6 New NORDEFCO Action Plans in 2016 In the near region: Easy Access Declarations will entail enhanced cooperation enabled through streamlining and simplification of procedures regarding access to each other s territories. Follow-up on regional security challenges, concerning overview of security related activities in the region. 6
7 New NORDEFCO Action Plans in 2016 International engagements: Explore possibilities for better coordinated contributions from the Nordic countries to international military missions and in particular UN missions with a view to strengthen the sustainability of contributions. Continue the joint Nordic support to the East African Standby Force (EASF) in its further development and fulfillment of its mission of contributing to regional and continental peace, security, stability and enhanced regional integration. 7
8 Fostering continuity 1/3 Implement the Secure Communications System and explore opportunities to extend the secure communications to the Baltic countries. Continue to develop cooperation on Air Surveillance (NORECAS). Develop work on Alternate Landing Base exploring the possibility to extend to armed aircraft and include Iceland. Continue to develop the concept of a possible Northern flag exercise with the precondition of the US and third country participation. Facilitate a Nordic meeting on exchange of best practices related to national contingency and readiness planning. Continue to exchange experiences and best practices, and develop cooperation within international operations. 8
9 Fostering continuity 2/3 Follow-up to the Nordic-Baltic Declaration concerning areas of enhanced cooperation between the Nordic and the Baltic countries. Further develop the Nordic-Baltic capacity building projects in Georgia and Ukraine. Continue coordination of initiatives within the Northern Group on capacity building projects in Ukraine. Facilitate the further development of the Nordic Tactical Air Transport (NORTAT). Explore possibilities of extended collaboration with the US in training and exercises up to Maintain a focus on the Cross Border Training agreement including third party participation. 9
10 Fostering continuity 3/3 Continue to exchange of experience on long term defence planning. Continue to discuss initiatives for recognizing and safeguarding our veterans. Continue to identify areas of Nordic cooperation within the framework of Open Skies. Ensure promotion of environmental and economical sustainability in defence regarding Nordic defence and consider relevant initiatives and further work. Continue to focus on Nordic cooperation within Cyber, including political dialogue. Continue to emphasize close dialogue between the Nordic countries and the Nordic defence industry. 10

13 Easy Access Declaration NORDEFCO Vision 2020: National procedures, rules and regulations will be streamlined as much as possible and obstacles removed in order to enhance Nordic defence cooperation. Aim: To enhance further Nordic cooperation, operational effect and ensure easier and less bureaucratic procedures for access to each others territories regarding sea and air as well as land. Action: Set-up a general framework cooperation through a Nordic MoU and on the basis of the MoU develop unilateral declarations. 13
14 Nordic contribution to UN NORDEFCO Vision 2020: By 2020 transparency, consultations and coordination in planning for contributing to international operations will be established as routine. ( ) By 2020 capacity building will be an integrated part of Nordic contributions to international engagements. Aim: Enhance operational effect in UN peace missions by common Nordic contributions through rotational arrangements or other means and to demonstrate the Nordic nations willingness to support peace and stability globally. 14

16 Secure Communication Aim: To procure and implement the decision taken during the Swedish chairmanship regarding the establishment of secure lines of communication. To facilitate a study looking at the possibilities including the Baltic countries in the secure comms system. 18
17 Air cooperation (1/3) Overall aim: Continue to develop and strengthen the framework, methodology and objectives of a deepened Nordic cooperation regarding air surveillance, air transportation and air cooperation in general. Nordic Enhanced Cooperation on Air Surveillance (NORECAS) and exchange data to improve situational awareness. Continue to influence defense and security development in our region, by formulating possible coordinated responses to incidents and violations of nation s respective air space. 19
18 Air cooperation (2/3) Nordic Tactical Air Transport (NORTAT) to improve operational effect and reduce costs. Based on the existing MoU continue to ensure that the utilization of the assets of the Nordic nations will be carried out through joint coordination and planning, furthering personal networks between the nations and burden sharing based on joint transports or combination of training and transport needs. 20
19 Air cooperation (3/3) Alternate Landing Base (ALB) with a short-term perspective on signing an agreement in order to improve operational effect and reduce bureaucracy. On a longer term basis seek to include armed aircrafts in the Technical Arrangement. 21

21 Northern Flag Exercise Current tasking: The Swedish minister of defence presented a non-paper on the possible development of the Arctic Challenge Exercise in to a Northern Flag Exercise. Some ministers expressed concerns of the resource implications of such an exercise. Ministers reiterated that substantial involvement of the US in such exercises would be a precondition. The ministers decided to task the PSC to look into the possibility of further developing the Arctic Challenge Exercise over the coming years on a step-by-step basis. Based on the recommendations by the PSC, the ministers would decide the way ahead. 23
22 National contingency and readiness planning Aim: To further the work initiated by the Swedish chairmanship 2015 on national contingency and readiness planning as decided upon at the PCS-meeting in Berga in September The aim of the work is to increase transparency, consultations, information sharing and coordination. 24
23 Sustainability in Defence Current PSC tasking: PSC tasks MCC, based upon the work on sustainability (Green Acquisition Guide), to consider similar or other relevant initiatives on military level regarding sustainability and report back prior to the PSC meeting in September Meanwhile, based upon COPA ARMA work on sustainability (Green Acquisition Guide) the MCC has tasked other COPAs, to consider similar or other relevant initiatives regarding sustainability on the military level and report back to MCC NLT 1 September
24 FfT Paper on Requirements Current CHOD - NAD tasking: At their August 2015 meeting the Nordic CHOD/NAD forum tasked the MCC which in turn tasked COPA ARMA to produce a food for thoughts paper on how to enhance Nordic armaments cooperation by reducing the number and impact of mandatory requirements. Status: The paper proposes a series of principles that will mitigate the present problems related to harmonization of often very different and very detailed user requirements and lead towards a more holistic approach to common procurement that could form the basis for future armaments cooperation. 26
