1 September 20, 2009 Stanley Floyd 2716 CR 516 Huntsville, AR RE: Glen Echo Trailer Park Berryville, Arkansas Dear Mr. Floyd: On September 1, 2009, I investigated a citizen complaint concerning environmental issues at the Glen Echo Trailer Park located in Berryville. Based upon the results of the investigation you are in violation of the Arkansas Water and Air Pollution Control Act, the Federal Clean Water Act and the regulations promulgated thereunder. Specifically I found the following violation: You have placed waste in a location where it is likely to cause pollution to waters of the state. Specifically, waste from a trailer recycling operation is being dumped in the woods east of the trailer park. You must immediately cease the open dumping of waste on the site. Furthermore, you are required to submit a written response to this finding to the attention of Cindy Garner, Water Division Enforcement Branch Manager of ADEQ. This response must contain a description of how the violation will be corrected and is due by September 30, For additional information you may contact the Water Division Enforcement Section by telephone at or by fax at The complaint also mentioned leaking sewer lines within the trailer park. During my site visit I did not observe leaking collection lines and I could not detect septic odors. The no discharge waste system serving the trailer park may be nearing its service life. In the interest of public health I encourage you to consider hooking onto the City of Berryville sewer system. 3 FOLLOW UP ON COMPLAINT COMPLAINT #: AFIN #: INSPECTOR: Tony Morris 09/15/09 ACTION TAKEN: Site investigation on 09/01/09, met with Carl Goins of City of Berryville on site, phone conversation with Richard Bowen of ADH on 09/15/09. Mr. Floyd could not be reached by phone. PHOTOS TAKEN: Yes, See Attached An on site investigation was performed on 09/01/09. At that time the 22 unit trailer park was visited with Carl Goins, the City of Berryville Code Inspector. The waste system consists of several hundred feet of collection lines gravity draining to two 5000 gallon partially buried septic tanks which drain to field lines of unknown length or location. There was evidence of recent repairs on the collection lines. While walking the collection lines no leakage or septic odor was noted. The field lines are located in a thicket down slope of the trailer park. Also in close proximity to the field line system is a partially drained pond. It is likely that if all 22 single wide units were occupied, the park would generate more that 5000 gallons per day which would exceed the value established in the ADEQ/ ADH Memo of Agreement concerning regulatory responsibility. In addition to the waste water issue, a significant volume of garbage and demolition debris was found dumped on the site. The waste is apparently generated by a trailer recycling business. At least three partially dismantled trailers were noted on the site and a considerable volume of debris has been open dumped in the brush to the east of the trailer park. According to city representatives, the piles of debris are periodically burned. FURTHER ACTION TAKEN/TO BE TAKEN: Revisit the site during wet weather to determine waste system integrity.
