4 Introduction This manual is designed to: Guide you during emergencies. Inform you of potential emergency situations before an emergency occurs. Help you to anticipate and avoid dangerous situations. The School of Engineering and Applied Science will strive to: Protect the safety of students, faculty, staff and visitors. Safeguard vital records and resources related to their mission. Coordinate with the University s emergency procedures. Update the Emergency Procedures Manual annually. Brief all new personnel on the emergency procedures. Employees are expected to: Take time to read this Emergency Procedures Manual all the way through. Be familiar with your building s floor plan and evacuation routes. Participate in drills and training programs. Everyone in a University facility - students, faculty, staff, and visitors - must take appropriate and deliberate action when an emergency strikes a building, a portion of the campus, or the entire campus community. Decisive leadership is essential. Follow these important steps when there is an emergency: Confirm and evaluate conditions. Report the incident immediately. Follow instructions from emergency personnel precisely. Page 1

Update your personal information at Know your Emergency Preparedness Coordinator (EPC). Keep your Individual Emergency Bag (IEB) easily accessible. Know where Central Emergency Supplies are located. Know the location of fire alarm pulls and fire extinguishers. Know the evacuation route(s). Know the Emergency Assembly Point (EAP) and the Severe Weather Assemble Point (SWAP). Visit and educate yourself for various emergencies. Suggested personal supplies to add to Individual Emergency Bag (IEB): A bottle of water Food with a long shelf life such as canned or granola bars Extra medications, reading glasses, athletic shoes, clothing, a flashlight, and hand sanitizer Fire Safety Activate nearest alarm and notify supervisor and staff. If practical, grab your Individual Emergency Bag (IEB) and evacuate. Call and report emergency to WUPD at Feel doors for heat; if cool, exit carefully. If hot, do NOT open the door. Stay where you are. If you see smoke, crouch near floor as you exit. If you see fire, confine it by closing doors and windows. Use extinguishers on small fires only if safe to do so. 1. Pull the pin in the handle. 2. Aim at the base of the fire. 3. Squeeze nozzle. 4. Sweep back and forth. Never use an elevator during a fire evacuation. Go to the Emergency Assembly Point (EAP). Earthquake Safety Do NOT leave the building until shaking has stopped. Get under desk or heavy table or brace yourself in hallway or doorway. Stay away from windows, shelves, or other heavy objects that could fall. Cover head with arms, books or other items for protection. Grab your Individual Emergency Bag (IEB), if accessible. Evacuate building by nearest safe route when shaking stops. Report to Emergency Assembly Point (EAP) and wait for further instructions. Page 2 Report the outage to Facilities Planning & Management at Unplug personal computers, non essential electrical equipment and appliances. Open windows for additional light and ventilation, if possible If practical, secure current experimental work, then move it to a safe location. If you must move chemicals, get assistance. Keep lab refrigerators or freezers closed throughout the outage. If you are asked to evacuate, secure any hazardous materials and leave the building. To obtain information about a prolonged outage, call Facilities Planning & Management at Release of personnel after an extended outage is determined by the Department Chair. Severe Weather/Tornado Safety Grab your Individual Emergency Bag (IEB) and proceed immediately to the Severe Weather Assembly Point (SWAP). Put as many walls as possible between you and the outside Stay away from windows Use arms to protect head and neck Do NOT pull fire alarm this will make people leave the building. Monitor the weather via or listen to AM 1120 on the radio. Stay put until all clear is issued. After tornado: Help injured or trapped persons. Keep phone lines open except for medical emergencies. Send text messages to nonemergency numbers. Medical Emergencies Call WUPD at and stay on the phone until given OK. Do NOT move the patient unless in danger at current location. Do NOT exceed your training or knowledge when attempting to render first aid. Unless it is unsafe to do so, remain on the scene until help arrives. Contact your Emergency Preparedness Coordinator and describe situation if you need emergency supplies.

6 Gas Leak/Suspicious Odor If you detect a suspicious odor (may be gas odor or a chemical odor): During normal working hours, contact Facilities Planning & Management at After hours, call WUPD at Describe the location of the odor and the odor itself. Notify your Emergency Preparedness Coordinator. Go to Emergency Assembly Point (EAP) and wait for assistance. Suspicious Mail Be concerned about an envelope or package if: Wires are protruding from the package or envelope. An oily stain is on the outside. An oddly shaped package or unusual weight given its size. Powder or granules are in or around the envelope or package. There is excessive postage. The return address doesn t match the postmark. If you are suspicious of an envelope or package: Do NOT open the package or envelope. Do NOT shake, empty or disturb the contents. Leave it and evacuate the room. Keep others from entering the room or disturbing the item. Call WUPD at Wash your hands with soap and water. Shelter in Place You may be advised to Shelter in Place rather than evacuate the building. In these types of situations: Go inside or stay inside of the building. Do not use the elevators. Shut and lock all windows and doors. Turn off heat, air conditioning, or ventilation system. Locate your Individual Emergency Bag (IEB) and other supplies If possible, go where there are no windows. Do NOT call for help unless you are reporting a lifethreatening situation. Wait for further instructions. Turn to radio, internet, or television for updates. Terrorism If there is a terrorist attack: Stay calm. Be aware. Listen. Look out for secondary hazards such as falling debris or secondary devices. Follow the instructions of emergency service personnel. Page 3 Hazardous Material Spills Contact Environmental Health & Safety at For chemical or biological spills, call WUPD at For radiological contamination, call Radiation Safety at If chemical is flammable, turn off any heat sources. Call appropriate number and leave lab, if necessary. Close door so no one else can enter lab. Pull fire alarm if building needs to be evacuated. Do NOT clean spill unless you have had suitable training. Avoid breathing in fumes. Leave exhaust ventilation (fume hoods) on. Wear protective equipment. Anyone contaminated by spill should avoid contact with others and follow procedures for eyewash/showers. Bomb Threats If you receive a telephone call referencing a bomb threat: Remain calm and be polite Obtain as much information as possible and record it: When is the bomb going to explode? Where is it located? What does it look like? Did you put the bomb there yourself? What is your name and address? Do NOT put caller on hold Call WUPD at and wait for instructions Notify no one else unless there is immediate danger. If you receive a written threat regarding a bomb: Call WUPD at Notify available supervisor in area If you locate a suspected bomb: DO NOT TOUCH OR MOVE IT. CALL WUPD at Shooter on Campus Leave area where shooter is if safe to do so. Notify anyone you encounter to exit the building. Report to the Emergency Assembly Point (EAP) for the building you are in if safe to do so. Call WUPD at If NOT possible to exit the building: Lock yourself in the nearest room and barricade door. Cover windows in the door. Keep quiet; stay away from the door. Do not answer the door. Call WUPD at if possible. Turn phone on silent or vibrate. Wait for authorities to assist you out of the building. Water Leaks DO NOT go into affected area. By doing so you risk electrocution. Call Facilities Planning & Management immediately at

7 Emergency Procedures Employee Responsibilities Employee Responsibilities Your WU ID MUST be visible at all times during an emergency. Your WU ID identifies you in many ways. It matches your face and your name and proves that you are an employee of Washington University. During an emergency, your WU ID may be your only form of identification and will be used by emergency personnel to ensure that you are where you belong. Without your badge as proof of employment, you may not receive vital information and may be separated from your fellow employees by emergency personnel. Update your personal information, including Emergency Personal Contacts, at any time it changes. Notify your Emergency Preparedness Coordinator of the change. Contact your payroll representative if you do not have access to a computer to make these changes. If you do not know your password for HRMS, contact the Systems & Procedures Help Desk at Know the identity of Emergency Preparedness Coordinators (EPC s) assigned to your floor/building. Keep your Individual Emergency Bag (IEB) easily accessible, on the back of your door or under your desk. Read and display the Emergency Reference Guide at your work station. Know where the Central Emergency Supplies are located. (Lopata 303 and Brauer 2027) Know the location of fire alarm pulls and fire extinguishers. Know the evacuation route(s). Know your Emergency Assembly Point (EAP) and the Severe Weather Assembly Point (SWAP). See your Emergency Preparedness Coordinator (EPC) to confirm locations. Check in with the Emergency Preparedness Coordinator (EPC) at the EAP and SWAP in the event of an emergency. Be sure to notify your Emergency Preparedness Coordinator if you are leaving the EAP/SWAP. Visit and educate yourself for various emergencies. Suggested personal supplies to add to Individual Emergency Bag (IEB): o A bottle of water o Food with a long shelf life such as canned goods or granola bars o Extra medications, reading glasses, athletic shoes, clothing, a flashlight, and hand sanitizer After a major emergency, you may be distressed by personal and professional difficulties. 8 Emergency Procedures Employee Responsibilities Be aware of the following indicators of suspicious activity. o o o o o o Unusual or prolonged interest in or attempts to gain sensitive information about security measures of personnel, entry points, peak days, and hours of operation, and access controls such as alarms or locks. Discreet use of cameras or video recorders, sketching, or note-taking consistent with preoperational surveillance. Interest in speaking with building maintenance personnel. Observation of or questions about facility security measures, to include barriers, restricted areas, cameras, and intrusion detection systems. Observations of or questions about facility air conditioning, heating, and ventilation systems. Attempted or unauthorized access to rooftops or other potentially sensitive areas. If you witness any of the above actions, please notify your Emergency Preparedness Coordinator immediately. Page 5

9 Emergency Procedures Power Outage Power Outage Report the outage to Facilities Planning & Management at Office o o Unplug personal computers, non-essential electrical equipment and appliances. Open windows for additional light and ventilation. Labs o o o o o o Unplug personal computers, non-essential electrical equipment and appliances. Open windows for additional light and ventilation. If practical, secure current experimental work; then, move it to a safe location. If you must move chemicals, get assistance. Keep lab refrigerators or freezers closed throughout the outage. If you are asked to evacuate, secure any hazardous materials and leave the building. To obtain information about a prolonged outage, contact Facilities Planning & Management at Page 6

10 Emergency Procedures Fire Safety Fire Safety Before a Fire: Familiarize yourself with the location of the closest fire extinguisher and fire alarm pull boxes. Review and participate in evacuation drills. o Know at least two different ways out. Make sure your emergency supplies and emergency contacts are current. Review fire safety tips below. Be trained to use a fire extinguisher (PASS). o Pull the pin. o Aim the extinguisher. o Squeeze the trigger. o Sweep from side to side at the base of the fire. In the Event of a Fire: Pull fire alarm and alert others nearby. If practical, grab your Individual Emergency Bag (IEB). Evacuate the building immediately and proceed to the Emergency Assembly Point (EAP) and report to the Emergency Preparedness Coordinator (EPC). Call WUPD at Always check door handles before opening. o Hot handle - Do NOT open. Keep closed and find a different route/exit. o Cold handle - It is safe to proceed with opening. o Close doors behind you to help keep the fire from spreading. Do NOT use elevators. Extinguish small fires (trash can size) with extinguisher. o Do NOT attempt to put out large fires evacuate. If smoke is present, drop to floor and crawl to safety quickly. o Stay low, and take shallow breaths. Do NOT spend time gathering belongings before exiting. If clothes catch fire Stop, Drop, and Roll. After a Fire: Check self and others for injuries. Do NOT re-enter the building until it has been inspected and you are given clearance by emergency personnel. Page 7

11 Emergency Procedures Severe Weather/Tornado Safety Severe Weather/Tornado Safety Missouri is frequently hit with severe weather. The St. Louis region has seen damage from several tornadoes as well as damage from storms with extremely high winds. These storms should be taken very seriously because they can be very dangerous. Tornadoes often form during or after a storm and can generate winds in excess of 100 miles per hour. They develop in urban areas as well as rural areas and can be on the ground for distances of over a mile. The damage that severe weather can cause is tremendous. Terms: Tornado Watch: Conditions are favorable for severe weather to develop. Remain alert for approaching storms and changing weather. Tornado Warning: A tornado has been spotted in the area. Move to a safe place immediately. Before a Tornado: Review and practice emergency plan. Know the location of your Severe Weather Assembly Point (SWAP). Make sure your emergency supplies and emergency contacts are current. Learn tornado warning signs. o Dark, often greenish sky o A wall cloud (dark low-lying cloud that is rotating) o Large hail o A roar that sounds like a freight train In the event of a Tornado: Do NOT pull fire alarm - this will cause people to go outside. Do NOT open windows - this will NOT equalize pressure Move to the Severe Weather Assembly Point (SWAP) or lowest level possible and bring your Individual Emergency Bag (IEB). Stay away from windows and outside walls if there is not a basement. o Find a bathroom or closet near the center of the building. Take cover under a sturdy piece of furniture and cover head with arms. After a Tornado: Check self and others for injuries. Listen to AM 1120 on the radio for updates. Be careful when moving from safe spot. There may be hidden damage (i.e. downed electrical lines). Keep phone lines open except for medical emergencies. Send text messages to non-emergency numbers. 12 Emergency Procedures Earthquake Safety Many people do not realize that St. Louis is in a potentially dangerous earthquake zone. Severe earthquakes have hit St. Louis. It is possible that another earthquake could hit the region. Earthquakes can last up to a minute and can produce damage throughout a wide area. Often Earthquakes can cut communications, electricity and make roads impassable. An Earthquake represents the worst possible disaster for members of the University community. First, earthquakes strike without any warning. There will not be any alert. Second, if there is a widespread disaster, the University community may be required to be self-supporting until help could come. This means that in the immediate aftermath, the University will rest heavily on the Emergency Preparedness Coordinators and the common sense of the faculty, staff, and students. Before an Earthquake Know how and where to take cover during a quake (Under a sturdy table or in a doorway). If you have heavy items that need to be moved or furniture to be anchored, please contact Mike Altepeter at maltepeter@wustl.edu. Know where the Central Emergency Supplies are kept for your area. (See Maps) Participate in Earthquake drills. During an Earthquake Stay Calm. Do not leave the building until shaking has stopped. If you are inside: DROP, COVER, and HOLD ON. Drop to the ground, get under sturdy furniture and hold on to it until the shaking stops. If there is not a desk to take shelter under, protect your head and neck with your arms. Stay away from windows, shelves, and other heavy objects that could fall. If you are outside: Stay there. Move to the most open area possible. Avoid being close to trees, power lines, and buildings. Drop to the ground and cover your head and neck until shaking stops. If you are in a vehicle: Pull over and stop the car. Do not stop on overpasses, underpasses, or bridges. Avoid parking next to buildings, trees, and power lines. Stay in the vehicle for protection until shaking stops. After the Earthquake Expect aftershocks. Remember to DROP, COVER, and HOLD ON each time one occurs. Check yourself and others for possible injuries. Listen to the radio for further instructions and guidance. Stay away from damaged areas. Evacuate buildings and find a safe spot outside. Use phones only if there is a life threatening situation. Send text messages to non-emergency numbers. Page 9 Earthquake Safety

15 Emergency Procedures Hazardous Material Spills Hazardous Material Spills Contact Environmental Health & Safety at Depending on the type of spill, the following numbers are listed for your reference. For chemical or biological spills, call WUPD at For radiological contamination, call Radiation Safety at For MINOR spills in the lab: Alert co-workers and, if necessary, leave lab immediately. Call appropriate number above depending on type of spill. Follow procedures for lab eyewash or showers. Flush affected area continuously for 15 minutes. Do NOT clean spill unless you have had suitable training. Wear protective equipment. Use appropriate kit to contain, neutralize, and absorb. For LARGER spills requiring special cleanup equipment: If chemical is flammable, turn off any heat sources. Leave lab immediately, if necessary, and call appropriate number above depending on type of spill. Pull fire alarm if building needs to be evacuated. Close door so no one else can enter lab where spill is. Do NOT clean spill unless you have had suitable training. Avoid breathing in fumes. Leave the local exhaust ventilation (fume hoods) on. Anyone who is contaminated by the spill should avoid contact with others and follow procedures for lab eyewash or showers until first aid can be administered. Page 12

16 Emergency Procedures Suspicious Mail Suspicious Mail The package or envelope is suspicious if it has the following: No return address Uneven or lopsided shape Stains on surface Misspelled words or titles Excessive postage, tape, or string Strange odor Strange noises Unexpected delivery Foreign postage Powdery substance If deemed suspicious: Do NOT open package. Do NOT shake or disturb package. Leave the package alone and leave the area. Notify WUPD at Wash your hands immediately and change clothing if necessary. If the letter or package contains powder: Do NOT panic. Do NOT smell, taste, touch, or examine powder. Place package on flat surface. Leave room immediately and close the door behind you. Wash hands as soon as possible. Avoid contact with face and eyes. Notify supervisor and WUPD at Page 13

17 Emergency Procedures Bomb Threat Bomb Threat All bomb threats must be treated seriously. Remain calm. Be polite. Do NOT put the caller on hold. Do NOT attempt to transfer the call. Try and obtain as much information as possible from caller. Ask the caller: o o o o o o When is the bomb going to explode? Where is it located? Did you place the bomb there yourself? Why? What does it look like? What is your name and address? Call WUPD at and wait for their instructions. Refer to the checklist on Page 16 and document what you can. Page 14

18 Emergency Procedures Bomb Threat *Remember to contact WUPD ( ) IMMEDIATELY after the threatening call and to follow their instructions.* The average number of words in a bomb threat call is We need as much information as possible and as much time as possible to trace the call. As you ask the questions listed on the report form, attempt to collect all of the impressions and information about the caller that you can. These include such items as male - female, old - adult - teenager, foreign or localized accent, illiterate - intelligent, peculiar personnel speech defect (lisp, stutter, etc.) tone (high, fast, bass, etc.) and temper (angry, vindictive, joking, etc.) Also listen or note any noticeable or predominant background noise such as heavy traffic, low flying aircraft, trains, construction activity, loudspeakers, cheering crowds, etc. To the extent possible, write the exact words spoken by the caller in response to these questions immediately while recall is fresh. Note also which line the call is on and, if possible, whether the call was local or long-distance. Immediately notify Campus Police or your supervisor, etc. get a fellow employee to summon your supervisor / call security and attempt to keep the caller on the line. Page 15

20 Emergency Procedures Shelter in Place Shelter in Place In the event of a terrorist attack, chemical, biological, or radiological contaminants may be released accidentally or intentionally into the environment. Should this occur, you may be instructed to shelter-inplace. This is a precaution aimed to keep you safe while remaining indoors. This is not the same as going to a shelter in case of a storm. Shelter in place means selecting a small, interior room, with no or few windows, and taking refuge there. It does not mean sealing off the building. It is important to know what to do in these types of situations. Go inside or stay inside of the building. Do not use the elevators. Shut and lock all windows and doors. Turn off heat, air conditioning, or ventilation system. Locate your Individual Emergency Bag (IEB) and other supplies. If possible, go where there are no windows. Do NOT call for help unless you are reporting a life-threatening situation. Wait for further instructions. Turn to the radio, internet, or television for updates. Page 17

21 Emergency Procedures Shooter on Campus Shooter on Campus If safe to do so, immediately leave area where shooter is, exiting quickly and quietly. Alert anyone you encounter that the building is not safe. Report to the Emergency Assembly Point (EAP) for the building you are in if safe to do so. If possible, call WUPD at or 911. If you cannot speak, leave the line open so the dispatcher can hear what is happening. If it is not safe to exit the building: Go to a room or closet that has a lock on the door. If the door cannot be locked, barricade the door and cover any windows in the door. Keep quiet and stay away from the door. Do not answer the door. Turn cell phones to silent or vibrate. Turn off the lights. Get down on the floor and stay out of view of any windows. Wait for authorities to assist you out of the building. If the shooter enters the room you are in: Try to remain as calm as possible. Turn cell phones to silent or vibrate. Listen to the shooter s instructions. Do NOT try and overpower shooter. Shield yourself with a desk, chair, or other furniture. Wait for authorities to assist you out of the building. Page 18
