19 What is My Risk of Flooding? If you live in a FEMA Special Flood Hazard Area: You have a 1% annual chance of flooding. The likelihood that you will be flooded is 26% over a 30- year mortgage. How to determine your flood zone designation: FloodMap Mobile App (FMM) Call the City s Drainage Department at (916)

20 Who Can Get Flooded? If you live, work, or walk near a stream, creek, river, or a coast you could experience a flood. People can also experience flash/debris flow floods where there aren t any obvious sources of water. Roads often cross low-lying areas and are flooded.

22 What You Can Do to Be Aware Stay away from rising creeks, streams and rivers. "Turn Around, Don't Drown". Don't drive through water on the roadway; during floods, more people are trapped and die in their vehicles than anywhere else. Do not attempt to cross flowing water that may be more than six inches deep. If you have doubts, don't cross.

23 What You Can do to Be Prepared Help keep storm drains free of leaves and debris and put leaves and other yard debris in your green waste container. If your property has a history of flooding, purchase sand and sandbags at a hardware or home improvement store before the storm hits. Be prepared for the worst, as only a limited number of sandbags may be available at City distribution sites in anticipation of heavy rainfall and severe, widespread flooding. Report storm-related hazards to the City or your utility provider. Contact the City about flooding, high creek levels, fallen trees, clogged storm drains, traffic signals/street lights that are out and street signs that are down. Report downed power lines to your utility provider or call 911. Most importantly, stay away from downed or sagging power lines, streetlights, or traffic signals, and any debris that might be entangled with them they could be deadly!

24 What You Can do to Be Prepared Know how to leave the area quickly if you see water start to rise. During threatening weather, listen to local radio or TV news channels for watch and warning bulletins: Flood Watch means it is possible that flooding will occur in a specified area. Be alert and prepared for a flood emergency. Flood Warning means flooding is occurring or is imminent in a specified area. Move to safe ground immediately.

25 What You Can Do to TAKE ACTION! Have an emergency preparedness kit ready. Choose a family meeting place and have a plan for how to communicate during an emergency. If you live in a flood-prone area, consider buying flood insurance.

26 How Does the City Prepare? Conduct maintenance on the City s: Underground storm drain system. Creeks and channels (remove vegetation as permitted). Stormwater pump stations and levees. Train staff on the City s Storm Response Plan. Assure that assigned staff is on standby for storm response efforts. Assure that crews are prepared to mobilize 24/7, 365 days a year in any type of emergency Track the NWS website and rain/stream gauges to assess the severity of impending rainfall/storms.

27 How Does the City Respond? Manage a 24-hour emergency number (916) Assign on-call (24-hour) drainage engineering and maintenance staff. Assign channel patrols and levee patrols per the Storm Response Plan. Open sandbag distribution sites. Activate City s EOC and coordinate with County of Sacramento OES as needed.

32 A central command and control facility responsible for carrying out the principles of emergency preparedness and emergency management, or disaster management functions at a strategic level during an emergency, ensuring the continuity of operation of a company, political subdivision or other organization. An EOC is responsible for the strategic overview, or "big picture", of the disaster, and does not normally directly control field assets, instead making operational decisions and leaving tactical decisions to lower commands. The common functions of all EOC's is to collect, gather and analyze data; make decisions that protect life and property, maintain continuity of the organization, within the scope of applicable laws; and disseminate those decisions to all concerned agencies and individuals. In most EOC's there is one individual in charge, and that is the Emergency Manager.

33 What do you do if we ask you to evacuate? Depending upon the type of emergency you will be given as much notice as possible prior to needing to leave. Be aware! 35 Following a major disaster, first responders who provide fire and medical services will not be able to meet the demand for these services. Factors as number of victims, communication failures, and road blockages will prevent people from accessing emergency services they have come to expect at a moment's notice through 911. People will have to rely on each other for help in order to meet their immediate lifesaving and life sustaining needs. The Elk Grove/Galt CERT program is about readiness, people helping people, rescuer safety, and doing the greatest good for the greatest number of people.

42 Prepare an Emergency Kit Water - one gallon per person per day Food - ready to eat or requiring minimal water Manual can opener and other cooking supplies Plates, utensils and other feeding supplies First Aid kit & instructions A copy of important documents & phone numbers Warm clothes and rain gear for each family member. Unscented liquid household bleach and an eyedropper for water purification Personal hygiene items Plastic sheeting, duct tape and utility knife for covering broken windows Tools such as a crowbar, hammer & nails, staple gun, adjustable wrench and bungee cords. Blanket or sleeping bag Large heavy duty plastic bags and a plastic bucket for waste and sanitation Any special-needs items for children, seniors or people with functional needs. Don t forget water and supplies for your pets.
