3 Letter from the Chairs O ur communities are aging. In 2015, for the first time in Canada the number of people over the age of 65 accounted for a larger share of the population than children under 14 years of age. In Peterborough, individuals over the age of 65 account for approximately 20% of our regional population. The shift towards an older population will have profound implications for individuals, families, and communities. With this shift also comes opportunity for community building and social development. The Peterborough Council on Aging with the support of the Municipality of Trent Lakes, the City and County of Peterborough and the Ontario Trillium Foundation - launched the Age-friendly Peterborough project in June 2014 to identify service improvements and community investments that will ensure all residents can enjoy a high quality of life regardless of age or ability. This Baseline Report represents the mid-point in our journey to develop an Age-friendly Plan for the Peterborough region; including the City and County of Peterborough, and the Curve Lake and Hiawatha First Nations. The report, which is organized around eight age-friendly theme areas, identifies general features of an age-friendly community alongside local strengths and challenges to supporting healthy and active aging. Relevant plans, policies, and initiatives influencing the Peterborough region are also highlighted. This information will lay the foundation for strategy development and future reporting on the outcomes of the Plan. We are sharing it with you in the belief that, to be most effective, the Agefriendly Peterborough Plan will require broad community input and support. 6 2016 Age-friendly Peterborough Baseline Assessment Executive Summary T he Age-friendly Peterborough 2016 Baseline Assessment presents the findings of a comprehensive community consultation process together with background research on existing services, programs, and infrastructure in the Peterborough region. The Age-friendly Peterborough (AFP) consultation process was undertaken between February and October, 2015 and included a community-wide survey and focus groups with older adults, informal caregivers, and service providers. Follow-up research was performed through a review of local plans and reports, and in discussions with local businesses, service providers and municipal officials. The report aims to be as comprehensive as possible; however, ongoing shifts within the service environment may result in changes to the programs and services identified or in new programs and services not being included. While efforts were made to ensure as many partners and stakeholders as possible were able to provide input, some oversights or omissions may still exist. The report is structured around eight age-friendly theme areas, as outlined in the Age-friendly planning framework set out by the World Health Organization (WHO). These are: Transportation Housing Outdoor Spaces and Buildings Community Support & Health Service Civic Participation & Employment Communication & Information Social Participation Respect & Social Inclusion For each theme area a checklist of features for an age-friendly community developed based on models from the WHO and the Public Health Agency of Canada (PHAC) is presented. Local strengths and challenges, as identified by participants of the AFP consultation process and through research and discussion with local service providers and municipal officials, are then outlined. A selection of plans, policies, and initiatives relevant to the Agefriendly Plan are highlighted at the end of each section. Suggestions from participants of the AFP consultation process for service improvements and community investments to support age-friendliness are also featured throughout the report. 1

10 2016 Age-friendly Peterborough Baseline Assessment Overarching Themes Vision In describing their vision for an age-friendly community, participants of the AFP consultation process described a welcoming community where residents feel safe, with accessible public spaces and buildings, local access to health services, reliable and affordable rural transportation options, and opportunities for intergenerational connection and skills-sharing. Areas of Concern When asked to rate their level of concern with each age-friendly theme area over 50% of respondents to the AFP survey indicated that they were either a bit or very concerned with the following areas: Community Support and Health Services Transportation Respect and Social Inclusion Housing. Values In reviewing the information gathered through the AFP consultation process and discussing the role of the Plan in the community the Age-friendly Peterborough committee has identified the following set of values to guide the work moving forward: 5 Alignment of the age-friendly plan with other related plans and policies. Collaboration between sectors and jurisdictions to support healthy and active aging. Respect for diversity in the older adult population, including diversity of culture, race, gender, sexual identity, physical and mental ability, and economic circumstance. Support for equitable access to services and programs regardless of income, ability, or geography. Inclusion of all generations in understanding and supporting the aging process. Respect for the interconnection between each age-friendly theme area. The need for transparency and ongoing reporting of progress measures.

12 2016 Age-friendly Peterborough Baseline Assessment Transportation Transportation, including accessible and affordable public transit, is a key factor influencing active aging. Being able to move about the community determines social and civic participation and access to community and health services (WHO, 27). 7

13 Transportation Checklist for an age-friendly community Walking and cycling Sidewalks and walkways are well maintained, continuous, and accessible. Multi-use trails are well maintained, safe, and accessible. Snow removal on sidewalks and trails is adequate. Bike zones are adequately separated from vehicles and pedestrians. There are adequate bike facilities (e.g. parking spaces and repair stations). Pedestrian crossings are sufficient in number and safe for people with different levels of ability (including providing adequate time for crossing, and lowered curbs for walker accessibility). Driving Roads and parking areas are well maintained, with clear markings, adequate signage and good lighting. Traffic flow is well regulated (especially in cottage communities that experience increased traffic in the summer months). Parking and drop-off areas, including accessible parking spaces, are sufficient in number and available at an affordable rate. Snow removal on roads and in parking areas is adequate Public transportation Public transportation is reliable with frequent service, including at night and on weekends and holidays. Public transportation costs are affordable. All city areas and services are accessible by public transportation, with good connections and well-marked routes. Transit vehicles are clean, well maintained, accessible, and have priority seating that is respected. Transit stops and stations are conveniently located, clean, well-marked, with adequate seating and shelter. Transit drivers are courteous and helpful. Specialized transportation is available for people with disabilities who are unable to use conventional transit for all or part of a trip. Other transportation services Affordable and accessible community transportation services (including shuttle vans) are available to take older adults to appointments and events. Volunteer and/or an informal network of drivers is available and compensated (e.g. gas money) for their efforts. Taxis are accessible and affordable, and drivers are courteous and helpful. Regional transportation routes are available and linked to local transportation services. 8

14 2016 Age-friendly Peterborough Baseline Assessment Peterborough s Strengths Support for active transportation infrastructure > > Participants of the AFP consultation process identified the availability of regional recreation trails and walking routes as a key strength in the Peterborough region. > > There are currently over 80 kilometres of multi-use trails in the City and County of Peterborough. > > There are 203 publicly funded bicycle racks in the City providing 881 bicycle parking spaces. > > The Millbrook BIA recently donated a cycle stall to the Township to permit the conversion of a parking space for motor vehicles to a parking space for bicycles in Downtown Millbrook. > > The City of Peterborough maintains (plows) all paved multi-use trails in the winter months. > > Selwyn Township has a local trails advisory committee which assists in developing a safe and publicly accessible integrated trails system. > > The Municipality of Trent Lakes has a newly formed local Trails Association that is volunteer-based and independent from the municipality. Community-based driving services > > Participants of the AFP consultation process, particularly those residing in the County of Peterborough, identified the existence of community-based driving services as a key asset in the community. > > In 2015, Community Care Peterborough (CCP) offered 1,816 drives to clients in the City of Peterborough through its accessible community care van. > > In 2015, CCP offered 2,4 drives to clients in the County of Peterborough through its accessible Caremobile service. > > In 2015, CCP s volunteer driving service had 242 registered volunteers who provided 35,152 drives to 1,812 clients across the City and County of Peterborough. > > Curve Lake and Hiawatha First Nations operate medical vans to transport residents to medical appointments. 9

15 Transportation Peterborough s Strengths Courteous bus drivers and transit staff > > City participants of the AFP consultation process described Peterborough Transit staff as helpful and courteous. > > Participants of the AFP consultation process often described bus drivers as going out of their way to support riders. > > In addition to support from drivers, Peterborough Transit riders can get help from transit staff at the Customer Service Window located at the main bus terminal or by calling Peterborough Transit service accessibility > > 96% of households in the City of Peterborough area live within 4m of a transit stop. > > Peterborough Transit offers trans-cab service in out lying areas of the City which are not serviced by regular bus routes. > > All regular Peterborough Transit routes have fully accessible buses available. > > All transit buses have priority seating for passengers with a disability. > > 90% of Peterborough Transit buses are accessible. > > 1% of buses have audible announcements and visual displays to notify of the next stop. > > Peterborough Transit operates 11 Handi-Van vehicles which provide special transit service for people that cannot take conventional buses due to a disability. > > Peterborough Transit s Handi-Van service makes approximately 39,0 trips per year. 10

16 2016 Age-friendly Peterborough Baseline Assessment Peterborough s Challenges Rural transportation options and affordability < < Though participants of the AFP consultation process identified the existence of community-based driving services as an asset in the community, the availability and affordability of different transportation options in the County were presented as challenges for rural residents. < < Affordability of taxi services was identified as an issue across the County. < < At $40 for a round-trip (2016 rate) affordability of the CCP Caremobile services was identified as a concern for residents in Havelock-Belmont-Methuen and North Kawartha. < < In 2015, the Peterborough-Lakefield bus service operated by Century Transportation was discontinued, further limiting rural transportation options. Maintenance of road infrastructure < < 78% of people who responded to the AFP survey identified condition and repair of roads as an area for improvement. < < Lighting of roads was identified as a particular concern for County participants of the AFP consultation process. < < In 2015, the County of Peterborough identified over $164 million worth of road related transportation infrastructure needs. Winter maintenance of roads and sidewalks < < Winter maintenance of roads and sidewalks was identified as a key concern by participants of the AFP consultation process. < < 40% of participants who responded to the AFP survey identified snow removal on roads as an area for improvement. < < 52% of participants who responded to the AFP survey identified snow removal on sidewalks as an area for improvement. 11

17 Transportation Peterborough s Challenges Sidewalk condition, availability and accessibility < < 57% of people who responded to the AFP survey identified condition and repair of sidewalks as an area for improvement. < < 43% of County residents who responded to the AFP survey identified availability of sidewalks as an area for improvement. < < 44% of roads in the City of Peterborough have no sidewalks. < < In 2015, there were 1,599 defects located in sidewalks in the City of Peterborough. < < There are 41,243 metres of sidewalk remaining to be constructed under the City of Peterborough s 2012 Sidewalk Strategic Plan. < < Only 65% of sidewalks in the City of Peterborough have curb cuts (where the sidewalk lowers to meet the road). < < As of 2016, there were 15 accessible pedestrian signals in the City of Peterborough. < < Three of eight County Townships have sidewalks on less than 10% of roads in settled areas. < < As of 2015, there was only 1 auditory traffic signal in the County of Peterborough, located in Selwyn Township. < < Improvements to sidewalks and walking trails were identified as a desired infrastructure improvement for residents of Curve Lake First Nation. Accessibility and safety of trails < < Accessibility, signage, and safety of multi-use trails were identified as areas of concern by age-friendly consultation participants. < < The safety of trails at road crossings was a particular concern for participants of the AFP consultation process. < < Sharing of trails between multiple users and vehicle types was identified as an area for improvement by participants of the AFP consultation process. < < Only 6% of trails in the City of Peterborough are lit. 12

18 2016 Age-friendly Peterborough Baseline Assessment Peterborough s Challenges Parking accessibility and affordability < < The accessibility of parking in commercial downtown areas and at public service buildings was identified as an area of concern by participants in the AFP consultation process. < < The availability of parking at the City of Peterborough s downtown library location was identified as an area of concern by participants of the AFP consultation process. < < The cost of parking at the Peterborough Regional Health Centre (PRHC) was identified as an area of concern by participants in the AFP consultation process. < < The functionality of PRHC s parking drop-off area was a concern for some participants of the AFP consultation process. Peterborough Transit service levels (including Handi-Van) < < Participants of the AFP survey identified availability of transit service as an area for improvement. < < City participants of the AFP survey prioritized improvements to public transit availability, frequency of service, and shelters and waiting areas. < < County participants of the AFP survey prioritized improvements to public transit availability, frequency of service, and routes. < < The cleanliness of transit vehicles was identified as an area of concern by some AFP consultation participants. < < 75% of Peterborough Transit stops have no shelter, seating area, or dedicated hard surface. < < Numerous complaints were received from consultation participants about scheduling and operations of Peterborough Transit s Handi- Van service. < < Participants of the AFP consultation process voiced concerns about the reliability of the Handi-Van service. < < Handi-Van trips are not always available on short notice. Passengers often need to be flexible when booking, plan alternative dates and times, and make a reservation one to two weeks in advance of a trip. 13

19 Transportation Relevant Plans, Policies and Initiatives Ministry of Transportation Minimum Maintenance Standards All Ontario municipalities are required to maintain roads according to minimum maintenance standards set by the Ministry of Transportation, which include standards for road maintenance, traffic control and road clearing. Accessibility for Ontarians with a Disabilities Act In January 2016, new regulations from the Accessibility for Ontarians with a Disabilities Act (AODA) came into effect, which require all municipalities in Ontario to follow new protocols and technical requirements to ensure accessibility of trails, sidewalks, pathways, public transit systems, taxi-cab services and accessible parking. County of Peterborough Active Transportation Master Plan The County of Peterborough is currently working to develop an Active Transportation Master Plan to support walking and cycling across Peterborough County. County of Peterborough 2014 Transportation Master Plan Update In 2014, the County of Peterborough conducted an update to the County Transportation Plan (2012/2013) which will guide the County for 20 years in decision-making related to infrastructure improvements and enhancements, safety updates and policy and standards development. City of Peterborough 2012 Comprehensive Transportation Master Plan The City of Peterborough s 2012 Transportation Plan was initiated as an update of the 22 Comprehensive Transportation Plan. The Plan was initiated in order to comply with Ontario Planning legislation, plan for long-term infrastructure needs, and provide input for future updates to the City s official Plan. The Plan includes a greater emphasis on active transportation than what was included in the 22 Plan. City of Peterborough 2012 Sidewalk Strategic Plan The City s Sidewalk Strategic Plan sets out a process to prioritize the provision of new sidewalks within the City of Peterborough. The scope of the plan includes missing sections of sidewalk in existing developments throughout the city. The plan does not include sidewalk repairs, which are handled through the Public Works Division. 14

20 2016 Age-friendly Peterborough Baseline Assessment Relevant Plans, Policies and Initiatives City of Peterborough Provision of Sidewalks Policy The City of Peterborough s provision of sidewalk policy states that sidewalks should be provided on both sides of all streets. City of Peterborough winter control system improvements In recent years, the City of Peterborough Public Works department has made improvements to their winter control systems, including adding staff and specialized equipment to clear snow from sidewalks and transit stops. City of Peterborough accessible resources map The City of Peterborough s accessibility committee has developed an accessible resources map that identifies the location of accessible parking spots in the downtown area, along with parking garages and surface parking lots. City of Peterborough Transit affordability program The City of Peterborough is currently assessing options to develop a transit affordability program to make transit more affordable for low-income residents. City of Peterborough Transit service improvements In recent years, the City of Peterborough has made improvements to Peterborough Transit service and infrastructure. These include expanding transit service on statutory holidays beginning in 2016 and renovations to the downtown Peterborough bus terminal (completed in June 2016) Peterborough City and County Active Transportation and Health Indicators Report The Peterborough City and County Active Transportation and Health Indicators Report was developed by Peterborough Public Health, GreenUP, and the City of Peterborough. It establishes indicators to measure progress towards an active transportation-friendly community, highlights successes in the region, and suggests priority areas for intervention. 15

21 Transportation Relevant Plans, Policies and Initiatives Community Improvement Plan for the Hamlet of Buckhorn The Municipality of Trent Lakes and Selwyn Township have adopted a Community Improvement Plan for the Hamlet of Buckhorn which, in part, supports improvements to walkways and pathways to increase accessibility in downtown Buckhorn. Township of Cavan Monaghan Trails Master Plan The Township of Cavan Monaghan s Trails Master Plan supports the development of a multi-use, non-motorized trail on an abandoned rail line that will provide a convenient pedestrian link to the community core. Township of Cavan Monaghan 2016 King Street Reconstruction Project The Township of Cavan Monaghan s 2016 King Street Reconstruction project will contain new street enhancements including more pedestrian friendly features and traffic calming measures like hatched crosswalks and painted traffic bump outs. Selwyn Township 2014 Trails Master Plan The 2014 Trails Master Plan for Selwyn Township promotes the development of a connected walking and cycling network 16

24 2016 Age-friendly Peterborough Baseline Assessment Housing The housing conditions of older people are often linked to their quality of life and whether they are able to age independently and actively in their community. Appropriate housing design and its proximity to community and social services allow older residents to live comfortably and safely, while housing affordability gives them peace of mind (WHO, 2016). 19

26 2016 Age-friendly Peterborough Baseline Assessment Peterborough s Strengths New housing development > > Participants of the AFP consultation process expressed excitement about a variety of new housing developments in the City and County of Peterborough. > > The Knox Church redevelopment and Mount Community Centre were identified as two specific projects of interest in the City of Peterborough. > > In the fall of 2015, the County of Peterborough draft plan approved a 151 unit condominium development in Lakefield which will be marketed to seniors. The proposed condominium development will include a network of walking trails designed to promote walkability and healthy living for seniors. Retirement style housing > > The availability of retirement living housing developments (including retirement homes and lifestyle communities) was identified as an area of strength by participants of the AFP consultation process. > > There are 11 registered retirement homes in the Peterborough region which have a combined resident capacity of 1,128 people. > > There is one senior citizen home in Curve Lake First Nation. Home maintenance and repair supports > > In 2014/15 CCP served 1,435 clients through its home help and maintenance program. > > In 2015, students from St. Peter Catholic Secondary School volunteered to do outdoor yard work for seniors. > > In 2015, 10 out of the 26 approved applicants to the Peterborough Renovates program identified as seniors (8 from the City of Peterborough, 1 from North Kawartha, and 1 from the Municipality of Trent Lakes). 21

27 Housing Peterborough s Strengths Affordable and social housing > > The City of Peterborough manages social and affordable housing portfolios for the City and County of Peterborough. > > There are 1,070 social and affordable housing units designated for seniors in the Peterborough region (age restrictions vary by project). > > Seniors may also occupy some of the additional 1,323 units of social and affordable housing in the region. > > Selwyn Township provides support for affordable housing developments including providing land and waiving development charges. > > The County of Peterborough waives development charges for affordable housing projects and has decreased development charges for smaller units. 22

28 2016 Age-friendly Peterborough Baseline Assessment Peterborough s Challenges Housing affordability < < Nearly 40% of seniors living alone in the Peterborough area spent more than 30% of their income on housing in 2011 (defined as being in core housing need by the Canadian Mortgage and Housing Corporation). < < Participants of the AFP consultation process cited housing affordability (including home prices, rents, taxes, and utility costs) as among the most important factors influencing their housing decisions. < < AFP consultation participants described feeling that seniors dedicated housing in the Peterborough region is concentrated towards higher-income or lower-income groups with little available for middle-income seniors. 29 Housing Peterborough s Challenges Housing design standards and accessibility < < The use of accessible design standards in new housing developments was identified as an area for improvement by participants in the AFP consultation process. < < There are only 307 accessible social and affordable housing units in the Peterborough region. < < There is a waitlist of 115 people for accessible social housing units in the Peterborough region. < < There is no legislative requirement to provide accessible subdivision model homes or sales offices. < < There is no legislative requirement to provide zero step access at the main entrance to detached houses, semi-detached houses, duplexes, triplexes, town houses, or row houses. < < Subdivision developers are not required to provide minimum percentages of accessible housing as is required for apartment buildings. Affordability of home maintenance and support services < < 58% of respondents to the AFP survey reported being concerned about their ability to afford the services they think they ll need to live safely at home in their older years. < < The top three cited supports that participants of the AFP survey anticipated needing in their older years were cleaning services, transportation services, and yard maintenance. < < The 2016 budget for the Province of Ontario has proposed to end a tax credit for seniors undertaking home renovations to improve safety and accessibility. 24

30 2016 Age-friendly Peterborough Baseline Assessment Relevant Plans, Policies and Initiatives Ontario Building Code A recent update to the Ontario Building Code requires 15% of all suites in an apartment building to have a barrier-free path of travel from the suite entrance door to at least one bedroom, one bathroom, kitchen space and living room space. Growth Plan for the Greater Golden Horseshoe The Growth Plan for the Greater Golden Horseshoe, which applies to the Peterborough region, includes a policy directive to provide greater choice in housing to meet the needs of people at all stages in life. Peterborough 10 year Housing and Homelessness Plan A 10 year housing and homelessness Plan for Peterborough City and County was launched in The Plan includes four goals: providing people centred service, creating housing affordability, preventing homelessness and promoting housing stability, and transitioning out of homelessness. Enbridge Gas Distribution Home Winterproofing Program This home winterproofing program, which is delivered in the City and County of Peterborough by GreenUP, assists homeowners and tenants in financial need to lower energy bills, cut natural gas consumption and make their homes more comfortable. Enbridge will pay for the cost of home improvements such as insulation and draft proofing for people in financial need whether they own or rent a detached home, semi-detached home, row house or mobile home. Peterborough Renovates The Peterborough Renovates Program (PRP) is one of several housing programs offered by the City of Peterborough that are supported by the 10-year Housing and Homelessness Plan for Peterborough. PRP provides loans and grants to low and moderate income homeowners in the City and County of Peterborough, to help with needed repairs, including accessibility and efficiency upgrades. Accessibility grants up to $5,0 and forgivable loans up to $25,0 are available. 25

31 Housing Relevant Plans, Policies and Initiatives County of Peterborough Official Plan The County of Peterborough s Official Plan includes an objective to ensure opportunities for a range of housing options and support services for seniors and people with special needs throughout the County. The Plan also encourages local municipalities to permit residential intensification developments including garden homes and accessory apartments, and includes a housing policy statement encouraging municipalities to assess development proposals for retirement/ lifestyle communities based on infrastructure availability and accessibility to community services. County of Peterborough Relief of Residential Tax Increase In 2014 the County of Peterborough passed a by-law which provides tax increase relief for low-income seniors and persons with disabilities in 2015, 2016, and City of Peterborough Accessibility Advisory Committee The City of Peterborough has an accessibility committee which reviews site plans for new housing developments. City of Peterborough Official Plan Review 2016 The draft of the City of Peterborough s Official Plan update includes a vision statement that articulates an aspiration to provide a decent home for all residents. The Draft also includes the development of a complete community, with a mix of housing, commercial, and employment uses, as a guiding principle. City of Peterborough Secondary Suites By-law The City of Peterborough has a by-law encouraging the creation of secondary suites in identified areas, and in consideration of factors such as parking, servicing, and access to parks and amenities. City of Peterborough Realty Tax Assistance/Rebate Program The City of Peterborough offers a property tax assistance program for low-income seniors and low-income disabled taxpayers. 26

32 2016 Age-friendly Peterborough Baseline Assessment Relevant Plans, Policies and Initiatives Township of Cavan Monaghan Official Plan The Township of Cavan Monaghan s new Official Plan has established a goal for housing targets that will strive to maintain a diverse housing stock in terms of type, tenure, density and affordability. Through the Plan, the Township is encouraging the development of rental housing, assisted seniors housing and housing for special needs groups in close proximity to support services, and ensuring that new housing developments include a range of housing sizes and designs to offer housing opportunities at a range of prices, including affordable housing, in the marketplace. Selwyn Township Accessibility Committee Selwyn Township has an accessibility committee which reviews site plans for new housing developments. Selwyn Township Secondary Dwelling Unit and Garden Suite By-laws Selwyn Township has by-laws permitting the construction of secondary dwelling units and garden suites (temporary use by-law). The township also offers information resources to property owners about these types of housing. Township of Havelock-Belmont-Methuen LTCH Development The township of Havelock-Belmont-Methuen has an application before the Ministry of Health and Long-term Care to develop a 128 bed Long-term care facility on a municipally-owned 18 acre lot. 27

35 Outdoor Spaces and Buildings Checklist for an age-friendly community Parks and public spaces Parks and public spaces are sufficient in number, well-lit, maintained and safe. Accessible benches are located along paths, near playgrounds and recreation equipment. Paved pathways are non-slip, well maintained, and wide enough for wheelchairs. Recreation equipment and park amenities take into consideration the needs of older adults and persons with disabilities. Buildings Downtown commercial areas Public washrooms are accessible and conveniently located with proper signage and include a separated universal washroom in addition to gender-specific washrooms. Outdoor safety is promoted by good lighting, police patrols and community education. Services are situated together and are accessible. A range of services and businesses are available that suit the needs of older adults. Public buildings, stores, and offices are fully accessible including entrances and exits, washrooms, and internal paths of travel. 30

Parks and greenspace > > The availability of parks and greenspace was identified as an asset by participants in the AFP consultation process. > > The City of Peterborough manages a network of over 105 regional, community, and neighbourhood parks. > > There are two supervised beaches in the City of Peterborough. > > There are 41 community gardens in the Peterborough region, including 8 in the County of Peterborough. > > There are 5 accessible playgrounds in the City of Peterborough. > > There are 4 accessible splash pads in the City of Peterborough. > > There is one accessible playspace in Douro-Dummer, at the Warsaw firehall. > > The Norwood Community Centre has four pieces of age-friendly outdoor fitness equipment. > > The Cavendish Community Centre includes an accessible playground with adaptive equipment for kids with different abilities. 31

Accessibility of downtown areas < < Accessibility of stores and buildings was identified as an area for improvement by participants of the AFP consultation process. < < Availability of benches and washrooms in downtown areas were two areas for improvement identified by participants of the AFP consultation process. < < Over 50% of participants in the AFP consultation process indicated that they would like to see improvements made to washrooms in buildings. Perceived safety in public areas < < Participants of the AFP consultation process identified the sense of security in parks and downtown areas as an area for improvement. 32

38 2016 Age-friendly Peterborough Baseline Assessment Relevant Plans, Policies and Initiatives Ontario Building Code A recent update to the Ontario Building Code enhances access to all storeys within a building, promotes visitable suites in apartment buildings, requires visual fire safety devices, further enhances accessibility of washrooms, and requires tactile attention indicators in specific interior and exterior locations to assist people with vision loss. Accessibility for Ontarians with a Disabilities Act In January 2016, new regulations from the AODA came into effect to ensure accessibility of outdoor eating areas, play spaces, exterior pathways, rest areas, recreational trails, beach access, and accessible parking. Vision 2025 The City of Peterborough is in the process of developing a 10-year strategic plan for recreation, parks, arenas and culture. City of Peterborough Municipal Cultural Plan 2012 The Municipal Cultural Plan for the City of Peterborough includes seven strategic directions to promote culture within the municipality and the community. Included among these is a strategy to strengthen the downtown as a cultural hub. City of Peterborough Accessible Resources Map The City of Peterborough s accessibility committee has developed an accessible resources map that identifies the location of 20 accessible washrooms in City facilities. City of Peterborough Downtown Area Bench Installation In 2014, the City of Peterborough installed new benches in the downtown core. 33

39 Outdoor Spaces and Buildings Relevant Plans, Policies and Initiatives Community Improvement Plan for the Hamlet of Buckhorn The Municipality of Trent Lakes and Selwyn Township have adopted a Community Improvement Plan for the Hamlet of Buckhorn that, in part, supports landscape and signage improvements in downtown Buckhorn. Township of Cavan Monaghan 2016 King Street Reconstruction Project In the Township of Cavan Monaghan, as part of the 2016 King Street Reconstruction project in Downtown Millbrook, the key intersections on King Street will be equipped with wheel chair ramps and slip resistant sidewalks. Beavermead Campground Accessibility Improvements As of 2016, four accessible campsites have been installed at Beavermead Campground in the City of Peterborough. 34

42 2016 Age-friendly Peterborough Baseline Assessment Community Support and Health Services Accessible and affordable community and health services are crucial in keeping seniors healthy, independent, and active. This involves an appropriate supply of aged care services conveniently located close to where older people live, and trained health and social workers to provide these services (WHO, 2016). 37

43 Community Support and Health Services Checklist for an age-friendly community Health services and facilities Family physicians and nurse practioners are available in the community. All health and community support service staff are respectful, helpful and trained to serve a diverse population of older people. Specialists (including gerontologists) conduct assessments on a regular basis in the community and arrange follow-up with primary care physicians. Specialty services are available in the community, including mental health services, mammogram and diabetes clinics, and cancer care outreach. Affordable palliative care services are available in the community. Delivery of services is coordinated and administratively simple. Health care facilities include clusters of services that are conveniently located and accessible to transit. Home health and community services Affordable community support services are available in the community, including exercise programs, meal delivery, and visiting programs. Affordable in-home health services are available in a timely manner. Medical equipment (including medical alerts) is available through a loan program, at no cost to seniors. Community emergency planning takes into account the vulnerabilities and capacities of older people. Caregivers are given a break from their responsibilities through programs such as home support and seniors day-care programs. 38
