3 HM Land Registry Land Registration authority for England & Wales Formed in 1862 Trading Fund status Financial Autonomy ~ 21M titles Increasing by ~ 0.5M/year ~ 61% geographic coverage Increasing by ~ 4.5%/year ~ 7.5 million transactions/year ~ 7,500 staff > 400M/year revenue ~ 3trillion of property indemnified

4 UK Public Data Access current position Historically, little direct pressure/incentive for public bodies to make data available Generally perceived to be difficult to access/use public data Trading Funds are often the exception Most large spatial data providers are Trading Funds (e.g. Land Registry, Ordnance Survey, Met Office) Financial incentives/objectives Most data is charged for Move towards more commercial models

6 Land Registry current position By statute Access has to be provided to registers and register information all costs must be recovered from fees Data Access originally provided by paper copy and post On-line access provided to statutory services, for individual titles LR Online for general public access LR Direct for business commercial access

7 Land Registry current position Recognition of need to supply additional services as extra channels for open access to data Access to multiple-title data Encourage competition and re-use Commercial advantage Supply of extra services to e.g. Utilities and Local Authorities has widened the usage of LR data Extension to UK position in The Cadastral Parcel in NSDIs and INSPIRE report Requires organisational, infrastructural and process change Financial independence Data separation

8 Future challenges a UK perspective INSPIRE will place greater demands on data access true open access discover, view, download Cadastral/Land Registration data available as part of ESDI Interoperability System and data changes UK Location Strategy Enable government drive for greater access to all spatial data UK INSPIRE implementation co-ordination UK SDI creation Core data set owners have key responsibilities Transposition Leads Group is controlling passage into UK law Strong view is that it will, and should, happen

Organisational reputation will be challenged by increased scrutiny of data Data quality will be of paramount importance Issue is not whether it is dream or reality but how much data can or should be exposed What is Spatial Data? Increased exposure to fraudulent use of registration data Open Access is a reality, but one which we need to understand the detailed implications of and mitigate against the major risks
