3 WHY COCOA OVERVIEW OF THE CDE SUPPORT TO THE COCOA INDUSTRY IN THE CARIBBEAN Premiums and Demand for Caribbean Fine Flavour Demand generally outweighs supply and good premiums above commodity prices are paid for Caribbean organic, fair trade and fine cocoa. Examples: Dominican Republic: US $ 500/ ton (in 2010) over commodity price for organic; Grenada: US $ 2 000/ ton (in ) over commodity price for fine flavour; Trinidad & Tobago: US $ 2 500/ ton (in ) over commodity price for fine flavour Declining production in at least 6 countries over the last few decades Aging farmer population High cost and scare labour availability Resulting in problems of pests and disease Low productivity of farms Abandoned estates Problems could be solved with technical assistance
4 CDE s PROGRAMME OF TECHNICAL ASSISTANCE OVERVIEW OF THE CDE SUPPORT TO THE COCOA INDUSTRY IN THE CARIBBEAN Overall Goals of the Programme: Generate higher incomes for the benefit of cocoa producers, especially smallholders; Improve the Caribbean external trade by increasing the quantity, quality and value of cocoa and value added products exported. 3 years: countries: Belize, Commonwealth of Dominica, Dominican Republic, Grenada, Haiti, Jamaica and Trinidad and Tobago.
5 CDE s PROGRAMME OF TECHNICAL ASSISTANCE Phase I Diagnostic and preparation of a long-term programme to support the sector: Completed successfully in 2010 Phase II Initial Step: to promote and refine programme, identify the specific beneficiaries and mobilize partners. - 7 stakeholder meetings were delivered: Trinidad and Tobago - 26th January, 2011; Dominican Republic - 1st February,2011; Jamaica - 4th February, 2011; Grenada -15th March, 2011; Commonwealth of Dominica - 17th March, 2011; Belize -29th March, 2011; Haiti - 19th May, By September 2011; 63 enterprise requests for support were received plus requests from the sector in each country. CDE continues to accept additional requests. Phase III Full Implementation - 5 components - started in November 2011

8 COMPONENT 1: IMPROVEMENT OF PRODUCTIVITY AND RAW MATERIAL QUALITY IN THE CARIBBEAN AREA Implementing Agency: University of the West Indies Contracted Experts: Cocoa Research Unit (CRU of University of the West Indies) CIRAD Local Coordinators in each of 7 countries Experienced Farmers in each of 7 countries Approach: Farmer Field School Training ( FFS) Beneficiaries: 37 Producers/ or Producer Groups plus individual small scale farmers
9 COMPONENT 1: IMPROVEMENT OF PRODUCTIVITY AND RAW MATERIAL QUALITY IN THE CARIBBEAN AREA - ACTIVITIES FOR 2011 TO OCTOBER 2012: Train the trainer workshop - Completed November 21st 23rd Implementation of focus groups with farmers, customization of FFS agendas; and 4 FFS sessions in each of 6 countries; January July IN PROGRESS Collecting of baseline production data for participating producers - IN PROGRESS Selection of advance groups for Branding Assistance in 2013 for producer areas (flavour profiling) Outline of FFS agendas for 2013
10 COMPONENT 1: IMPROVEMENT OF PRODUCTIVITY AND RAW MATERIAL QUALITY IN THE CARIBBEAN AREA - RESULTS TO DATE Launch of FFS attracted presence of the Government, UWI, EU Delegation in Trinidad and Tobago, Press on November 21st, 2011 Train the Trainers resulted in harmonization and sharing of practices: by 6 local coordinators, 6 expert farmers, Cocoa Research Unit, other Partner experts during Train the Trainer Workshop. Practices are now documented A team from St. Vincent and the Grenadines has joined the programme funded by another Partner 12 priority topics for FFS training: have been agreed, developed and documented. A list of tools and other requirements such as safety wear to complement training has now been compiled
11 COMPONENT 1: IMPROVEMENT OF PRODUCTIVITY AND RAW MATERIAL QUALITY IN THE CARIBBEAN AREA - RESULTS TO DATE FFS BENEFICIARIES TO DATE: Belize : Completed training: Toledo Cacao Growers Association: 4 main topics planned. To date 1 completed with 24 farmers benefiting. Dominica : Completed training: 4 FFSs: Woodford Hill; Salybia; Concord, Hamstead, Hutton Garden, Marigot; Castle Bruce. 87 farmers and 8 extension officers trained in total. Dominican Republic: Planned training: Sabana de la Mar (FFS 1) and Hato Mayor (FFS 2) in the East Region; Altamira (FFS 3) in the North Region; and Bonao (FFS 4). Grenada : Completed training: St. David s, St. Andrew s, St. John s and St. Patrick s: 165 farmers, (including 5 companies); 16 sessions; training was also extended to 5 interns attached to GCA. Jamaica: Completed training : 4 groups/ 4 FFSs, including Marlborough, St Mary, Bottom Leinster, Tulloch, St. Catherine each with 4 sessions ( 16 total) in progress: Trinidad and Tobago - Completed training: 7 companies and 151 farmers to date: 33 in Tamana; 11 Tobago; 28 Gran Couva; 79 Rancho Quemado and environs) RESPONSE OF FARMERS HAS BEEN EXTREMELY POSITIVE

15 Component 2: Quality Control and Food-Safety Certification of Caribbean Cocoa Implementing Agencies: CIRAD and University of the West Indies (UWI); there are 2 contracts Contracted Experts: Cocoa Research Unit (CRU- UWI) - ( for Quality Management Systems in Exporting and Processing Facilities + Sensorial and Physical Quality Analysis and Training) Local coordinators and / or Food Safety Consultants to accompany CRU and provide monitoring support CIRAD - ( Quality Management Systems in Laboratories). Approach: Diagnostic/ Gap Analysis Phase; public awareness phase, development of manuals and systems for in Exporting and Processing Facilities and selected laboratories that have the capacity to implement testing. Beneficiaries: Producer Groups, individual exporting and processing centres and accredited laboratories with the capacity for doing the tests and / or willingness to make the investment in the required equipment.
16 Component 2: Quality Control and Food-Safety Certification of Caribbean Cocoa- Activities in 2012 Laboratories 10 Laboratories in 6 countries have been visited. Completed For each laboratory visited, there has been gap analysis and basic awareness training on :quality testing for exports, Ochratoxin A contamination testing, heavy metals (Cadmium (Cd) and lead (Pb)). Completed For each laboratory, gap analysis evaluated laboratory policy, procurement, financing, storage and distribution of samples, laboratory services management, regulatory supervision of labs, general information on a laboratory, protocols laboratory specific, quality assurance and procurement, storage, laboratory area, team for the quantification of ochratoxin A, team for the quantification of heavy metals, team for the quality control of cocoa. Completed
17 Component 2: Quality Control and Food-Safety Certification of Caribbean Cocoa- Activities in 2012 Laboratories Next steps: For two laboratories selected, full implementation of system for ochratoxin A testing ( Dominican Republic and Trinidad and Tobago). To commence in July 2012 Training in physical and sensory testing in 4 laboratories (Jamaica, Grenada, Dominica, Belize) Full implementation of heavy metal system in 2 laboratories is proposed for- 2013

Completed. GAP assessment of approximately 40 facilities in 6 countries. In Progress Generic manual Training workshops in 6 countries Monitoring plan for each entity

23 Component 5: Promotion of Agro-tourism Related To Cocoa Production Contracted Experts: IICA agro-tourism expert ( as a partner to CDE) Tourism market researchers Business planning facilitators Historian/ communication specialists Graphic artists Web designers Landscape designer and architects Approach: Workshop on agro-tourism, followed by the development of business plans by each enterprise with support of experts and direct support by experts to each enterprise in the implementation of their agro-tourism projects Beneficiaries: Owners of 14 Cocoa Plantations
