2 Background The Ministry of Public Health has been working several years ago on the reform of the pharmaceutical sector Achievements included: Drugs Registration, Pricing, Marketing Authorization, Good Storage and Distribution Practices, Unified Prescription, Promotion of the Local Production and Generic Drugs...etc. Facilitating access to information through improvement the different digital frameworks: website moph.gov.lb, Mobile App., 1214 Positive impact on the quality, safety and efficacy of pharmaceutical products and therefore on the Health Status in Lebanon

5 Lebanon Current Pharmaceutical Expenditure: Despite all these reforms and continuous MOPH efforts to periodically revisit regularly the price structure of medicines that led to decreases in prices, pharmaceutical sales is significantly increasing and spending on pharmaceuticals remains as high as 49% of THE

6 Challenges Number of counterfeit drugs is increasing Number of Recalls is increasing An increasingly global marketplace means more complexity Quality and safety are more important than ever Ensuring a reliable supply of drugs to patients The healthcare industry is continuously facing costly patchwork of regulatory requirements

7 Standards as foundation for change MOPH believes that: Using Global & Unified Standards in the healthcare field leads to significant benefits: o Standards also enable aggregation of information from disparate sources o Standards make communication more easy and sharing of information more efficient o It Provides an opportunity to make the drug supply chain, safer and yet more efficient and accurate A standardized identification system from the manufacturer to the patient is imperative to comply with the increasing need for product integrity and traceability.

8 Neighborhood situation Jordan will start on 01/07/2018 to use the GS1 DataMatrix symbology printed on all of the medicinal products on the Secondary Package and Starting from year 2020, each medicinal pack coding must include a unique serial number Turkey started the ITS Serial Barcode system in 2013

9 Implementation of the National Barcode System Taking advantage of the innovation in the ICT (Information and Communication Technology) field and Aligning them with its Strategic Goals The Ministry of Public Health (MOPH) is going to implement the National Barcode System for imported and locally manufactured pharmaceuticals in Lebanon

10 2D DataMatrix GS1 barcode The Global Standards (GS1) system is globally endorsed by the healthcare community It is one of the most widely used trade item identification systems worldwide A standard way for all stakeholders in the supply chain to Identify, Capture and Share information about the product

11 2D DataMatrix bar code A GS1 DataMatrix Bar Code symbol is a two-dimensional (2D) matrix barcode, consisting of black and white cells or modules, that can be arranged in a square or rectangular matrix. GS1 DataMatrix is the preferred 2D matrix bar code symbology that efficiently meets all of the needs of the pharmaceutical industry Exemple: GTIN: (01) Expiry: (17) Batch/Lot: (10) ABC234 2-D Data Matrix can hold more data and is smaller in size than linear barcodes It is a highly secured type used by Manufacturers to protect their brands internationally

12 2D DataMatrix bar code The standard Bar Code Label will include: Registration nb. Expiry Date Batch nb. How to read it? To read the GS1 DataMatrix symbology, camera-based bar code scanners are required When scanned using Mobile App. of the ministry it directly links to MOPH DB in order to retrieve information about the product

Increase patient safety. Reduce medication errors Prevent counterfeiting, fraud and illegal sale of drugs Improve recalls and withdrawals efficiency and effectiveness 3. Increase Transparency and Accountability

18 Scope of work Building an infrastructure with new modern technologies Consolidating the National Central Database for imported and manufactured pharmaceuticals in Lebanon Allocating standard and unified Barcodes, according to GS1 standards for all imported and manufactured pharmaceuticals in Lebanon: The barcode is scanned at each step by supply chain stakeholders that physically handle the product. Interconnecting with Importers, manufacturers, distributors, pharmacies, hospitals and third party payers through web services

19 Scope of work That data is then captured and sent to the MOPH database. The data is published in real-time on MOPH website Enabling the tracking of each batch of drugs as it travels across the supply chain
