1 APPROVE NEW CERTIFICATE PROGRAMS: HOTEL AND RESORT MANAGEMENT TOURISM MANAGEMENT FOOD AND BEVERAGE MANAGEMENT Trustee Resolution # WHEREAS, hospitality and tourism enterprises constitute a significant part of our local economy in western New York; WHEREAS, Finger Lakes Community College has been a leader in innovative programming to prepare students for positions within the hospitality and tourism industries; and WHEREAS, the AAS Hospitality and Resort Management degree program was recently revised to incorporate the AAS Tourism Management and AS Tourism Studies programs into a single program called AAS Hospitality and Tourism Management that consists of common core set of courses and further study in one of three different tracks: Hotel and Resort Management, Tourism Management and Food and Beverage Management; and WHEREAS, stand-alone certificates aligned to each track will allow students in the AAS Hospitality and Resort Management and related programs to stack credentials; and WHEREAS, the revised AAS Hospitality and Tourism Management and supporting Certificates will better prepare students for success in the hospitality and tourism industries; and WHEREAS, the proposed Hotel and Resort Management, Tourism Management and Food and Beverage Management Certificate programs support the College s strategic plan and mission to provide high quality academic programs that meet the needs of students and the community ; and WHEREAS, the FLCC Curriculum Committee, Academic Senate, Provost and College President recommend approval of this program to the FLCC Board of Trustees; and WHEREAS, the FLCC Education & Planning Committee recommends approval of this new program; and NOW, THEREFORE BE IT RESOLVED, that the FLCC Board of Trustees does hereby approve the following Certificate programs: Hotel and Resort Management, Tourism Management and Food and Beverage Management. 4 Trustee Resolution # APPROVE A COLLEGE POLICY: NON-DISCRIMINATION WHEREAS, the purpose of the FLCC Non-Discrimination policy is to ensure Finger Lakes Community College affirms its commitment to promote the goals of fairness and equity in all aspects of the educational enterprise.; and WHEREAS, the Non-Discrimination policy applies to all faculty, staff, prospective and accepted students; and WHEREAS, this policy complies with federal and state anti-discrimination laws; and WHEREAS, the college administration recommends FLCC Board of Trustees approval of this policy in conformance with all applicable laws and regulations; and WHEREAS, the FLCC Board of Trustees has reviewed and approved this resolution; and WHEREAS, effective immediately, all previously existing documents, statements or other communications purporting to set forth official College policy with respect to the corresponding subject matter or that are in any way inconsistent with the attached policy are hereby REPEALED; NOW, THEREFORE BE IT RESOLVED, that the FLCC Board of Trustees hereby approves the implementation of the Non-Discrimination policy effective immediately. 5 Trustee Resolution # BID ACCEPTANCE: MAIL COURIER SERVICES WHEREAS, the Ontario County Purchasing Director advertised for and received bids for courier service of mail delivery and pickup between the FLCC main campus and all campus centers, including Newark Campus Center, Geneva Campus Center, Geneva Viticulture Wine and Technology Center and Victor Campus Center, bid B16109; and WHEREAS, college personnel have reviewed said bids and determined that the low responsive/responsible met the specifications is acceptable; and WHEREAS, the specifications for bid B16109 allow an option for renewal for two additional twelve-month periods for a total of three years, if mutually agreeable by both parties; and WHEREAS, Aromet Corporation d.b.a. Jet X Delivery Service is the low responsive/responsible bidder for courier service of mail delivery and pickup for Finger Lake Community College; and WHEREAS, based on the bid estimate, the total annual cost would be $20,352.00, and WHEREAS, the FLCC Board of Trustees Finance & Facilities Committee has reviewed and approved this resolution; NOW, THEREFORE BE IT RESOLVED, that the FLCC Board of Trustees hereby accepts the low responsive/responsible bid of Aromet Corporation d.b.a. 6 Trustee Resolution # BID ACCEPTANCE: PURCHASE OF A LARGE FORMAT COLOR PRINTER WHEREAS, the Ontario County Purchasing Director advertised for and received bids for the purchase of a large format color printer, bid B16110, for Finger Lakes Community College; and WHEREAS, college personnel have reviewed said bids and determined that there were three identical low responsive/responsible bidders that met specifications at the same price; and WHEREAS, since all three bidders offered the same equipment at the same price, the bid is being awarded based on delivery time, thus the low bidder with the best delivery time is Professional Graphics Systems & Services, Inc. at a delivered price of $3, and a delivery time of one to two days; and WHEREAS, the FLCC Board of Trustees Finance & Facilities Committee has reviewed and approved this resolution; NOW, THEREFORE BE IT RESOLVED, that the FLCC Board of Trustees hereby accepts the low responsive/responsible bidder based upon the best delivery time, of Professional Graphics Systems & Services, Inc., 3 West Main Street, Elmsford, NY for the purchase of a large format color printer, bid B16110, at the total cost of $3,995.00; and BE IT FURTHER RESOLVED, that certified copies of this resolution be sent to the FLCC Senior VP of Administration & Finance, the FLCC Chief Information Officer, the FLCC Director of Business Services and the Ontario County Purchasing Director. 7 BID ACCEPTANCE: PURCHASE OF A PONTOON BOAT AND TRAILER Trustee Resolution # WHEREAS, the Ontario County Purchasing Director advertised for and received bids for the purchase of a pontoon boat and trailer, bid B16103, for Finger Lakes Community College; and WHEREAS, College personnel have reviewed said bids and determined the low responsive/responsible bidder that met specifications is acceptable; and WHEREAS, Seager Marine, Inc. is the low responsive/responsible bidder for a pontoon boat and trailer based on the bid estimate for option #1, with a total cost would of $53,000.00; and WHEREAS, the FLCC Board of Trustees Finance & Facilities Committee has reviewed and approved this resolution; NOW, THEREFORE BE IT RESOLVED, that the FLCC Board of Trustees hereby accepts the low responsive/responsible bid of Seager Marine, Inc., 21 Parrish Street, Canandaigua, NY 14424, for the purchase of a pontoon boat and trailer, option #1, bid B16103, at the total cost of $53,000.00; and BE IT FURTHER RESOLVED, that certified copies of this resolution be sent to the FLCC Senior VP of Administration & Finance, the FLCC Conservation Chair, the FLCC Provost, VP of Academic and Student Affairs and the Ontario County Purchasing Director. 8 Trustee Resolution # BID RENEWAL: SPRINKLER & BACK FLOW INSPECTION WHEREAS, resolution # dated January 8, 2014, awarded a contract for a sprinkler and back flow inspection for Finger Lakes Community College, bid B13125; and WHEREAS, the bid specifications allow for up to four additional twelve-month periods for a total of five years, if mutually agreeable by both parties; and WHEREAS, this would be the third of four possible renewals available for an additional twelve-month period from January 8, 2017 through January 7, 2018; and WHEREAS, Great Lakes Building Systems, 116 Gruner Road, Buffalo, NY has indicated a desire to renew bid B13125 for a twelve-month period at the current price structure indicated in the bid for a total cost of $6,065.00; and WHEREAS, the FLCC Board of Trustees Finance & Facilities Committee has reviewed and approved this resolution; NOW, THEREFORE BE IT RESOLVED, that the FLCC Board of Trustees hereby accepts the bid renewal of Great Lakes Building Systems, 116 Gruner Road, Buffalo, NY for a sprinkler and back flow inspection for an additional twelve-month period from January 8, 2017 through January 7, 2018 at the current price structure indicated in the bid for a total cost of $6,065.00; and BE IT FURTHER RESOLVED, that certified copies of this resolution be sent to the FLCC Senior Vice President of Administration & Finance, the FLCC Director of Enterprise Risk Management and EH&S and the Ontario County Purchasing Director. 9 Trustee Resolution # AUTHORIZATION OF AN EXTENSION OF CONTRACT FOR INTERIM FINANCIAL AID SUPPORT WHEREAS, resolution # dated October 5, 2016, awarded a contract for interim financial aid support for Finger Lakes Community College; and WHEREAS, a contract extension is necessary for the period of January 1, 2017 through April 30, 2017 with a possible additional month extension through May 31, 2017 if needed due to the vacancy of the Director of Financial Aid at a cost of $95.00 per hour and reimbursement of travel and meal expenses; and WHEREAS, such contract extension will be executed pending successful negotiations of a contract extension addendum; and WHEREAS, the FLCC Board of Trustees Finance & Facilities Committee has reviewed and approved this resolution; NOW, THEREFORE BE IT RESOLVED, that the FLCC Board of Trustees hereby grants authority to the Senior Vice President of Administration and Finance to execute a contract extension addendum for financial aid interim support with Higher Education Assistance Group, Inc., 60 Walnut Street, 4 th Floor, Wellesley, MA 02481, for the period of January 1, 2017 through April 30, 2017 with a possible additional month extension through May 31, 2017 if needed, at a cost of $95.00 per hour and reimbursement of travel and meal expenses; and BE IT FURTHER RESOLVED, that certified copies of this resolution be sent to the FLCC Senior Vice President of Administration & Finance and the FLCC Vice President of Enrollment Management.
