3 Free RIDE The U-Pass Free Ride program allows St. Cloud State students to ride all Metro Bus Fixed Routes seven-days-a-week, including University, Campus Clipper, Husky Shuttle, Sundowner and Late Nite routes for free with a current St. Cloud State ID. Metro Bus offers convenient service to and from campus and across town from early mornings until after 2:00 a.m. for class, work, shopping and entertainment. It s your safe ride home during the day and for late night outings. To view all bus routes and schedules go to U-Pass Free Ride program is subsidized by the SCSU administration and students. U-Pass Free Ride does not apply to Dial-a-Ride. TOBACCO- FREE CAMPUS As of August 1, 2012, St. Cloud State is a tobacco-free campus. Our policy prohibits the use, sale and free distribution of smoking and smokeless tobacco products on university property. Tobacco use is allowed in private vehicles as long as respect for individuals and the environment is demonstrated.

4 TENANT/LANDLORD RESOURCE INFORMATION If you are renting, you have the responsibility to pay all of your rent on time and not to abuse the property. You have the right to privacy (your property owner may enter for reasonable business purposes), a safe, maintained home, and access to your home. Your landlord is responsible for maintaining a safe property in compliance with health and housing codes and for providing you with a Certificate of Rent Paid by January 31 of each year. Your landlord has the right to full payment of rent on time and to expect that you will not abuse the property. CLOUD STATE STUDENT LEGAL SERVICES The St. Cloud State Student Government sponsors an attorney who helps students with landlord/tenant disputes, criminal and traffic offenses, and other issues. You are entitled to one free consultation per semester. Schedule your appointment in person at the Department of Campus Involvement (DCI) in Atwood Memorial Center 139 with your student ID. CITY OF ST. CLOUD If your rental unit is in disrepair and your landlord won t respond, call the City s Housing and Inspection Division at They will investigate complaints.

5 PERSONAL & PROPERTY SAFETY HOW TO KEEP YOURSELF SAFE Always walk in groups. Be alert- don t get distracted by talking/texting on the phone. If you choose to consume alcohol, limit alcohol consumption- don t make yourself an easy target. Stay in high traffic, well-lit areas. Make sure someone always knows where you are going and when to expect you back. HOW TO KEEP YOUR PROPERTY SAFE Always lock your doors and windows in both your house and vehicle. Don t leave valuables in plain sight in your house or vehicle. Don t invite strangers in your house. Document your valuables with make, model, serial number, and photographs. Keep the information in a safe place. Do not give out personal information (name, address, phone number, social security number, account numbers, etc.) to any person/company you don t know or haven t verified. Off-Campus Safety OFF-CAMPUS SAFTEY Keep your doors and first floor windows/entrances locked. Get to know your neighbors. Be aware of the area around your rental unit. If someone you don t know asks to use the phone, offer to call for them. Don t let him or her in. If a maintenance or service person is at the door, verify the employer and call your landlord to confirm the service request. Never loan anyone your apartment or house key. Report the loss of a key to your landlord and request the locks be changed. Use only your first initial, not your first name, on your mailbox. Never reveal that you are alone if someone calls or knocks at the door. HOW TO CONTACT THE POLICE If you need help, or need to report suspicious or criminal activity please call us. For emergencies call 911. If you don t think it is an emergency then call the non-emergency number (320) (same 911 dispatchers answer this line). 6 Celebrating the START OF CLASSES? Here are a few tips to keep you having fun and out of trouble: Inform your neighbors ahead of time. Do not serve alcohol to underage guests or allow them to consume alcohol. There are several criminal and civil penalties for being a social host for underage persons. Monitor your noise level - shut your windows, keep people inside, and remind guests to leave quietly. Limit the number of guests invited and only allow invited guests into your residence. Provide garbage cans, clean your house and property after the party, and remove all debris. Conside the parking needs of your neighbors. Take Note Check your lease clauses involving loud party citiations - you may find yourself paying additional rent or fines to your property owner if you are cited by the police. UNDERAGE CONSUMPTION CITATIONS In efforts to discourage underage consumption of alcohol, the City Attorney s Office in conjunction with St. Cloud State University offers a Diversion Program for all residents charged with Underage Consumption of Alcohol. If charged with Underage Consumption of Alcohol, you may be eligible for the Diversion Program or will have a mandatory court appearance. The maximum penalty that can be imposed by the judge is a $1,000 fine and/or 90 days in jail. The St. Cloud City Diversion program allows eligible individuals to take an online assessment and 90 minute class for $230. Successful completion of the Diversion program will result in the citation not being entered into a person s permanent record. Eligibility for the program is decided by the City Attorney s Office.

7 From your STUDENT GOVERNMENT PRESIDENT My fellow huskies: Welcome Back! As summer is winding down and school just around the corner it is always good for all of us to remember to be aware of our surroundings. You should be aware that there have been many burglaries within the City of St. Cloud and the South Side Neighborhood near the University. In order to protect yourself, you should always remain aware of your surroundings. Many of these burglaries have happened as a result of people leaving their doors unlocked. Always lock your doors, both front and back, whether you are home or not and make sure that your roommates do the same. You should pay attention to who you are letting into your house, often times the people burglarizing have been in the house before and know how to get in and around the house. If you notice any suspicious behavior, please call the police department and do not investigate yourself. As the school year is underway it is important for you all to know that this academic year will bring about many changes at the University. As your president, I encourage all of you to engage in conversations about these changes as they will affect students. Keep an eye out for opportunities to join conversations and provide input. 8 ORDINACES IN THE CITY OF ST. CLOUD In the summer of 2010 new city ordinances went into effect in the City of St. Cloud. In efforts to discourage underage possession and consumption of alcohol, the St. Cloud City Council passed the Social Host Ordinance. This regulation holds individuals criminally responsible for hosting events or gatherings where alcohol is present and being possessed or consumed by those under the age of 21, even if done within the confines of a private residence. You can receive a social host ordinance even if you are underage. It also does not matter if you provided the alcohol to the underage persons or if they brought their own. It only matters that you provided the venue (a place) for the minors to drink. Every renter found in violation of this ordinances faces a mandatory court appearance and up to $1,000 fine and/or 90 days in jail. The second ordinance is called Disruptive Intoxication and targets those people whose behavior is disruptive to the neighborhood while they are intoxicated. For more information visit the official City of St. Cloud website at: Underage Possession or Consumption of Alcohol Immunity Minn. Stat. 340A.503 subdivision 8 provides immunity from prosecution for certain underage alcohol violations. Underage alcohol offenders who contact a 911 operator to report that they or another person is in need of medical attention cannot be prosecuted for the alcohol offense. The person seeking immunity must be the first person to report the need for medical assistance, stay on scene and cooperate with authorities, and provide their name and contact information. Effective Date: August 1, 2013 THE GOOD SAMARITAN A Good Samaritan exception for violations of St. Cloud State Alcohol and Other Drug Policy will be recognized and honored. A student, who may be in violation of the alcohol and other drug policy, but comes to the aid of another student by seeking professional help, will not be cited for an alcohol and other drug policy violation.
