1 Baccalaureate Degree Program Proposal Recommendations from the Division of Florida Colleges Baccalaureate Review Team for Consideration by the Commissioner of Education A collaborative review was conducted by the Baccalaureate Review Team members, including staff from the Division of Florida Colleges and the Florida Colleges Budget Office. Written recommendations were submitted to the college by the Review Team, college staff revised the proposal, and submitted the final proposal, which is now complete and ready for consideration by the Commissioner of Education. College Northwest Florida State College Degree Type BAS Degree Program Management and Supervision No alternative proposals were received for this program. Date Submitted to SBOE June 18, 2013 Within 45 days following receipt of a completed proposal by the Division of Florida Colleges, the Commissioner of Education shall recommend approval or disapproval of the proposal to the State Board of Education. Section (5)(e), F.S. Comments Summary A Planning Process Northwest Florida State College (NWFSC) proposes a Bachelor of Applied Science (BAS) in Management and Supervision with four specializations: Supervision, Public Service Management, Health Care Management, and Human Resources Management. Offered as a pathway to a baccalaureate for several Associate in Science (AS) degrees, the curriculum will focus on the practical, applied knowledge and skills essential in the field. This degree will prepare individuals to develop, plan, manage, and supervise in various workforce settings. Upon learning of Governor Scott s challenge to the Florida College System to offer a bachelor s degree costing students no more than $10,000, NWFSC established that the proposed program could include a specialization meeting that challenge. The college conducted three Vision 2020 sessions with leaders of various local industries, all of whom expressed unanimous support for the degree and proposed curriculum, citing the need for graduates skilled in management and supervisory skills (see Appendix A for minutes and Appendix B for letters of support). External planning included and telephone conversations with other postsecondary institutions, including the University of West Florida (UWF), Gulf Coast State College, Pensacola State College, Chipola College, and Pensacola Christian College (PCC) (see Appendix J). The college also surveyed local employers to support the demand for the program (survey results located in Appendix G). B C Program Implementation Timeline Workforce Demand/Unmet Need Specific to Program Area The projected implementation date of upper division enrollment is fall The complete timeline of implementation activities is located in Section B of the proposal. By 2020, 7,816 jobs are projected in Region 2 for careers linked closely with the proposed bachelor s degree. In 2012, there were 237 job openings; by 2018, 249 annual job openings are projected in NWFSC s two-county area. This specific degree, CIP , is not offered by any state university. No nonpublic
2 D E F Facilities and Equipment Specific to Program Area Library/Media Specific to Program Area Academic Resources Specific to Program Area postsecondary institutions in the western Panhandle offer an on-site baccalaureate specifically in Management and Supervision. Outside NWFSC s service area but within the Panhandle region, UWF and PCC produced a total of 182 graduates in related discipline areas in , a number insufficient to meet demand for qualified workers. In 2012, there were 237 related job openings in Workforce Region 2, indicating an employment gap of 55 jobs. In addition, the college reports nearly 75 percent of the population in the service district lacks the baccalaureate credential. No new facilities or renovations will be necessary. The proposed program will be housed within the Business Department building, which provides recently renovated classroom space, wireless Internet access, computer labs, and faculty offices. An adjacent building has been recently renovated and offers smart classrooms and rooms equipped for two-way video conferencing. NWFSC provides a rich collection of print and electronic resources and access to state university and other college holdings. Materials for purchase have been identified (see Appendix L). Eight full-time faculty members will be employed in this program, seven of whom are already on staff and teaching in the existing BAS in Project Management. The college will hire an additional full-time faculty member who will hold a terminal degree in field. Six part-time faculty members are already on staff in the existing BAS and in related associate degree and certificate programs. G Cost to Students The cost for four years of study at NWFSC and other regional postsecondary institutions: NWFSC: $12,790 UWF, Pensacola Campus: $24,954 UWF, Emerald Coast Campus: $23,994 UWF, Online Campus: $25,794 PCC, Residence Hall Student: $32,256 PCC, In-town Student: $18,970 NWFSC will meet the Governor s $10,000 challenge through the Supervision specialization, expected to have the highest enrollment of the four specialization areas. Qualifying students will save approximately $2,790 compared to other NWFSC degrees through three incentives. H Academic Content The program is listed in the Common Prerequisite Counseling Manual (CIP , Track 1) and NWFSC will offer the baccalaureate degree for a total of 120 college credits. The program will consist of 42 credits in lower division technical coursework, 36 credits in general education, and 42 upper division credits. Of the 42 upper division credits, 15 credits will be courses in the selected specialization. I J Enrollment, Performance and Budget Plan Plan of Action if Program Must be Terminated NWFSC anticipates 100 enrolled students during the first year and 200 students by the second year. The college anticipates this program will be self-supporting in The full budget is located on page 30. Each program is analyzed for placements, enrollments per section, and student success data as indicators of program health. If the program is determined to no longer be viable, the institution initiates a program inactivation plan.

7 EXECUTIVE SUMMARY Institution: Degree Type: Degree Title: Northwest Florida State College Bachelor of Applied Science Management and Supervision A. Planning Process The impetus for NWFSC s proposed bachelor s degree in Management and Supervision (CIP Code , Track 1) came from the community that the college serves. Student feedback indicated the need for a baccalaureate not focused on the military and defense industry, as was the intent of the college s existing B.A.S. in Project Management. In addition, staff conducted three Vision 2020 sessions with leaders of various local industries, all of whom expressed unanimous support for the degree and proposed curriculum, citing the need for graduates skilled in management and supervisory skills. (See Appendix A for minutes and Appendix B for letters of support.) On January 4, 2012, Dr. Sasha Jarrell, Vice President for Academic Affairs, created the Baccalaureate Taskforce to analyze the feasibility of a Management and Supervision baccalaureate. On February 14, 2012, Dr. Jarrell presented the program proposal to the NWFSC Curriculum Committee. The Committee expressed consensus that the program would benefit the college and community. (See Appendix D for Curriculum Committee minutes.) Upon learning of Governor Scott s challenge to the Florida College System to offer a bachelor s degree costing students no more than $10,000, NWFSC established that the proposed program could include a specialization meeting that challenge. Further planning encompassed the Baccalaureate Taskforce s analysis of state and SACSCOC (Southern Association of Colleges and Schools Commission on Colleges) approval processes, workforce demand, external support, curriculum, budget, and available resources. On February 21, 2012, the Board of Trustees approved the college s efforts to offer the baccalaureate program (see Appendix E). On December 12, 2012, President Handy sent a letter of intent to the Chancellor of the Division of Florida Colleges expressing the college s plans to offer the new bachelor s degree. (See Appendix F for the letter.) External planning included and telephone conversations with other post-secondary institutions, including Gulf Coast State College (GCSC), Pensacola State College, Chipola College, Pensacola Christian College, and the University of West Florida. (See Appendix J for correspondence.) B. Program Implementation Timeline NWFSC provided notification of its intent to offer a bachelor s degree in Management and Supervision to the Division of Florida Colleges on December 12, The program implementation timeline is based on the college s receiving approval from the State Board of Education by June Dependent upon approval by the State Board of Education, the college will offer courses beginning in fall of 2013 and will hire a full-time faculty member with a terminal degree in field in fall Upon program implementation in fall 2013, existing full- and part-time faculty will staff the program. C. Workforce Demand/Unmet Need Specific to Program Area Strong employment demand exists for graduates of the proposed degree. In 2012, there were 7,178 jobs in 18 occupations linked directly to this bachelor s degree in the college s service area, Workforce Region 2. 8 By 2020, 7,816 jobs are projected for this two-county area, with 249 job openings in (See Table 2.0, p. 12.) The current and projected demand exceeds current production of comparable graduates by the University of West Florida, which was 142 in (See Table 3.0, p. 13.) Students have requested this degree, which offers a more general focus than the college s first B.A.S., which was targeted to the needs of the military and of defense contractors. In addition, given that the Crestview-Fort Walton Beach-Destin metropolitan statistical area (MSA) is the fastest growing MSA in the state and the third-fastest in the nation 1, the need for affordable, workforce-focused, post-secondary education is clear. Lastly, Governor Scott s $10,000 degree initiative lends particular urgency to the implementation of this degree. NWFSC will meet the Governor s challenge through this proposal. The college plans to offer the Supervision specialization, expected to have the highest enrollment of the four specialization areas, of the proposed B.A.S. in Management and Supervision to qualifying students for $10,000, resulting in approximately $2,790 in savings to the student, compared to other NWFSC degrees. (See Tables 6.0 and 7.0, pp. 17 and 18.) D. Facilities and Equipment Specific to Program Area The proposed program will be housed within the Business Department building, which provides recently renovated classroom space, wireless Internet access, computer labs, and faculty offices. An adjacent building has been recently renovated and offers smart classrooms and rooms equipped for two-way video conferencing. No new facilities or renovations will be necessary. E. Library/Media Specific to Program Area NWFSC provides a rich collection of print and electronic resources and access to state university and other college holdings. Materials for purchase have been identified (see Appendix L). F. Academic Resources Specific to Program Area Eight full-time faculty members will be employed in this program, seven of whom are already on staff and teaching in the existing B.A.S in Project Management. Dependent upon State Board approval of the proposed program, the college will hire an additional full-time faculty member who will hold a terminal degree in field. Part-time faculty are already on staff in the existing B.A.S and in related associate degree and certificate programs. Existing library and advising staff are sufficient to support the new program. G. Cost to Students This degree answers Governor Scott s call for a baccalaureate costing a student $10,000. Students in the Supervision specialization may complete all four years for $10,000. The maximum estimated cost to nonqualifying students for the degree is $12,790. (See Tables 6.0 and 7.0, pp. 17 and 18.) A student enrolling in comparable programs at the University of West Florida, the area s regional university, can expect to pay between $23,000 and $25,000, depending on the location and delivery method. (See Table 8.0, p. 19.) Students at Pensacola Christian College, also outside the college s service district, pay between $18,000 and $33,000 for a bachelor s degree, depending on whether they live on or off campus. 9 H. Academic Content The proposed baccalaureate degree in Management and Supervision (CIP , Track 1) will not be a limited access program. Students may enter the program upon completion of an associate s degree from a regionally accredited institution (with a minimum of 60 transferrable semester hours). The college anticipates a student-to-teacher ratio of 27:1. The 120-credit program will consist of: 42 lower division technical credits 36 general education credits 42 upper division specialized credits o 27 credits of a common core o 15 credits of courses in the chosen specialization Although the college s existing and proposed B.A.S. degrees have different audiences and significantly different emphases, some coursework is shared. According to its rules pertaining to substantive change, SACSCOC requires neither notification of nor a prospectus for this proposed degree, given the proportion of common coursework with the college s existing B.A.S. in Project Management. I. Enrollment, Performance, and Budget Plan NWFSC expects that planning and initial costs in will amount to $20,350. In , revenues from tuition and fees are predicted to be $147,461, and total program expenditures of $137,578 are anticipated. In the two subsequent years, when enrollments of 200 are projected, the college anticipates expenditures of $214,622 and $224,878. Revenue is expected to exceed costs. (See Table 16.0, p. 30.) J. Plan of Action If Program Must Be Terminated Should the program be terminated, college procedures stipulate that no new students will be admitted, graduation opportunities will be maximized, and students will be assisted in transferring to other colleges and/or programs of study.
