1 THE KINGDOM OF SAUDI ARABIA IMPORT GUIDE No 01 Banned and restricted products Important Note : this Import Guide is intended to give Bureau Veritas Customers essential information as reference related to existing legislation implemented in the Kingdom of Saudi Arabia. Banned products The following products are banned from import into the Kingdom of Saudi Arabia : Drink having description of Zamzam (Zamzam is a holy well located in Saudi Arabia) Betel Asbestos and products thereof Sarin toxic gas Industrial waste and hazardous refuse Two, three and four wheeler children's motor cycles or vehicles with a height not exceeding 50cm from its wheels axle equipped with an engine working on gasoline or gas or any other flammable material regardless of its speed; such vehicles working on batteries are also banned if their speed exceeds 10km/h; Alerting apparatus (such as bells, sirens, burglar or fire alarms ) releasing sounds of police car sirens or of some animals Security car radar detection equipment Kuwait and Iraq war leftover equipment and machinery Products manufactured or including parts made in Israel as follows: o No Israeli commodities or products of whatever kind and no Israeli coupons or other movable values shall be brought in or imported into the Kingdom. Further, no exchange or trading in the foregoing shall be permitted. o Goods and commodities made in Israel or in the production of which any percentage of the products of Israel enters whatever such products may be, shall be considered Israeli whether such goods and commodities come directly or indirectly from Israel. o Commodities and products reshipped from Israel or manufactured outside Israel to be exported for the account of Israel or for the account of the persons or bodies shall be treated as Israeli goods aspx Used cars, cars used by the security authorities (police, etc....), taxis (including rental cars and used previously by rental companies) and cars that have already been subject to incidents of drowning, fire, collision or toppling or other, which normally have stamped on their registration document (SALVAGE) or any other similar term from another language Used car parts, except for main spare parts (such as transmission, outside body of the cars, differential, engine) SAUDI ARABIA - Import Guide 01 Banned and restricted products Ed /11

2 Used consumer goods (such as refrigerators, washing machines, fabrics, garments... etc.) with the exception of goods used for personal use Old cars (more than five years old) and cars that had traffic accidents or drowning destined to be dismantled and sold in the form of spare parts Appliances and products working only on 127V except: o Plugs and sockets with 127V voltage are allowed to be imported until the year 2026 o Light bulbs, which operate on 127V are allowed to be imported until the year 2026 o Fixed electric fans and suction fans for kitchens and toilets that run on 127V are allowed to be imported until the year 2026, 127V fans incorporating luminaires or other electrical functions are not allowed o Appliances and electrical equipment working on a bilateral (dual) Voltage adjustable manually or automatically ( ) volt are allowed to be imported permanently o Spare parts for equipment and electrical equipment and accessories working on 127V are allowed to be imported until the year 2026 (Confirmation/commitment letter shall be collected from the client stating that the products are to be used as spare parts, a remark shall be stated on the CoC in this regard) Forbidden refrigerants in products (ACs, Fridges, Freezers, etc ): o R11, R12, R 22 (except for window ACs), R123 o CFC11, CFC12, HCFC-22 (except for window ACs), HCFC-123 o Freon 11, Freon 12, Freon 22 (except for window ACs), Freon 123 o Trichloromonofluoromethane, Dichlorofluoromethane, Chlorodifluoromethane (except for window ACs), Dichlorotrifluoroethane o CCl3F, CCl2F2, CHClF2(except for window ACs), C2HCl2F3 In addition to the above list, the following products are banned from entering the Kingdom of Saudi Arabia: Banned Products Pork and its meat, fat, hair, blood, guts, members and anything extracted from it. Dogs, except the dogs intended for hunting or guarding or guiding blind people. A certificate endorsed by the embassy of the Kingdom in the exporting country stating that the dog in question is a hunting, guard or guide dog. In addition to that, the dog should be examined by veterinary quarantine. Meat of frogs. Drugs and narcotics of all types, forms, and names in addition to chewing tobacco, naswar, snuff (sawika), and cola acuminate All foodstuffs made from animal blood. Liquors and intoxicants of all kinds, including materials containing alcoholic substances in any intoxicating proportion, and distillation equipment and materials that are used only for distilling liquors. Korans in commercial quantities. Blank bills or invoices with headings in the name of foreign companies operating abroad. All kinds of advertising materials for cigarettes. Crosses or any products with pictures or inscriptions or drawings or recitations or phrases including newsletters, books and other publications, films, and tapes that are incompatible with Islamic doctrine or morals or the code for publications. Imported empty packages with the country of origin marked on them, which are filled locally. السلع الممنوع استيرادها الخنزير ولحومه ودهنه وشعره ودمه وأحشاؤه وأطرافه وكل ما يستخرج منه. الكالب عدا الكالب المخصصة للصيد أو للحراسة أو المكفوفين مع تقديم شهادة من الجهة المختصة في بلد المصدر مصدقة من سفارة المملكة تفيد أن الكلب المراد إدخاله كلب حراسة أو صيد أو للمكفوفين باإلضافة إلى عرضه على المحجر البيطري. لحوم الضفادع. المخدرات بكافة أنواعها وأشكالها ومسمياتها إضافة إلى مادة الشمة والسويكة والنشوق والقورو. سائر األصناف الغذائية المصنوعة من الدم الحيواني. الخمور والمسكرات بكافة أنواعها بما في ذلك ما يحتوي على مواد كحولية بأي نسبة مسكرة وأجهزة تقطير الخمور والمواد التي ال تستعمل إال في تقطيرها. المصاحف بكميات تجارية. الفواتير البيضاء المعنونة بأسماء شركات أجنبية في الخارج. مواد الدعاية لألدخنة بجميع أنواعها. الصليب أو أي سلعة مرسوم عيها صور أو نقوش أو رسوم أو تالوات أو عبارات بما في ذلك النشرات والكتب وغيرها من المطبوعات واألفالم واألشرطة التي تتنافى مع العقيدة واآلداب اإلسالمية أو نظام المطبوعات. العبوات الفارغة التي ترد من الخارج بغرض تعبئتها بالداخل والمثبت عليها داللة المنشأ. 3 Banned Products Pictures and depictions which contradict the provisions of Sharia and the public morals, and which are imported for the purpose of selling them in commercial quantities. (including shapes of pigs and related statements thereof, etc ) All kinds of tools, machinery, and devices for gambling. Used and refurbished tires. Christmas trees. All types of weapons, military equipment, their parts and ammunition except the ones for the relevant government sectors. Night vision binoculars through which it is possible to see in the dark, binoculars that capture images at night and binoculars for targets identification. Explosive and radioactive materials, crackers, potassium nitrate of all kinds and potassium chlorate except with an official authorization. All types of fireworks. Medicines that do not bear, or are not accompanied by a leaflet bearing the composition and the amount of each component as per the code of practice of the profession of pharmacy and the trade in drugs and medicinal preparations. Commodities with the government logo correctly depicted, which consists of two swords with a palm tree (tall trunk with leaves at the end of it) between them. Nutmeg fruit, its seed and powder. It is only permitted to import nutmeg powder mixed with other spices in the allowable limit, which shall not exceed 20%. Coupons of Hadi (sacrificial animal), sacrifices, ransoms (Fidyah) and charity. (paper document referring to sacrificial animals - sacrifice offered during Hajj; Sheep, camel, cow ) Cameras which permit viewing the body without clothes (naked). Massage devices which are presented in an immoral way. Small cars and bicycles for children, that do not exceed 50 cm in height from the axle, and that are driven by engines powered with gasoline or gas or any combustible material in addition to battery operated cars if their speed exceeds 10 km/hr. Tools and devices used in opening doors and cars (pick-locking) Annoying horns. Masquerade masks. Imported empty bags bearing brands and labels or food products or cement or logos of companies, except the ones imported for national companies. Transparent feminine cloaks (Abaya) even for personal use. السلع الممنوع استيرادها الصور المجسمة التي تتعارض مع أحكام الشريعة وتنافي اآلداب العامة وتستورد لغرض البيع بكميات تجارية. )من ضمنها صور وبيانات متعلقة بالخنازير الخ...( األدوات واآلالت واألجهزة المخصصة أللعاب الميسر والقمار بكافة أنواعها. الكفرات )اإلطارت( المستعملة والمجددة. أشجار عيد الميالد. األسلحة والمعدات العسكرية بكافة أنواعها وأجزائها وذخائرها إال للقطاعات الحكومية المختصة. النواظير الليلية التي يمكن بواسطتها الرؤية في الظالم والنواظير التي تلتقط الصور ليال وكذلك نواظير تحديد األهداف. المواد المتفجرة والمشعة والمفرقعات وملح البارود. بجميع أنواعه وكلورات البوتاسيوم إال بترخيص رسمي. األلعاب النارية بكافة أنواعها. األدوية التي ال يوضع عليها أو على ورقة مرافقة لها كيفية تركيبها ومقادير كل عنصر وفقا لنظام مزاولة مهنة الصيدلة واالتجار باألدوية والمستحضرات الطبية. السلع المرسوم عليها شعار الحكومة الذي يمثل شكل سيفين وبينهما نخلة بساق طويلة وبالسعف وفي نهايتها ممثل تمثي ال صحيحا. ثمرة جوزة الطيب بذرتها ومسحوقها الخاص ويقتصر السماح باستيراد مسحوقها المخلوط بغيره من التوابل في حدود النسبة المسموح بها والتي ال تزيد عن %02. السندات والكوبونات الخاصة بالهدي واألضاحي والفدى والصدقة. الكاميرات التي تجرد الجسم من الثياب بصورة عارية. أجهزة التدليك التي تعرض بشكل منافية لآلداب. السيارات والدراجات الصغيرة الخاصة باألطفال والتي ال يتجاوز ارتفاعها عن محور عجالتها 02 سم والمزودة بمحرك يعمل بالبنزين أو الغاز أو أي مادة مشتعلة وكذا التي تعمل بالبطاريات إذا تجاوزت سرعتها 02 كم في الساعة. الطفاشات التي تستخدم في فتح األبواب والسيارات. البواري المزعجة. األقنعة التنكرية. األكياس الفارغة الواردة على حدة والتي تحمل ماركات أو بيانات عن مواد غذائية أو أسمنت أو عالمات شركاتها باستثناء ما يرد للشركات الوطنية. العبي النسائية الشفافة حتى ولو كانت على نطاق شخصي. Atron substance Pencils in the shape of syringes. Commodities with flags of foreign countries marked in significantly large form. Cosmetics which cause irritation to human organs. Prototype of Prophet Mohammad s stamp (peace be upon him). Commodities which have names & photos of celebrities. Hides of lions. Devices which transmit programs wirelessly (Video Poster). Videophone devices. Bags which contain radio or recorder or alarm device. Greeting cards with small musical devices which work automatically when the card is moved. Car antennas similar to the ones used by security cars and to wireless telephones. Counterfeit money. Potassium Bromate used as an enhancer in bread production. Cars with two exhausts, which work with 450 horsepower force and manual transmission. Devices which are placed behind the driver to alert him in case he falls asleep. Eagle logo. Voice Changing Devices. Pinhole glasses (that work by laser). Light emitting shoes in which mercury is used. Toys in the shape of human hands, which are placed by some drivers in a prominent way in their cars Electronic Mosque niches. Prototype of Kaaba Shrine. Six-pointed Star. Old newspapers. The special conditions for tobacco and tobacco products shall be respected(such as the need to comply with standards, and bear warning expressions, and the level of tar, nicotine, and date of production, as well as the need for warning illustrations on the cigarette boxes.) 7 Imported Products needing a special authorization from the relevant authority shall be produced. For alcohol and radioactive isotopes to be exempt from customs fees listed in chapters 22 28, a certificate shall be produced from the Agency proving that they are destined for medical purposes. For drugs listed in chapter 30 to be exempt from customs fees, the product shall be included in the clause and its explanations and the notes on chapter 30. Chemicals of all types including explosives, fire crackers, potassium nitrate, and potassium chlorate shall not be allowed in before obtaining a pre-approval from the relevant authorities, except what is imported in the name of specialized government agencies All publications whether in printed or audio or video, or manuscript form shall not be allowed in except with approval from the Ministry of Information For valid postage stamps to be imported, they shall be imported by the relevant government agency. For used garments listed in chapter 63 to be imported, they shall be accompanied by a certificate of outside sterilization; otherwise they shall be kept in quarantine. Distilling equipment for medical and scientific purposes shall not be allowed in except with permission by the Ministry of Health or a Department thereof. As to the equipment intended for maintenance and technical services companies and general contracting companies, these have to be allowed in by the Ministry of Commerce or the Ministry of Industry according to the sector of their specialty. Electrical equipment listed in lists given to the customs, as well as other equipment which must be conforming to quality standards before being allowed in, these shall not be allowed in before a certificate is presented for items imported for commerce. All kinds of wireless devices, whatever their range, shall be accompanied by a pre-approval from the Ministry of Interior, except those devices imported for government departments and agencies. These shall be allowed in based on a letter from the relevant minister that defines their types, quantities, and the purpose of their importation. Hunting arms, white arms, firearms intended for shooting live ammunition, such as signal guns and other arms operated by air pressure, springs, or otherwise. The same goes for all kinds of fireworks, and toy guns that teach boys shooting, as well as guns with disturbing noises and similar types of guns used for hunting, industry, sport, or entertainment, all shall have a السلع المقي د استيرادها الرسوم الجمركية الواردة في الفصلين )00 01( إبراز شهادة من الهيئة تثبت أنها معدة لألغراض الطبية ويشترط إلعفاء األدوية الواردة في الفصل )32( من الرسوم الجمركية أن يكون الصنف مشموال في البند وشروحه ومالحظات الفصل )32). لمواد الكيماوية بجميع أنواعها بما فيها المتفجرة والمفرقعات وملح البارود بجميع أنواعه وكلورات البوتاسيوم ال تفسح إال بعد الحصول على إذن مسبق من الجهة المختصة إال ما يستورد منها باسم األجهزة الحكومية المختصة. جميع المطبوعات الواردة سواء كانت مقروءة أو مسموعة أو مرئية أو مخطوطة ال يتم فسحها إال بموافقة وزارة اإلعالم. يشترط الستيراد الطوابع الغير مبطلة وسارية المفعول في المملكة أن تكون مستوردة من قبل الجهة الحكومية المختصة. يشترط الستيراد األلبسة المستعملة الواردة في الفصل )33( أن تكون مصحوبة بشهادة تطهير من الخارج وإال فتعرض على المحجر الصحي. ال تفسح أجهزة التقطير إال بموافقة وزارة الصحة أو أحد فروعها وذلك فيما يتعلق باألغراض الطبية والعلمية أما الخاصة بشركات الصيانة والخدمات الفنية وشركات المقاوالت العامة فتفسح من قبل وزارة التجارة أو وزارة الصناعة كل في قطاع اختصاصه وإشرافه. األجهزة الكهربائية الموضحة بالقوائم المبلغة للجمارك وكذلك بقية السلع التي يستلزم فسحها مطابقتها للمواصفات القياسية ال تفسح إال بعد تقديم هذه الشهادة فيما يستورد لغرض التجارة. األجهزة الالسلكية بجميع أنواعها مهما كان مداها إبراز ترخيص مسبق من وزارة الداخلية عدا المستورد منها للدوائر والمؤسسات الحكومية فتفسح بموجب خطاب من الوزير المختص يحدد أنواعها وكمياتها والغرض من استيرادها. أسلحة الصيد واألسلحة البيضاء واألسلحة النارية المعدة إلطالق ذخائر حية كمسدسات اإلشارة واألسلحة األخرى التي تعمل بضغط الهواء أو بالغاز أو النوابض أو غيرها. وكذا األلعاب النارية بكافة أنواعها وبنادق اللعب التي يتعلم بها الصبية الرماية والمسدسات ذات الصوت المزعج وما يماثل هذه األنواع مما يستعمل ألغراض الصيد أو الصناعة أو الرياضة أو التسلية SAUDI ARABIA - Import Guide 01 Banned and restricted products Ed /11

Military grades, garments, and insignia, except with approval of relevant authorities. Cars with plates or inscriptions indicating that they belong to a military security agency, except with authorization from the relevant authorities. Devices for detecting gold, jewelry and the like, except with authorization from relevant authorities. Devices for detecting fraudulent money, except with the approval of relevant authorities. 20. Plastic plates resembling traffic signals that are mounted on vehicles, except with approval of relevant authorities. Fire extinguisher powder containers and fire alarm devices. Safety equipment.
