3 Introduction to CSUEB Special Education Programs Dear Applicant: We welcome your interest in the Special Education programs offered by the CSUEB Department of Educational Psychology. The Department offers several programs to prepare professional educators to work with students with disabilities, their families and communities. The first is the Educational Specialist Credential Program in Mild/Moderate or Moderate/Severe Disabilities. The second program is the Master s Degree in Special Education and the third is the Autism Spectrum Disorder Added Authorization. In addition, interested Liberal Studies undergraduates may have an Option in Special Education, completing initial credential coursework. There are two pathways to enter the Education Specialist Mild/Moderate or Moderate/Severe Disabilities Credential Program. The first pathway is through the TED/SPED Program. This unique, innovative program offered by our Educational Psychology Department and the Department of Teacher Education is designed to meet the California Teacher Credentialing standards for Education Specialists as well as for Multiple Subjects credentials. The concurrent Education Specialist (Mild/Moderate or Moderate/Severe Disabilities) and Multiple Subjects program leads to both the Preliminary Education Specialist and the Preliminary Multiple Subjects Credential in seven quarters. This program begins annually in the Summer quarter on the Hayward campus. This pathway is the only option for applicants who do not hold a California Multiple or Single Subject teaching credential. For this concurrent credential program with the Department of Teacher Education, applicants should first attend an Admission Information session conducted by Credentials Service Center (CSSC). Following general advising, you will obtain an Application from the Credential Student Service Center website and follow all procedures noted there. You will also apply to the University through the csumentor website (CSUMENTOR) Each quarter has a deadline for the University Application. See the University Deadlines on the website at (DEADLINES). The second pathway is titled SPED ONLY. This pathway is available only to applicants who already possess a California Multiple or Single Subject Credential may complete the Special Education application as directed on the CSSC website (SPED) as well as the online university application. The second program is the Master s Degree in Special Education. Applicants for the Masters Degree in Special Education without obtaining a credential should follow the same application process identified above, through the CSSC. At any point in the process, please feel free to special education faculty with your program questions. Also note that there is a significant overlap of the Masters Degree with the Specialist credential programs, so one may add the Masters objective after beginning credential studies. The Autism Spectrum Disorder Added Authorization is available to individuals who hold Level Education Specialist Credentials in Mild/Moderate Disabilities or earlier Learning Handicapped ; credentials that did not authorize services to students with Autism Spectrum Disorder. This option can be applied for in the same manner as the Education Specialist programs above.
4 Once your application and corresponding documents have been submitted, you will be contacted for an interview with faculty. Be sure to look at University deadlines for applications, and see the Special Education and CSSC websites (SPED and CSSC) for the quarters during which one may apply for the Preliminary Education Specialist programs in Mild/Moderate or Moderate/Severe Disabilities, as well as for the Masters-only or Autism Authorization options. Courses are given in sequence, so applications for some programs are restricted to specific quarters. 5 GENERAL INFORMATION (READ THIS PRIOR TO COMPLETING YOUR APPLICATION) The Educational Psychology Department is a graduate Department offering Master s Degrees and Credential programs. Graduate courses offered toward these Master s Degrees and/or Credential programs are restricted to students in graduate status. However, the Department does offer a few courses at the 5000 level, which are open to undergraduate students in the Liberal Studies Option-Minor. Students who want an introduction to Special Education and/or those who are contemplating a career in the field are encouraged to take EPSY 50. The Special Education program prepares its candidates for careers in teaching and also for leadership roles in Special Education. SPECIAL EDUCATION PROGRAM OFFERINGS THE SPECIFIC PROGRAMS CURRENTLY OFFERED AT THE HAYWARD CAMPUS ARE: Liberal Studies Undergraduate Sped Minor (See Catalog for Liberal Studies) Master s of Science in Special Education Emphasis in Mild/Moderate Disabilities Emphasis in Moderate/Severe Disabilities Credentials: Preliminary Education Specialist Mild- Moderate Disabilities Preliminary Education Specialist, Moderate- Severe Disabilities The Master s in Science degree: Special Education programs have been configured to coordinate with the new Preliminary credential programs with significant overlap in coursework from credential to Masters. Internship Mild-Moderate/Moderate-Severe Disabilities: May be available to candidates in their second year of TED-SPED, who are approved for an internship in one of the partner districts, or to Education Specialist candidates in good standing in the CSUEB program who possess a valid Multiple or Single Subjects credential with appropriate prerequisites completed. Autism Spectrum Disorder Added Authorization: This added authorization is available to individuals who hold Education Specialist Credentials in Mild-Moderate Disabilities or the prior Learning Handicapped Credential, to enable them to provide services to students with Autism Spectrum Disorder. It is also embedded within both of the current Ed Specialist credentials. TED/SPED and SPED Program Framework The program s emphasis is highly field-based and provides students with a wide range of strategies and tools for enhancing the lives of individuals with disabilities through research-based instruction in inclusive settings. Coursework is taught by successful teacher- researchers and practitioners in the field. The programs provide extensive university-supervised fieldwork with Master /Cooperating Teachers in diverse classrooms and settings that are appropriate to each student s credential and to their professional goals. The goal of the CSUEB Special Educational Programs is to prepare specialists for a wide range of educational responsibilities to meet the needs of individuals with disabilities and their families. The preparation program is consistent with evidencebased education practices such as Universal Design for Learning and differentiated instruction, positive behavior supports in school and community, evidence-based instruction and intervention strategies, inclusive, standards-based
6 learning and schooling with individualized learning and support opportunities for all students. In addition to demonstrating a high level of teaching competence, CSUEB Education Specialist graduates serve as change agents within their school districts, advocates for individuals with whom they work, and consultants and collaborators with other school personnel. EPSY 63 Positive Behavior Support ()* EPSY 6860 MM/MS Fieldwork() LIBERAL STUDIES The CSUEB Liberal Studies Department, in EPSY 686/6 EPSY 6999 Contemp Issues MM/MS () conjunction with the Special Education program, EPSY 6770**() offers a Special Education Option/Minor as an Emphasis Area of the Liberal Studies Year - Fall undergraduate major. Currently, three Special EPSY 67 Instr and Behavior MM () Education courses of the four required for the Option( EPSY 50, 56, 55, 536, which are EPSY 6 Aug Comm Assistive Tech ()* taken along with courses from the Department of EPSY 6: Assessment: MS () Teacher Education and other related Departments) can be applied toward the graduate Education EPSY 633 Curriculum MM or Specialist Preliminary Credential. Interested EPSY 60: Advanced Curriculum MS () undergraduate students should see their Liberal Studies advisor, and then meet with a Special EPSY 686 Fieldwork MM/MS () Education Faculty Advisor when declaring the 6

Special Education courses are currently offered only one time per year, so it is essential that Liberal Studies candidates meet with a Special Education faculty advisor and review the course schedule before and while taking the required courses. MASTER S OF SCIENCE DEGREE IN SPECIAL EDUCATION Mild/ Moderate Disabilities Moderate/ Severe Disabilities Masters Candidates who are in/have completed the Specialist credential program will complete the courses listed above, as well as Research, EPSY 603 (-units), Thesis Seminar, EPSY 60, a Project/ Department Thesis (Mild/Moderate Disabilities) and/or, EPSY 690, a University Thesis (Moderate/ Severe Disabilities). QUARTERS FOR ADMISSION TO OTHER SPECIAL EDUCATION PROGRAMS: Preliminary Education Specialist Mild/Moderate Disabilities: Fall (for individuals with a valid CA Multiple or Single Subjects credential). An individualized Spring or Summer entry is possible if candidate requires EPSY 50. 7

An individualized Spring or Summer entry is possible if candidate requires EPSY 50. Masters in Special Education Mild/Moderate Disabilities: Fall: An individualized Spring or Summer entry is possible if candidate requires EPSY 50. Masters in Moderate/Severe Disabilities: Spring or Fall. Admission other quarters is possible on individual basis with program approval and depending on prior work/education. 3. Transfer of Units: Courses taken in unclassified post-baccalaureate status and/or extension status, as well as course work completed at any other college or university, are considered transfer units or nonresident units (nonresident units are defined as any courses taken when the student is not in graduate status within the major Department). A maximum of 3 of these units may be allowed toward the Master s Degree or credential.. Students must be admitted to the University before receiving official admission to the Special Education and/or TEDSPED program. You must apply to both the University and Department online. Once you have been accepted by the University you will receive an acceptance letter from the University Admissions and Records Office. 5. REMEMBER: There are two separate and distinct application procedures. You must apply to both the University and the Department/program before you can begin the program. Please follow the stated procedures for both applications. APPLICATION DEADLINES Complete University and Department Applications must be received prior to the quarterly application deadlines specified for each quarter by the University Office of Admissions and Records. (ADMISSIONS AND RECORDS DEADLINES) A. UNIVERSITY APPLICATION Be sure to clearly indicate your Major and Objective on your University Application or Change of Graduate Objective Form. For example Major: Special Education M/M or M/S Disabilities Objective: Credential Only or Master s of Science or Master s of Science and Credential. The University Application is completed online: Complete the application and submit your application fee. Send official, sealed transcripts from all colleges/universities you ve attended directly to Graduate Admissions. The Credential Student Services Center and Special Education Program cannot process your application to the Department until we obtain notification that your application fee and documents have been received in the University Admissions Office. 3. If you are currently an unclassified post-baccalaureate Educational Specialist Credential student, you must submit a Change of Graduate Objective Form to the University Graduate Admissions department to add the Masters degree. 8
10 . If you are a returning student after an absence of two consecutive quarters, you must reapply to both the University and the Department and meet with a Special Education faculty advisor. See CSSC for a Readmit application. B. DEPARTMENT/SPED PROGRAM APPLICATION ( FOR Masters-only applications, and for Special Education Preliminary credentials IF one already has the Multiple or Single Subjects credential SPED ONLY). The Department /Special Education Program Application for Admission may be obtained directly from CSSC website: (ONLINE APPLICATION). Three References These should be from persons who know of your academic and professional abilities and potential. The Department form is linked to the application on line and this form must be used and may be accompanied by a letter if desired by the recommender. At least one reference should be from a faculty member who is acquainted with your academic ability and promise. The link to the forms can be found on the application page. 3. Personal Statement See link on CSSC website for prompts and submission.(personal STATEMENT). Test Scores (Master s Degree without Credential only) Send or request scores from either the Miller Analogies Test (MAT) or the Graduate Record Exam (GRE), general section, to University Admissions. More information on these tests is available from the Testing Office (50) and the Educational Testing Service, Berkeley, CA. If you are unable to provide test scores prior to the application deadline, you will need to advise the Department in writing of your plan to fulfill this requirement before you have completed units in the graduate program. 5. University Writing Skills Requirement Required for all Special Education Master s students. This requirement can be fulfilled by earning a score of 53 or higher on the writing portion of the CBEST or by completing the Writing Skills Test with the University Testing Office. 6. Transcripts Submit an official Bachelor degree- bearing transcript along with your application. (This requirement is in addition to the official copies required for the University application). It is your responsibility to provide these documents to the CSSC and University Admissions Office. 7. Completion of the CBEST or new alternatives see Credential Student Service Center at CSUEB. Please provide a copy of your CBEST pass card and score sheet. (Credential candidates only) 8. Completion of Subject Matter Competency. If you have taken the CSET (or MSAT), please provide verification of passing scores. (Credential candidates only) 9. Education Specialist credential candidates must possess a California Multiple or Single Subject Credential. Please provide a copy of your credential. If you do not possess a Multiple or Single Subject Credential, look into our TEDSPED dual program. 0. Valid TB test must be valid though out the program up until you are recommended for your credential. TB test are good for 3 years.. Interview When your application is complete, you will be contacted for an appointment with Special Education faculty for an interview. IT IS SOLELY THE APPLICANT S RESPONSIBILITY TO SUBMIT THE APPLICATION, INCLUDING ALL DOCUMENTS, TO THE CSSC BY THE UNIVERSITY AND PROGRAM APPLICATION DEADLINE. 9
11 FACULTY-STUDENT ADVISING Candidates are required to participate in a combination of group and individual special education faculty advising sessions during the course of their program. Candidates must consult their advisor and update their advising folder prior to registering for each quarter. The student should maintain close contact, at all times, with the advisor for advice and information. It is the student s responsibility to activate this process. All faculty hold weekly office hours on campus. ADVANCEMENT TO CANDIDACY (MASTERS) A student can be advanced to candidacy after completing the prerequisites, which include units of required Special Education Masters level coursework, successful completion of the University Writing Skills Requirement, and a GPA of 3.0 or above. Students should be advanced to candidacy as soon as these requirements are met in order to avoid delay in their graduation documentation process. The student is responsible for initiating this process with his or her academic advisor. The form is available in the Department Office AE 50 OR ONLINE The form must be signed by the candidate s advisor prior to its submission to the AE Cooperative for processing. CAUSE FOR DISCONTINUANCE Students may be discontinued from the program at any time for cause. This includes substandard academic or fieldwork performance. For cause also includes behavior that is destructive to students or faculty, and/or interferes with the educational environment, and/or represents a threat to others, including student behaviors which are inconsistent with the legal, ethical, and/or personal responsibilities of professional teachers, specialists and/or administrators. I MASTER S DEGREE REQUIREMENTS. Hold advanced candidacy standing.. Have 6 quarter units of approved graduate work, of which: a. All units must have been earned within the five years just preceding completion of degree requirements b. No fewer than 3 units may have been completed in residence c. No fewer than 3 units may have been in courses in the 6000 series d. No more than 9 units may be taken of 690 for a University Thesis, and no more than 6 units of 60 may have been for a project or Department Thesis e. A maximum of 3 units may be transfer, extension, and/or unclassified post-baccalaureate course credits f. No more than 9 units may be a combination of fieldwork or thesis/project when taken as individual supervision 3. Have completed a satisfactory program of study as specified in the University Catalog.. Have obtained at least a 3.0 G.P.A. in: a. All post-baccalaureate units undertaken b. All units offered as satisfying the requirements of the degree program 0
12 5. Have completed an acceptable thesis or project as determined by the thesis/project committee. EMPLOYMENT OF CSUEB PROGRAM GRADUATES Graduates of the CSUEB Special Education programs are in high demand and work in a variety of settings. 00% of recent graduates have been employed upon completion of credentials and/or as Education Specialist Interns during the program. Positions held by graduates include (but are not limited to) the following: Co-Teaching/consulting in general education classrooms (inclusive education). Teaching students in an inclusive school where students supported in general education for 80% or more of school day. Teaching students in integrated special classes in public or private schools. Teaching for Resource Specialist Programs and Leaning Centers providing individual or small group/individual instruction in and/or outside of general education classes. Working as a Behavioral Specialist in public schools. Teaching in conjunction with the Youth Authority in a juvenile court school setting. Teaching in private clinics/agencies. Working as an Educational diagnostician in private clinics/agencies/state run entities. Teaching in community college and University programs for individuals with exceptionalities. Advocating for exceptional individuals within a public or private context. Teaching in community settings as district transition and/or vocational specialists. Working in leadership roles in Special Education, such as Program Specialist, Director or Coordinator of Special Education, and as Director of a nonprofit adult services agency, Director of Public Health and Developmental Disabilities agencies.
