3 GIS > SDI Geographic Information Systems (GIS) is changing towards collaborative efforts for data sharing and use. Spatial Data Infrastructure (SDI) enables the effective collection, management, and access of GI. Many countries are also in the process to manage and share spatial data by building National SDI. 1940s s TUCBS Istanbul, Turkey, April

5 SDI supporting Land Management Cadastral/ land parcel is used as the bottom layer. The role of the parcel layer in SDI depends on how the cadastral map is used for national, state, or local land information systems The role of SDI is to provide a platform for sharing of data/information for land management. Dale and McLaughlin, 1999; Steudler etal., 2004; Rajabifard and Williamson, 2006; Siriba and Farah TUCBS (TRGIS) with General Dir. of GIS TKGM E-transformation (2003) Action 47 (2003) Action 36 (2005) KYM 75 ( ) Ministry of Environment And Urbanization, General Dir. of GIS was built in 2011; - coordinating all GIS activities - determining standards and building TRGIS TRGIS project for 86 general directorates - defining national geo-data standards - geo-portal development - determining policy requirements Direct. 13 CONCLUSION Cadastral data sets are required on various areas such as agriculture, forestry, urban management, As a part of National SDI, data sharing and interoperability should be supported. Laws about Land Management and National GIS/SDI should be compatible with a powerful vision. National Mapping Directorates should get a leader role to coordinate all mapping/gis activities supporting land management. An Interministrial authority support... TRGIS/ National SDIs require process-based approach in the long term instead of product-based approach in short term. Changes in bureaucracy constantly affect the sustainability of! CONCLUSION According to the result of our fieldwork and meetings in Turkey; Public institutions, academicians, and private sectors in GIS industry have deficiencies about SDI vision, understanding ISO/TC211 standards and TRGIS geo-data specifications. GIS workers are used to develop applications with traditional approaches that they learned from commercial GIS software. Problems for managing open geo-data as seen in INSPIRE initiatives UML: object-relational -> GML: hierarchical-> GIS software: relational Capacity building and SDI education activities should be arranged for all National SDI stakeholders. Strategy should be developed for public awareness Istanbul, Turkey, April
