally be converted into an international number by the public network, see EN ( ) s ection Where the exchange line number is the directory number, for example for a single line user, the CLI may be transmitted. 27 Since an exchange line number is difficult for the called user to recognise and to call back, it is recommended that t his number should not be used for CLI presentation. 28 Or other ITU-T E number. 23 Annex II CLI format Format of the reason for absence of the caller s number on Terminal Equipment Displays and Call Return Service 29 This Annex forms part of the Guidelines. This Annex covers the presentation of the reason for the absence of the caller s number visually on terminal equipment displays and aurally from call return services. The proposed wording is designed to ensure that users can easily distinguish where the caller has blocked CLI presentation. When the CLI number has not been presented to the called user because of blocking invoked by the caller or subscriber, the following messages should be presented: Number Withheld When the CLI number is not available for a reason other than caller or subscriber blocking, the following message should be presented: Number Unavailable Where space is limited the w ords Unavailable and Withheld may be used. 29 It is planned to provide suitable messages in other languages. Note that under EU Directive 97/66/EC Article 13, a network operator may not refuse to connect a terminal to the network on the grounds of failure to support this requirement. Issue 4 Page 22

24 Annex III Anonymous call rejection service This Annex does not form part of the Guidelines. Background In accordance with Directive 2002/58/EC Article 8, there is a requirement for the called user to be able to reject calls where CLI has been blocked by the caller. However the ETP believes that this feature is not currently supported by the relevant technical standards. In particular the ETSI standard for common channel signalling No. 7 (ISUP) does not make a distinction between CLIs that are withheld by caller blocking and those CLI withheld by the network due to network limitations. For example a limitation in the capability of the network to provide the calling party with blocking options. As a result in these cases, the presentation of CLI is generally restricted. The current ETSI ISUP standards do not cater for the distinction between presentation restricted by network and caller withheld to be carried forward in the network, with the result that such calls may be rejected by anonymous call rejection services and render the caller incapable of completing the call. tbd[] The ETP therefore urges caution in the use of anonymous call rejection services within member states until the ability to distinguish between these two types of CLI withheld are catered for in the signalling systems. As a minimum it is recommended that where no CLI is received at all these calls should not be treated as anonymous and should be allowed to complete to customers with anonymous call rejection. Failure to do this could result in the vast majority of international calls failing to complete to these users as well as calls from analogue exchanges and any other lines where CLI transmission or blocking is not possible. 25 Annex IV The interaction of carrier selection and the call forwarding service This Annex does not form part of the Guidelines. Carrier Selection services almost universally rely on the provision of CLI information to enable the selected operator to generate billing data to the appropriate account. It is therefore paramount that the correct CLI data is available on such calls. In the case of calls forwarded using a carrier selection code this requires the availability of the last diverting CLI. Three options for CLI received by the selected carrier can occur in a particular network as follows: 1. The selected carrier receives the CLI of the original called party This is the normal situation in networks that only support the conveyance of one CLI field per call and w ill result in an erroneous bill, if at all, to the original called party for the diverted leg of the call 2. The selected Carrier receives the CLI of the original called party and/or the last diverting CLI This is the ideal situation for enabling Carrier Selection and Call forwarding services to co-exist in a network as the selected carrier can correctly bill using the last diverted CLI. This situation results from the ability to carry two CLI fields for a single call. 3. The selected carrier receives only the last diverted CLI This situation would result in correct billing for carrier selection services but is likely to result in significant difficulties in the operation of services such as Malicious call trace and emergency services and is thus not recommended by the ETP As a result of these interactions the ETP recommends that the interaction of call forwarding services and Carrier Selection services (including CPS) should be avoided until such time as a network is capable of delivering both the original CLI and last diverting CLI. This is in accordance with the ETSI ISDN specifications. Issue 4 Page 24
