1 NURSING HOME CHARGES (December 2007) By Ms Low Tan Ling 1 INTRODUCTION This supplement presents the for full-paying patients in Homes current as at December Subsidised patients are charged differently by Homes which admit them, based on the level of subsidy accorded to them. TYPES OF NURSING HOMES In Singapore, Homes are run by either the private sector or voluntary welfare sector (VWOs). Patients who are found eligible for MOH subsidies are placed by Integrated Care Services (ICS) 2 into VWOs, and selected private nursing homes under the MOH portable subsidy scheme. Patients who are not eligible for subsidies i.e. full-paying patients, can admit themselves into any nursing home, which we classify into one of four types below: Private Homes a) Private Homes (which are not under the MOH portable subsidy scheme) These are Private Homes, which cater to full-paying patients. b) Private Homes which are under MOH portable subsidy scheme. These Private Homes cater to full-paying patients but have set aside some of their beds to be used by patients who are eligible for MOH subsidies and placed by Integrated Care Services (ICS). Voluntary Welfare Organisation (VWO) Homes a) VWO Homes that do not receive MOH subsidies Some VWO-operated Homes do not receive MOH subsidies, but are selffunded through their own fund-raising. 2 b) VWO Homes receiving MOH subsidies These Homes serves primarily patients who are eligible for MOH subsidies and placed by ICS. UNDERSTANDING NURSING HOME CHARGES homes typically structure their as follows: a) Monthly Ward Charges b) Deposits (i.e. Refundable and Non-refundable) c) istrative Charges d) Items included/excluded in the Monthly Ward Charges. To ensure like-for-like comparison, the published are for full-paying (i.e. nonsubsidised) patients in the Voluntary Welfare Organisation (VWO) and private nursing homes, and include Goods and Services Tax (GST). With each nursing home, may vary according to bed-type (i.e. number of beds in the ward) and category of nursing care (i.e. I to IV, which provides an indication of the level of skilled nursing care required). Cat I patients require the least care, while Cat IV patients require the most care and they therefore incur higher. Functional Status and Care Needs The functional status and care needs of patients under the four nursing care (i.e. Cat I to IV) are shown in Table 1 below: Table 1: Functional status and care needs of patients under different nursing care "" CATEGORY FUNCTIONAL STATUS/CARE NEEDS I (least dependent) Physically and mentally independent, may or may not use walking aids, do not need or need only minimal assistance in activities of daily living (ADL) 3 II Semi-ambulant and/or mildly senile, requires some physical assistance and supervision in ADL III Wheel-chair bound and/or suffering from dementia, need help in ADL and supervision most of the time. IV (most dependent) Bedridden and require total assistance and supervision for every aspect of ADL. 3 Examples of activities of daily living that a patient may require assistance while in a Home include mobility, feeding, toileting, etc. 2
