1 Workshop on Feed Safety STAVROPOL, 27 November 2012 Tim Franck Animal Feed Branch, Food Standards Agency, United Kingdom (UK) Experiences with national feed control programmes: follow-up and implementation of the EU Food and Veterinary Office recommendations to strengthen controls on feed hygiene in the UK Today UK Food Standards Agency/Industry/enforcement organisation Enforcement - major challenges How the UK is responding to the challenges and recommendations from the Food and Veterinary Office (FVO) 1

2 United Kingdom Food Standards Agency Non-Ministerial Government Department headed by a Chairman and Board. Reports to Parliament through Health Ministers but not directly accountable to Ministers. Main function is to protect public health from risks in connection with consumption of food. Animal feed part of the Agency s responsibilities because of importance to food chain UK Feed industry UK 2012 compound feed production: 11 million tonnes Feed Businesses : 200,000 (including farms) Compound feed businesses (approximately 400) Enforcement Organisation Enforcement delegated to some 200 local authorities At county and major metropolitan level Authorities enforce both food standards and feed legislation FVO carries out audits of UK feed law enforcement systems most recently in November 2011 (full audit) and November 2012 (general audit) 2

3 Enforcement - major challenges (1) Complete the identification/registration of feed business establishments and ensure these are inspected Ensure HACCP (Hazard analysis critical control points system) is being carried out by feed businesses Carry out more enforcement on imports from non-eu countries Sufficient resources are devoted to enforcement Enforcement - major challenges ( 2) To ensure various enforcement procedures are carried out e.g. Verification of the effectiveness of enforcement practices Visits to feed businesses are unannounced Reports by enforcement officers make clear what actions must be carried out by feed businesses when non-compliances are found Registration of Feed Businesses (1) There are a very wide range of businesses to control in the feed sector: Compound feed manufacturers Importers and traders Storage businesses Additive/premixture producers and suppliers Food businesses supplying co-products/surplus food Farms Pet food businesses The Feed Hygiene Regulation requires feed business establishments to be approved or registered in order that they can be inspected 3

4 Registration of Feed Businesses (2) It is a challenge to identify and inspect all businesses supplying the feed chain UK measures to address this issue include: Liaison with industry organisations to publicise requirement registration requirement Provide written guidance to certain sectors who may not consider themselves feed businesses (e.g. food sector) Introduce a risk based system for the inspection of premises Make identification of businesses a national enforcement priority HACCP (1) HACCP Hazard analysis critical control points system EU Feed Hygiene Regulation requires feed businesses to apply HACCP Other requirements relate to standards for facilities and equipment, production, quality control, storage transport, and record-keeping. Systems found at feed businesses to be too generic not suited to operations carried out. HACCP (2) Industry is strengthening its guidance on HACCP via its assurance schemes Guidance is being given by the Agency to some sectors (e.g. farms) Additional training is being given to enforcement officers on HACCP Checking of HACCP systems is an enforcement priority 4

5 Imports Imports include feed materials (e.g. soya, palm kernel, compound feed, feed additives) Actions to improve enforcement include better intelligence e.g. by liaison with Customs authorities Provision of additional resources/guidance Making import checks a priority Resources/organisation Provision of additional targeted resources for enforcement Code of Practice for use by enforcement authorities Collection of enforcement data (number of inspections, sampling etc ) Keeping structures/organisation under review National Enforcement Priorities (1) Issued on an annual basis Based on FVO recommendations, feed contamination incidents and other risk criteria Priorities for 2012/13 include: Controls at points of entry (imports) Registration of food businesses supplying the feed chain Labelling claims made 5

6 National Enforcement Priorities (2) Sampling priorities including: - Dioxins in oils/fats and premixtures - Heavy metals in certain premixtures - Arsenic in palm kernel expeller Inspections of farms - especially those using additives/premixtures Liaison between Government and Industry UK Approach Important to maintain close links Consult industry on new legislation Attendance at industry meetings, conferences Close co-operation during feed contamination incidents Independent Advisory Committee on Animal Feedingstuffs :presentations from industry спасибо (for listening to me)! 6
