4 Background Objectives: Strengthen the capacity of national veterinary services in Africa to control and manage transboundary and epidemic diseases more effectively in regionally concerted manner
5 Background Specific objectives Build human resource capacity by producing effective cadre of professionals in tarnsboundary animal disease control and management Strengthen the regional network of the Veterinary Faculties of participating universities
6 Background Funding organization: EDULINK Program of ACP-EU Total budget allocated: 477,563.9 Euro 82.91% ( Euro from EDULINK 17.09% co-financing by applicants (human resource expenses for project coordination)

8 Application procedure The idea of having a joint masters program in transboundary animal disease management was initiated in summer school in 2005 in Berlin Rationale Shortage of qualified animal health professionals in the area of transboundary animal disease management Lack of programs addressing TADM in universities in the region The countries involved in the initiative are sharing border with uncontrolled animal movement The ever increasing demand for quality and safe foods of animal origin in domestic or export markets
9 Application The universities involved in the initiation of the idea were Addis Ababa University from Ethiopia Makerere University from Uganda University of Khartoum and Sudan University of Science and Technology from Sudan Free University of Berlin from Europe
10 Application Later on, University of Nairobi was included after the second meeting, which was hosted by Sudan and Khartoum Universities The initiative was named Nile Valley Epidemiology Initiative indicative of the African countries involved
11 Application The Universities had several meetings in Berlin, Khartoum and Nairobi to develop a proposal for EU EDULINK Program funding The meetings were financed mainly by FUB and also partner universities in the south The proposal was completed through communication The proposal was submitted to EDULINK and subsequently selected for funding in January 2008
12 Cooperation within the project Partner institutions have been involved Convincing their own administration at higher level about the importance of the project Hosting of meetings before and after the project was funded Approaching other institutions for supports for activities which are not funded by EDULINK such as scholarships for students
13 Cooperation Availing their staff for curriculum development, teaching and thesis supervision Approving project documents in their administrative hierarchies (curriculum and ICA) Covering their share of the co-financing of the project Promoting the objectives of the project in any way possible
14 Project implementation Project fund acquisition: end of March 2008 Project implementation started: January 2008 There was two months delay in budget release Project activities were financed by local sources
15 Project Financial management Signing of additional agreement between FVM-AAU and partner universities for financial management Obtaining the legal bank addresses of partners Transfer of shares of partners through banks
16 Project Curriculum development workshops Four workshops were carried out in FVM-AAU (Ethiopia) Mak (Uganda) SUST (Sudan) UoN (Kenya) The curriculum of the joint program, academic regulations and ICA were prepared
17 Project Visibility of the project and the donors Development of a website for the joint masters program (completed) Preparation of program brochures (on-going) Prospectus about the joint masters program\ Brochure about the admission requirements, application procedures, course schedule etc
18 Project Approval of the curriculum and ICA By Faculties, Graduate Councils/Commissions, Senate The partners are at different stage of the approval procedures
19 Project Reporting Interim Narrative Report (at the sixth month) Narration of the project activities using a standard format supplied by EDULINK Interim Narrative and Financial Reports (at the end of the budget year) Using a standard format supplied by EDULINK Forecast budget for the second year
20 Outcomes Curriculum development is completed ICA and academic regulations are prepared The approval of the documents has been started The joint masters program has a website Preparation of program brochures is underway Stronger partnership between project partners
21 Challenges Late release of budget From the contracting authority (ACP-EDULINK) From the coordinating university (FVM-AAU) Financial regulations by EDULINK Bulky document Difficult to understand Need an expert (but usually done by project leaders)
22 Challenges Conflict of interest: between project contact persons and leaders of institutions (UoK) Lack of transparency Change of leaders of institutions Variable commitment of partner institutions Ranges from highly committed to less committed Late or untimely response for some requests Failure to sign the financial agreements
23 Challenges Skepticism of partner universities to accommodate new approaches Harmonization of the curriculum Harmonization of academic regulations Harmonization of financial regulations
24 Challenges Prolonged time between reporting and subsequent budget release (EDULINK) Assessment of reports (about two months) Revision of reports (about one month)
25 Recommendations Identification of project area: Regional or inter-institutional interest Impact on food security and poverty reduction Address the Millennium Development Goals The objectives of EDULINK Foster capacity building and regional integration in the field of higher education through institutional networking Support a quality higher education system, which is relevant to the needs of the labour market, and consistent with the socioeconomic development priorities of ACP States.
26 Recommendations Identification of partners Should have stake in the project area Should be based on institutional commitment but not on individuals commitment Clear understanding of the role of each partner Assess previous experiences with the institutions
27 Recommendations Sustainability of the project Clear mechanism as to the sustainability of the activities of the project The project should have a multiplication effect The project should be able to assimilate with the existing systems
28 Recommendations Budget allocation Budgets allocated should be in line with activities in the project Budget allocation for each activity should be based on the realities at the ground Clear breakdown of budget for partners based on activities in each partner institution Awareness about the standard rates of perdium by EU
29 Recommendations Project administration Awareness about the project should be created among the senior administrators of each partner institution Better if project contact persons in partner institutions are nominated by the partner institutions Flexible financial system Well qualified financial management personnel
