4 1.1 Background and Scope: NSDC is one of its kind, public-private partnership which aims to promote skill development by catalysing the creation of large scale sustainable businesses by involving the private sector in the vocational training space. NSDC aims to create capacity in terms of large and quality vocational training institutions; fund entities interested to operate in the skill development business and create an enabling environment for stakeholders in the ecosystem. NSDC has affiliated over 260 Training Partners ( TPs ). These TPs have over 4,600 operational centres and have skilled around 5.9 million people, till date, which includes training conducted by training partners and training done under schemes like STAR and UDAAN implemented by NSDC across thirty one sectors. In view of the Government of India s flagship programme aimed at skill development and in line with the vision of the Hon ble Prime Minister of India and MSDE to establish visible and aspirational training centres in every district of the country, NSDC has been mandated by MSDE to work on creation of Model Training Centers in every district of India including the difficult areas, e.g. hilly areas, naxal affected areas, tribal regions, etc. NSDC by way of this EOI invites application for setting up Model Training Centers in every district of India from interested applicants. NSDC has also initiated the process for setting up of Project Management Unit ( PMU ) for the Model Centers Project. The role and responsibility of the PMU s would be to formulate the technical guidelines and financial parameters, basis which TIs would be selected for each of the districts. The PMU shall formulate draft guidelines and necessary process/criteria/operational requirements by taking into consideration of various states/districts scenario which includes but not limited to: Identification of Priority Sectors; Minimum Financial Parameters; 4

5 Technical Parameters/Requirements for each Priority Sector; Minimum Physical Infrastructure Requirements; Minimum Technical Capabilities of the Applicant; Minimum Financial Capabilities of the Applicant; Due Diligence Parameters (technical, financial and legal). The draft guidelines prepared by the PMU shall be submitted to the MSDE for vetting and approval. The guidelines approved by the MSDE will be uploaded on the website of MSDE/ NSDC and/or other designated government agency. The TI s will be required to submit their proposals for setting up Model Centers in accordance with the approved guidelines. The proposals submitted by the TIs would be evaluated and approved as per the process outlined in the approved guidelines. The Center size are proposed on the basis of population of the district and private sector capacity of the TPs in the district. S. 7 Uniform and High Quality branding: There will be standard dimensions, design and branding specifications outlining minimum requirements including colour scheme. Counselling and Placement Cell: The Center should have a separate counselling, mobilization and placement cell Trainers: Curriculum should be affiliated to SSCs and training entity must comply with Model Center monitoring process Indicative Funding Support for Setting up Model Centers Capex Support Model Centers will receive financial support in the form of a secured loan up to 75% of the investment requirement, to cover capital expenditure only related to: Purchase of plant and machinery; Training aid and other associated items; Prefabricated structures. The loan will be at differential interest rates especially for difficult districts. Under the scheme, loan will be given at a pre-determined differential rate with no moratorium period, while for the difficult areas, loan would be at a 0% interest rate + 1 year moratorium for difficult areas. TI s contribution will need to be a minimum of 25% of the investment requirement. Funding for capex support under the scheme will be only for 8000 sq. ft. and 5000 sq. ft. Centers, any expense beyond the specified area will need to be directly funded by the TI. The lab costs would be segregated in four buckets ranging from INR 5 lakhs to INR 60 lakhs. Each of groups will have mix of trades across the manufacturing, technical, services and agriculture sector, basis their respective lab set up cost Indicative Operating Support The Model Center will need to operate on 100% capacity with the OPEX funded from skill training scheme, run by MSDE. 7
